MINUTES OF 17TH DISTRICT LEVEL MONITORING COMMITTEE MEETING HELD ON 20th
SEPTEMBER,2011 IN THE OFFICE CHAMBER OF DEP'UTY COMMISSIONER, LOWER DIBANG VALLEY
DISTRICT, ROING.
The 17th meeting of the District Level Monitoring Committee (DLMC) was held on 20th
September,2011 in the Office chamber of the Deputy Commissioner, Lower Dibang varrey·
District, Roing. The meeting was presided over by Smti. Garima Gupta, lAS, Chairperson of
DLMC cum Deputy Commissioner, Lower Dibang Valley District, Roing. The meeting
discussed about progress and achievement made by the Executing Agencies in implementing
various Centrally Sponsored Schemes under ACA, SPA, NEC, NLCPR, RIDF, BADP, PM
package etc.
Following members were present in the meeting-

f1"Chairperson of DLMC took it very seriously and ·asked for the reason of absence. She also
stressed that Officers and officials posted at the outpost should stay in their place of posting as
their regular absence may hamper many works of public interest.~ .
\ The meeting started with welcome address by Shri M. Dirchi, District Planning
Officer cum-Member Secretary, DLMC, Raing. He requested the Heads and representatives of
Executing Agencies to inform the house about details of progress of new schemes (Centrally
sponsored), if any, sanctioned by the Government during the current financial year 2011-12.
He also requested the Executing Agencies for the timely implementation a~d completion ofvarious schemes and also ensure submission of their Utilization Certificates for smooth and
timely flow of communication to the State and Central Government./ .
Projects implemented by various departments under ACA.SPA, RIDF, NLCPR
etc. are mentioned below. The detail physical and financial status report of each project, as
submitted by the Executinq Aqencies is shown in Annexure-I. .
Executina Aaencv: PWD.
$hri M. Borang, EE, PWD informed the house that the works of the following schemes were in
progress ;-
CRF Proiect :
1. Cia of 10 Nos. of permanent bridqes on Dambuk-Paqlam road (Inter State Connectivity
Scheme) : Out of 10 Nos. of bridges, 3 Nos. of bridges were taken up by Mis Seehe Donyi
Enterprises, 3 Nos. by Mis M.M Project and 2 Nos. by the department itself. The E.Einfnrm~rl th:::lt th~ nrnipr.t~ IJnrlprt~kinn hv thp. nriv::Jtp.::Joenr.ies were not oroaressina uoto
unsatisfactory. The EE also assured that bridges constructed by the department itselfwould be completed by March,2012.
2. Clo Paqlam Township Road (4.965 K.M)3. Extension, maintenance and carpetinq of Roinq township road ( 60 K.M): As earlier tender
was cancelled. It has been decided that it will be re-tendered within two months.
Thereafter, work on the scheme will start.
Deputv Commissioner's Remarks:~The matter of slow progress of work ungertaken by some_private agencies was viewed very seriously. She cautioned to take stringent action againstsuch defaulting agencies and asked the department to strictly monitor their works to ascertainquality work and timely completion of the projects. She expressed that State Planning
Departmentmay kindly take up the issue for timely completion of on-going projects.
RIDF Project:
1. Re-construction-cum-re-alliqnment of Hunli-Desali Road (23.323 K.M): The EE submitted
that tender for pavement is under process. He -expressed hope that through implementationof this project, Hunli-Desali will be well connected and also ensured that the project will becompleted by March 2012. Re-alignment of 10 K.M stretch was done, but it was washed
away by-heavy rainfall during last monsoon season, he informed. The Re-construction workIS In progress.
2. Clo Permanent Bridqe over river Sisiri on Dambuk-Paqlam road (270 Mtrs):
NLCPR Project:
1. C/o of road from Jia Tinali on Roinq Shantipur road (Ch 9.20 km) to Bizari via Idili (lenqth
19.80 km): The EE informed that it is lying pending in S.E's office for clearance of tenderingstage.
SPA Project:
1. Clo Road from Kanqkonq to Doleswar (6.00 km) _
2. Development of road from Jia to Abali (9.00 km)
3. Improvement of internal road to new settlement in Roinq Township.
- 4. Infrastructure development for Sub-Divisional H.Q Dambuk of Oambuk AssemblyConstituency.
The E.E assured that above mentioned works under SPA would be started bythe 1st week of November 2011.
Deputv Commissioner's Remarks: The progress of various ongoing works implemented under
different Head of Accounts should be given in terms of percentage so that the actual progressof works could be ascertained on regular basis. She also cautioned the Executing Agencies
that Third party monitoring of the projects may be carried out at any time.

Shri J. Angu, AE, RWSD informed the house that the following work pertaining to the
following schemes were in progress:

ii. Teacher Bachalor Barrack at Keba Primary School
iii. Maintenance of Teacher's Qtr. at Paglam .
iv. Clo Mosup (Community) building at Bizari4. Clo 1 SPT/MIBT/B-Barrack at Govt. Middle school Desali: Works completed.
5. Clo 1 SPT/MIBT/B-Barrack at Govt. Middle school Jia: Works in progress. ,
6. Clo 1 SPT/MIBT/B-Barrack at Govt. Middle school Midland: Works in progress.
7. Clo of PHC Buildinq at New Anaya: Main works completed except electrification.
8. Clo Bridqes and Culvert to establish link and Maqazine buildinq to facilitate rural roads
construction: Works in progress
9. C/o of BFC Counter & Bachalor Barrack for Shantipur Check Gate: B/Barrack completed,
60% work of the Office building so far completed. '
10. Clo office buildinq of DY.Director (ICDS): Newly sanctioned scheme. The Executing
Agency assured that the work ~ill commence shortly.11. Clo I unit Bachalor Barrack for CDPO at Hunli-Kronli CD Block: Newly sanctioned scheme
and it was assured by the Executing Agency that,the work will be commenced shortly.
The AE informed that works in respect of all above schemes under SPA would be
completed by March, 2012.
DoNER Proiect:
1. Clo WRSB over Alo Nallah in between Old Aloni & Eyanli (50 mtrs)
2. C/o WRSB over Chuyu river in between Dopowa and Mitaka (65 mtrs)
3. C/o WRSB over river Chebranqo in between Donli and Mitaka (75 mtrs)
4. C/o WRSB over Chuyu river in between Toloni 'and Ganqo Aqri. Field (45 mtrs)
5. Clo WRSB over Chippu river in between Rukmo and Koliya Aqri. Field (75 mtrs)
6. Clo WRSB over Asho river in between Elope and Marambo villaqe (90 mtrs)
7. Clo WRSB over Eshi river in between Elope and New Chidu villaqe ( 90 mtrs)
The AE informed that though works of above mentioned schemes have been
completed and fund for the current year not yet received from the Govt.
RIDF Proiect:
1. Clo Steel truss bridqe over Dri river at Anqrim valley
2. Clo Steel truss bridqe over Kundil river in between Iduli and Kabanq villaqe.
Revised estimate for both the schemes already submitted by the departmenC
but it has not yet been sanctioned by the Govt.
ExecutinQ AQencv :- Power.
RGGW Proiect:
The representative of Power Department Informed that, though it was targeted to
complete electrification of 56 villages by March 2011, so far only 20 villages could be
electrified under RGGVY scheme. The project was undertaken by Mis Indo Power Project Ltd.,
Kolkata and its performance is quite unsatisfactory; hence show-cause notice has been
served. The said Company applied for the time extension till March, 2012 for completion of thescheme.
Deputv Commissioner's Remarks: The Deputy Commissioner expressed strong displeasure
over the complete failure in implementation of this scheme. She also requested that the State" I 'I I I I 1-1__ 1- LI_ ~ L ~. _
NLCPR Project:
The work is under Tender process and expected to be completed by next
fortnight.
SPA Project:
1. Extension and Improvement of Electrical Network in Roinq Circle (Rs. 150 lakhs)2. Extension and Improvement of power system in Sub-station of Dambuk, Jia, Bolunq and
Parbuk.(Rs.100 Lakhs) "3. C/o 33 K.V Express line on tower/pole from Alubari to Central Lohit for central sector
power supply with automatic switch yard system for Roinq (Rs.100 Lakhs)
The representative of Power Deptt. informed that above three schemes are
newly sanctioned and work will be started shortly.
Executin~ A~ency :- WRD.
SPA Project
1. Infrastructure Development of Education Department at Roinq2. Multipurpose Cultural Hall, Roinq
The above two scheme have been submitted to the Govt., but not yetsanctioned.
Executin~ A~ency :- PHED.
No CSS except SPA of Rs. 20 Lakhs.
Executin~ A~ency :-DRDA.
No CSS under any head
Executin~ A~ency :-8DO. Hunli.
No CSS under any head
Shri Mibom Pertin, ZPM in his address requested all the work departments to betransparent and sincere enough while implementing various schemes, since proper
implementation play a very import?nt role to the" masses and development of the area as awhole.
Deputv Commissioner-cum-Chairperson's Remarks: The Deputy Commissioner requested
the Officers "andofficials posted at the outpost that, they should stay at their place of posting astheir absence may hamper many works of public interest. She also requested all the Heads
and representatives of works department to expedite their ongoing schemes to ensure timelyand effective implementation. The private agencies whose works are not satisfactory, should
be black listed and the department concerned should monitor their works to maintain proper
quality and ensure timely completion of works. In view of Third Party Monitoring of the projects,
the Executing Agencies should ensure proper quality of work, as it may be carried out by theGovt. at any time.
