JULY 5. 2016 1 The City Council of the City of Robertsdale, Alabama met Tuesday,July 5, 2016, at 6:00 p.m. in the Council Chambers of Robertsdale City Hall, that being the date, time, and place for the rescheduled meeting. Upon roll call the following members of the Council were found to be present: Mayor Murphy, Councilmember Kitchens, Cooper, Kendrick, and Hollingsworth. Absent: Councilmember Campbell. A quorum being present the meeting proceeded with the transaction of business. Mayor Murphy presided over the meeting. Shannon Burkett served as clerk. Ken Raines, City Attorney, was also in attendance. Motion was made by Councilmember Cooper, seconded by Councilmember Hollingsworth, with unanimous approval to accept the minutes of the previous meeting as presented. Motion carried. Mayor Murphy asked if there were any questions regarding the bills presented for approval. There being none, motion was made by Councilmember Kitchens, seconded by Councilmember Kendrick, with unanimous approval to accept payment of the bills as presented. Motion carried. APPENDIX I Mayor Murphy stated that he first item on the agenda was a presentation from Coach Bezeredi, from Robertsdale High School Baseball Team. Coach Bezeredi addressed the Council during their workshop meeting asking for assistance with the lighting at the high school baseball complex. Councilmember Hollingsworth made a motion to assist the baseball team with the installation of two concrete poles at the high school baseball complex with a $25,000 limit, and the motion was seconded by Councilmember Kitchens. Mayor Murphy called for any discussion on the motion. Councilmember Kitchens mentioned that he thought there should be more discussion on this before the final decision is made on the replacement of these two poles. Councilmember Hollingsworth then withdrew his initial motion, and Councilmember Kitchens withdrew his second. Councilmember Hollingsworth made a new motion to provide assistance to support the lighting project to replace two poles at the Robertsdale High School Baseball Complex and would like more of a financial plan detailing the project cost from the Public Works Director before final approval. Councilmember Kitchens seconded this motion, and Mayor Murphy called for a vote on the new motion which was unanimous. Motion carried. The next presentation on the agenda was from Mickey Skipper, but Mr. Skipper was unable to attend the meeting. Mayor Murphy mentioned that he had spoken with Mr. Skipper and they were requesting to use Honeybee Park to hold a benefit for Mr. Smith, who has unfortunately passed away. He explained that they still want to have the fundraiser on August 6, 2016 for his family. Motion was made by Councilmember Kendrick, seconded by Councilmember Cooper, with unanimous approval to allow Mickey Skipper to use Honeybee Park for this benefit, subject to review by Ken Raines, City Attorney. Motion carried. Mayor Murphy stated that the next presentation is from Baldwin Pops. Harold Clendenin, Rose Metzger, and Anne Brooks addressed the Council and explaining that they would like Robertsdale to be the host city for their free John Allen Memorial Scholarship concert April 9, 2017 to be held at the Coliseum. Ms. Brooks mentioned that the scholarship program is for high school seniors and over the last twelve years they have had over twenty-five Robertsdale High School students participate, as well as two winners from Robertsdale in the last five years. She asked to utilize one of the City coliseum days, use of the billboard to help inform the community, and asked for a donation in the amount of $2,000.00, which they ask from every host municipality. Councilmember Kitchens mentioned that he thought this was a great idea. Motion was made by Councilmember Kitchens, seconded by Councilmember Cooper, with unanimous approval to allow the Baldwin Pops the use of one coliseum day, utilization of the billboard and a $2,000.00 donation. Motion carried. The first item of new business was the request to solicit bids for the construction material on the Highway 90 Drainage Project. Motion was made by Councilmember Hollingsworth, seconded by Councilmember Cooper, with unanimous approval to move forward with the solicitation of bids on the Highway 90 Drainage Project. Motion carried. The Council received an ABC License application from the Central Baldwin Chamber of Commerce for Flavors of the South. MINUTES. CITY COUNCIL. JULY 5. 2016 1

The City Council of the City of Robertsdale, Alabama met Tuesday,July 5, 2016, at 6:00 p.m. in the Council Chambers of Robertsdale City Hall, that being the date, time, and place for the rescheduled meeting.

Upon roll call the following members of the Council were found to be present: Mayor Murphy, Councilmember Kitchens, Cooper, Kendrick, and Hollingsworth. Absent: Councilmember Campbell. A quorum being present the meeting proceeded with the transaction of business.

Motion was made by Councilmember Cooper, seconded by Councilmember Hollingsworth, with unanimous approval to accept the minutes of the previous meeting as presented. Motion carried.

about the reduction in Municipal Court. Ann Simpson explained that they no longer use Judicial Correction Services for their collection of court fines so that had made a significant drop in the amount being collected. Ken Raines, City Attorney, explained that this is Statewide and going to get worse before it gets better. After further discussion, Mayor Murphy called for a vote on the motion, which was unanimous to adopt the 2016 Budget Adjustments as presented. Motion carried.

The Council received a copy of Resolution No. 011-16, regarding the Alabama Bicentennial Program. Motion was made by CounciImember Kitchens, seconded by Councilmember Cooper, with unanimous approval to adopt Resolution No. 011-16 regarding the Alabama Bicentennial Program and bring back their suggestions on the committee at the next meeting. Motion carried.

There being no further business to come before the Council, motion was made by Councilmember Cooper, seconded by Councilmember Hollingsworth, with unanimous approval to adjourn. Motion Carried.

RESOLUTION NO. 011-16

AT A MEETING OF THE CITY OF ROBERTSDALE, ALABAMA, HELD AT ROBERTSDALE CITY HALL, ON JULY 5, 2016,

RESOLUTION 011-16 ENDORSING AND SUPPORTING THE EFFORTS OF THE ALABAMA BICENTENNIAL COMMISSION IN ROBERTSDALE, ALABAMA.

WHEREAS, the United States Congress created the Alabama Territory from the eastern half of the Mississippi Territory on March 3, 1817; and,

WHEREAS, by 1819, the birth and growth of cities, towns, and communities in the Alabama Territory ensured that the population of the Territory had developed sufficiently to achieve the minimum number of inhabitants required by Congress to qualify for Statehood; and,

WHEREAS, the United States Congress and President James Monroe approved Statehood for the Alabama Territory on December 14, 1819 making it the nation's 22nd state; and,

WHEREAS, the Alabama Legislature approved a resolution in 2013 establishing the Alabama Bicentennial Commission to mark the 200th anniversary of Statehood; and,

WHEREAS, constitutional officers and other officials appointed Commission members to organize and execute a Bicentennial celebration intended to improve the education and understanding of all Alabamians and visitors regarding the state's history and heritage; and to create and promote lasting initiatives designed to benefit the State and its citizens; and,

WHEREAS, the Bicentennial period of reflection and commemoration, 2017 to 2019, has been divided into three thematic years to acknowledge distinctly: the environment, both natural and constructed, including especially the cities, towns, and communities which compose the State; the people, regardless of race, culture, or background; and the history, both ancient and recent, of the State of Alabama; and,

WHEREAS, commemorations and celebrations will enable and encourage Alabamians of all ages and backgrounds, as well as visitors from around the United States and beyond, to experience Alabama's rich and diverse cultural, historic, and natural resources, thereby stimulating the economy of Alabama through local economic growth; and,

WHEREAS, full participation and contributory efforts by the localities of the State through their various councils, committees, and congregations, are paramount to the success of this historic endeavor; and,

WHEREAS, participation in Alabama's Bicentennial is a unique opportunity to celebrate and uplift the state during a very specific historical milestone;

NOW, THEREFORE, BE IT HEREBY PROCLAIMED by the Mayor and Council of Robertsdale, Alabama, that by this action, they do endorse the efforts of the Alabama Bicentennial Commission and hereby resolve to aid the Alabama Bicentennial Commission in promoting, planning, and executing the Commission's historic, educational, celebratory, and cultural initiatives by forming a Community Celebration Committee to support the Statewide and local observances and celebrations of the Bicentennial of the State of Alabama.
