Chair Hagemann called the meeting to order at 5:30pm.

3. Approval of Minutes from March 13, 2017

5. Matters From the Public (for items not on the agenda)
Chair Hagemann asked if there were matters from the public for items not on the agenda. There
were none.
6. COA Revision Review: 107 North Batavia Avenue – Wall Signage (Express Signs,
Applicant)
A representative from Express Signs addressed the Historic Preservation Commission (HPC).
The letters for Salsa Verde have been changed to the color white and the pepper will stay the
color green. The size of the sign is the same. The changes were made to be consistent with Salsa
Verde’s other locations.

7. COA Review: 206 East Wilson Street – Principal Structure Demolition (RW Collins
Co, Applicant)
Ed Neery, 1418 West Grand Avenue, Chicago, addressed the Commission. He explained when
he bought the property it had violations with the State for the tanks. The tanks have been
removed and they have signed on with an architectural company to start doing conceptual
drawings for new buildings. This is our last step to remove the sign, canopies and building. They
have already contracted and they are ready to move forward. Chair Hagemann noted that this
building is non-contributing. Neery concluded that as soon as they get approval and they
schedule with RW Collins the entirety would be demolished.

8. COA Review: 21 South Batavia Avenue
Dave Hummel, 230 South Forest Avenue, addressed the HPC. He explained that they are
remodeling the education portion of the building. Outside it would just be windows and one
additional entrance door. New air conditioners would be permanently placed below on ten
windows. He explained that there is no way to run ductwork to install central air.
Chair Hagemann stated that this is a significant structure. The HPC reviewed the submitted
drawings and photos. Samples of the window and the door were distributed to the HPC for their
review.

9. COA Review: 10 North Island Avenue – Mechanical Equipment Screen (Alex
Brothers, Applicant)
The applicant was not in attendance. The HPC decided to continue this discussion until the next
HPC meeting when the applicant could attend.

10. COA Review: 108 North Batavia Avenue – Wall Signage (Harry Mehta, Applicant)
Harry Mehta, applicant, addressed the Commission. Mehta explained that Circle K liked the
location of his gas station and he decided to convert the convenience section of the gas station to
Circle K. Seeing that Circle K is a franchise business, they want their signage to be used. The
Commission viewed the monument sign Circle K panel and the Circle K wall sign. Albertson
stated that the signage complies with the City’s zoning. Roller asked if the sign was illuminated.
Mehta answered that it was. Albertson noted that the signs could be illuminated until 11pm.

Albertson stated that number six should be 129 South Batavia Avenue (not 109), the former
Stosh’s barbershop building. Albertson stated that the building is now cleaned out and the owner
plans to renovate the inside and make it into an art therapy studio. He would also make the
repairs necessary as part of the historic inspection. The owner has a longer term plan on doing
improvements to the façade but he is focusing on the necessary repairs and would come to the
HPC regarding the façade changes in the future.
Albertson stated that once he receives all of the applications from the commissioners he could
move forward on the Certified Local Government process.
Albertson reported that he was reviewing letters to be sent to all the remaining property owners
on the list that still have work to do. Some are receiving thirty days to submit to the City a formal
timeline as to when all the items would be finished. If a formal timeline is not received the
enforcement process will begin.
Sherer asked about the Louise White School application. Chair Hagemann stated that it is being
worked on and July is the submission deadline.

12. Other Business
Albertson stated that the One Washington Place project would go to the Committee of the Whole
(COW) for its Design Review appeal. There have been changes to the colors that were approved
by the Commission. Albertson stated that the project would come back to the HPC for approval.
13. Adjournment
There being no other business to discuss, Chair Hagemann asked for a motion to adjourn the
meeting at 6:11pm; Made by Sherer; Seconded by Roller. Motion carried.
