Before starting of Meeting, the President raised the following points
1. Problem of Drinking water in all wards.
It was resolved that the following amounts have been passed for the various wards
for borewell/laying pipeline/connecting the pipeline with borewell/well etc to overcome
the problem of drinking water in summer season.
(i) Ward No. 1 - Rs 6.00 lacs for drilling of borewells at Sanjay Gandhi
Nagar or Rajiv Gandhi Nagar, cleaning of wells along with connectivity with motor for
smooth supply of water.
(ii) Ward No. 2 - Rs. 10 lacs for laying of water pipeline at Gora Bazar
and for deep borewells.
(iii) Ward No. 4 - Rs. 4 lacs to connecting motors with wells and laying
of 500 mtr pipeline after survey by engineering section at Sadar Bazar.
(iv) Ward No. 5 - Rs 14 lacs for drilling of borewells/hand pumps at
Mehandi Bagh and other sadar bazaar area depending upon the availability of water,
laying of pipe lines at Mehandi Bagh and cleaning of wells.
(iv) Ward No. 6 - Rs 2 lacs for laying of pipeline at Gora Bazar.
(v) Ward No. 7 - Rs 4.5 lacs for handpump with motors in various
locations, and laying of pipeline
(vi) Ward No. 8 - Rs. 4.00 lacs for drilling of borewells at Sajay Gandhi
Nagar.

2. Minutes of Education Committee
To consider/approve minutes of proceedings of Education Committee held on
7th
March 2018.
Resolution No. 2
Considered, noted and approved with following amendments.
Point No. 1(ix) - It was resolved that for auction of dump stock at Swami
Vivekanand Cantt Model Higher Secondary School, Govt. auctioneers were
invited for auction, as suggested by GE (E).
It was further resolved that no dress code for teachers shall be applicable in new
academic session.
It was further resolved that the Education Committee shall monitor upon the
summer camp organized by the Kadam Sanstha in Tagore Public School, Karondi.
Priority should be given to the cantt board school children and the Education
Committee shall ensure that whichever activities are taken in summer camp shall
be useful for children. It was also resolved that any damage caused to school
building during camp shall be the responsibility of Kadam Sanstha, who is
organizing the camp this year.
It was further resolved that extra safaiwalas shall be provided in each school.
On the recommendation of Mrs. Kiran Thakur, ward member of ward no. 4, it was
resolved that building of Lal School, Sadar be painted in red colour, for which
Cantt Engineer shall submit its estimates to the Board.
3. Minutes of Finance Committee
To consider/approve minutes of proceedings of Finance Committee held on
23rd
April 2018.

Resolution No. 3
Considered, noted and approved with following amendments:-
Agenda Point No. 7 – It was resolved that extension of period of contract of
supply of unskilled labours (safaiwala) be extended for 4 months from
01-03-2018.
Agenda Point No. 10 - It was recommended by the Finance Committee that the
L-1 contractors for the following TC works shall be asked to further reconsider
their quoted rates in the benefit of the Board.
10(e) - M/s Vinod & Associates for TC for repair of non commercial
building, who has quoted rates 55.90% above.
10(l) - M/s R.G. Bissa for TC for repair of road crossings, who has
quoted rates 41.89% above.
10(r) - M/s C.S. Rajshekhar Mudliar for TC for handpump borewell,
who has quoted rates Rs. 2,66,235/-.
10(s) - M/s C.S. Rajshekhar Mudliar for TC for drilling of deep
borewell, who has quoted rates Rs. 3,59,450/-.
10(u) - M/s Nitin Builders for TC for CI/DI/GI pipeline, who has
quoted rates 66.00% above.
10(v) - M/s ACP World for TC for ACP work, who has quoted rates
Rs. 3,250/-.
President, Cantonment Board Jabalpur informed the Board that the
reconsideration of rates from L-1 tenders has been done as an emergency major
for civic amenities specially drinking water and education, keeping in view the
financial benefit of the Board.
Further the following have been resolved:-
10 (i)- In case of TC for repair of drain/nallah, it was resolved to
refer the matter to the Tender Opening Committee for their opinion, as two
contractors have quoted lowest rates, even after negotiation.
10 (j)- Lowest rates quoted by M/s Anurag Goyal for TC for repair
of Truss and Grill be read as 22.70% above instead of 24.55% above .
Agenda Point No. 13- It was informed by Mrs. Kiran Thakur ward member
of Ward No. 4 that Aganwadi Centre no. 60 is in ward no. 4. Therefore it was
resolved that construction of Aganwadi in front of Police Quarter, behind Cantt
Thana, ward no. 3 should be read as ward no. 4.

4. Minutes of Building & Health Committee
To consider/approve minutes of proceedings of Building & Health Committee
held on 23rd
April 2018.

Considered, noted and approved.
It was further resolved that one mobile dispensary van be provided in Ward No. 8
at Sy. No. 68 near Aganwadi Kendra No. 59, beside TV tower once in a week i.e.
every Saturday
5. Minutes of Civil Area Committee
To consider/approve minutes of proceedings of Finance Committee held on
23rd
April 2018.

6. Approval for Compassionate Appointment on group D post
To consider application submitted by Riya Mahatma for compassionate
appointment against retirement of his father Shri Laxman S/o Shankar on medical
ground, who has worked on the post of Driver in health department, Cantt Board Jabalpur
till 26-02-2018.
The Committee constituted as per guidelines of scheme of compassionate
appointment in Cantonment Board recommended vide their recommendation report dtd
16.04.2018 for appointment of applicant on the post of safaiwala (group ‘D’) in health
department. At present total 153 posts in group ‘D’ category are vacant.
Board is requested to consider the same. Relevant documents are placed on the
table.

7. To note the legal opinion of Asstt Solicitor General regarding the
appointment of Junior Engineer Shri Anurag Acharya
Ref:- CBR No. 14 dated 23.02.2018.
With reference to above the backgrounds of agenda in nutshell is as follows:-
Shri Anurag Acharaya had been initially appointed as “Draughtsman” in
Cantonment Board Jabalpur on 30-06-2004 and he served in Cantonment Board Jabalpur
as ‘Draughtsman’ upto 18/02/2013. The Cantonment Board Jabalpur published a vacancy
of Jr. Engineer in Engineering Dept. vide Employment News publication dated 24-
30/Nov/2012. Shri Anurag Acharaya was participated in written examination and
interview as Departmental Candidates alongwith other candidates. Subsequently vide
Office Order No, 188/A dated 18/02/2013 Shri Anurag Acharaya has been appointed as
Jr. Engineer in Cantonment Board Jabalpur and working since date of appointment. It is
pertinent to mention here that no sanction from GOC-in-C, Lucknow has been sought by
this office before appointment of Shri Anurag Acharaya as Junior Engineer because he
was participated as Departmental Candidate and Govt. of India, Min. of Defence has
already relaxed age of appointment upto 35 years for departmental candidates.
It the year 2015 One Shri Mousamlal Pasi had filed a W.P. No. 13073/2015 (Quo
Warranto Writ) for challenging appointment of Shri Anurag Acharya on the post of
Junior Engineer on ground of appointment without obtaining sanction for age relaxation
under rule 5-B of the CFS Rule 1937. However, this petition has been dismissed by
Hon’ble High Court of M.P. on ground of maintainability vide order dated 2017/17 under
which it is held that petitioner has no locus to challenge appointment of Shri Anurag
Acharya because he did not participated in recruitment examination for the post of Junior
Engineer. It is pertinent to mention here that the Board filed a detailed reply of petition
supported by affidavit of CEO in which it is contended that no lacuna or irregularity is
involved in selection process as well as appointment of Shri Anurag Acharaya.
Subsequently some other complaints have been received in the office of Cantt.
Board which were put up before the Board and vide CBR under reference the Board has
decided to take legal opinion whether the Board can investigate selection process and
appointment of Anurag Acharaya when the Hon’ble High Court has dismissed the
petition and the Board already submitted reply before the court of law with specific
pleading that no irregularity is done on appointment of Shri Anurag Acharaya.
In compliance of CBR under reference a proper legal opinion is sought from Shri
J.K. Jain Asstt. Solicitor General of Govt. of India in High Court of M.P. who opined
that no further action is required to be taken against Mr. Anurag Acharaya because no
illegality has been done in selection process.
Relevant case file and opinion letter is placed before the Board for taking decision
on issue of investigation of selection process of Shri Anurag Acharaya.
Resolution No. 7
The matter was taken up by VP and all other members on very high note. They
were demanding that the sanction of competent authority i.e. GOC-in-C-, CC must be

obtained after selection process of Mr. Anurag Acharya on the post of Junior Engineer
for upper age relaxation. CEO and Legal Advisor has informed the Members that legal
opinion of Asstt Solicitor General 0f Govt. of India for High Court of MP has also been
obtained in this case and he has opined that no further action is required to be taken on
appointment procedure.
As far as the matter of obtaining of sanction for age relaxation in the appointment
of Shri Anurag Acharya is concerned, CEO and PCB were of the opinion that there is no
requirement for obtaining sanction for age limit from the competent authority being the
departmental employee.
But keeping in view the demand of all members, it was resolved that the advice
must be obtained from PDDE, CC.
8. Representation from Shri Rajeet Yadav, Ward Member of Ward No. 7
regarding irregularities of e-tenders of 2017-2018.
Representation of Shri Rajeet Yadav, Ward Member of Ward No. 7 dtd 24-03-
2018 regarding severe irregularities of e-tenders of 2017-2018 is placed on the table.
Board is requested to consider the matter and take appropriate decision on it.
Resolution No. 8
Considered in detail. It was resolved that as no specific
objections/allegation were found in the representation of Mr Rajeet Yadav, hence
his representation were dismissed. The Board asked Shri Rajeet Yadav to give
specific complaint on the type of irregularities alongwith proof of irregularities
committed by the the Cantt Board Staff or by Tender.
9. New Tender for Vehicle Entry Tax
Base price need to be fixed for recovery of Vehicle Entry Tax for all the Vehicle
entering Cantonment Limits. Five Check posts have been established in Five routes
through which Vehicle enters Jabalpur Cantonment. During this year New tenders need
to be called after fixing base price and the highest bidder is offered the tender. In the
previous financial year 2017-18 the amount of Rs 20011000/- was mentioned in the
tender which was approved by the Board vide Circular Agenda No.1 Dated 25-03-2017.
The period for this tender was 01/04/2017 to 31/03/2018 which was increased for two
months based on proportionate price.
It is worth mentioning that Madhya Pradesh National Highway Pvt Ltd. has
extended National Highway Route No. 12 extending it to Jabalpur –Mandla - Chichli and
has prepared a Bypass road in Tilhari and has confirmed to this office vide its letter No.
No. No. 3271/Dm-Jbp/MPRDC/NH12 A (Package- 1,2&3)/2017 dt 12/02/2018 that

Tilhari Bypass road has opened for entery of vehicle from October 2017. Since Tilhari
Baypass has been opened most of the vehicles are passing by without entering the
Cantonment limits hence new base price needs to be fixed based on old base price for
Vehicle Entry Tax.
New base price can only be fixed during the extended contract period by proper
inspection of the vehicle entry to and fro by the Staff of the office. On the above process
the board may decide about fixing base price.
Relevant documents along with files are placed on the table.
Resolution No. 9
Considered. It was resolved that one employee of the Board be deputed for one
month, on each check post round the clock, to assess the flow of vehicles entering in the
cantonment area. Based on the flow, the Board shall decide the base price for recovery of
Vehicle Entry Tax and the matter shall be put up before the ensuing Board Meeting.
Supplementary Items taken with the permission of chair
10. Reclassification of of Village Karondi from A-1 defence land to Class-C land

2. Mukhyalaya M.P. Sub Area Bhopal letter No. 125101/1/CB dt 25-03-1989
With reference no. 1 to above, a proper proposal has been sent to Headquarter
M.P. Sub Area Bhopal for reclassification of defence land Class A-1 to Class C land
[Civil Area] of Village Karondi which is situated adjacent to COD Jabalpur. It is
recommended by the then Station Commander that pocket of A-1 land admeasuring 10
acres should be classified as Clause C land and vested to the Cantonment Board Jabalpur
for management as Civil Area on lease hold bases.
This proposal has been rejected by the Headquarter vide reference no. 2 on ground
of requirement of Defence land but now a days the population of Karondi Village has
been increased and it became highly danced populated area which needs above then civic
amenities as provided by the board in this area.
The Defence Estate Office vide letter No. JUC/Tec/COD/Karondi/Part-1/40 dated
20-02-2018 and letter no. JUC/Tec/COD/Karondi/Part-1/67 dated 23-04-2018 intimated
to this office for taking necessary action, on the bases of latest joint demarcation report
submitted by Tehsildar Nazul Inquiry, Ranjhi, Jabalpur to him, for classification of land
of village Karondi from Class A-1 to Class C.

No doubt that civil population of village Karondi is facing various of problems like
non sanctioning of building plans, no development of civil infrastructure and lacking of
cantt schools dispensaries in public interest since decades. Public representatives and
ward members used to highlighted these issues before various board meetings for
resolving permanently but due to non availability of proper GLR and the classification
process of this civil pocket could not be initiated after year 1989. Therefore it is needful
to initiate process for reclassification of Karondi Village.
Relevant case file and papers placed before the board for perusal.
Resolution No. 10
Considered. In principle approval was accorded to classify Karondi Village as
extended Civil Area. Details of all khasra nos. be obtained from State Govt. of MP
authorities along with intimation to DEO Jabalpur Circle.
11. Building Plan for proposed construction after demolition of existing
structure in respect of B.No.46 B/2 Sy.No. 149 Queens Road Jabalpur Cantt.
by Secretary the Diocesan Corporation of Jabalpur.
To consider the building plan and application u/s 235 of Cantonment Act 2006
submitted by Secretary the Diocesan Corporation of Jabalpur for proposed construction
on ground floor, after demolition of existing structure in respect of B.No.46B/2,
Sy.No.149 Queens road, Jabalpur Cantt.
Site comprising GLR Sy.No. 149 admeasuring 1.640 acres described as B.No.4
Queens road also known as B.No.46B/2 classified as B-3 land held on old grant terms
holder of occupancy rights the Diocesan Corporation of Jabalpur. The land in question is
situated extended the notified civil area under the management of Cantonment Board
Jabalpur.
There is no sub-division of site. The applicant is the recorded HOR as per GLR.
As per revised land policy vide Govt. of India, Ministry of Defence letter No.
11013/1/87/D(Lands) Vol.II dated 09-02-1995. Indenture as in Annexure ‘A’ has been
executed between President of India acting through CEO, Cantt. Board, Jabalpur and
Rev. Gerald D Almeida, Director General of the Diocesan Corporation of India, Jabalpur
duly e-registered from Sub Registrar Jabalpur dated 20-09-2017.
1) Total plot area / GLR Area - 1.640 acres or 6640.24 sqm
2) Ground floor area - 1314.39 sqm. on ground floor
area. (14142.83 sq.ft)

3) Proposed ground floor area - 1191.63 sqm or 12822 sq.ft.
4) Total proposed construction - 12822 sq.ft.
The approximate assessed construction cost @ Rs 950/- per sqft would be Rs
1,21,80,900/- process fee @ 5% above amount Rs 6,09,045/-.
The plan alongwith report of Engineering Section are placed on the table.
Resolution No. 11
Considered. Resolved that building plan in respect of Secretary the Diocesan
Corporation of Jabalpur, for proposed construction on ground floor, after demolition of
existing structure in respect of B.No.46B/2, Sy.No.149 Queens road, Jabalpur Cantt., be
sanctioned u/s 238 of the Cantonments Act, 2006 on payment of process fee of 6,09,045/.
The applicant shall inform the CEO in writing the date of commencement and completion
of the building work. The work shall be completed within one year from the date of
commencement. The sanctioned plan must adhere to in every detail and particulars. Any
deviation from the sanctioned plan shall entail action under sections 239, 244, 247, 248,
249 and 320 of the Cantonments Act, 2006 and other legal actions as the Board may take,
including demolition of unauthorized construction.
12. Supply of Fitness Items
Tender were called vide this office letter No.5/STRS/2018/2667 dated 16-03-
2018 for supply of Fitness Items, published in Hitwada and Deshbandhu as well as Board
website for wide publicity. Tender was opened on 10-04-2018 at 4.00 PM, 03 tenders
were received. Financial Bid were opened on 10-04-2018 at 4:00 Hrs.

Comparative statement along with report is placed on the table for consideration of
the Board.
Resolution No. 12
Considered and approved. It was resolved to purchase the required quantity of
fitness items from the lowest tenderer M/s Anika Trackways Pvt. Ltd., show room 826,
Chanchala Bai College Road, Wright Town, Jabalpur, as mentioned on agenda side.
CEO is authorized to incur the expenditure on the same.
It was further resolved that required quantity of various swings, as informed by
GE (E) in his letter, shall be installed at Anant Nagar Park, MES Colony. Financial
sanction is provided for the procurement through GeM.

14. Repair and maintenance of Cantt. Fund School at Ridge Bazar, Jabalpur
Cantt.
To consider and approve an estimate of Rs 5,00,000/- for repair / maintenance and
other miscellaneous repairs at Cantt. Fund School Ridge Bazar, since the new session of
the School will commence soon and there is immediate need of repairs in order to
provide the student basic facilities of hygienic classroom, toilets, drinking water, as well
as some minor repair works in the School building structure. The said School is the part
of Sy.No.406, classified as Class C land comes under the management of Cantonment
Board, Jabalpur.
The work shall be entrusted to M/s M.N. Shrivastava at already approved rate of
34.50% above MES SSR,2010 (approved for session 2016-2017).
Relevant documents are placed before the Board.
Resolution No. 14
Considered. It was informed to the Board that due to the variety of repairs
involved and as per the requirement mentioned by ward member, the amount has
increased to Rs. 10,00,000/-. Therefore, approval was given for an estimate of Rs.
10,00,000/- for repair and maintenance of Ridge Bazar School, keeping in view the new
session of school staring very soon.
The work shall be done though M/s MN Shrivastava at Board approved rates of
43.50% above MES SSR, 2010 approved in this Board Meeting. CEO is authorized to
incur expenditure for the same.
15. Engagement of contractual teachers/skilled staff through Board instead of
Agency/contractor
It was noticed that the teachers/skilled staff provided by Contractor / Agency in
the previous year were not fulfilling the requirements, as demanded by the Board. Due to
this studies of students are suffering, resulting in poor performance / results in exams,
which is being monitored by competent authorities and they are taking serious note on it.
Keeping in view the problems facing by the Board, Board is requested to consider the
engagement of teachers / skilled staff through Board, after following due procedure.
Resolution No. 15
Considered in detail. It was observed during the various visits to schools by PCB
and during the discussion that the teachers working on contract basis through contractor
are of not upto the mark, which is required keeping in view the tough competition of

present scenario. Besides this Board has no direct control over them and this is resulting
in poor performance of teachers and unsatisfied results in exams, which shall be seriously
viewed by higher authorities. There is a vast scope of improvement in the performance
and quality of education provided by teachers.
Therefore, to overcome this problem, Board has resolved that the teachers shall
be directly engaged by the Board so that the Board has direct control over teachers and
the quality and responsibility of teachers may be ensured.
It was also resolved that the present contract of the contract which shall be going
to expire on 30-06-2019 shall be amended/cancelled with giving him prior notice, as per
the requirement.
16. Engagement of School Administrator on contract basis
Board is requested to consider the engagement of School Administrator on
contract basis to look after and monitor the daily activities of school run by Cantonment
Board Jabalpur and report to CEO on daily basis.
Resolution No. 16
It was also resolved that a post of School Administrator on contract basis should
be published by Office Supdt for the smooth administrative functioning of all the schools
run by the Board on the payment of Rs. 25,000/- per month.
17. Regarding allotment of gumtis constructed at Vegetable Market, Street No. 1,
Sadar Bazar
Board has constructed 64 gumtis at vegetable market, street no. 1, sadar Bazar for
allotment to the public of cantonment area. The Board may decided to whom the gumtis
should be allotted along with its terms and conditions.
Relevant paper is placed before the Board.
Resolution No. 17
Considered. It was resolved that site visit shall be done by the officials of
Engineering, Sanitation and Revenue Section and the matter shall be put up in the next
Board Meeting.

18. Various points raised by the Members
a. Installation of Veer Virangana Uda Devi Statue
Considered. It was resolved that Statue of Veer Virangana Uda Devi be installed
at cantonment area by Pasi Samaj. For this Board shall identify the place and get the
statue installed.
b. Repair and whitewashing of Kargil Chowk
Considered. It was resolved that for repair and whitewashing of Kargil Chowk,
estimates shall be prepared and the work got done by approval of estimates.
c. Installation of fountain at 3 Murti Chowk
Considered. It was resolved that site inspection shall be done and if found suitable
fountain can be installed at 3 Murti Chowk after approval of estimates.
