IEEEPES TECHNICAL COUNCIL 2016 PLANNING RETREAT MINUTES Charlotte, NC November 3&4, 2016 Thursday, November 3 Introductions were initiated by Chairman Sanders starting at 8:00 AM. For a list of the attendees, please see attachment A. 1. Discussion on Purpose & Expected Outcome This biennial meeting was started in 2008 to act as a venue for establishing the needs and priorities for growth and outreach of the technical committees. In 2012, a survey was conducted and a facilitator was brought in to record the action items with action plans to help spur this process. Since then we have continued with the process due to its success. Each meeting the previous priorities are reviewed. Some are removed due to adequate completion or due to no longer being a priority. These are priorities as established by your previous leadership. These are not priorities pushed down from ExCom. The priorities are taken up to Board of Governors via the Long Range Planning Committee for help in execution in some instances – such as those that need funding or other outside assistance. One very important overall goal from the 2012 and 2014 meetings was the reorganization of the technical committees. This is complete as of July 2016 with many new committees meeting for the first time at the 2016 GM or the 2017 JTCM. A special thank you to Doug Houseman for his leadership in establishing the guidelines for the reorganization and to all the committee chairs for their diligent work on this endeavor. Our goal is to no longer keep the technical committees the best kept secret of PES! 2. 2014 Planning Retreat Priorities - Overview and Progress to Date a. Introductions were initiated by Chairman Sanders starting at 8:00 AM. For a list of the attendees, please see attachment A.

1. Discussion on Purpose & Expected Outcome

This biennial meeting was started in 2008 to act as a venue for establishing the needs and priorities for growth and outreach of the technical committees. In 2012, a survey was conducted and a facilitator was brought in to record the action items with action plans to help spur this process. Since then we have continued with the process due to its success. Each meeting the previous priorities are reviewed. Some are removed due to adequate completion or due to no longer being a priority. These are priorities as established by your previous leadership. These are not priorities pushed down from ExCom. The priorities are taken up to Board of Governors via the Long Range Planning Committee for help in execution in some instances – such as those that need funding or other outside assistance.

One very important overall goal from the 2012 and 2014 meetings was the reorganization of the technical committees. This is complete as of July 2016 with many new committees meeting for the first time at the 2016 GM or the 2017 JTCM. A special thank you to Doug Houseman for his leadership in establishing the guidelines for the reorganization and to all the committee chairs for their diligent work on this endeavor.

Our goal is to no longer keep the technical committees the best kept secret of PES!

2. 2014 Planning Retreat Priorities - Overview and Progress to Date

a. Cooperation with other groups (Update from Pat Ryan)

Pat was unable to participate due to illness, therefore no report was provided. It was noted that PES has agreed to Memorandum of Understanding with the US Department of Energy and Federal Energy Regulatory Commission. In both instances the goal is to improve communication and cooperation with both groups and encourage their participation in PES activities (Conferences, Webinars, and Technical Committees).

b. Resource Center (Update from Jeff Nelson)

The resource center is a place to showcase our great works. It is a marketplace where PES members have access for free webinars, papers, etc. All PES Technical Committees are requested to contribute their work to the Resource Center. To date there are over 1,000 products available. Currently PES is working to get the 30 or so publications from the Power Systems Relaying and Control committee formatted to publish on the Resource Center. http://resourcecenter.ieee-pes.org/

papers more relative to today’s industry. Several goals were established to that end: Fast Track of Tutorials – currently we have or are working on developing

seven standards into tutorials. Several have already been presented at global conferences. (ISGT Europe, Latin America T&D).

Poster session to be presented at global meetings. Measuring International Involvement: Survey response was non-

conclusive. After some discussion, with experience from PSDP’s Claudio Canizares, it was determined it was difficult to track due to complexity of some committees. Some committees do not track every attendee and WG membership. It was decided that a common format for committee exchange of information and attendees is needed. This became one of the priorities from this meeting. Please see item 15 later on in these minutes.

d. Ext. Coordination: Technical support task force (IEEE USA, SA) Point of contact from each committee

e. Leadership/Member Training report given by Ron Hotchkiss, see attachment B.

f. PES Branding: i. Webinars – One was conducted several years ago on the Power Systems

Relaying Committee. All PES Technical Committees & Subcommittees are encouraged to develop & present a webinar. Assistance is available via the PES Educational Team (Sue Koval – [email protected]). The goal of the webinar is to give a summary of what your committee works on to solicit new members and promote the benefits of the getting involved.

ii. Poster Session Tech Committee Posters – Vice Chair Rahmatian will develop a template by the 2017 JTCM. These posters may pertain to the whole Technical Committee, or a working group concentrating on an exciting technology. These will be presented at the GM, as well as global conferences as determined by the officers. Printing can be facilitated by our PES Marketing (Maureen Dalton).

3. Global Outreach Initiative - Fast track Tutorial Preparations. At the July 2017 PES Board of Governors meeting there was funding approved for developing and presenting tutorials on standards. To date, the following has been approved:

• IEEE Std. C62.2- Surge Protection of Power Systems according to IEEE C62.22

• IEEE Std. 1547 - Standard for Interconnecting Distributed Resources

• IEEE Std. 998 – Guide for Direct Lightning Stroke Shielding of Substations

• IEEE Std. C122.4 Guide for Application and User Guide for Gas-Insulated Transmission Lines (GIL), Rated 72.5 kV and Above

• IEEE Std. C37.238 IEEE Standard Profile for Use of IEEE 1588 Precision Time Protocol in Power System Applications

4. Chinese Society of Electrical Engineering - Erin Spiewak, IEEE Standards Association, introduced the subject of the CSEE’s standards and the adoption or revision of these standards as PES standards. The listings of these standards are in attachment C. An initial review of the standards indicates possible Technical Committee involvement. Erin will obtain English copies of the standards for review by the technical committee. The questions to be answered are:

Is this subject within your scope? Is there a similar or overlapping IEEE document currently?

Erin’s slides are included in attachment C.

Erin also offered information on JoinMe as a tool for on-line meetings. Join.me is a premium web meeting/conference call service that IEEE-SA is offering to standards development groups at no costs. Features of Join Me Pro include: Unlimited audio, file transfer, recording, share control/screen, one-click scheduling, up to 250 participants, global call in #'s or VOIP.

7. Expense Reports Expense reports were requested to be forward to the chair by November 13, 2016 in order to process and receive reimbursements by end of the year. I am pleased to say everyone met this deadline.

8. PES Technical Committee Annual Reports.

Annual reports as always are due no later than January 31, 2017. These reports are used to nominate and award the “PES Committee of the Year” award so it is very important that all Committees complete & provide their annual reports. The report template is available on the PES website

Friday, November 4

10. 2017-2018 Priorities

The first priority of the second day was to vote on Priorities for 2017-2018. Each participate was given 5 stickers in which to voice their opinion. They could use all five on one subject, one of five subjects or any combination thereof. The results are indicated in the numbers in parenthesis in the previous listing from Thursday’s work (Item #5). Of these priorities, we took the four that received the most votes and those are discussed in the breakout sessions with action plans as detailed below.

11. Public Relations/Marketing Task Force

The Technical Council Item on the PR/Marketing Task Force was discussed. This task force would be representatives from each technical committee that would provide marketing assistance as needed. There didn’t seem to be a good response from before. After a short discussion, all committees seemed fine with having the position to default to the TC Chair, unless they had named someone specifically.

subjects (paper/standards) 5. Prior to 2017 JTCM send email to TCPCs to give strong preference for practical

industry papers. (TCPC may have to make an executive decision to include) 6. Panels – at technical sessions give preference to industry focused panels for 2017

panels, and for 2018 panels request each technical committee to propose more industry focused panels.

7. Get Technical Committee members engaged in Scholarship Plus (looking at applications) and mentoring program.

17. Feedback on Technical Council Planning Retreat

Prior to adjournment, each participant was asked to provide input on what was good about this meeting, what could be done to improve it and if it is worthwhile. The general response is that was a good forum to get together to discuss the direction we want to head, to hear concerns from other committees and share their methods and solutions, and to meet everyone in an open discussion. It was suggested that this event be held every 18 months.

18. Adjournment - The meeting was adjourned around 11:30 AM and those that were still around enjoyed lunch at the hotel prior to dispersing.

PES offers a conference call service for work related to the PES activities– Check with PES staff or Technical Council Admin as to availability and access
