MINUTES OF POH PROGRAMME MEETING HELD ON 08.01.13 AT

RAILWAY BOARD

1. Member Mechanical stressed that there shouldn’t be any shortfall in the POH outturn

of the workshops. Shops like MCSW, NBQS and JU for coaching POH and KGP , JUDW

and NBQS for wagon POH which are lagging in their proportionate targets must put in

all efforts to make good the shortfall. Any change in feed pattern due to reasons like

KUMBH specials also need to be closely monitored. There should be active

coordination for meeting the feed requirements of workshops.

2. MM mentioned that there should not be any compromise in the quality of overhauled

stock, specially for safety items. Deficiencies pointed out by the NTXRs should be

personally seen by the workshop in-charges and every effort should be made to

ensure that such deficiencies do not recur.

3. During last CMEs conference in May’12, Railways were advised to take action for

augmenting their AC coach POH capacity in the identified workshops. MM desired

that action taken by CMEs/CWEs in this regard should be reflected in the CME’s

monthly PCDOs to him.

4. Regarding the JPO for maintenance of Engineering assets/Infrastructure in

Mechanical workshops, MM instructed that action taken for implementation of the JPO

including the posting of Engineering officers in workshops should be reported by

each CME in his monthly PCDO.

5. AM(PU) mentioned that the action plan advised for improvement in roller bearing

maintenance practices in the workshops should be diligently followed. Audit of

bearing section in the shops must be a regular phenomenon and any deficiency

noticed should be addressed immediately.

6. While laying special emphasis on corrosion repair in coaches, AM(PU) mentioned

that RDSO’s instruction on corrosion repair in coaches as per the revised manual

should be strictly followed. No instance of enroute detachement of coaches on

account of headstock/ solebar cracking is acceptable.

7. AM/ME mentioned that different design of rolling stocks have been inducted into the

system over the last few years. The facilities for their overhaul must be planned in the

workshops. Railways should also ensure that modifications on coaching stocks

advised by RDSO over a period of time are undertaken during POH. It was further

mentioned that RDSO has been advised to make a compendium of instructions and

upload it on their website.

8. Working of PEASD should be ensured 100% on the coaches during POH in the shops.

Similarly functioning of CDTS should be ensured on coaches already fitted with CDTS

during POH in workshops.

9. Use of worn wheel profile and other necessary steps for prolonging the wheel life

should be taken by the Railways. Retrofitment of BMBS on coaches, if not already

done must be completed by the zonal Railways.

10. Necessary action for reducing the cases of Hot axles on wagons as outlined during

past meetings needs to be taken by the Railways to reduce their incidences.

11. AM/ME mentioned that all ‘C’ category unloadable repairs on wagons should be

examined thoroughly in open line so that they are largely attended to in the open line

itself and only minimal repairs should be sent to the workshop. Similarly ROH should

not be done in the workshops except where specifically permitted by board. CMEs

must personally monitor and ensure this.

12. Modification of BCNHL doors under RSP already advised, on one rake each on SCR

and WR should be expedited.

OTHER ISSUES:

1. It was informed that RDSO is uploading statistics of hot axles workshop wise on

Railnet. The data can be used to benchmark the best figures and set an internal

target for self improvement. Similarly all important circulars pertaining to freight

maintenance are also being uploaded on Indian Railways website which the

Railways can use to keep themselves abreast.

2. Priority must be accorded to POH of BOXN and BCN wagons in the workshops to

keep their overall ineffectiveness under control.

3. DME(Chg) mentioned that the workshops need to be fully equipped to handle

maintenance of Bio-toilets as POH of rakes fitted with Biotoilets is already getting

due/will be getting due.

4. Dedicated attention needs to be be paid by the Railways to the POH maintenance of

DEMUs . Adequate unit exchange spares should be generated to minimize the

downtime in workshops. Calling-in programme needs to be issued for DEMUs by the

workshops specially where the inter-Railway movement is involved and the same

should be diligently followed by all concerned.

5. The POH Programme for 2013-14 indicating the targets for the respective workshops

and inter-Railway nomination of workshops for undertaking POH of rolling stock was

discussed in detail. The same was finalised after discussion with CWEs.

6. Advance RSP allotments for 2013-14 were discussed and CWEs were advised to send

in their requirements of items to be undertaken under bulk RSP in 2013-14 latest by

15.01.13.

Item-wise remarks on POH targets:

a. BG Coach POH:

Total POH arisings (AC and non-AC) of the Railways have been taken care of

while fixing targets of various workshops. Kindly note that , out of the above

arisings, some of the coaches have to be undertaken for refurbishing which is

given under RSP. The scope of the said refurbishment would cover:

1. Schedule of painting (already being undertaken on selective coaches during

POH).

2. Complete replacement of

a) PVC flooring sheet

b) LP sheet panels of interiors

c) Seat covering

d) Seat cushions on need basis.

3. Fitment of mobile chargers, emergency lights

4. Retrofitment of stainless steel pipes for air brake system

5. Complete refurbishment of toilets including

a. stripping of complete lavatory

b. corrosion repair to lavatory frames

c. fitment of new stainless steel inlay

d. replacement of entire wall panel and plumbing fitting including water tanks to the

latest upgraded specifications

e. fitment of new doors

f. electrical works

6. Extensive corrosion repairs on need basis.

The targets for refurbishment by the workshops have been indicated alongside

the coach POH target in the sheet.

The cost of refurbishment portion has to be booked against the RSP, already

available/being advised to the Railways separately.

Note:

1. If any of the above items have been undertaken/refurbished on the coaches in the

recent past, then those items should be excluded from the scope of present

refurbishment.

2. The coaches which are being refurbished should not be booked for MLR in future.

b. BG Wagon POH:

i. The POH targets given to wagon workshops have to be strictly

adhered to as per the annexed table. All wagon workshops must

ensure that POH capacity is not diverted for ROH(except where

specifically permitted by Board) and ‘C’ category unloadable wagons

not due for POH. The targets are indicated in the table annexed. ’C’

category unloadables not due POH should be taken up only after

meeting the POH targets. In case unloadable arising is not there the

capacity/target should be used for POH/rebuilding of wagons.

ii. POH of BOXN and BCN wagons should be taken on priority.

iii. Railways have been/are being advised of RSP allotments against the work

for rehabilitation of wagons.

iv. Under the head wagon rebuilding indicated in the targets, total of both

mild steel rehab. and upgraded rehabilitation would be counted.

v. Workshops should undertake POH of BVZI wagons on a monthly basis in

the following manner (subject to arisings) within the overall wagon POH

target:

MTN – 10 JHS – 02 RYPS – 04 UBL – 03

LLH – 10 AII – 02 KGP – 20 PRTN – 05

JMP – 05 PER(C) - 02 RW – 01 KTT – 10

NFR to take care of its own arisings.

c. BG Diesel Electric Loco POH:

i. The balance capacity at Parel workshop is to be utilized by undertaking

loco manufacture for DLW and PSU locomotives.

ii. The balance capacity at GOC workshop is to be utilized for PSU locos,

export locos etc.

d. BG Electric Loco POH:

i. The break-up (Railway-wise feed) against targets for Electric loco POH

would be issued separately by Elect.(TRS) Dte. of Railway Board.

ii. The targets are inclusive of POH + Recabling (wherever prescribed).

Compliance of POH targets is to be given through MCDOs separately for

POH and POH+Recabling.

e. DEMU/SPART/SPARMV/Tower Car POH:

i. The targets include all stock pertaining to DEMUs, SPART, SPARME and all

other self propelled vehicles.

ii. Following workshops should undertake POH of tower cars in consultation

with Railways after formulating a calling-in programme:

JMP – 4-wheelers (ECR & ER) JHS – NCR

KPA – 8-wheelers (ECR, ECoR & ER) MX – 4-wheelers (WR)

KGP – SER DHD – 8-wheeler (WR & WCR)

MIB – SECR & CR PER/L-SR

LGDS-SCR KTT-WCR

PR- 4 wheelers of CR

f. 02 NG Dsl. loco of NCR , 02 NG Dsl. Locos of WR and 02 NG Dsl locos of CR are

planned at Parel (CR) workshop for POH.

g. The targets for engine block reclamation for use of Railways at Golden Rock

workshop would be as follows:

- Engine blocks (BG) – 130 nos.

- Engine blocks (MG) – 5 nos.

The distribution of these blocks will be communicated in due course. It should

be ensured that the distribution advised is adhered to strictly and not modified in

any case without prior approval from Board.
