A meeting was held with the utilities of Northern Region on 6.10.2016 on the above subject. Minutes of the aforesaid meeting are available on website of NRPC (www.nrpc.gov.in).

Summary Record of Discussions of the meeting on “Replacement & Cleaning of Insulators in Northern Region” held on 6.10.2016 at NRPC, New Delhi.

1. Member Secretary, NRPC welcomed the participants and stated that this meeting
has been called to review the status of replacement of Porcelain Insulators with
Polymer/Anti-Fog Insulators and the cleaning of Porcelain Insulators in the Northern
Region. He stated that the report of CPRI on pollution mapping was available on NRPC
website{http://www.nrpc.gov.in/reports/other/Pollution_Area.pdf}and all the transmission
utilities should refer to this report for taking decisions regarding insulators to be installed on
new transmission lines and replacement/cleaning of existing conventional insulators. He
requested Utilities to carry out targeted replacement and cleaning work prior to 15.12.2016.
2. Representatives of RVPNL submitted the status of replacement of porcelain
Insulators for the list of lines identified by NRLDC (Annexure 2) .They were however asked
to submit the details as per the Annex 1, III & IV of the Notice issued for this meeting. In
response to a query, representative of RVPNL informed that they do not have any plan for
cleaning of conventional insulators. SE, NRPC stressed that the cleaning of porcelain
Insulators should be planned on all the transmission line segments falling in the area where
fog related tripping had been observed in the past or which are known to be polluted and
experience foggy weather (The list of lines in the region which had tripped in the last winter
as given by NRLDC stands was uploaded on the NRPC website prior to the meeting.
However a comprehensive list of 129 Lines which had tripped in last winter is being
uploaded on the NRPC website). Particularly, it was pointed out that 4000 kV Chhabra-
Kawai line should be got cleaned on priority. Representative of RVPNL agreed to convey
this to higher management.
3. Representative of HVPNL stated that as regard Stage-I, only the work of
replacement of porcelain insulators with Anti Fog Insulators on Hissar-Fatehbad Line
remains pending. The work has been delayed as the Anti-Fog insulators supplied for the
work were failing persistently in the test. Further, the status for the lines identified by
NRLDC had also been submitted (Annexure 3). HVPNL representative confirmed that
action plan for cleaning of insulators is being finalized and work will be done departmentally
as well as through contractors. It could not be confirmed that orders for carrying out the
work through the Contractors have been placed. Member Secretary, NRPC advised
HVPNL that if orders have not been placed yet, critical lines should be got cleaned
departmentally as delay in placement of orders should not affect these lines.
Representative of HVPNL was requested to submit the details as desired in Annexure 1, 3
&4 of the meeting Notice issued for this meeting. HVPNL was also requested to ensure that
the cleaning on the lines that had tripped in the last winter may be ensured (Reference list
of 129 lines uploaded on NRPC website). Representative of NRLDC stressed that while
taking line outage for cleaning of insulators, Haryana should ensure proper load flow
pattern by having appropriate Generation at intra-state generating stations. Representative
of HVPNL agreed for the same. In response to a query, he also intimated that the
Signature Test on Daulatabad –Jhajhar line was being carried out and the work of cleaning
would also be got done on this line.
4. Representative of POWERGRID informed that the work of replacing the porcelain
insulators with polymer insulators has been completed on the lines identified in Stage I, III,
& IV. As regards Stage II it was intimated that the work on Rihand –Dadri HVDC Line was
only left, which is targeted to be completed by end March 2017. However, it was assured
that the cleaning on the conventional insulators will be taken up .Further, it was intimated
by the representative of POWERGRID that the cleaning work on 36 lines has been planned
for which outages will be taken so that the work can be completed by 15.12.2016. SE,
NRPC advised POWERGRID to carefully plan outage for these lines and bring the proposal
in the next OCC meeting. Representative of NRLDC stressed that outages for cleaning/
replacement be planned by POWERGRID in such a manner that no corridor gets depleted.
He also requested that enough manpower should be deployed to complete the work at the
earliest. The updated status is given at Annexure 4
5. Representative of POWERGRID intimated that they were doing Aerial Patrolling of
lines to ensure full preparedness of winter by seeing the condition of the polymer insulators.
It was also intimated by them that the tests on the Polymers that were installed more than 5
years back have been got conducted at CPRI. It was desired that once the results are
received it should be shared in the forum.
6. Representative of POWERGRID highlighted that the work of changing of Porcelain
Insulators could not be completed on the lines connected to RAPP as they could not get the
permit from RAPP. Member Secretary, NRPC advised to submit relevant details to NRPC
Sectt so that matter could be taken up with NPCIL.
7. Representative of UPPTCL submitted the status of polymer insulator replacement for
Stage IV lines. (Annexure 5) However they were asked to submit the details as per the
Annexure 1, III & IV attached with the Notice issued for this meeting. Further it was
stressed that that the cleaning of porcelain Insulators should be planned on all the
transmission line segments falling in the area where fog related tripping had been observed
in the past or which are known to be polluted and experience foggy weather.
8. Representative of PSTCL submitted the desired information and stated that out of
the 51 number lines identified in Stage IV, replacement work had been done on 23 lines on
the identified locations. The updated information submitted by PSTCL is placed at
Annexure 6 .As regards the tripping that had occurred on the 400KV lines in the last winter,
it was stated by the representative of PSTCL that as the 400KV lines were constructed in
the last 3-4 years and the replacement work on these lines could not be done on account of
financial constraints.
9. SE, NRPC stated that cleaning of Insulators within the sub-station/switchyard also
becomes important, if insulators on lines emanating from this sub-station/switchyard have
been replaced with polymer insulators as the conventional insulators in the sub-station now
become weakest link. He gave example of two methods used successfully by BBMB for
avoiding flashover at conventional insulators namely DM water cleaning and application of
Silicon grease. Representative of POWERGRID pointed out that RTV silicone rubber
coating can also be used for this purpose.
10. Representative of BBMB was not present in the meeting. However, the status of the
replacement of insulators was received from BBMB through email (Annexure 7) .The issue
regarding replacement of porcelain insulators on 220 kV Rohtak Road-Narela line was
discussed with DTL representative as it has to be done by them & it was assured by the
DTL that all out efforts are being made to expedite the issue.
11. Representative of DTL assured that the work of replacement of insulators was being
expedited as the procurement action was under finalization. Out of the 18 lines identified,
the work of installing polymer insulators stands completed on 2 lines. Further, insulators on
2 more lines, not figuring in the list of 18 identified lines, have also been replaced while
replacing normal conductor with HTLS conductor. Further, it was also assured that the work
of cleaning of insulators would be got done in timely manner and for this the contracts were
being finalized. SE, NRPC stressed that the work of cleaning should be targeted to be
completed before 15.12.2016.(Annexure8)
12. Representative of Adani Transmission Limited intimated that no replacement of
Insulator is planned on Mundra –Mahendargarh Line this winter but he intimated that
on 47 km stretch of the Line, insulators had already been replaced. It was intimated
that the cleaning of insulators in the Haryana area was planned to be completed in
the period from 27.11.2016 to 4.12.2016.
13. As no representative of Railways has attended the meeting, it was decided that the
matter would be taken up with them separately through a letter.
14. All transmission utilities were requested to carry out patrolling to identify area where insulators were having pollution deposits and arrange for cleaning of insulators at the earliest. All utilities were requested to submit the information as desired in the meeting on priority
