MINUTES OF THE BOARD OF COMMISSIONERS OF THE NEW ORLEANS CITY PARK IMPROVEMENT ASSOCIATION A meeting of the Board of Commissioners (the “Board”) of the New Orleans City Park Improvement Association (the “NOCPIA”) was called to order Tuesday, January 26, 2016, at 4:00p.m. by President Susan Hess. The meeting was held in the Administration Building. PRESENT: Commissioners Chase, Claverie, Fernandez, Hess, Katz, Laborde, LeCorgne, McKay, McNeil, Palumbo, Pate, Pettus, Pineda, Powell, Schrenk, Sloss, Smith, Thomas, Thorpe, Tregre, and Waller ABSENT: Commissioners Batt, Bingler, Guidry, Hollis, LaFranca, Masinter, McKeithen, Navarre, Payton, Seamon, Slone, Spears, Wisdom, and Williams STAFF: Bob Becker, Kevin Cox, George Parker, John Hopper, Meg Adams, Rob DeViney and Denise Joubert COUNSEL: Henry Kinney GUESTS: Casie Duplechain and Andrea Legrand A quorum was present and voting throughout the meeting. President Hess welcomed everyone and thanked them for coming. Hess introduced new Board members; Bill LeCorgne, Stephen Pate, Mayra Pineda and welcomed back Larry Katz after a hiatus of one year. Hess also introduced Kathleen Smith and Adam McNeil as Friends appointee to the Board. Jackie Palumbo was also introduced moving from a Friends positions to an elected position. Hess also introduced the Officers for 2016; Steve Pettus, President-Elect; Edmund Schrenk, Vice-President; Ronnie Slone, Vice-President; Errol Laborde, Vice-President; Cleland Powell, Treasurer; and Elizabeth Sloss, Secretary. Hess noted that H. Britton Sanderford has resigned from the board; upon his resignation he sent the Park a check for $25,000. Hess also shared a thank you note from Dessa Giffin expressing her appreciation and gratitude for having served on the Board for the last eight years. The minutes of the December Board meeting were approved. Hess asked all Commissioners to review the Board Committee Assignments and encouraged all Commissioners to sign up to serve on a Committee. The State Ethics Commission will conduct it’s routine ethics training on February 17 at 9:30am in Parkview Terrace. In the Management Report, Chief Executive Officer Becker reported that operating results for November were slightly below plan. Becker noted we had a successful Celebration in the Oaks, despite weather conditions which was worse than last year. Celebration in the Oaks accounts for approximately 15% of the Park’s yearly revenue. Governor Edwards indicated that he would 01

propose a 10% sweep of dedicated revenue that is not protected by the Constitution. The money the Park receives from the slots at the Fair Grounds is not protected in the Constitution. If the proposal is passed he would sweep roughly $200,000 from the Park. Becker reported: The China Light exhibits, as well as the artisans have started to arrive. The exhibit opens February 23. In February, the “Big Red Rose” will be removed and the “Blue Rose” will be installed at the Festival Grounds. Management held an evaluation of the City Putt attraction. It will be three years since its opening. While an unconditional success, we explored ways to improve our marketing, physical improvements, and programming options. We received the permit from the Corps. Of Engineers for the work on the golf course. The Park won an award from Off Beat Magazine, for the “Best Use of Local Music in Advertising” for our IHeartCityPark video. Becker thanked John Hopper and Amanda Frentz for their work on the video. A Resolution was unanimously adopted to transfer a portion of the New Orleans City Park Improvement Associations investment, held at the Louisiana Asset Management Pool; and to deposit proceeds into a collateralized, and federally insured account with First NBC Bank. There it will earn a more competitive interest rate. Becker stated that the Louisiana Asset Management Pool is a non-profit corporation organized under the laws of the State of Louisiana; that allows only local government entities to take a participating interest in its pool of short-term, high quality investments. Committee Reports: P, A&E - Commissioner Edmund Schrenk updated the Board on various construction projects. Schrenk reported that the Committee met with the Louisiana Children’s Museum, and is hopeful that construction will begin in July. At the end of the month, test pilings will be driven at the site. The bids for the Maintenance building were received, and exceeded the budget. The State is working with the designers, and will rebid the project. Construction of the Tri-Centennial Place improvements is on schedule. The Solomon Group is working on landscaping and lighting at Pigeon Island, and the Harrison Circle. The committee met with the designers for the Golf Clubhouse and Maintenance building, and offered suggestions for design changes which were agreed upon. They hope to bid the project in a month. CITO/Special Events – Julie LeCour, Director of Special Events for the last ten years gave a power point presentation which reviewed the events and responsibilities of her department.

Development – President Hess reviewed sponsorship opportunities for China Lights Festival, and asked that all board members help secure sponsorships for the Festival. Finance & Audit – Commissioner Cleland Powell reported operating results for December were ahead of plan. Revenues and expenses were both more than budgeted. The entire Celebration in the Oaks event generated just over $2.6 million in revenues, which was approximately $27,000 more than last year. The audit will be presented to the board at the February meeting. Friends – Commissioner Jackie Palumbo reported that membership is currently 4486, with a goal of 4600. Lark in the Park is scheduled for March 4th, with the funds dedicated toward the expansion of the Conservatory. Sponsorships for Lark are currently at $180,000. The Friends secured a car from Bryan Subaru, and a watch from Lee Michaels Fine Jewelry to be raffled. Palumbo thanked everyone for their support. Hess noted that the Friends of City Park fundraisers support capital expenditures; and Celebration in the Oaks supports operating expenses in the Park. H&G/Dog Park – Commissioner Liz Sloss mentioned that over 13,000 tulips were planted around Big Lake, and 100 trees were planted on the Disc Golf course. The Park will partner with Parks and Parkways to plant new crepe myrtles along Wisner. Several palm trees have been removed due to the Texas Palm Decline. The committee discussed several new projects; which include improvements to the entrances to the Park, and improvements at Popp Bandstand. Legal & Risk Management – No Report Public Relations – Commissioner Laura Claverie reported that the Committee discussed upcoming Special Events. The signage for the Louisiana Children’s Museum is up at the site. The Parks website is on a content freeze thru April. The Park will host another photography contest in the Spring. The China Lights Festival is receiving lots of advertisement at several media outlets. The committee is updating the media list and requested for Commissioners to share their contacts. Nominating – No Report Sports- Commissioner Will Tregre reported the stadiums are home to more than 20 area High Schools. There are roughly 61 high school football games 125 high school soccer games played annually in both facilities. There are eleven other sports leagues that use various facilities. We still have a great demand for field space. The LHSAA State Soccer Championship games are being held in Tad Gormley at the end of February. The committee will prepare a wish list of improvements at existing fields. Lighting, parking as well as securing additional fields is a priority. Hess noted that that the monthly electric bill for the Park is very large. Becker noted that the Park is gradually transitioning the lighting to LED lights. The Park retained a firm through Life City to recommend ways to reduce the lighting bill. The North course repair work is complete and is getting ready to install additional drainage. Construction is slightly beyond the half way point on the new course.

Tennis – Commissioner Errol Laborde reported that text message alerts at Tennis are working well. Botanical Garden Foundation – Commissioner David Waller reported that Allan Armitage is the speaker for the April 18 symposium. The Botanical Garden will be recognized by the Rex Organization with one of the floats in the parade, featuring the Enrique Alferez sculpture of the Water Maiden which is in the fountain outside the Pavilion. President Hess welcomed everyone and thanked them for coming. The minutes of the April Board meeting were approved. Public comment was then invited; Mark Zimmer expressed the need for additional sports fields. He recommended the area by Pan American stadium for additional field space. Becker thanked Mr. Zimmer for his comments and said that there is a tremendous demand for sports fields. The area he is referring to has been removed from golf master plan. We will hold a planning process towards the end of the year and comments will be accepted on future uses at that time. Becker noted that the Park is currently reviewing ways to get additional use from existing fields. Commissioner Steve Bingler recommended contacting the school district to utilize their available fields. Hess noted that budget hearings have been completed and that she attended every meeting. Hess and Becker met with council members Jason Williams and Susan Guidry to give them an update on the Park. Hess stated that they are planning to meet with the other council members; and asked board members to let her know if anyone has a relationship with any of the council members and would like to attend the meeting. In the Management Report, Chief Executive Officer Becker reported we had a good month financially in April. Year to date we are $25,000 ahead of plan, considering the $100,000 cut of our statutorily dedicated funds and other challenges. The Governor has indicated that he will call

another Special Legislative Session after the General Session ends aiming to enact further revenue and additional budget reductions. We have completed the budget hearings for the FY 16-17 operating budget and management’s recommendations will be presented at the June board meeting. The China Lights Exhibit has closed. Nearly 80,000 people attended the event over fifty-nine days, despite losing 30% of the days to bad weather. The exhibit received great publicity, and was a wonderful cultural exhibit for the region. Becker reported that we are following House Bill # 1 (operating appropriation) and House Bill #2 (capital outlay bill) due to the session ending soon. Becker commended Kevin Cox for recognizing a mistake in regards to our operating appropriation which led to the restoration of $200,000 to the funds we receive from the slot tax. This increased our appropriation from $1,750,000 to $1,950,000. Committee Reports: P, A&E - Commissioner Edmund Schrenk updated the Board on various construction projects. The committee is working with BDF on the roof design for the Golf Clubhouse. BDF has applied for a permit for the clubhouse construction. Schrenk noted that the financial status for the Louisiana Children’s Museum and the Splash Park with the State is undetermined. Both projects have requested the State to move some of the funding from Priority 5 to Priority 1 so they could bid the projects. Durr Heavy Construction was the low bidder for parking lot project at the Arbor Room. The project should be completed by September. We are hopeful that this will increase the rentals at the Arbor Room. The committee discussed security concerns for the new golf course, and is reviewing several options to deter vandalism. Bids for the Arrival Garden were received, and construction should be complete in four months. The State will bid the Marconi Bike Path in September. We are in the process of investigating the drainage system at the Festival Grounds. We want to determine the cause of the slow drainage, and what improvements have to be considered. The Sewerage and Water Board has accepted responsibility for the main drainage line. Becker commended Meg Adams, Rob DeViney and the Sewerage and Water Board for working to find a solution to the problem. CITO/Special Events – Commissioner Leigh Thorpe reported on upcoming events. June Under the Moon is scheduled for June 3 in the Amusement Park. The Committee is working with the Development Department to create a more robust sponsorship package, which can be used not only for Celebration in the Oaks but for other events in the Park. Development – Commissioner Ronnie Slone reported that the Committee is working on several sponsorship projects. Slone reported that he and Commissioner Larry Katz met with the owner of a construction company to secure an in-kind donation. Hess thanked Slone for inviting this company to tour the Park. Hess sent a letter to all Commissioners commenting on their give/get status. Geneva Marney gave a presentation on the McDonogh Society and Planned Giving. Commissioner Larry Katz shared his personal thoughts on leaving a gift in his will to the Park.

Finance & Audit – Commissioner Steve Pettus reported that for the month both revenues and expenses were lower than budgeted. Golf revenue has increased since we resumed play on the renovated greens; however, year to date golf is still below budget. China Lights revenue was $100,000 over budget and will help us compensate for the reduction of $250,000 from the statutory maximum from the slot machine revenue. Friends – Commissioner Leigh Thorpe reported that there are currently 4,560 members, with a 76% retention rate. The Patron and Ambassador Member Thank You Toast is scheduled for June 23 at the Parkview Terrace. Fundraising is still underway for Lark in the Park; currently at $214,000 of the goal of 300,000. Friends Fest is scheduled for July 20 in the Carousel Gardens Amusement Park. Give Nola Day was held on May 3 and raised roughly $10,000 which was less than anticipated due to complications with the Give Nola website. Commissioner Ray Seamon suggested customizing sponsorship opportunities for the donor or sponsor with various incentives. Hess complimented Friends for successfully working to increase memberships. H&G/Dog Park – Commissioner Liz Sloss reported that the Committee is focusing on landscaping plans to beautify the entrances to the Park. The improvements at Popp Bandstand are complete. However the shrubs have already been trampled and there is a lot of trash in the area. We need to develop a plan to prevent this from happening again. Five Overcup oak trees are scheduled to be removed from Roosevelt Mall and new Live Oks planted. The Dog Park has had more than 4,000 members since opening in 2010 which includes members from outside the region. Legal & Risk Management – No Report Public Relations – Commissioner Laura Claverie reported that China Lights received wonderful media coverage. Thrillist Media group ranked City Park # 8 in their list of the best city parks in America. They also voted City Park, and the Japanese Garden in the Botanical Garden two of the most beautiful places in the New Orleans. Bravo TV named Ralphs on the Park as one of the top 15 restaurants in the world with a great view. The photography contest is underway and we are partnering with the Advocate who will publish the winning photographs. Cheryl Berger as well as others will be judges for the contest. Nominating – No Report. Sports- Commissioner Will Tregre reported that Tad Gormley stadium is currently used for football, track and soccer and we are planning to explore alternate uses for the stadium. A Reggae concert is scheduled in the stadium in June. We are working to prepare a maintenance budget so we can request funding to address issues. Two of the sports fields at the Festival Grounds are opened for play. Play has resumed on The North Course. Construction of the new golf course is well underway and should be close to completion by the end of the year. Becker stated that the contractor is planning to turn over the course to the Park by November. Tennis – No Report

Botanical Garden Foundation – Commissioner David Waller reported that there was severe damage to the grounds in the Botanical Garden from the China Lights Festival. Waller recommended taking this into consideration when scheduling future events in the Botanical Garden. We are working to finalize the donation from The Zemurray Foundation for the garden endowment. Sustainability Committee – Commissioner Bob Thomas reported that the committee is working to develop policies for the Park. OTHER REPORTS: Waymon Morris, Director of Recreational Services, gave a presentation that reviewed the events and responsibilities of his department. The minutes of the March Board meeting were approved. Hess reminded everyone the Personal Financial Disclosure forms are due in Baton Rouge by May 15th. The Public Art and Sustainability committees met and are functioning. The Symphony combined with Earth Day was very successful. In the Management Report, Chief Executive Officer Becker reported that operating results for March were below budget, which was largely caused by two factors. One is the result of having fewer events scheduled in the Catering Department. The other is that we recognized the entire $99,000 cut from our dedicated share of the State Slot tax in March. The Governor has indicated that he will call another Special Legislative Session after the General Session ends aiming to enact further revenue and additional budget reductions. The China Lights Festival is entering its last week and will close on May 1. To date, approximately 69,000 people attended the event. Our base projections were 75,000, and it appears that we will make despite losing 30% of the days to bad weather. The exhibit received great publicity and was a great cultural exhibit for the region. It also attracted a new demographic than normally attend our events.

The Hogs for the Cause event experienced horrible weather which caused flooding at the event. We are in the process of investigating the drainage system and its outflow to the S&WB pumping station. We want to determine the cause of the slow drainage and what improvements have to be considered. The Park retained a small damage deposit and is in the process of repairing the grounds. Becker stated that we are in the process of reviewing all the damage deposits for events in the Park. Bids for the Arrival Garden were received, and construction should begin May 15. The Maintenance building was redesigned and is ready to go out bid, but the State elected not to put the project out to bid along with other State projects in similar circumstances. Committee Reports: P, A&E - Commissioner Edmund Schrenk updated the Board on various construction projects. The committee still awaits a response from the designers on a few items for the Golf Clubhouse. Becker noted that the financial situation for the Louisiana Children’s Museum with the State is undetermined. They are working to have the funding released, and if successful, construction will begin in the Fall. CITO/Special Events – Commissioner Leigh Thorpe reported on upcoming events. The committee discussed utilizing volunteers at the upcoming beer events. There are forty five members on the Celebration in the Oaks committee which will be divided in several sub- committees to work on sponsorships, parties, and marketing for the event. Development – Commissioner Ronnie Slone reported that the Committee is working on several sponsorship projects. Slone noted that there are several board members currently participating in the Oak Tree Circle. Finance & Audit – Commissioner Steve Pettus reported that approximately 13% of our budget comes from the State, and the other 87% of the budget needs to be recovered from revenue generating operations. Year to date, we are roughly $32,000 ahead of budget. Catering and Sales operations were below plan for the month. The Finance Committee discussed plans to increase revenue through Advertising and Marketing. Friends – Commissioner Jackie Palumbo reported that Friends currently have more than 4,700 members. Give Nola Day, hosted by the Greater New Orleans Foundation, is scheduled for May 3 in the Carousel Garden Amusement Park. H&G/Dog Park – Commissioner Liz Sloss reported that the Committee is working on landscaping plans to beautify the entrances to the Park. The improvements at Popp Bandstand have begun. Sloss mentioned the wildflowers on Roosevelt Mall are in bloom and are receiving a lot of attention.

Legal & Risk Management – Becker reported that the Committee met to review ongoing legal issues. Becker updated the Committee on the claims process with the Office of Risk Management. Henry Kinney reported that the Park was dismissed from golf law suit. The lawsuit with the Federal Government is still pending, but it will not affect the Park. Public Relations – Commissioner Laura Claverie reported that China Lights is receiving wonderful media coverage. The Park is moving forward with another photography contest which will run from May 1 until June 30. There are five different categories, and the contest is open to professional and non-professional photographers. Nominating – Commissioner Edgar Chase introduced Stephanie Navarre to the Board. The Committee is planning to meet to discuss vacancies. Any board member wishing to nominate potential candidates to serve on the Board should submit the names to Bob Becker. Sports- Commissioner Will Tregre reported that the Festival Grounds sports fields are under repair due to damage from Hogs for the Cause and the Voodoo Music Festival. The rental agreement at the Matt Savoie Soccer Complex requires that the Lessee both operate the Concession stand and maintain the restrooms. They are doing neither. We will meet with the Chicago Fire to address the concerns. The North Course repair and drainage work is complete and play resumed in mid-March. Construction of the new golf course is well underway and should be close to completion by the end of the year. The entire course will be grassed during May and June. Tennis – Commissioner Errol Laborde reported that we are working to secure a prestigious tennis tournament. Botanical Garden Foundation – Commissioner David Waller reported that the educational lecture by Allan Armitage was successful. Sustainability Committee – Commissioner Bob Thomas reported that the committee met to discuss plans and develop sustainability policies for the Park. Park ecological systems will also be included in this Committee’s agenda. Hess introduced Tim Coulon as the Senates appointee to the Board. The minutes of the January Board meeting were approved. Brandy Smith with Postlethwaite & Netterville, who is the independent auditor for the Park, presented the financial audit and delivered a positive report. Smith reported that there were no negative audit findings. The board unanimously voted to accept the audit report. Becker thanked P&N for their work on the audit. In the President’s Report, Susan Hess reported that the China Lights Festival is a fabulous show. Hess thanked Commissioner Cleveland Spears for sharing information about the Festival thru his regional network. The Public Art Ad-hoc committee met and is reviewing issues with existing and proposed piece of art. The annual report should be available next month. Prior to present the Management Report, Chief Executive Officer Becker introduced Michael DeShazo, who is representing the Kinney law firm. Becker reported that operating results for February were ahead of plan despite the weather challenges we experienced. Revenues were higher and expenses were lower for the month. The China Lights exhibit is doing well despite challenging weather conditions on weekends. Commissioner Laborde asked if we plan to pursue

other entertainment shows to bring to the Park. Becker said we are looking into other shows that are offered by the company. At the end of 2015 our Endowment is approximately $4 million. The goal is to reach $5 million by 2018. Becker noted that the Special Session of the Legislature ended, and the Park received $99,000 less from our dedicated share of the State Slot tax. This is in addition to the $110,000 which was reduced at the beginning of the year. For the FY 16-17 the Governor has recommended a cut of an additional $339,000 from the fiscal year’s allocation. Cuts of this magnitude cannot be sustained without implications to the services and facilities we provide. We will monitor the operating budget’s process and provide regular status reports. Commissioner Tim Coulon asked if the Park’s cuts were more substantial than other agencies. Becker said we are trying to understand how these cuts were made. Committee Reports: P, A&E - Commissioner Edmund Schrenk updated the Board on various construction projects. Schrenk reported that the adjusted bid documents for the Maintenance building should go out to bid in April. Hard Rock was awarded the bid for the parking lot associated with the Maintenance building. Construction of the Tri-Centennial Place improvements is near completion. The committee met with the designers for the Golf Clubhouse, and agreed upon the design changes that were discussed. They will apply for a permit and hope to begin the project soon. CITO/Special Events – Commissioner Leigh Thorpe reported on upcoming events. Thorpe noted that “Once in a Brew Moon” was very successful. If anyone is interested in joining the Committee should contact Thorpe. Development – Commissioner Ronnie Slone reported that the Committee is working on several fundraising projects. Slone noted that there are three board members currently participating in the Oak Tree Circle. To date we raised over $46,000 in unrestricted funds. Finance & Audit – Kevin Cox reported that year to date we are ahead of budget. The attendance for the China Lights Festival has been good despite inclement weather conditions. Management met with City Putt to discuss implementing marketing and operational strategies, to boost revenue. Friends – Commissioner Leigh Thorpe reported that Lark in the Park was a tremendous success, with the funds dedicated toward the expansion of the Conservatory. Thorpe thanked the Board for their help and support, and asked all board members to pass along any feedback received. Friends currently have more than 4500 members. H&G/Dog Park – Commissioner Liz Sloss reported that NOLA City Bark will celebrate its sixth anniversary and safety week on April 2, 3, 5 and 7. Lots of activities are scheduled for the week. The Committee is receiving bids to remove and replace the Overcup Oak trees along Roosevelt

President Hess thanked everyone for serving on the Committee. Sports- Commissioner Will Tregre reported that Tad Gormley hosted the Sugar Bowl track meet featuring 1400athletes from 75 schools and 6 states. Tad Gormley also hosted the LHSAA State Soccer Championship games, and grossed roughly $92,000 which is $20,000 greater than last year. The North course repair and drainage work is complete, and play resumed last week. Construction of the new golf course is well underway, and should be close to completion by the end of the year. The entire course will be grassed during May and June. We are in the process of reviewing Tad Gormley’s needs and the potential use of the stadium beyond football, soccer, and track. Tennis – Commissioner Errol Laborde reported that they are working to secure the Sugar Bowl Tennis Tournament. Botanical Garden Foundation – Commissioner David Waller reported that Allan Armitage is the speaker for the April 18 symposium. Construction of the Arrival Garden will begin in May when the China Lights Festival ends. The event will be held on November 12, 13 and 14 at the City Park/Pepsi Tennis Center. The Park is planning an event for the 120th anniversary of the stewardship of City Park by the City Park Improvement Association. The event is scheduled for September 14 in the Pavilion of Two Sisters. All past board members will be invited to this event. The Nominating Committee is planning to meet to discuss vacancies. Any board member wishing to nominate potential candidates to serve on the Board should submit names to Susan Hess or Bob Becker. Hess mentioned that several board members recently toured the new golf course. The course is 80% complete. If anyone is interested in a tour of the golf course let Bob know.

In the Management Report, Chief Executive Officer Becker reported we are working to end the fiscal year on a positive note, despite the $100,000 cut of our statutory dedicated funds and other challenges. Chief Financial Officer Kevin Cox presented and reviewed management’s recommendations for the 2016-2017 operating budget. Cox noted that a joint meeting of the Executive and Audit and Finance Committee reviewed management’s budget recommendation, and unanimously recommended the budget for approval by the Board. After a brief discussion, the Board unanimously adopted the 2016-2017 budget. A Resolution was introduced authorizing the execution and delivery of a Consent to Enter and Build Agreement between Bayou District Foundation and New Orleans City Park Improvement Association. The agreement gives permission for the BDF and its contractors to come onto Park property, build facilities, and donate them to the Park. Commissioner Paul Masinter thanked Meredith Hathorn, Henry Kinney and Tim Clow for their work on the agreement. The resolution was offered by Commissioner David Waller, seconded by Commissioner Steve Pettus, and was unanimously adopted by the Board. Commissioner Edgar Chase thanked Becker for sending the document for review prior to the meeting. A Resolution was introduced authorizing the Chief Executive Officer, Robert W. Becker, to take all actions necessary to receive grant funds from the Recreational Trails Program for Louisiana. Commissioner Tim LaFranca moved to adopt the Resolution, seconded by Commissioner Will Tregre, and unanimously adopted by the Board. A Resolution was introduced authorizing Chief Executive Officer, Robert W. Becker to review and file claims with Pan American Life Insurance on behalf of the Board of Commissioners and New Orleans City Park Improvement Association. Commissioner Edgar Chase moved to adopt the Resolution, seconded by Commissioner Will Tregre, and unanimously adopted by the Board. Commissioner Paul Masinter moved to amend the agenda and seconded by Commissioner Susan Guidry and unanimously approved by the Board. The agenda was amended to include a Resolution authorizing the final payment for the Tri-Centennial place project. Commission Will Tregre moved to adopt the Resolution, seconded by Commissioner Susan Guidry, and unanimously adopted by the Board. Committee Reports: P, A&E - Commissioner Edmund Schrenk reported that the Committee toured the new golf course. The majority of the golf cart paths have been completed and the entire course is in the process of being grassed. The contractor is preparing the site for the new clubhouse. CITO/Special Events – Commissioner Leigh Thorpe reported on upcoming events. June Under the Moon was successful. The newly enlarged energized committee met and discussed ways to increase revenue for Celebration in the Oaks. The Marine band is scheduled to perform on July 3 on the Goldring/Woldenberg Great Lawn.

Development – Commissioner Ronnie Slone reported that the Committee is working on several sponsorship projects. However the Committee has decided to put up a temporary fence around Popp Bandstand to deter people from trampling the shrubs, and disposing of trash in the area. Five Overcup oak trees have been removed from Roosevelt Mall and new Live Oaks planted. Legal & Risk Management – No Report Public Relations – Commissioner Laura Claverie reported that the photography contest is underway. To date we have received fifty-five entries. The committee is working to increase restaurant participation for the Celebration in the Oaks preview party. Nominating – No Report. Sports- The Committee toured the new Golf Course. Tennis – Commissioner Errol Laborde reported that the Allstate Sugar Bowl Tennis Tournament is returning to City Park. The tournament is sanctioned by the United States Tennis Association and is expected to draw top payers, 14 to 18 years old, from nine states of the Southern Section. The Park will run the tournament with the support of the Louisiana Tennis Association. Commissioner Laborde thanked Commissioner Cleland Powell for his help in securing this tournament as well as John Hopper for coordinating the press conference. Botanical Garden Foundation – Commissioner David Waller reported work continues on the Arrival Garden which is scheduled to be complete for Magic in the Moonlight on October 14. The Committee is working on scheduling a symposium in the spring. The first installment was received from The Zemurray Foundation for the garden endowment. Sustainability Committee – Commissioner Bob Thomas reported that the committee is working to develop policies for the Park. The Marines are celebrating their 100th anniversary on August 27 at the Festival Grounds. Hess discussed the responsibility of all Board members to give or raise a minimum of $5,000 per year. Hess congratulated Commissioner Errol Laborde for being honored by The Press Club of New Orleans with a Lifetime Achievement Award. In the Management Report, Chief Executive Officer Becker reported that the fiscal year ended on June 30th. Despite challenges, we ended the year slightly ahead of budget. Becker noted that the Governor and the Civil Service Commission issued an Executive Order prohibiting pay raises or salary supplements for employees. The Park took advantage of Poke-mania to inaugurate a Poke Express train, which allows someone to board a special train that stops along the route to allow players to chase Pokemon characters. The train run was very successful. Hundreds of Lutherans volunteered and worked on projects in several areas of the Park. A Resolution was introduced authorizing the Chief Executive Officer and the Board President to execute the Management Agreement and Collateral Assignment of the Golf Facilities Operations Agreement. Becker reviewed a summary of the terms and conditions of the agreements. Commissioner Larry Katz moved to adopt the Resolution, seconded by Commissioners Will Tregre, and unanimously adopted by the Board. Becker thanked Commissioner Paul Masinter and Will Tregre for their work on the agreements. Commissioner Masinter thanked the Bayou District Foundation, Tim Clow, Meredith Hathorn, Henry Kinney, and Bob Becker for their work on the agreement. A discussion took place in regards to the granting of the naming rights at the Golf Complex. Gerry Barousse thanked everyone for their commitment and is looking forward to a longtime partnership. A Resolution was unanimously passed authorizing Bob Becker as the signatory party on behalf of City Park Improvement Association for the local road safety program with the Louisiana Department of Transportation and Development for the Zachary Taylor sidewalk project. A Resolution was unanimously passed authorizing Bob Becker to enter into any and all cooperative endeavor agreements with the Department of the Treasury to secure line item appropriations for the “Beautification and Improvement of the New Orleans City Park fund.” Committee Reports: P, A&E - Commissioner Edmund Schrenk reported that construction is underway on the parking lots by the Arbor Room, and the Pelican Greenhouse area. We have been investigating the drainage system at the Festival Grounds to determine the cause of the slow drainage and what improvements have to be considered. To improve the drainage, we are excavating the drainage ditch so there will be better water flow. The Sewerage and Water Board has acknowledged that the lines are theirs but does not have any money for the repairs.

CITO/Special Events – Andrea LeGrand reported that the July 3rd event was a huge success. Moonshine Fever is scheduled for August 19 in the Amusement Park. Work continues on sponsorships for Celebration in the Oaks. If anyone knows of any potential sponsors they should contact Julie LaCour. Development – John Hopper reported that we have received good response for the spring direct mail appeal. Hopper is working with Commissioners Hess and Slone on major donor initiatives that have been successful in the past. Hopper noted that there are twenty one members currently participating in the Oak Tree Circle; seven of which are Board members. Finance & Audit – Commissioner Larry Katz congratulated Becker and the staff for finishing nearly $12,000 ahead of budget despite the reduction of slot machine appropriations by $250,000. Strong results in Tennis, China Lights and Amusements help offset any weakness we experienced. Friends – Commissioner Jackie Palumbo reported that Friends currently have 4600 members. Friends Fest was held on July 20 and was very successful. Martini Madness is scheduled for September 16 in the Arbor Room. Meredith Soniat, along with Natalia Weil, will chair the event. H&G/Dog Park – Susan Hess reported that Barks and Rec is hosting a series of webinars and former Board member Jackie Shreves is one of the speakers . Legal & Risk Management – No Report Public Relations – Commissioner Laura Claverie reported that the Pokemon story received great media attention. The photography contest has ended and will be judged tomorrow. The committee is working on goals and objectives for the next twelve months. Nominating – The Nominating Committee is planning to meet to discuss vacancies. Any board member wishing to nominate potential candidates to serve on the Board should submit names to Susan Hess or Bob Becker. Sports- No Report Tennis – Commissioner Errol Laborde reported that the staff secured 250 hotel rooms for the Allstate Sugar Bowl Tennis Tournament. UNO tennis courts will also be used for overflow matches. Botanical Garden Foundation – Commissioner David Waller reported that work continues on the Arrival Garden which is scheduled to be complete for Magic in the Moonlight on October 14. The funds will be dedicated toward a kitchen in the garden. Sustainability Committee – Commissioner Bob Thomas reported that the committee is developing a list of metrics to be measured by the City Park employees. Testing has begun on the lagoons in the golf course to establish baseline readings so the chemical effects of golf course operations can be monitored.

In the President’s report, Susan Hess introduced Claire Byun from the MidCity Messenger. Below are some of the events that were held in the Park since the July Board meeting: On September 14, the Board celebrated the 120th anniversary of the stewardship of City Park with a cocktail party in the Pavilion of Two Sisters. Numerous prior Board members attended the event. The Park hosted the traveling exhibit of the “Vietnam Wall” on the Goldring /Woldenberg Great Lawn. In conjunction with Councilwoman Susan Guidry’s office, we hosted a police appreciation day at the Amusement Park offering free admission to families of law enforcement officers. The event was well attended. Hess thanked Commissioner Mike Hollis and Marty Brantley for hosting a Development gathering at their home.

Hess also mentioned that Martini Madness, Love in the Garden, the Zulu Picnic, and “NOLA on Tap” were very successful. Hess sent a letter to all Board members discussing the Board’s stewardship responsibilities. Hess plans to follow up with a phone call to gather names of potential donors and offer them a tour of the Park. Hess congratulated Commissioner Bob Thomas, on being honored by the Parkway Partners. She also recognized Commissioner Cleveland Spears for being appointed to board of the Downtown Development District. In the Management Report, Chief Executive Officer Becker reported that the operating results for the first two months of the fiscal year were heavily impacted by the weather. The revenue shortfall was partially offset by expense controls. We have instituted additional expense controls and postponed several capital projects. Most of the revenue loss occurred in Amusements and City Putt. Becker also mentioned that Management attended Leadership Training at the World War II Museum. We are starting a process to consider potential amendments to the Master Plan for the area generally bounded by Wisner, Harrison, Scout Island, and Zachary Taylor. The process includes a “listening session” on October 15, followed by a presentation of concepts developed out of the first session, and other input. Committee Reports: P, A&E - Commissioner Edmund Schrenk reported that construction of the parking lot near the Arbor Room is complete. Work continues on the Arrival Garden, which is scheduled to be completed for Magic in the Moonlight on October 14. We have been investigating the drainage system at the Festival Grounds, to determine the cause of the slow drainage; and what improvements have to be considered. To improve the drainage, we are excavating the drainage ditch adjacent to the railroad tracks, so there will be better water flow. The Marconi Bike Path bids are due on October 12. CITO/Special Events – Commissioner Leigh Thorpe reported that Brews and Boos is scheduled for October 28, in the Amusement Park. Work continues on sponsorships for Celebration in the Oaks. The Committee consists of 53 members that are focusing on marketing the event to increase attendance on weekdays. Hess credited Thorpe for recruiting a great Committee. Development – John Hopper reported that the Committee is working on several sponsorship ideas for next year. Hopper and Geneva Marney met with a potential donor and made a substantial ask. Finance & Audit – Kevin Cox noted that The National Aeronautics and Space Agency (NASA) reported that August tied July as the hottest months on earth since record-keeping began in 1880.

Not only did we experience a hot summer, but afternoon rains occurred on most days which affected results negatively. Friends – Commissioner Jackie Palumbo reported that Friends currently have 4642 members, and would like at least 65% participation from the Board Martini Madness was successful, in spite of inclement weather conditions. Palumbo thanked Commissioner Larry Katz for supporting the event, as well as the Friends staff for all their hard work. Ghost in the Oaks is scheduled for October 21-23. H&G/Dog Park – Commissioner Liz Sloss reported that the Committee toured Popp Bandstand, and is working on a plan to try and deter people from walking in the garden. The Committee also discussed placing large planters across from Morning Call, to force the busses to park in the large parking lot. Legal & Risk Management – No Report Public Relations – Commissioner Laura Claverie reported that the strategic planning public listening sessions have been receiving lots of public and media attention. The photography contest has ended, and the winner of the contest is from Hattiesburg, Mississippi. The Committee is working on ideas for the 2018 Tri-Centennial of New Orleans, as well as ideas for the 80th anniversary of Tad Gormley Stadium. Tammy Curtis, a local artist is painting a series of carousel horses; and will donate 50% of the proceeds to the Park. Claverie mentioned that Commissioner Leigh Thorpe was featured on the cover of the Junior League magazine, for her work on hosting training session, for advocacy in the community. Laura and Philip Claverie are chairing the charity sleep out for the Covenant House. Nominating – Commissioner Ray Seamon reported that the Committee has been interviewing possible candidates to serve on the Board. Recommendations will be presented at the October board meeting. President Hess thanked the Committee for their hard work. Sports- Commissioner Will Tregre reported that football season is well underway. Tad Gormley Stadium is in the process of being relamped. A preliminary draft of the budget to upgrade the stadium will be submitted as a capital outlay request to the State. Becker mentioned that a meeting took place with the Sports Foundation to discuss ideas to celebrate the 80th anniversary of the opening of Tad Gormley Stadium. The stadium was home to numerous athletes, entertainers, and movie stars; and has a phenomenal history in the community. Commissioner Ray Seamon suggested contacting the Jazz and Heritage Festival in regards to hosting events in the stadium. Tennis – Commissioner Errol Laborde reported that due to the demand, additional courts have been secured for the Allstate Sugar Bowl Tennis Tournament. The facility was asked to bid on a National Mens 55 tournament in the upcoming year. Botanical Garden Foundation – Sara Young, co-chair of Magic in the Moonlight updated the Board on event.

In the President’s report, Susan Hess introduced Claire Byun from the MidCity Messenger. Hess reported that she is in the process of contacting all Board members requesting the names of potential donors to offer them a tour of the Park. Hess passed out a document of giving opportunities to the Park. The list includes City Park Events, Friends of City Park Events as well as other events that are held in the Park. Hess thanked John Hopper for creating the document. Hess noted that the Friends of City Park fundraisers support capital expenditures, and City Park Events supports operating expenses in the Park. President Hess reminded all Commissioners that Ethics training for 2016 must be completed by December 31st. Becker reported that Magic in the Moonlight, Ghost in the Oaks and the Fall Garden Show were all very successful. Preparations are underway for the Voodoo Music Experience over Halloween weekend. We held our first of two public workshops to receive input on potential future land uses in the area generally bounded by Wisner, Harrison, Scout Island, and Zachary Taylor. Approximately 150 people attended the workshop and nearly 900 comments were received via a survey on the website. The second workshop is scheduled for November 16. We held an all staff meeting to review the changes to the State’s Group Benefit plan and discuss our sustainability efforts. Committee Reports: P, A&E - Commissioner Edmund Schrenk reported that Waggoner and Ball has been selected by the State Architectural Selection Committee to design the Conservatory Expansion project. We were unsuccessful in having the funds for the construction of the Maintenance Building and the Splash Park approved by the Bond Commission. Thus far, the Louisiana Children’s Museum was successful and should go out to bid after the first of the year. The storm water management plan for the Park is beginning with a survey of the lagoons by the Corp of Engineers. The Park has engaged Dana Brown and Laura Burnett to hold the public workshops to consider potential changes to the Wisner Tract. The State received a successful bid for the Marconi Bike Path and construction should begin by January, 2017. The Wisner Overpass is scheduled to be completed by March, 2017. CITO/Special Events – Commissioner Leigh Thorpe reported that Brews and Boos is scheduled for October 28, in the Amusement Park. Work continues on sponsorships for Celebration in the Oaks. Thorpe thanked Commissioners Ray Seamon, Larry Katz, Edmund Schrenk, Susan Hess and Jackie Palumbo for their support. The Committee is focusing on marketing the event to increase attendance on weekdays. Media night is scheduled on November 10. Development – Commissioner Ronnie Slone reported that the Committee is planning an event to coincide with the 300th anniversary of the City. John Hopper reported that work is underway on the holiday mail appeal that will be sent to 25,000 households. Hopper would like the support of the Commissioners to personalize thank you notes to several donors. A generous donor donated 2 bunker seat tickets to be raffled for the Saints game on October 30. Commissioner Steve Bingler inquired about hosting a development gathering. Hopper explained the process of hosting the gathering. Finance & Audit – Commissioner Larry Katz noted that while Catering revenue was $50,000 below plan the net profit was on target mainly due to cost controls and lower food cost. Friends – Commissioner Leigh Thorpe reported that Friends currently have 4800 members, and would like 100% participation from the Board. Thorpe noted that Ghost in the Oaks was held on

H&G/Dog Park – Becker reported that the Arrival Garden in the Botanical Garden was featured at Magic in the Moonlight. Becker noted that Crepe Myrtles trees have been planted at the corner of Filmore and Wisner and that Cypress trees have been planted at the corner of Marconi and Filmore. Becker noted that the City Bark hosted a Howl-O-Ween party and parade and that roughly 85 dogs participated in the costume contest. Becker and Jackie Shreves gave a tour of the Park to Catherine Nagel, the Executive Director of the City Park Alliance. Legal & Risk Management – No Report Public Relations – Commissioner Laura Claverie reported that Magic in the Moonlight and the Fall Garden Show have received lots of media attention. Sports- Commissioner Will Tregre reported that a discussion took place in regards to long term improvements to the existing athletic facilities. When the data is compiled we will discuss a strategic plan with the Committee. Becker noted that the Contractor for the golf course will ask for a substantial completion in early November and at that time we will take ownership of the course. The course is expected to open in the spring of 2017. Tennis – Commissioner Errol Laborde reported that the Allstate Sugar Bowl Tennis Tournament is scheduled for November 12 – 14. Botanical Garden Foundation – Becker reported that Magic in the Moonlight was very successful. The funds raised will benefit an outdoor kitchen in the Garden. Sustainability Committee – Commissioner Bob Thomas reported that he is organizing a Bio-Blitz for the Park where experts will do a survey in the Park to identify and record the various species of plants and wildlife. A new composting area is underway. Commissioner Steve Bingler reporting that his firm Concordia helped to assemble a team, wrote the concept narrative, and provided leadership support for the development of an innovative new school called New Harmony High School. The school will be a public school for students from all over the state, built on barges and integrated with the work of engineers, scientists, anthropologists, fishermen and others involved in the massive restoration and resettlement work currently underway in South Louisiana related to land subsidence and sea level rise. New Harmony High School was one of ten (10) projects that were each awarded a $10 million grant from the XQ Super School initiative, which founded by Lorene Powell Jobs (Steve Job's Widow). The competition included more than 2,000 inquiries and 700 applicants.

Hess noted that the Contractor for the golf course has not received substantial completion from the State mainly due to the building not being completed. The course is expected to open in the spring President Hess reminded all Commissioners that Ethics and Sexual Harassment training for 2016 must be completed by December 31st. The December board meeting is scheduled for December 13 and will be followed by a cocktail reception. All board members as well as their spouses are invited. Hess recognized the following Commissioners for their work in the Community: Commissioner Myra Pineda for being chosen by City Business as one of the 2016 class of “Women of the Year”. Commissioner Leigh Thorpe for being selected by Gambit for 40 under 40 Councilwoman Susan Guidry was honored by the Alliance for Affordable Energy.

In the Management Report, Chief Operations Officer Rob DeViney reported that the weather finally cooperated which enabled us to exceed our monthly budget by $86,000 and helped reduce our deficit for the year. DeViney commended Commissioner Errol Laborde, Cleland Powell and Rob Worley, President of the Louisiana Tennis Association for their assistance in securing the event. A Resolution was unanimously adopted authorizing Robert W. Becker as the signatory for the New Orleans City Park Improvement Association to enter in the contract with Command Construction Industries, LLC, for the construction of the Marconi Multiuse Path. A Resolution was unanimously adopted requesting and authorizing PEPCO to prepare and execute an amendment to the CEA with the Louisiana Children’s Museum wherein the deadline for the construction phase of the project to commence is extended until November 25, 2017. Committee Reports: P, A&E - Commissioner Edmund Schrenk reported that we held the second of two public workshops to receive input on potential future land uses in the area generally bounded by Wisner, Harrison, Scout Island, and Zachary Taylor. Approximately 120 people attended this workshop where we presented three schemes of how the ideas developed at the earlier workshop could be translated onto the site. Hess stressed that these are preliminary possibilities and that the schemes did not contain any input from Board members. The P, A&E Committee and the Board will discuss and offer their comments. At this time there is no funding for any projects. A discussion took place in regards the ideas and suggestions process going forward. CITO/Special Events – Commissioner Leigh Thorpe reported that the Celebration in the Oaks preview party, Jingle Bells and Beer, and the Family party were all very successful. The Committee is focusing on marketing the event to increase attendance on weekdays. Development – John Hopper reported that the Committee is working to secure several large donations. The holiday mail appeal was sent to 25,000 households. The Committee is working on a project to coincide with the 300th anniversary of the City. Hopper reminded everyone to fulfill their annual pledge by the end of the year. Will be sending out board giving document to review your donations for the year. Hopper also passed out information on donating stock to New Orleans City Park via the Greater New Orleans Foundation. Finance & Audit – Commissioner Larry Katz reported that 62,000 for the year mainly due to weather. Amusements and Storyland behind in 1st quarter but picked up 53,000 in October. City Putt ahead 20% in October vs last year. Golf up for the month and year to date. 1st 4 months of the year. H&G/Dog Park – No Report Legal & Risk Management – No Report Public Relations – Commissioner Laura Claverie reported Media night for Celebration in the Oaks was well attended. Nominating – The Board voted unanimously to elect Larry Katz, Vice-President; Ray Seamon, Vice-President; Elizabeth Sloss, Vice-President; Edmund Schrenk, Treasurer; and Ronnie Slone, Secretary. The Board also voted unanimously to elect Susan Hess to serve a second four-year term on the Board and Robert Lupo, Richard Cahn, Lori Savoie, and Sarah Babovich Offner were elected for four of the open at-large positions on the Board. President Hess thanked the Committee for their hard work. Sports- Commissioner Will Tregre reported that a discussion took place in regards to long term improvements to the existing athletic facilities. When the data is compiled we will discuss a strategic plan with the Committee. Becker noted that the Contractor for the golf course will ask for a substantial completion in early November and at that time we will take ownership of the course. The course is expected to open in the spring of 2017. Tennis – Commissioner Errol Laborde reported that the Allstate Sugar Bowl Tennis Tournament was successful. Laborde thanked Rob DeViney as well as Patti Todd and her staff for all their work on the tournament. Commissioner Edgar Chase commended Laborde for his leadership. Botanical Garden Foundation – Commissioner David Waller reported that Magic in the Moonlight was very successful. The funds raised will benefit an outdoor kitchen in the Garden. Margaret DuBois and Julie Miller Hart will chair Magic in the Moonlight in 2017. We are in the process of planning a new fundraiser for the Botanical Garden Response 2017: Artist in the Park Art exhibition and auction. March 27 – 31 in the Garden Study Center. Sustainability Committee – No Report OTHER REPORTS: The Board watched a video of Becker giving a presentation to the City Council on the progress of the Park. The City Council congratulated the Board and Management and presented the Parks with a Proclamation. MINUTES OF THE BOARD OF COMMISSIONERS OF THE NEW ORLEANS CITY PARK IMPROVEMENT ASSOCIATION

A meeting of the Board of Commissioners (the “Board”) of the New Orleans City Park Improvement Association (the “NOCPIA”) was called to order Tuesday, December 13, 2016, at 4:00pm by President Susan Hess. The minutes of the November Board meeting were approved. President Hess presented the President’s Award to several individuals for their outstanding support of the Park. The recipients were: Rob Worley Support of City Park tennis and efforts to bring back the Sugar Bowl

Tennis tournament. Sam Farnet Support of the Park through a variety of gifts and commitment to the

Park’s future. In the Management Report, Chief Executive Officer Bob Becker reported that we do not have definitive financials due to timing of the Board meeting. Becker noted that we had 13 days of Celebration in the Oaks. The weather was good the first weekend but due to inclement weather conditions the second weekend we are slightly below the budget goal. Rob DeViney, Steve Pettus and Bob Becker met with the new commander of the 3rd Police District and discussed park events and cooperative relations with the District.

Federal District Judge Vance has dismissed the lawsuit filed by the Coalition against FEMA over the adequacy of their environmental review of the new golf course. Becker thanked Susan Hess for her leadership and dedication as President and that it has been great working with her. A Resolution was presented to the Board adopting the Louisiana compliance questionnaire, which is part of our annual audit. The Board unanimously adopted the Resolution. Committee Reports: P, A&E - Commissioner Edmund Schrenk reported that the Committee did not meet. Schrenk noted that in 2017 the Committee will focus on public safety by the soccer fields on Marconi. The Committee will also discuss the future of the 250 acres north of I-610. Work continues on the Golf Clubhouse. CITO/Special Events – No Report Development – Commissioner Ronnie Slone reported that the Committee did not meet but noted that the year-end appeal has been sent out and we are expecting good results. Finance & Audit – Commissioner Cleland Powell recognized Patti Todd for putting on a wonderful Tennis tournament. Friends – Commissioner Jackie Palumbo reported that Leigh Thorpe will be the new President of Friends. Palumbo noted that in December they reached a milestone with currently over 5000 members. Work has begun on Lark in the Park which is scheduled for March 10. Palumbo thanked Capital One, Bryan Subaru, the Oscar Tolmas Foundation, and Lee Michaels for sponsoring the event. The funds are dedicated towards the replacement of the turf field at Tad Gormley Stadium. The event chairs are: Aimee Gowland and Corrie Pellerin, and the honorary chairs will be the Jerry Romig Family. H&G/Dog Park – Commissioner Liz Sloss reported that there are 2350 permit holders of the Dog Park. Sloss thanked Edmund and Kathy Schrenk for their donation of the Little Free Library in the Dog Park. Sloss also congratulated Dan Preziosi on his promotion as Director of Grounds. Sloss noted that Crepe Myrtles trees have been planted at the corner of Filmore and Wisner and that Cypress trees have been planted at the corner of Marconi and Filmore. Discussions have begun in regards to the restoration of Popp Bandstand. Legal & Risk Management – Commissioner Paul Masinter thanked Henry Kinney for his assistance with the golf course lawsuit. Nominating – Commissioner Ray Seamon thanked all the members that serve on the Committee. President Hess thanked Seamon and the Committee for their hard work. Hess introduced new Board Members Richard Cahn and Sarah Offner. Sports- No Report Tennis – Commissioner Edgar Chase reported that this is Commissioner Errol Laborde’s last board meeting. Chase noted that during his term Laborde was responsible for the implementation of text message alerts, working to explore options for pickle ball as well as expanding the tennis courts to incorporate the lagoon area. Chase thanked him for his leadership. Botanical Garden Foundation – Commissioner David Waller reported that we are in the process of planning a new fundraiser for the Botanical Garden Response 2017: Artist in the Park Art exhibition and auction. March 27 – 31 in the Garden Study Center. It is a plen air style art event. Approximately 50 artists will paint scenes in the Park and the Garden from March 28-31, 2017. They will then be sold at an auction on the 31st in the Pavilion. Sustainability Committee – Becker reported that the Committee is focused on measuring and reporting metrics. Hundreds of Volunteers will count the different types of species in the Park. Hess thanked Commissioner Bob Thomas for his vision. Hess thanked Bob Becker and Denise Joubert for their help during her term as President. Hess also thanked of the Committee Chairs and Board Members. Hess reflected on her term as President and mentioned all the accomplishments over the last two years. Hess recognized outgoing Board Members Tim LaFranca, Jackie Palumbo, and Errol Laborde. President Hess thanked them for their outstanding service to the Board and distributed commemorative plaques. Commissioner Steve Pettus recognized Susan Hess as outgoing President and presented her with a plaque thanking her for her hard work, leadership, and passion as President of the Board. Becker also thanked Hess and all departing members for their leadership and support.
