MINUTES OF FIFTEENTH COORDINATION MEETING (10/03/2015)
Following issues of effective coordination for development of Mumbai were discussed and status of work clarified as follows:-

MMRDA suggested on 23.09.2014 that proposed elevated corridor (CSTM-Panvel) may
be raised at Chunabhatti to the same level as at
Kurla to enable ROB 2 & ROB 3 at Chunabhatti to remain underneath. MRVC and Railways
agreed. MMRDA also indicated that they are not able to
lower the level of the connector by 1.5 m as
requested by MRVC. This will result into keeping the PNVL - CSTM fast corridor at level
of 18 to 20 meters right from SCL Road Kurla point to EE highway Chunabhatti point.
It was requested by Central Railway to add a
Road also along with Fast corridor for effective disaster Management.
i) GAD for ROB between Kurla & Sion approved
on 16.01.15. ii) Chunabhatti Station ROB GADs approved on
27.01.15.
iii) Chunabhatti LC No. 1T, ROB approved on 29.01.15.
Launching scheme of all the three ROBs will be
submitted by MMRDA by 15.04.15.
Case cannot be submitted to CRS without
launching schemes. After this work Chunabhatti level crossing shall be closed.
No change as on 10.3.15.

Approval of GAD’s of ROB’s over Central
Railway land from Sewri to Chirle Mainland Nhava side Drg. No.

Observations regarding span arrangement over
running lines conveyed to MMRDA vide letter
dated 17.07.2014.
MMRDA was to provide revised GAD of this by 07/10/14.
Now target shifted to 14/10/14. Target busted again. Again PDC fixed at 30.10.14.
PDC 17/11/14.
Meeting held on 12/11/14. Crossings will be
with 3 spans. Instead of 5 sets of piers it was decided to submit GAD with 2 sets of piers.
Final GAD from MMRDA is awaited.

Proposal of crossing of Navi Mumbai
Metro line at Taloja station on Diva-Panvel railway line by DFCCIL.
It is necessary to accord approval by
Railways to the Metro Station No.10,
portion of Depot approach via duct and the pier at the edge of the railway
boundary (to facilitate the NHAI span crossing) since all these work are away
from the operational area of Diva-Panvel
line and it will expedite the execution of the Metro works held up on the Railway
land.
Meeting held between CIDCO & DRM, Central
Railway along with other railway officials on 18.09.2014.
Central Railway & DFCC came to an Agreement
on the track layout of their respective track layout at Taloja Station.
Further item was discussed with DRM/BB, CE/CIDCO and PCE with GM/CR on 07.10.2014.
Revised drawing with relocation of RUB at
location of existing LC will be given by CIDCO by 10/10/14. This will permit some more space
for expansion to C.Rly. Meeting in GM’s Room held at 15.30 hours on 07.10.2014.
CIDCO submitted revised GAD based on the discussions by 14/10/14. PDC for Railways and
DFC 26/10/14. Rly gave feedback 22/10/14.
GAD by CIDCO to be given on 25/12/14. Central Railway agreed that the structure of
station No 10 and Depot Approach Viaduct of Navi Mumbai Metro, located away from the
operational area of Diva panel line are
permitted for construction. GM , Central Railway instructed the concerned Railway
officials to release letter by 27/11/14, to commence construction.
Central Railway confirmed that on formal
submission of GAD of superstructure of NM
Metro crossing of operational Diva- Panvel line, the construction of pier of NHA3 crossing
stands approved for construction. Since this is located away from the operational area of Diva-
Panvel line and at edge of Railway Boundary.
CIDCO is requested to expedite submission of GAD of through type girder. In view ofdelay on
part of CIDCO designer, it was decided today that maintenance agreement will be submitted
by Railway to CIDCO 15/1/15. As soon as
agreements s executed by CIDCO, the construction of Depot, station no 10 and NH
crossing can be started. CBE:
Follow-up meeting was held by CAO(C)/ PCE with CBE/CR, and CE/CIDCO on 13.1.2015 and
decided that CIDCO will submit GAD showing
vertical and Horizontal clearances pending superstructure structural drawing in week time.
Draft Agreement submitted for legal check on
19.01.2015. After legal vetting of Agreement
same will be sent to BB Divn for execution with CIDCO. After execution of agreement and
receipt of GAD permission for work will be processed.
GAD submitted to Mumbai division on 30.01.15 and is under approval.

Draft Agreement has been sent to CIDCO on
23.01.15 for signature is yet to be returned duly signed. Same will be returned by 20.2.15
or earlier. Work can start within two days,
thereafter. CBE: Draft agreement is yet to be received

PDC shifted to 03.03.2015 on 24.02.2015 as
MD /CIDCO’s approval is pending.

GAD approved by Mumbai division and DFCCIL is received in HQs on 23.02.15 and after
scrutiny GAD returned to CIDCO for following
modifications: 1. Pier no.292 and 293 across existing Railway
tracks have been proposed as single piers. It would be advisable to provide at least two piers
for stability.
2. The vertical clearance over railway tracks is 13.76 m which is quite high. Further, 11.0 m
height of girder will result in approx. 25m high space unusable for Railways. The overall
height can be reduced by designing semi through girder.
3. Single truss girder has been proposed for
both the tracks. Separate girders for two tracks should be planned to facilitate ease of
maintenance.

This matter is under process with the office of

CIDCO is chasing actively. PDC of Dec. 14 will be honoured.
a) CIDCO is following up with concerned Land Acquisition Authority of GoM for Navi Mumbai /
Raigad for expediting acquisition of the private land.
b) CIDCO is also following up for transfer of Forest Land. The matter involves multiple Govt
Departments.
Expected PDC will be given in next meeting.
One meeting has been held by CIDCO PDC is not possible now. It will be given by 28.2.15.
Forest land will be handed / over early. Private land will be treated separately on
priority.
c) Approval for revised estimate for
Belapur-Panvel railway project.
Revised cost of Rs. 438 Crores
CIDCO will convey the terms and the approvals
in the week commencing 30/9/14. Letter issued by CIDCO to Railways on
24.09.2014. Proposal sent to Railway Board on 10.10.14.
Board sanction expected by 31/12/14.
CAO (C) is pursuing with Board.
Estimate was put up to MR. Since
estimates also will now not go upto MR,
revised processing methodology in Board will be known by 10.3.15. This is likely to
be delayed till 30.3.2015 now.

Approval for sharing of 2/3rd cost of
project and making required land available to railways for Panvel coaching
complex.
Presentation was given to CIDCO on 04.07.14
as desired. A meeting with Chief Secretary & CIDCO was also held in July. Draft minutes of
the meetings received from CIDCO. GoM signature still pending.
It was decided with CS this presentation of PANVEL will now have to be repeated again-
Transport Secretary will chair the meetings, may be after UMTA Core meeting on
02.03.2015 as indicated on 24.02.2015.Still pending with Transport Secretary as on
10.3.2015. Transport Secretary has,
however held an internal meeting.

ROB’s in lieu of 13 nos. of Level Crossings have been sanctioned by
Railway Board on cost sharing basis in
connection with DFCCIL alignment. Sanction of State Government for
sharing 50% of the cost is awaited.
6 GADs submitted to CIDCO
(One pertains to MMRDA ) (LC 9 does not pertain to CIDCO area)
(LC 6 near Bomali village needs to be clarified whether the approach road
pertains to PWD or CIDCO)
There are no guidelines regarding cost sharing. It was decided to technically finalize the GAD
drawings of these ROBs without waiting for
clarity on cost sharing. DFCCIL to get the appropriate letter issued
from Board, on cost sharing. TDC for approval of GADs 30/10/14 (with 4
lane modification). Meeting fixed by CAO/C on
29.10.14. 3 Drawings will be approved by CIDCO by 14/11/14. Rest 3 by 31/12/14.
In the last meeting between CIDCO & C. Rly. held on 13.11.2014, the nodal drawing of three
locations LC 10, LC 20 & LC 23 were given to C. Rly. to super impose the GAD of the ROB / RUB
for checking the junction arrangement details.
PDC 5/1/15. There is delay of 15 days on both PDCs due to feedback from DFC.
Progress held up for want of revised Board circular on cost sharing.
PDC 10.3.15 for Board Circular.
Meanwhile 4 GADs submitted by CR to
CIDCO and 2 GADs submitted to MMRDA on Sept.2013 are still pending for approval.

Taking over of maintenance of 14 nos. of
suburban railway stations by the railways
on or before 31st March 2015.

Finalizing the pending maintenance
agreement between Central Railway and CIDCO for the maintenance period
beyond 2008.
CR has not taken over maintenance from
CIDCO as yet. As such we cannot charge w.e.f.
2008. We will charge w.e.f 2015 after we take over.
We can take over after CIDCO does one time
clearance of arrears / deficiencies and clarifies
the separation of utilities. Agreement for 2008-2015 will also have to be
signed.
DRM / BB, Central Railway to be the single point for co-ordinating and decision in the
matter.

CIDCO: The maintenance agreement between CR &
CIDCO has not been formalised w.e.f. 2008. CIDCO has already communicated the draft of
the maintenance agreement in 2011-12. Now
since it is decided that Railways shall take over maintenance of the stations w.e.f. 01.04.2015,
the maintenance agreement should be finalised by Railways considering 2008-2015.
CIDCO & Railways jointly should finalize the issues pertaining to the outstanding dues, if
any, on either side, the cost of repairs to be
shared & as also the utilities sharing / separation.
JUINAGAR will be taken over by Railways first.
JA grade meetings over. SA grade meetings to
be done and issue finalized by 15.3.15.

For re-locating the Assistant
Commissioner of Police, harbour
Division’s Office at the ground level unit of the Vashi Railway Station Building
(south side), the keys of these offices have to be handed over to CIDCO for
completing the handing over process.
Currently, the keys to these premises are kept in Station Master’s office.
The said premises are in possession of Central
Railway since 1992 and are being used for
various purposes. Further all the station building in Navi Mumbai will be under control of
Central Railway from 01.04.2015, so it will be appropriate that the railways take a view on
this issue.
TDC: 15.10.14. CIDCO informed that these premises should
have lock up and even room for the Hon’ble Judge also. To be discussed in 08/10/14
meeting.
CIDCO informed that these premises have lock up and room for the Hon’ble Judge. This
premise has to function as mandated. Meeting rescheduled for 17.10.2014.
Railway has planned a safety training centre for Motormen & ASMs..
Two rooms out of five are likely to be

for construction at MSEB Sub-station and
Uran Station on Nerul-Uran Railway Line are awaited from Railway.
Both ROBs are under scrutiny of Design office

Old PDC was 15/10/14. C.Rly requested for priority.
MSEB was indicated by CIDCO as priority 1 PDC for MSEB 31/10/14.

Goods Line (on deposit terms) is pending for want of removal of hutments and
rehabilitation. Resettlement of the
project affected persons to be done by MMRDA / MbPT.

445 allotments done. 220 shifted. 680 tenements repaired. 800 tenements scrutinized.
No further progress till 10.2.15. Now the same 445 shelters are being allotted
to hutment owners of MAP-3 from Wadala end.
Commercial encroachments as seen during joint
site visit, should also be planned by MbPT/MMRDA for resettlement at the earliest.

harbour line without this agreement of MbPT.
Detailed meeting with MbPT office postponed to 10/10/14 at 17:00 hrs.
ROB meeting was requested by MbPT on 14/10/14, which can be held today itself.
MbPT vide its letter dated 27.10.2014 has
forwarded its comments on the Central
Railway’s letter dated 08.09.2014 wherein certain terms and conditions have been
stipulated for taking over Port’s railway operations. MbPT Absent on 16/12/14.
This point added in the agenda of Port Trust meeting planned for 7/1/15.
Meeting planned for 13.1.2015. Meeting planned for 19.1.2015. Meeting postponed
again. Meeting with Shri Parmar held by GM/CR on 20.02.2015.

Carnac Road Over Bridge & Hancock
ROB: - Rebuilding of Carnac Road over bridge at KMs. 0/1-2 & Hancock Road
over bridge at KMs. 2/6-7.
MCGM has agreed for dismantling of existing
ROBs by Railways at their cost. Estimate for demolition of existing bridge submitted to
MCGM on 30.05.2014 but acceptance is still
awaited. Dismantling scheme of existing ROB has been
submitted on 08.08.2014. MCGM was to approve this by 5/10/14.
CAO (C) CSTM will execute the work of
demolition. It was decided to process for CRS sanction simultaneously for dismantling
MCGM submitted the GAD & TAD to Railway for approval on 14.08.2014 for the new bridges to
be constructed. GAD and TAD returned to MCGM with
observation vide letter no. W.294.Rehab.Genl.
dated 20.08.2014 regarding launching. Revised GAD and TAD was awaited from MCGM
by 15/10/14. Today MCGM clarified that they need approved plan of 5th and 6th line.
MCGM was requested by Railways to delink
dismantling from the new bridge in view of public safety.
Central Railway was to give approved plan of 5th and 6th line plan by 20/10/14. Plan given on
16.10.14. PDC for MCGM 15.11.14. Scrap will be removed by Rlys as cost of scrap
has been subtracted from estimate.
Utilities planning in interim to be detailed by MCGM by 5/12/14.
Rs.2.6 Cr received from MCGM on 27.11.14. Utility shifting – JJ hospital pipe of 300 mm dia
and 9 cables of BEST , 3 cables of MTNL be
taken along with 900 mm dia pipe of MCGM pipe bridge 2M away. Abandoned pipe of 600
mm dia to be thrown. For shifting of utility services on pipeline bridge
needs strengthening before shifting which is
being advised to Construction Dept. Pipe and cables will be provided by user dept. of MCGM.
PDC for strengthening of pipe bridge and dismantling –
CBE: Tender for dismantling of 2 ROBs opened on
06.01.15 and under finalization with CAO/C.
PDC for finalization 10.3.15. Meeting with CAO(C) & CE/Br. of MCGM held on 23.02.15 & BMC is requested to shift utilities by BMC itself & intimate date for starting dismantling. Shri A.R.Patil (9869022185) of BMC has been nominated for planning the utility shifting of Carnac ROB first. He will take up Hancock ROB after that.

beings invited. NIT will be issued by 20.02.15. CBE: NIT for strengthening of 2 ROBs will be
issued by 15.03.15. Fund deposited by MCGM for both ROBs. Tender schedule under finance vetting. Tender is being invited by Dy.CE/C/DR.
No change as on 10.3.15.

Issue of Occupation Certificate for “E” building at Railway Officer’s Flats at
Nirmal Park, Byculla. Three Meetings already held on the issue with MCGM at
the level of GM and MCGM commissioner.
5% land for amenities was earmarked along the station road and as BEST service station.
MCGM postponed the targets from 05/10/14 to
30/10/14. Now Railways will be forced to have a relook on rules.
Status: issue is taken up with BEST by MCGM.
BEST remarks received. Case being processed by BMC.
No discussions on 10.3.15.

Approval of layout for proposed construction of Railway Staff Quarters on
replacement account at Gunpowder road railway colony near Dockyard station.
MCGM has submitted a comprehensive report with Ch Eng (DP) / MC.
Under process with MCGM. TDC was 30/9/14. No progress by MCGM, will
be taken up after elections.
Status: Approval of layout will be issued by 30/11/14.
Letter is yet to be issued.
No discussions on 10.3.15.

Work of Kurla Carshed Nallah at Kurla
(East) near Kranti Nagar was undertaken by CR in last fair season, which was
stopped during monsoon. Addl Municipal
Commissioner (Eastern Suburb) vide letter dated 20.05.14 and 07.07.14 had
requested GM/CR to give suitable instructions to concerned staff for
restarting the work immediately.

survey was carried out in 2012 to identify the hutments in safety Zone at Reti bunder and

these was processed by MMRDA. However, it
has been observed that about 160 nos. new unauthorized hutments have come up recently

been observed that about 40 nos. new unauthorized hutments have come up inside the
Anand Patil Workshop recently which is hampering the R&R work.
The ongoing works at Thane-Diva will be held up and suffer if these unauthorized hutments
/encroachments are not removed. It is requested that these encroachments may
please be removed early.

1. The work consists of laying 1.60 M.dia. pipe under steel casing of 2.50
M.dia. MCGM has made payment of Rs. 58,40,408/- on 13.01.2001 to CR. The
work was reported to have been completed by CR in the year 2007.
Now, MCGM has taken up work of
laying 1.60 M.dia pipe below the MbPT Railway track on downstream side of
the said work. A Trial pit was for the said work when
it is observed that the Railway
authorities have laid only the steel casing pipe below harbour Railway
track and the 1.60 M. dia pipe is not laid inside the casing pipes.
CR to expedite the work of laying 1.60
M.dia RCC pipe inside the casing pipe for the portion below Harbour Railway
track to enable MCGM to lay the downstream side pipe line with proper
connectivity.
2. Further, on upstream side the
newly laid drain has to be connected to the existing drain for which excavation
will be required in the Railway land at km 7/17-18 near Railway track. CR is
requested to grant permission for the
same.
DRM / BB: MCGM may give a firm proposal along with the
execution schedule. CBE:
1) The work of Casing pipe under Railway track has already been completed in 2007. MCGM is
to carry out the work of laying RCC pipe
through the Casing pipe. 2) No proposal received for extension of drain
on up stream side at km 7/17-18. On receipt of proposal matter will be examined by Railway.
Casing pipe to be examined by MCGM and point recast if there is any problem.
