INTRODUCTION

1. 82nd Meeting of Track Standards Committee was held at Bhopal from 12th to 14th December, 2011. Shri Naveen Chopra, EDTK (P), Shri A.K.Lahoti, ED/Track Machine and Shri Satish Kumar, ED/Track (Mod) of Railway Board attended the meeting as Railway Board’s observers. All the members of the TSC i.e. Director/IRICEN/Pune, CTEs of 14 Zonal Railways (except CTE/ER & CTE/SER) and ED/Track-I, ED/TM, ED/GE & ED/Track-II of RDSO attended the meeting. Director/IRICEN/Pune Shri C.P. Tayal was entrusted with the responsibility to chair the 82nd Meeting of the TSC.

1.1 Shri R.Ramanathan, AMCE, Railway Board, Shri D.D.Dewangan, PCE/WC Railway and Shri

Ghanshyam Singh, DRM, WCR were also present during the Inaugural Session. Shri R.Ramanathan, AMCE, Railway Board attended the meeting on 12.12.11 for full day.

2. All the members and distinguished observers from Railway Board were welcomed by CTE/WCR.

3. Executive Director/Track-I/RDSO and Member Secretary/TSC, Sh. Sonvir Singh, during his

introductory address gave a brief historical resume of TSC and enumerated some of the important items to be discussed.

4 In his address Director IRICEN, Pune Shri C.P. Tayal welcomed all participants and officers

from Railway Board and RDSO. He also stated that decisions will be taken on all important items like reduction of AT welds, USFD of track, reduction of rail weld fractures etc. He also stated the need of expeditious field trial of track items by Zonal Railways.

5. AMCE Shri R. Ramanathan addressed the committee and following instructions were

conveyed by him keeping in view the discussion with ME/Railway Board:

i) Safety is paramount. Efforts should be made to ensure safety. Suitable speed restriction may be imposed keeping in view the requirement of safety.

ii) Adequate no. of wheel impact load detectors are required to be installed in the system. iii) Utilization of track machine should be ensured by providing adequate traffic blocks. iv) Rail and weld fractures needs to be controlled by proper investigation and adequate

preventive measures.

v) AT welding should be minimum. Mobile flash butt welding should be introduced in a big way. TWR should be done by mobile flash butt welding.

vi) Railway Board is planning arrangements of the funds for track renewal as per the

annual requirement which is nine thousand crores at present. vii) Proposals may be sent to Railway Board for outsourcing track maintenance activities

against vacancies, absenteeism etc. viii) Field trial of track items should be planned on all Zonal Railways. ix) Pending TSC items should be finalized early. x) CTEs of Zonal Railway should ensure that field trials of track items are carried out

expeditiously.

6. The meeting of the committee was structured in 6 technical sessions, during which 22 new items and 42 pending items carried forward from earlier TSC meetings were deliberated upon.

7. During the meeting a presentation was made on mechanized track linking by M/s L&T. 8. It was decided during the concluding session that the next Track Standards Committee meeting

will be hosted by East Coast Railway at Bhubneswar. 9. The TSC specially acknowledges the assistance rendered by following officers from RDSO for

their valuable contribution during the 82nd meeting of the Track Standards Committee:

SUBJECT: USFD testing of Weld (IMR/W)

(Item proposed by Western Central Railway)

(CT/USFD) COMMITTEE’s OBSERVATIONS:

i) If distance of ‘Vicinity of holes near weld’ is taken as 300 mm, hole in rail for fixing joggled fish plate will fall within 300 mm from centre of AT weld.

ii) Taking the ‘Vicinity of holes near weld’ as 300mm will result in large number of AT welds under classification of IMRW.

iii) ‘Vicinity of holes near weld’ be taken as 50mm for old welds and 75mm for new welds to be executed in future.

iv) No hole should be made within heat affected zone of AT weld i.e. 75mm from centre of AT weld.

v) No AT weld should be put in field except in emergency.

COMMITTEE’s RECOMMENDATIONS:

i) ‘Vicinity of holes near weld’ be taken as 50mm for old welds and 75mm for new SKV welds of 25mm gap to be executed in future.

ii) No hole should be made within heat affected zone of AT weld i.e. 75mm from centre of AT weld in the new SKV welds of 25mm gap.

SUBJECT: Need of Combination of Joints (Items proposed by North Western Railway)

(CT/FDJ/R, CT/USFD) COMMITTEE’s OBSERVATIONS:

i) Junction SEJ (52kg / 60kg) developed by RDSO may be used for such locations.

ii) For forged junction rails, USFD testing will be cumbersome hence radiographic

examinations may be adopted.

iii) Both forged junction rails and Junction SEJ (52kg / 60kg) should be tried in the field.

iv) Item may be discussed in next TSC based upon field experience in the intervening period.

COMMITTEE’s RECOMMENDATIONS:

i) Both Junction SEJ and Forged Junction Rail (52kg / 60kg) should be tried in the field.

SUBJECT: Renewal criteria for Switches, crossing, SEJ: (Item proposed by Western Railway) (CT/PTX) COMMITTEE’s OBSERVATIONS:

i) Service life of switches, CMS crossings, SEJ and improved SEJ should be fixed in terms of

GMT for planned renewal. Premature renewal may be done on the condition basis.

ii) The service life for track renewal should be different for various rail sections.

iii) Service life of above track components is to be linked with the life of parent rail. Broadly,

service life of these track components should be ¼ of parent rail. However, improved SEJ

may have a service life of ½ of the parent rail.

COMMITTEE’s RECOMMENDATIONS:

Committee recommended the service life for planning track renewal for subject components as follows:

SUBJECT: Cracks in CMS crossing

(Item proposed by West Central Railway) (CT/XH/Monitor)

COMMITTEE’s OBSERVATIONS:

i) CMS crossings contain upto 14% Mn in its metallurgy. The steel used is comparatively

brittle in nature but wear resistant.

ii) Even the initial CMS crossings cast in CLW decades back developed cracks at the bottom

and it has been observed that their propagation is sluggish.

iii) Previous version of reconditioning manual permitted cracks upto half the height of rail

from the bottom or below the neutral axis.

iv) New reconditioning manual allows reconditioning CMS crossings which have not

developed cracks in full cross section.

v) Cross section of CMS crossing is monolithic and large providing sufficient strength.

COMMITTEE’s RECOMMENDATIONS:

i) Provisionally, crack upto 40 mm height from bottom of the CMS crossing may be

allowed which should be kept under observation. CMS crossings with crack more than

40mm height from the bottom shall be replaced.

ii) A sub-committee comprising of ED/Track-II/RDSO, CTE/WCR, CTE/ECR and Sr.

Professor/Track/IRICEN may be constituted to collect the relevant data for further

deliberations. The committee shall put up recommendations by 31.03.2012.

SUBJECT: Discrepancies in ‘IRPWM’ & Manual of instructions on ‘Long Welded Rails’ regarding minimum sleeper density.

(Item proposed by East Central Railway)

(CT/IM/LWR) COMMITTEE’s OBSERVATIONS:

i) There is anomaly in provisions of IRPWM and LWR manual for minimum sleeper

densities mentioned therein.

ii) The provisions of minimum sleeper density should be simple and unambiguous.

iii) The minimum sleeper density for all track renewal (complete track renewal and through

sleeper renewal), doubling, gauge conversion, new line construction works for main lines

may be 1660 nos. per km and for loop lines & sidings it may be 1540 nos. per km.

iv) For existing main lines, loop lines and sidings, provisions of para 4.3.3 of LWR manual

may be followed.

v) Provisions of para 244 (4) of IRPWM may be revised accordingly.

COMMITTEE’s RECOMMENDATIONS:

i) The minimum sleeper density for all track renewals (complete track renewal and through

sleeper renewal), doubling, gauge conversion, new line construction works for main lines

may be 1660 nos. per km and for loop lines & sidings it may be 1540 nos. per km.

ii) For existing main lines, loop lines and sidings, provisions of para 4.3.3 of LWR manual

may be followed and provisions of para 244 (4) of IRPWM may be revised accordingly.

SUBJECT: Check rail in level crossing

(Item proposed by Central Railway) (CT/ SRC/3/2/L-Xing ) COMMITTEE’s OBSERVATIONS: i) The check rail in level crossing should be easily removable and should not break during in

service.

ii) The existing bracket in RDSO drawing of check rail for level crossing should be made sturdier. Fixing of bracket should be done by other fasteners instead of dowels and plate screws.

iii) The new system of rubberized road surface at level crossing without check rail is under trial by ER, NR and WR and it has been stated that the rubberized pads give better service life as compared to the conventional methods.

COMMITTEE’s RECOMMENDATIONS:

i) System used on world railways should be studied and sturdier design of check rail at level crossing should be evolved.

ii) The new rubberized system under trial at ER, NR & WR should be put under extended trial by all the Zonal Railways at 50 heavy traffic level crossings each and performance sent to RDSO.

SUBJECT: Anomalies in IRPWM – Para 916 vis-a-vis Railway Board Lr. No.2006/CE-I/LX/WP

dated 10.06.2008 (Item proposed by Southern Railway vide their letter No. W.508/42/TSC/82 dated 11.10.11)

(CT/EL) COMMITTEE’s OBSERVATIONS:

i) Distance of 600 m mentioned in para 916 (1) (i) of IRPWM is for fixing W/L Boards

whereas visibility restriction of 800m for road users mentioned in Board’s letter No.

2006/CE-I/LX/WP/Pt. dated 30.08.11 is for manning of unmanned level crossings.

ii) Both the provisions mentioned above are different and independent.

iii) Therefore, there is no need to change para 916 (1) (i) of IRPWM.

iv) Item may therefore be dropped.

COMMITTEE’s RECOMMENDATIONS:

i) There is no need to change provisions of para 916 (1) (i) of IRPWM.

ii) Item is proposed to be dropped.

i) There is anomaly in para 924 (b) (i) of IRPWM vis-à-vis Railway Board letter no. 2006/CE-

provisions of USFD manual are irrespective of any speed restriction on track.

iii) Proposed provision of three months for removal of DFWR is satisfactory since population

of DFWR would be very less in view of revised criteria.

iv) Arrears of welds classified as DFWR to be removed within a year initially and

subsequently within 3 months.

v) Welds classified as DFWO will remain under observation.

vi) If DFWR classified welds are not removed within three months then speed restriction of

75Kmph should be imposed.

COMMITTEE’s RECOMMENDATIONS:

i) Classification proposed by committee nominated by Railway Board to review the

provisions of USFD manual, are considered satisfactory without any speed restriction on

revised DFWR if these are replaced within 3 months of detection.

ii) If DFWR classified welds are not removed within three months then speed restriction of

75Kmph should be imposed.

SUBJECT: Gauge of Points and Crossing Sleepers in turnout portion (Item proposed by South Western Railway) (CT/PTX) COMMITTEE’s OBSERVATIONS: i) The crushing / lifting of GFN liner is also related to maintenance of proper curvature of lead.

In case of proper curvature, GFN liners shall not be crushed in view of low speed.

ii) In view of need to redesign the new set of liners for fan-shaped sleepers in lead portion which

will increase the inventory, the present design may be continued.

iii) The issue of provision of metal liner in place of GFN liner on turnout should be taken up with

Signal Department as PSC sleepers with metal liner are not un-suitable for track circuited area.

COMMITTEE’s RECOMMENDATIONS:

Provision of metal liners in place of GFN liners may be made on turnouts with the vetting of Signal Department of RDSO to solve the problem of maintenance of GFN liners.

COMMITTEE’s OBSERVATIONS: i) GFN liner is a hygroscopic material. Replacement of metal liners with GFN liners is not the

only solution.

ii) Metallurgy of the existing material of metal liner needs to be improved.

iii) Galvanizing of metal liner may help but this would also lead to corrosion on account of any

indentation on it.

COMMITTEE’s RECOMMENDATIONS:

i) All Zonal Railways to conduct extended trial on 50Km length of track in corrosion prone areas

with GFN liners

ii) Field performance of insulated metal liner of M/s Rawatsons to be sent to RDSO by the

railways conducting such trials namely E.Co.R, SR, SER, WR, CR & SCR.

iii) Improved insulated liner to be developed by RDSO.

ITEM NO.1206 SUBJECT: Fracture of tongue rail (Item Proposed by RDSO)

(CT/PTX/Turnout/Rail fracture) COMMITTEE’s OBSERVATIONS:

i) The committee agreed that increase of reinforcement strap beyond JOH would not help in

arresting fractures of tongue rail as the strap provides stiffness in horizontal plane only.

ii) Galvanization of fittings of tongue rail such as slide chair, rail screw, bearing plate, stretcher

bar should be done to avoid corrosion.

iii) There is need to have proper butting of stock and tongue rail upto JOH. This butting can be

achieved by SSD. Recently RDSO has taken vetting of Signal Directorate for providing the

same on over riding curved switches.

iv) Thick web switches are required to be provided on A routes and high axle load routes also.

v) The failure of tongue rails is mainly fatigue failure & these have not occurred due to design

problem.

COMMITTEE’s RECOMMENDATIONS:

i) There is no need to increase the length of reinforcing strap provided in the existing design.

ii) The tongue rail fittings such as slide chair, rail screw, bearing plates and stretcher bar should

be galvanized. RDSO to issue proper specifications.

iii) Signal Directorate’s vetting for use of SSD on overriding switch should be circulated to all

Zonal Railways by RDSO. SSD should be provided on overriding curved switches for proper

butting of tongue rail with stock rail.

iv) All fan-shaped switches should be replaced with thick web switches as per Railway Board’s

Order dated 25.11.2002. In addition the high axle routes (CC+6+2 & CC+8+2) should also

be provided with thick web switches.

i) Conflicting instructions have been issued from time to time by various circulars. ii) Overloading of wagons are contributing to premature fracture of AT welds. iii) Investigations should be undertaken on AT weld fractures so as to bring out the proper cause

of fractures. iv) Joggled fish plate with clamp or two far end bolts on good AT welds located on curves, high

banks and bridge/bridge approaches are functioning properly. v) Joggled fish plate with clamps or two far end bolts on good AT welds be provided on

following locations: a) On curves > 3o . b) On bridges having length of water way > 100m and on approaches upto 100 m length. c) High banks > 5m.

vi) Joggled fish plates with far end tight bolts should be provided on AT welds which have sustained traffic > 50% stipulated fatigue life (GMT) of the rail.

vii) USFD testing of all AT welds be undertaken as per the frequency laid down in USFD manual and foot note at the end of para 6.8.2.1 to dispense with the USFD testing is to be deleted.

COMMITTEE’s RECOMMENDATIONS:

i) In supersession of all earlier instructions issued by Railway Board regarding joggled fish plate, following instructions are recommended.

ii) Joggled fish plate with clamps or two far end bolts on good AT welds be provided on following locations: a) On curves > 3o. b) On bridges having length of water way > 100m and on approaches upto 100 m length. c) High banks > 5m.

iii) Joggled fish plates with far end tight bolts should be provided on AT welds which have run traffic GMT > 50% stipulated fatigue life (GMT) of the rail.

iv) USFD testing of all AT welds be undertaken as per the frequency laid down in USFD manual and foot note at the end of para 6.8.2.1 to dispense with the USFD testing after 15 years is to be deleted.

iii) FBW plant for each division along with static bend test machine should be procured for each

division by track machine organization.

iv) Performance specification of Mobile welding plant should include requirement of super puller

for putting long rails in situ for scattered welding during block.

COMMITTEE’s RECOMMENDATIONS:

i) Mobile Flash Butt Welding Plant:- operation and maintenance shall be responsibility of track

machine organization.

ii) Requirements of mobile flash butt welding shall be laid down in Manual of Flash Butt

Welding.

iii) Training of personnel and officers is required for operation and maintenance for Mobile Flash

Butt Welding plants.

iv) MFBW plant along with static bend test machine should be procured for each division.

v) Performance specifications of Mobile welding plant should include provision of super puller

for pulling long rails in-situ for scattered welding during block.

( Item proposed by SC Railway) COMMITTEE’s OBSERVATIONS:

i) Provisions of hot and cold weather patrolling mentioned in para 9.1.2 (i) & (ii) of LWR

manual are stringent and lead to very high manpower requirement and not practically

feasible. This needs to be reviewed and may be revised on the pattern of provision of

monsoon patrolling as per para 1004 of IRPWM keeping in view the experience gained.

ii) Modified provisions of para 9.1.2(i) for hot weather patrolling of LWR manual proposed by

TSC is enclosed as Annexure-1210 (A).

iii) Modified provisions of para 9.1.2 (ii) for cold weather patrolling of LWR manual proposed

by TSC is enclosed as Annexure-1210 (B) .

iv) Correction slips to para 9.1.2(i) & (ii) of LWR manual may be submitted to Board

accordingly for approval.

COMMITTEE’s RECOMMENDATIONS:

i) Modified provisions of para 9.1.2(i) for hot weather patrolling of LWR manual proposed by

Para 9.1.2

i) Hot weather patrolman He shall patrol the track during the hottest part of the day, to look for prominent kinks,

incipient buckles or tendency towards buckling. He shall protect the track at the site of the

prominent kinks, incipient or actual buckles and report the same to nearest Station Master

and PWI immediately. Detailed instructions for carrying out hot weather patrols as given

in Annexure-X A shall be followed

Annexure X-A (Para 9.1.2 (i))

HOT WEATHER PATROLLING

Period for hot weather patrolling shall be laid down by the Chief Engineer for each section and

patrol charts prepared where necessary. Patrolling shall be organized by PWI accordingly. In

addition, the PWI/PWM and the Gangmate shall be vigilant during summer and on hot days.

Patrolling will also be introduced, when the rail temperature rises above

i) td+25oC on PSC sleeper track with sleeper density 1540 nos. per km and above. ii) td+20oC on PSC sleeper track with sleeper density less than 1540 nos per km and track

other than PSC sleeper.

Following general guidelines may be followed for issuing detailed guidelines by the Chief Engineer.

1. Hot weather patrolling will be carried as follows:

a) Ordinarily patrolling will be carried out by a single patrolman, but in regions where danger

from wild animals, dacoits and other risks as in ghat sections exist, patrolling in pairs may be

introduced with the approval of the Chief Engineer.

b) As far as possible, each block section will be treated as a unit and the length will be divided

into equal beats. The length of each patrol beat should not normally exceed 2 km on double

line LWR/CWR section and 4 km for single line LWR/CWR section.

c) The walking speed of a patrolman may be taken as 3 km. per hour.

g) Changes in beat length and man power deployment as given above if found necessary, may be

decided by the Chief Engineer depending on prevailing local conditions, frequency of train

service, weather conditions etc.

ii) Cold weather patrolman

He shall patrol the track during the coldest part of the night and lookout for weld/rail fractures and excessive gaps at SEJ. He shall protect the track at the site of weld/rail fractures or excessive gaps at SEJ and report the same to nearest Station Master/PWI. SUBJECT: USFD test free period in rail specification (IRST-12-2009) (Item proposed by RDSO and IRICEN) (CT/Specification/T-12)

COMMITTEE’s OBSERVATIONS:

i) There is no warranty clause in the specification of rail (IRST-12-2009) as a safeguard

against manufacturing defect.

ii) USFD test free period of 25% rail life is existing in the existing USFD manual (para 6.8.1)

iii) To cover the above aspect USFD test free period of 25% rail life needs to be incorporated

in the specification of rail.

COMMITTEE’s RECOMMENDATIONS:

i) A provision shall be made in rail specification for providing test free period of 25% rail

life in terms of GMT as per para 6.8.1 of USFD manual as a warranty for supply of rails

free from manufacturing defects by rail suppliers.

ii) However, the rail having sectional weight and grade equal to and higher than 52Kg/

90 UTS shall continue to be ultrasonically tested covering gauge face corner of rail head

on passage of every 40 GMT traffic during test free period.

SUBJECT: Outsourcing of track maintenance (Item proposed by WCR, NCR, WR)

COMMITTEE’s OBSERVATIONS:

There is a wide gap between the gang strength required as per MCNTM formula and the available

strength. Shortage of sanctioned strength, vacancies in existing strength and activities not covered

under MCNTM report is too large.

However, while communicating the Railway Board’s approval on implementation of MCNTM report

it was stated as per Para 8.6, man-days lost on account of absenteeism for more than 12.5%, leave

reserve can be taken care of by deploying contractual labourers wherever necessary, keeping in mind

the prevalent labour laws and with the approval of PCE/CE (Co). The issue is being deliberated

separately in consultation with Legal Directorate and outcome will be advised separately. This

decision was communicated in the year 2007 and more than 4 years have passed but decision is still

awaited. On this account because of severe shortfall in the gang strength (35% to 40%) and no

recruitment being made for last more than a decade, the average age of gangmen is going up resulting

into further reduction in their productivity. This is resulting into severe backlogs in many important

track maintenance activities. Important activities like overhauling of track, pre and post-tamping,

squaring of sleepers (gauging), creep adjustment of girder bridges etc. are getting affected.

Various Railways have made reference to Railway Board time and again for permitting more

activities to be outsourced and also to utilize the expenditure by the gap between requirement and the

availability on account of vacancies as well as absenteeism has remained unanswered so far. With the

increasing pressure on track maintenance and severe cut in the availability of blocks and shortage of

manpower, the track maintenance has become more and more difficult and may lead to unsafe

conditions.

In view of above, Committee strongly recommends that immediate decision be taken by Railway

Boards on following:-

i) To permit more number of activities to be outsourced.

ii) The amount of outsourcing should depend on gap between the requirement of MCNTM formula and availability, considering vacancies, absenteeism and deployment for other activities like manning of new gates, security patrolling etc.

SUBJECT: Review of the IRPWM para 410 (2). (Item proposed by Western Railway)

COMMITTEE’s OBSERVATIONS: This item was raised during the course of TSC meeting. The issue was to review and redefine the para 410 (2) of IRPWM. Para-410 (2) of IRPWM : Turnouts on running lines with passenger traffic – turnouts in running lines over which passenger trains are received or dispatched should be laid with crossing, not sharper than 1 in 12 for straight switch. However, 1 in 8-1/2 turnouts with curved switches may be laid in exceptional circumstances, where due to limitation of room, it is not possible to provide 1 in 12 turnouts. Sharper crossings may also be used when the turnout is taken off from outside of a curve, keeping the radius of lead curve within the following limits:

Gauge Minimum radius of lead curve Broad gauge 350 m Metre gauge 220 m Narrow gauge (762mm) 165 m

The above para does not clarify that the provision of minimum radius for lead curve (i.e. 350 m for BG) is only applicable for sharper than 1:12 turnouts when the turnouts is taken off from outside of a curve.

or It is also applicable in case of 1:12 turnout taking off from inside / outside of the curve.

If it is applicable for both of above cases then it should be re-written with clarify, and if it is not applicable for second part then a new para is needed to be added which should define the minimum lead radius for 1:12 turnouts taking off from inside/outside of curve. It should also be mentioned clearly that on what maximum degree of curve, 1:12 points can be laid in case of inside as well as outside taking off.

The committee members observed that though clarifications on this item had been issued by RDSO on case to case basis, there was a need to issue clarification to all Zonal Railways on the subject item. COMMITTEE’s RECOMMENDATIONS: RDSO will examine the item in detail and shall issue necessary clarification to all Zonal Railways.

S. No.1: SUBJECT: Review of accident proforma for measurement of Rolling stock.

COMMITTEE’s OBSERVATIONS: i) RDSO brought out the back ground of evolvement of draft accident proforma. ii) TSC has expressed concern on delay occurring in approval of draft accident proforma by

Railway Board. iii) Commendable work has been done by RDSO. Draft accident proforma duly approved by all

concerned Directorates of RDSO was sent by DG/RDSO to Railway Board vide letter No. GE/GEN/Revision of proformae (Accident) dated 17.06.2010 for approval.

iv) Copy of Draft Accident Proforma submitted to Railway Board may be circulated to General Managers of all Indian Railways.

v) In absence of proper proforma, many important vehicle parameters are not being measured in the field. As a result, real cause of accident is not being ascertained. Real cause of accident remains under wraps.

It is, therefore necessary that Railway Board approves unanimously decided accident proforma without any further delay (within three months) and circulate the same to all Zonal Railways for adoption.

COMMITTEE’s RECOMMENDATIONS: i) Copy of Draft Accident Proforma submitted to Railway Board may be circulated to General

Managers of all Indian Railways. ii) In absence of proper proforma many important vehicle parameters are not being measured in

iii) Separate proposal for comprehensive Track and Bridge project proposed under UIC-

Asia has been discussed in detail by TSC.

iv) HAG committee, already constituted, may study the proposed project under UIC-Asia

and progress further on the subject.

i) TSC advised that if SE Railway has conceptualized the design/drawing of modified

combination fish plate, its trial fabrication may be done by S.E. Railway in –house / Zonal

work shop to avoid delays.

ii) SER should do the exercise on priority and conclusive action be taken within three months

under intimation to RDSO for technical check of design and further action.

iii) Central and East Central Railways have also agreed themselves to design and fabricate

the modified combination fish plate. Accordingly, CR and ECR may also develop the

i) The TGI values and correlation coefficient with different TGI formula having different weightages does not vary significantly.

ii) Worldwide Railways have not furnished sufficient information regarding TGI/TQI formula used and methodology for derivation of same.

iii) Present chords/base used for measurement of various track geometry parameters are not suitable for establishing co-relation of track geometry parameters with vehicle oscillation parameters for various speeds.

COMMITTEE’s RECOMMENDATIONS:

i) There is no need to change the weightage assigned to individual parameters indices in TGI formula keeping in view the study of changed weightages which does not affect the TGI value substantially.

ii) Chord length/base of various track geometry parameters and track tolerances shall be reviewed to make them more suitable for various speeds.

iii) This item shall be clubbed with Item at Sr. No. 13 (Item no. 1124 of 79th TSC).

COMMITTEE’s OBSERVATIONS:

i) Trials for validating the equipment has been conducted by NER in the section of

SSE/P.Way/Badshahnagar, Lucknow on 24th and 25th Nov., 2011.

ii) It was brought out by RDSO that force deflection co-ordinate corresponding to 100mm

deflection is not falling within the scope of monogram and therefore ∆T (Temperature

change value) cannot read from the concerned monogram.

CTE/CR advised to report the issue to them for further scrutiny and study.

iii) N.E. Railway to expedite the submission of report on trial conducted on 24 &

25.11.2011.

iv) Central Railway also to assist in trials being conducted for validation of equipment.

v) Other Zonal Railways should also conduct further trials to validate the equipment.

vi) Item may be discussed in next TSC with report of trials conducted over Zonal

Railways.

i) A&C slip no. 6 to ‘Manual for ultrasonic testing of rails & welds (Revised 2006)’

regarding procedure for USFD testing of tongue rail of SEJ has already been issued.

ii) For undertaking USFD testing of tongue rail of SEJ as per A&C slip no. 6 to ‘Manual

for ultrasonic testing of rails & welds (Revised 2006), SEJ is to be dismantled due to

which it is difficult to undertake USFD testing of tongue rails of SEJ at the same

frequency as that of rail.

iii) The frequency of USFD testing of tongue rail of SEJ be revised as once in a year.

iv) In view of life of tongue rail of Point & Crossing fixed as 200 GMT vide item no.

1193, only visual examination be undertaken in Zone 3 of tongue rail of Point &

Crossing.

COMMITTEE’s RECOMMENDATIONS:

i) The frequency of USFD testing of tongue rail of SEJ be revised as once in a year.

ii) In view of life of tongue rail of Point & Crossing fixed as 200 GMT vide item no.

S.No.11: SUBJECT: Corrosion on rails at contact points of liners resulting into fractures

COMMITTEE’s OBSERVATIONS: i) Action taken on Railway Board’s orders on 80th TSC recommendations have been discussed. ii) Zinc metallization of rails as mentioned in C.S. No. 124 dated 14.02.11 to IRPWM and

detailed scheme/procedure laid down in RDSO circular No. CT/ACP dated 24.02.2006 is not being done by Zonal Railway in their centralized plant/Flash butt welding plants. TSC suggested that this can be done by SAIL, Bhilai on new rails at their plant before dispatch.

iii) Shifting of the liner biting locations is not practically possible and rather on being shifted, such locations are subjected to increased stresses. Hence provisions of shifting of liner biting locations issued vide C.S. No. 124 dated 14.02.11 to IRPWM may be withdrawn and accordingly correction slip to IRPWM should be submitted by RDSO to Railway Board for approval.

iv) The limit of corrosion of 1.5mm mentioned in para 302 (1)(b)(ii) of IRPWM should include the localized corrosion in web and foot of rail due to liner biting etc. Correction slip to para 302(1)(b)(ii) of IRPWM should be submitted by RDSO to Railway Board, accordingly.

v) The matter of providing zero discharge toilets by mechanical department to prevent corrosion of rails and fastening should be pursued at Board level and implemented over Indian Railways without any further delay.

vi) Presently Railway Board has approved field trial of improved graphite grease to specification no. RDSO/2006/M&C/Lub/107 Version ‘O’ on Eastern and Southern Railways. This trial may be extended over all zonal railways.

vii) The proposal of study of corrosion due to human excreta with CECRI/Karaikudi is under Board’s approval since Jan, 2011.

viii) Four types of modern fastening system have been laid on NR, ECoR, SCR and WCR long back. These systems should also be observed from corrosion point of view.

ix) NER, SCR and NCR is conducting trial of liner less fastening system developed by RDSO.

COMMITTEE’s RECOMMENDATIONS:

i) Zinc metallization of rails as mentioned in C.S. No. 124 dated 14.02.11 to IRPWM and detailed scheme/procedure laid down in RDSO circular No. CT/ACP dated 24.02.2006 may be done by SAIL, Bhilai on new rails at their plant before dispatch.

vi) The latest performance report (including toe load measurement at every 7th sleeper) of modern fastening systems laid on NR, ECoR, SCR and WCR which includes linerless system also should be sent to RDSO for finalizing the fastening system.

vii) The trial of linerless fastening system developed by RDSO should be expedited on NER, SCR and NCR and performance report be sent to RDSO.

COMMITTEE’s OBSERVATIONS:

i) Trial shall be conducted up to speed of 160 kmph with LHB coaches to get track data and vehicle data required for deriving of Standard Deviation base and Peak base Track Standards

ii) Trial shall be conducted at the earliest after acquisition of LHB coach base Track Recording Cars capable of recording up to 160 kmph.

iii) Possibility should be examined for trial by oscillograph car of RDSO.

COMMITTEE’s RECOMMENDATIONS:

i) Trial shall be conducted at the earliest after acquisition of LHB coach based Track Recording Cars capable of recording track geometry and oscillation upto 160 kmph.

ii) This item shall be clubbed with Item at Sr. No. 5 (Item no. 1076 of 76th TSC).

iii) Possibility should be examined for trial of SD based parameters by oscillograph car of RDSO.

i) In the annexure of correction slip quantity of small track machine shall be replaced with minimum requirement.

proposed in draft correction slip seems to be inadequate. COMMITTEE’s RECOMMENDATIONS:

i) RDSO should submit the revised draft correction slip to Board within 15 days incorporating observations of the committee.

SUBJECT : Formation treatment and recommendations of RDSO for treatment other than blanketing.

COMMITTEE’s OBSERVATIONS:

i) Measures like geo- grid are basically giving short term relief therefore procurement of

formation rehabilitation machine is essential for permanent and affective solution.

ii) The trial for Geo-grid by SCR & WR to be done on priority.

iii) Geo-grid can be laid slightly deeper (approx additional 50-75 mm): in locations where

available ballast cushion is 350-375 mm.

iv) Wherever ballast cushion is less than 350 mm, the ballast cushion is to be raised by 75 mm

and if it is not possible, the depth of cleaning with the BCM may be reduced by 75 mm

from existing total cushion.

COMMITTEE’s RECOMMENDATIONS:

i) Trials on SCR and WR to be conducted on priority.

ii) Geo-grid to be laid slightly deeper (approx additional 50-75 mm): in locations where

available ballast cushion is 350-375 mm. Wherever existing cushion is less than 350 mm,

ballast cushion is to be raised by 75 mm and if it is not possible, the depth of cleaning with

the BCM may be reduced by 75 mm from existing total cushion

iii) Formation rehabilitation machine to be procured with assured planning for arrangement of

6hrs. block for its effective utilization.

i) Zonal Railways have not sent the comments on proforma for laying and maintenance instructions and proforma to record the performance of spring setting device (SSD) as circulated by RDSO.

ii) The laying and maintenance instructions and proforma to record the performance of SSD is accepted provisionally and should be circulated to all Zonal Railways for implementation.

iii) This proforma can be revised on the basis of field experience in due course of time, if any.

SUBJECT : Trial of different fastening components on Indian Railways.

(1160/80/ EF/TRIAL) (1184/32/81) COMMITTEE’s OBSERVATIONS: i) Thermoplastic elastomeric pad has been laid by NR, NCR, ECoR, SCR and CR and more than

one year time has passed. Regular performance report of these pads is required at the interval of 6 months for two years from these railways.

ii) Improved Rubber pads have not been procured for trial as yet. The same is to be expedited iii) RDSO is not getting feedback about the trial of Nylon cord reinforced GRSP for turnout.

RDSO has shortlisted firms for procurement of this item. Some Zonal Railways have called tenders. RDSO stated that a lot of time has passed and the trial is getting delayed. Trial of this item should be expedited.

iv) Rail pad developed by M/s Rawatsons - Only SCR has laid these pads, however performance

report is awaited. SCR should send the report on the prescribed proforma within a month. CR & NCR stated that they have placed the order for procurement of these pads. Other railways are in process of procurement.

v) Insulated metal liner developed by M/s Rawatsons - SER has procured these insulated metal

liners. CR informed that insulated metal liner has been recently laid. Other railways are in the process of procurement.

vi) PSC sleepers for 25 t – PSC sleepers have been casted/in progress by railways. Procurement of

fittings are to be done which is in progress. Laying of these sleepers is to be expedited vii) Insulated fitting for steel channel sleeper –Zonal Railways have reported satisfactory

performance. SCR, NR, NWR informed satisfactory performance along with Signal Dte. General consensus was for adoption of item for regular use. Vetting from S&T Department is required before adoption of the item.

viii) In making indents and finalizing tender of trial items, Zonal Railways are facing difficulty due

to non availability of rate being new items. Zonal Railways are of the view that RDSO should take approximate rates from the firms while short listing them for procurement and same should be sent to Railways which will help in expediting procurement.

COMMITTEE’s RECOMMENDATIONS:

i) Trial of items should be expedited by concerned zonal railways and status/performance report

should be reported to RDSO regularly in time.

ii) The priority for trials should be given to three items i.e. Nylon cord reinforced GRSP, PSC sleepers for 25t & insulated metal liners.

iii) Concerned zonal railway should send the performance report of Thermoplastic elastomeric pads on six months interval for two years (from the date of laying). Trials should be expedited to arrive at conclusions.

iv) Finalization and issue of uniform trial policy being dealt by committee at railway level should be expedited.

v) The item of insulated fitting for steel channel sleeper is recommended for adoption for regular use in girder bridges after obtaining vetting from Signal Dte. of RDSO.

New proposed proforma was discussed and prima-facie approved by the committee. Few suggestions were given by committee members for incorporation in the proforma.

Proposed proforma to be sent to Railway Board for issue of correction slip with following improvements suggested by the committee:

i) Xings unique number and manufacturer to be added with type of crossing. ii) Inspection of condition of tongue rail foot near JOH (once in a year by visual observation) – to

be added as item 3 (d). iii) Caked and clean ballast cushion to be measured once in year. iv) Number of avoidable fish plated joint to be welded – new item 13 can be added.

COMMITTEE’s OBSERVATIONS: This item still needs to be considered on technical grounds;

i) Ballast cushion has increased from 300 to 350 mm ii) Existing ballast sides slope of about 1:1 is unstable. It needs to be flattened to minimum

1.5 H:1V.

Calculation: Existing formation width with 1.2 H : 1V ballast side slope and ballast cushion of 300 mm Sleeper width = 2750 mm Distance from edge of sleeper to haunch = 350 mm x 2 = 700 mm Slope length = 800 x 2 = 1600 mm Cess width = 900 x 2 = 1800 mm Existing formation width = 2750 + 700 + 1600 + 1800 = 6850 mm Proposed formation width with 1.5 H : 1V ballast side slope and ballast cushion of 350 mm Sleeper width = 2750 mm Distance from edge of sleeper to haunch = 350 mm x 2 = 700 mm Slope length = 1127 x 2 = 2254 mm Cess width = 1065 x 2 = 2130 mm Existing formation width = 2750 + 700 + 2254 + 2130 = 7834 mm; say 7850 mm Proposed increase in formation width = 7850 – 6850 = 1000 mm = 1 m COMMITTEE’s RECOMMENDATIONS:

Committee recommends that formation width be increased as under:

a) In embankment - single line 6.85 to 7.85 m Double line 12.16 to 13.16 m

SUBJECT: Criteria for Deep Screening of ballast

(1166/80/ GE/Gen/TSC/13) (1184/35/81) COMMITTEE’s OBSERVATIONS:

i) Deep screening criteria shall be based on GMT, life in years and availability of clean

ballast cushion. There should be adequate cushion of at least 150 mm to ensure proper

machine tamping.

COMMITTEE’s RECOMMENDATIONS:

i) Deep screening to be done after 500 GMT or 10 years whichever is earlier. However

deep screening shall also be carried out if the existing clean ballast cushion is less than

150mm to ensure proper machine tamping.

ii) RDSO may continue with their research on validation of fouling index formulae. Zonal

Railways to provide the required data to RDSO for shallow screening and machine

tamping for various routes as per the revised format circulated vide RDSO letter no.

GE/GEN/13/TSC Vol. XI dated 15.7.2011.

SUBJECT : Maintenance tolerance of gauge

(1168/80/ IRPWM) (1184/36/81) COMMITTEE’s OBSERVATIONS: i) Joints on PSC sleeper should be avoided. However, if required, one meter long fish plate with

PSC line sleeper can be used on joints. PSC sleeper for joint may not be required.

ii) The feedback of PSC sleepers on sharp curves should be sent to RDSO for finalizing the issue.

iii) There is problem of wear in rail due to tight gauge in curves, therefore, slack gauge need to be

provided by using slack gauge sleepers, on curves with radius less than 440 m. Committee

further observed that provision of para 224 (2) (e) (v) should be amended to allow slack gauge

upto +20 mm applicable for curves with radius less than 440 m. -6 to +15 mm gauge tolerance

limit to be applicable for curves with radius 440 m or more.

COMMITTEE’s RECOMMENDATIONS:

i) Separate design of PSC sleeper for joint is not required. One meter long fish plate with PSC

line sleeper may be used on joints.

ii) Trial of PSC sleepers for sharp curves to be expedited by Zonal Railways and feedback send to

RDSO.

iii) Modify existing provision of para 224 (2) (e) (v) of IRPWM where limit of curve for

maintenance tolerance of gauge should be modified to 440 m radius instead of existing

provision of 350 m radius as follows:

While it is desirable to maintain correct gauge, it is not possible to maintain correct gauge due

to age and condition of the sleeper. It is good practice to work within the following tolerances

of gauge, provided generally uniform gauge can be maintained over long lengths:

COMMITTEE’s OBSERVATIONS:

i) Item 5 of draft Correction slip prepared by RDSO may be modified to the extent that

ultrasonic testing of rail pieces meant for fabrication of glued joints should be required

only for old rails and not for new rails as the same are tested by SAIL BSP before dispatch.

ii) Inspection certificate for other raw materials such as Glue and fibre glass cloth should also

be included in the proposed draft correction slip.

iii) Thickness of end post should be kept 6mm only and therefore drawing mentioned in the

Glued Joint manual corresponding to 10mm thickness end post may be deleted from Glued

Joint Manual. This may be included in the proposed draft correction slip.

iv) Railway Board’s decision for use of GJ Clip in place of J-Clip at glued joint location may

be taken expeditiously.

v) The subject of modification of fish plate so as to allow tamping of glued joints by track

machines becomes possible, has been included in the draft functional requirement

specification (FRS) of global EOI on the subject.

vi) Between two successive tamping of glued joints by track machines, proper maintenance

attention and inputs should be given to glued joints for their upkeep and proper function.

SUBJECT: (i) Experience of tamping based on TM 115 (ii) Experience on Tamping based on TM – 115 (iii) TM-115 report has not been implemented on Northern Railway (1176/81/TMM) COMMITTEE’s OBSERVATIONS:

i) The present absolute value of TGI recommended for planning Tamping does not serve the purpose and is not practically feasible.

ii) Percentage deterioration in TGI value should be the criteria for deployment of track machine and percentage improvement in TGI shall be the criteria for monitoring for effectiveness for tamping of track in future for different sections.

iii) There shall be two or three criteria depending on the type of track formation and sectional speed.

iv) Block section wise applicability of the criteria should be adopted. COMMITTEE’s RECOMMENDATIONS:

i) RDSO should carry out the studies to recommend revised criteria for planning tamping

manual with relaxed provision of Unevenness as 10mm to 15 mm.

ii) Provision of IRPWM 607 (2) apply for speed of more than 100 kmph and up to 140kmph.

iii) SAG committee nominated by Railway Board is to come up with the report in the matter to examine the anomaly in C&M-I report and para 607 (2) of IRPWM..

COMMITTEE’s RECOMMENDATIONS:

i) Provision of IRPWM 607 (2) should apply for speed of more than 100 kmph and up to

140kmph.

ii) Committee suggested that in view of improved visibility of retro-reflective boards,

reduction in their sizes may be thought of. CTE/WR informed that they are already using

reduced size retro-reflective boards on their railway. Committee requested for submission

of detailed report on use of reduced size retro-reflective boards along with their

performance for further deliberation and discussion in next TSC.

COMMITTEE’s RECOMMENDATIONS:

SUBJECT: Trial policy for track items. (1188/81/ CT/Policy) COMMITTEE’s OBSERVATIONS: Committee at Railway Board’s level framing field trial policy has not submitted its report. In the meantime following issues needs to be considered:

i) Certain amount of track renewal fund on annual basis should be kept by Railway Board for field trials of track item.

ii) The trial of track items should be charged to track renewal (DRF). iii) Zonal Railways are not able to finalize tender being small quantity. If reasonable quantity is

given and one railway is nominated for tender then trials can be conducted smoothly. iv) Trial item should be looked after by CTE. Dy.CE under CTE and Sr.DEN in division should

be nominated by Zonal Railways who will be responsible for field trials. v) Field trial scheme will be framed and circulated by RDSO to monitor the parameters of trial by

Zonal Railways. COMMITTEE’s RECOMMENDATIONS:

i) Certain amount of track renewal fund on annual basis should be kept by Railway Board for

field trials of track item. 20% of lump sum allotment of each Zonal Railways in PH 31 may be laid down for field trial of track items. In addition, the trial should be carried out charging the expenditure to a particular sanctioned track renewal work to be done with trial item.

ii) The trial of track items should be charged to track renewal (DRF). iii) Reasonable quantity is to be ordered for field trial & one Zonal Railway may be nominated for

procurement to expedite the same. iv) Dy.CE at HQ level under CTE and Sr.DEN in division will be responsible for conducting the

trial. Zonal Railways should nominate officials accordingly. v) Field trial scheme will be framed and circulated by RDSO to monitor the parameters of trial by

Zonal Railways.
