Blessed by the hand of God, a talented Board of Directors, and a dedicated staff, DELTA Ministries International (DELTA) is entering its 35
th year of ministry. Since 1979, DELTA has prepared, trained and mobilized over 10,000 individuals, on
over 950 mission teams to 100 countries and 30 U.S. states to help fulfill God’s Great Commission. Every person represents a life that has been impacted at the very core and has resulted in many transformed churches and souls won for Christ.
Short-term mission is nothing new. But its extent and staggering influence has been exploding through the church at large in just the last 10 years. It is estimated that annually between one and four million individuals are sent from a global perspective
1. This God-ordained explosion has created a tremendous need for supporting short-term teams in a way that
meets the U.S. Standards of Excellence (SOE) in Short-Term Mission.
As a result, DELTA’s mission is to serve as a resource for the local church as it cultivates Christ-like character in individuals who are fulfilling the Great Commission. DELTA has three methods to accomplish this.
1. Mobilizing: To mobilize means to bring people together for action2. DELTA puts churches, teams, individuals,
leaders, schools and mission fields into movement to accomplish the Great Commission around the world. 2. Coaching: A coach is one who teaches, trains, and directs
2. DELTA provides each church, school, and partner
ministry a personal coach who comes alongside to train and guide them on both general missions and short-term mission endeavors. A DELTA coach will meet face-to-face but also by phone, video or email to equip for short-term excellence.
3. Resourcing: DELTA provides resources such as curriculum, tools, digital downloads, articles, blogs, referrals and more. All of these resources have been developed by experienced and skilled short-term mission practitioners.
Through prayer, experience, and collaboration, over the next five years these short- and long-range objectives will be pursued and accomplished by God’s grace and provision.
MOBILIZING 1. Facilitate 300 teams and 2,750 individuals for quality short-term ministry.
2. Develop and launch the first online virtual short-term mission training to prepare 350 individuals for cross-cultural ministry. Seek approval for academic credit through colleges and universities.
3. Train 500 national pastors and missionaries on how to effectively integrate short-term teams to support their long-term ministry vision.
4. Train 250 Team Leaders who will disciple 2,500 team members to become more like Christ through their short-term mission experience.
5. Offer the highest quality short-term mission training and facilitation for the lowest price.
COACHING 1. To coach 25 ministries across the U.S. in becoming Great Commission ministries. A Great Commission ministry
has a strategic mission vision that reaches the lost and hurting locally and globally and is owned by constituents through prayer, giving and going.
2. To equip and empower 40 mission leaders in releasing 8,100 individuals to be the hands and feet of Christ in their own communities and around the world.
3. To ignite 27 strategic cross-cultural partnerships with national pastors and missionaries.
4. To provide churches and mission agencies the most experienced and qualified mission coaches in the country at the lowest price.

Over the next five years these objectives will require just over $15M to serve 37,737 individuals. DELTA has already identified $14.5M (96 percent) of this need and will launch the Building Hope Campaign through 2018 to secure the $627,930 needed to fully fund this strategy.

HISTORY
DELTA Ministries International (DMI) began inauspiciously during the spring of 1979 as "M.O.P." (Missionary Outreach Project). At the time, it was a vehicle for CBA of Oregon, later CB Northwest, to give local believers a well-planned, systematic approach to experience missions and outreach.
The organization started small, commissioning just one team. That first group traveled to Mexico and was highly effective, both ministering and being ministered to. Their lives were changed. Stereotypes and cultural views were challenged. New directions were taken. Participants returned to their home churches and became effective and motivated leaders.
In 1980, the organization grew exponentially, sending out five teams. During the next 17 years, DELTA underwent many changes. Brian Heerwagen became the director in 1985, and brought fresh insight and plans for expansion. In 1989, the staff realized a new name was needed – one more relevant to the scope of the ministry. After careful deliberation, the organization officially became “DELTA Ministries International." DELTA is an acronym for Discipling, Evangelizing, Leading, Training and Assisting.
In 1990, the organization became sponsored solely by CBFMS (then CBInternational and now WorldVenture), a national missions organization associated with Conservative Baptist Churches. Under the continuing leadership of Brian Heerwagen, and with the full backing of CBFMS, DELTA grew well beyond its original projections, fielding 20 teams with 138 team members in 1996.
Over the years, so many who have traveled on DELTA mission teams have come home changed. Some have completed their education and are now career missionaries, or they are in seminary or college and are pursuing a long-term ministry. Many more have returned with a new passion for missions. They have a new understanding of the Great Commission, a sense of urgency in supporting and praying for missionaries. They have taken positions of leadership in the church and serve with a heartfelt commitment to ministry.
During the summer of 1996, DELTA was hit with a severe financial shortage. The urgent need for CBI to respond resulted in their board making the decision to remove financial sponsorship from DELTA. Effective October 1, 1996, DELTA chose to continue in ministry and to become a fully independent and self-supporting organization.
As a result of this significant change, DELTA began the process of retrenchment and reorganization. We began an aggressive development strategy to establish a financial support base and God has blessed the ministry.
DELTA is standing on the edge of an exciting new chapter as we see God multiplying the ministry and impact DELTA has around the world for Christ. We continue to move forward with the vision of deploying thousands of short-termers from hundreds of churches as just a small part of God's redeeming work around the world.

MISSION
For the fulfillment of the Great Commission, DELTA Ministries International serves as a missions resource for the local church as it cultivates Christ-like character in individuals.
PURPOSE
The purpose of DELTA Ministries International is the discipleship of individuals using scripturally sound missionary activities. We believe that if the life and character of the individual are developed and in submission to God, then they will have an effective ongoing ministry both cross-culturally and after they return home.
We seek to view the circumstances and events of life from a Kingdom perspective realizing that God has a greater plan at work than ours and that it may not always be visible to us. Our agenda is always secondary to God's.
We seek to focus on process over product. While we want the end product of our ministry to be professional and glorifying to God, at the end of the day, the process by which God shapes our lives and the lives of those we're ministering to is of greater importance than a quantified product.
The method by which we seek to accomplish these things is through coaching, resourcing and mobilizing individuals and teams through the local church for effective short- and mid-term ministry. Training will also be used to equip businesses and other cause-based and activity-based organizations in group dynamics, team building and communication. This will be based on the same spiritually sound principles used to train all those who serve with our short- and mid-term ministries.
We seek to be field-driven in all that we do. Our goal is to bless, assist and compliment the ongoing, long-term ministry, not hinder or damage it.
MINISTRY PHILOSOPHY
Committed to Kingdom growth, the lifework of DELTA Ministries is to provide premier, full-service opportunities for those desiring a short-term and mid-term missions experience.
Committed to the local church, and believing that it is God’s instrument to reach His world, we will produce timely and relevant resources and coaching to equip the church and the short- and mid-termer missionary to accomplish their call in missions.
Serving as a facilitating agent, we partner with the short-termer, the local church, and the mission field to orchestrate the successful fulfillment of each assignment.
Being firmly convinced that short-term and mid-term ministries accomplishes the work of missions, generates career missionaries, inspires missions in the local church, and is a catalyst for life-change in the short-termer, we dedicate ourselves to excellence in our commission.

WHAT WE BELIEVE
The Bible: The Bible, Old and New Testaments, are verbally inspired and completely inerrant in the original writings and are the supreme and final authority in faith and life (Matthew 5:18, II Timothy 3:16, II Peter 1:19-21).
The Trinity of God: God is a person who has revealed Himself as a Trinity in unity - Father, Son, Holy Spirit - Three Persons and yet One God (Deuteronomy 6:4, Matthew 28:19, II Corinthians 13:14, Ephesians 2:18).
Jesus Christ: Jesus Christ was conceived of the Holy Spirit and born of the virgin Mary. He is fully God and fully man. Jesus Christ is the only Mediator between God and man (Matthew 1:18-25, John 1:18, Philippians 2:5-8, I Timothy 2:5).
Holy Spirit. The Holy Spirit is the third Person of the God head. He convicts the world of sin, righteousness, and judgment. At every believer's point of conversion, the Holy Spirit causes spiritual rebirth, indwells, seals, bestows gifts, and baptizes the believer into the body of Christ. He continues to sanctify, guide, teach and fill the believer who walks in obedience to the Word (John 3:5, John 14:16-17, John 16:7-13, Acts 5:3-4, Romans 8:9 and 14, I Corinthians 6:11 and 19, I Corinthians 12:13, Ephesians 4:30, Ephesians 5:18-21).
Man. Man was created in the image of God. Man sinned and thereby incurred not only physical death, but spiritual death which is separation from God. All human beings are born with a sinful nature and nothing man can do of himself, such as good works, being baptized, joining the church, or moral living, can bring him into a right relationship with God (Genesis 2 and 3, Romans 3:23, Romans 5:12, Ephesians 2:1-3).
Salvation. God's free gift of grace to everyone who believes in Jesus Christ as Lord and Savior is salvation from sin, death, and hell, and includes eternal life with Jesus Christ. The Lord Jesus Christ died for our sins according to the Scriptures as the representative and substitutionary sacrifice, and all who trust Him as personal Savior are justified on the basis of His shed blood (John 3:16, John 14:6, Romans 6:23, Ephesians 2:8-9, I Peter 1:18-25).
Resurrection of Christ. We believe in the resurrection of the crucified body of our Lord, in His ascension into heaven, and in His present life for us as High Priest and Advocate (Acts 1:9-11, I Corinthians 15, Hebrews 4:14-16, Hebrews 7:25, I John 2:1).
Resurrection of Man. We believe in the bodily resurrection of the just and the unjust - the everlasting blessedness of the saved and the everlasting conscious punishment of the lost (Matthew 25, John 5:28-29, John 14:1-3, I John 3:2, Revelation 20:11-15).

MANAGEMENT TEAM
Brian Heerwagen, Chief Executive Officer Brian has over 30 years of experience in missions and has served as DELTA’s CEO since 1985. He has been to mission fields in 27 countries and has led or been on many short-term teams. He serves as the Missions Pastor at Montavilla Baptist Church in Portland, Ore. His education is in architecture from the University of Oregon. Brian is the lead author of The Next Mile short-term mission curriculum published in 2006 by the International Bible Society. He also helped to write the Standards of Excellence (SOE) in Short-Term Mission, and serves as the Chairman for the SOE National Steering Committee. He also serves on the Board of Directors for the national Alliance for Excellence in Short-Term Mission.
Asher Sarjent, Chief Operations Officer Asher began his career serving in the local church as a Youth Pastor for 16 years and has served with DELTA for over 14 years now. Asher has led more than 40 multi-generational short-term teams that have ministered in 18 countries around the world. Asher received a BA in Religious Studies from Multnomah Bible College and will complete a Masters from Ray Baaka Graduate School in 2007.
Chris McDaniel, Chief Business Development Officer Chris has over 20 years of professional business experience with public, private and non-profit organizations. He joined DELTA in 2002 and has served each year leading short-term mission teams. Chris has two undergraduate Business degrees and an MBA from Liberty University. Chris also serves as Lieutenant Colonel in the Air Force Reserves. Chris is the author of Dying to Give published in 2010 by Last Chapter Publishing, Igniting a Life of Generosity published in 2011 by the Evangelical Council for Financial Accountability (ECFA), and The Next Mile: A Coach’s Guide in 2012.

DELTA’S CERTIFICATIONS Evangelical Council for Financial Accountability (ECFA)
DELTA is one of approximately 1,200 U.S. Christian organizations that meet the requirements of membership in ECFA and earn the privilege to displaying the ECFA seal. The ECFA seal clearly demonstrates to the public a ministry’s willingness to be accountable and to adhere to the Seven Standards of Responsible Stewardship established by the ECFA that convey God-honoring ethical practices.
Standards of Excellence in Short-term Mission (SOE)
DELTA is one of many short-term mission-sending organizations that adhere to a set of seven nationally-derived ethical norms and practices for every type of short-term mission. Approval from SOE to display this seal demonstrates that DELTA Ministries strives for the highest Christian and moral purpose. Independent Charities Seal of Excellence
The Independent Charities Seal of Excellence is awarded to the members of Independent Charities of America and Local Independent Charities of America that have, upon rigorous independent review, been able to certify, document, and demonstrate on an annual basis that they meet the highest standards of public accountability, program effectiveness, and cost effectiveness. These standards include those required by the U.S. Government for inclusion in the Combined Federal Campaign, probably the most exclusive fund drive in the world. Of the 1,000,000 charities operating in the United States today, it is estimated that fewer than 50,000, or five percent, meet or exceed these standards and, of those, fewer than 2,000 have been awarded this seal.

Adventures In Life Ministry (AIL) Adventures in Life Ministry is a non-profit interdenominational mission organization serving in Mexico since 1992. They work with churches, schools, universities, and individuals to evangelize, plant churches, and provide humanitarian relief. Their work is focused in the states of Baja California, Jalisco, Sinaloa, and Oaxaca.
CB America A covenantal fellowship of regional Conservative Baptist Associations comprised of hundreds of Conservative Baptist congregations across the United States.
IDEAS IDEAS is a global community of professionals leveraging their skills to restore hope. IDEAS Associates develop relationships, assess the needs and assets of communities and design projects to specifically meet those needs tangibly. These projects fall under five categories: Agriculture, Business, Community Development, Education, Healthcare and Wellness. Their Associates use their professional skills and experiences to see holistic transformation occur socially, intellectually, physically and spiritually. IDEAS has projects in 13 countries across North Africa, the Middle East and Central and South Asia.
International Teams Australia and New Zealand International Teams (IT) Australia and New Zealand are formal partners in mobilizing church-based short-term mission teams to other parts of the world. IT, a non-denominational Christian, evangelical ministry, embraces a wide range of backgrounds and styles identifying with the lost-ness of the world and that we ourselves are utterly lost apart from the grace of Jesus.
Luis Palau Evangelistic Association In dependence upon God, they want to win as many people as possible to Jesus Christ throughout the world, proclaiming His Good News by all available means to the millions of people who have yet to respond to the Gospel. They want to emphasize with the Church the principles of victorious Christian living (Galatians 2:20), to stimulate, revive, train, and mobilize the Church to continuous, effective evangelism, follow-up, and church growth. They hold high the banner of biblical evangelism, influencing Christianity worldwide and raising up a new generation of godly leaders, so the Church’s commitment to evangelism will never die.
Missions Door Missions Door exists to assist local churches and Christ followers in their efforts to evangelize, disciple and plant churches among the unreached, culturally diverse people of our world.
Mission ConneXion Mission ConneXion Northwest seeks to incite regional churches to send 10,000 believers to carry out the Great Commission each decade in the 21st century.
Vision New England Vision New England has embarked on a radical mission of intentional evangelism: The whole church taking the whole Gospel to the whole New England region. They have recently completed a research project which studied the lives of people, who have come to faith in New England in the last two years. They are convinced that New England needs a powerful encounter with the Gospel of Jesus Christ that will change this region for eternity.
WorldVenture WorldVenture is a mission network of passionate people connected in the common cause of seeing the Great Commission fulfilled. They send Christian workers into over 70 countries throughout the world. Their passion is simple. They want to see deep, lasting impact for the good news of Christ around the world. And we are confident that deep, lasting impact is most possible through long-term relationships.

DELTA’S CORE MINISTRY
Merriam Webster defines “core” as: “a basic, essential, or enduring part.” While DELTA’s future will include new ministries and programs, all of these will advance the enduring part of the ministry.
D - Discipling: A disciple of Christ is one who believes Christ’s doctrine, rests on His sacrifice, imbibes His Spirit, and imitates His example (Matthew 10:24; Luke 14:26, 27, 33; John 6:69).
2 Jesus’ call to discipleship is an all-or-nothing
summons reaching into every area of life. It involves giving Him preeminence over the closest of human relationships and over the desires for life, serving Him in the world, and dedicating one’s life to Him. DELTA utilizes short-term and mid-term missions to remind, train and equip believers of the call to completely surrender their lives to Christ.
E - Evangelizing: An evangelist is a publisher of glad tidings; a missionary preacher of the Gospel (Ephesians 4:11).3
When believers evangelize they are correctly imitating Christ and His early followers. DELTA equips short-termers and mid-termers to share their faith by preparing a personal testimony. This testimony is shared directly, or through translators, on-field. In addition, large-scale evangelism takes place at festivals and community outreach events through an evangelist, supported by short-term teams and mid-term workers. DELTA teams are also prepared in team unity, and strive to be a witness by the love they demonstrate to each other. "By this all men will know that you are My disciples, if you have love for one another" (John 13:35).
L - Leading: To lead short-term teams and mid-term workers means “to guide on a way especially by going in advance.”4
DELTA’s missionary staff offers over 200 years of combined missions and ministry experience, having collectively served in over 40 countries. Since 1979, DELTA has trained, prepared and mobilized over 10,000 short-termers into 100 countries and 30 U.S. states. This experience qualifies DELTA staff to train and equip both pastors and lay staff or to personally lead teams.
T - Training: In Hebrew, the word for training is Chanak, which means “to initiate or discipline, dedicate, and train up.” DELTA “trains up” short-termers and mid-termers, team leaders and teams in four core areas: biblical character, community, culture and follow-through. DELTA views training as far more than reading a manual or watching a video. Utilizing lectures, small groups, and experiential activities, we train short- and mid-termers so their ministry is effective on-field. Training takes places face-to-face and is a combination of biblical training and practical experience. In addition, DELTA is one of the few ministries to provide training for several months beyond the short- and mid-term mission experience.
A - Assisting: To assist means “to give aid from one's own resources.”5 DELTA provides churches, schools, partner
mission ministries and individuals assistance through the three phases of short-term and mid-term mission: pre-field, on-field and post-field. This assistance comes through face-to-face coaching/consulting or a variety of resources from in-house DELTA staff or recommended external short-term and mission practitioners.

Since 1979, DELTA Ministries International has sent over 10,000 individuals from hundreds of church teams to 100 countries and 30 U.S. states. A countless number of individuals have been served and affected on the mission field as teams are deployed to spread the Gospel and accomplish mission service. In addition, numerous on-field missionaries, churches, and field locations have been impacted:
A. Individual Team Members become more aware of and implement improved spiritual disciplines (going, giving, and praying), develop increased faith in God, and become more obedient believers. Individuals more clearly hear God’s calling for their life and become more active in ministry. Team members also learn self-discipline, self-responsibility, leadership, concern for others, communication skills, work ethics, how to deal with stress, and how to deal with cultural differences. In addition, each participant’s life is positively affected for eternity as they sustain a missions focus beyond the short-term experience with effective follow-through;
B. Churches, Christian Schools and Partner Agencies are equipped by DELTA coaches/consultants to train and send mission teams on their own. They send well prepared teams who are culturally sensitive and present Christ in a way that is relevant to the host culture, and receive back returning members who are more outgoing and self-assured concerning their Christian faith, and who are far more willing to take leadership roles. Churches become active participants in the Great Commission as missions is moved out of a committee and into the lives of people, resulting in a contagious missions mindset in each church congregation. In addition, churches establish a strategic, on-going partnership with a mission field;
C. Ministries and Missions to whom teams are sent are encouraged by the teams that are specifically trained and sent to help them. Often, many things are accomplished which the missionary or leader would normally not have time for. In most cases, each participant becomes a fervent and loyal prayer warrior on behalf of the host missionary and ministry, and the host ministry often times receives a gracious increase in financial support;
D. Mission Organizations receive dedicated missionary trainees who have experienced cross-cultural and outreach involvement, and who realize the sacrifices long-term missionaries and nationals make. Often the participant returns to the field for further short-term work and in some cases, the participant joins the host ministry or some other ministry as a career worker;
E. The people directly served by team members attest to the blessing and encouragement DELTA teams have been. Many hear the Gospel for the first time or in a more understandable way, and many receive Christ. Some receive material help through construction projects, while some are encouraged just knowing someone cares. In all cases, these recipients experience the heart and love of Christ reflected through team members.

IDENTIFY THE NEEDS
Short Range (1-3 years)
The first three tasks in the short-range section deal generally with the area of training and development.
While God is the one who is at work, He still wants us to be prepared. The Apostle Paul spends
considerable time training new leaders (specifically Timothy), so we see the importance of training and
preparation. As we reflect on the history of Christianity and on the recent history of short-term missions,
we see that proper training is essential for contextualization that leads to clear communication of the
Gospel, avoiding issues of dependency, and maintaining a positive testimony amidst those who don’t
follow Jesus. We know there is no shortage of those going on short-term trips, but just going is not our
goal. We want to properly prepare and train people for short-term mission trips regardless of location,
group size, or particular role.

Long Range (3-5 years)
The first four tasks in the long-range section are related to targeting numbers of individuals to train
and prepare for short-term mission service. Matthew 28:19 and Acts 1:8 are two of the most
famous passages in Scripture instructing God’s people to go into all the world to share the Gospel.
Now, with technological and travel advancements, more people than ever are going – many are
going for short periods and without proper preparation. In Luke 14, Jesus instructs his disciples to
be prepared for what comes before setting out on the journey of following him. These numerical
goals are just a sliver of the many people who need proper training, but it represents what we
believe our contribution to the mission world could and will be over the next five years.
Task 3, training and equipping missionaries and national pastors, has long been a vision of
DELTA’s in response to experience over the years. Recently, however, two major mission agencies
(WorldVenture and International Teams) have expressed an interest in this training. This program
would address questions from missionaries and national pastors about how to host teams and how
to make them the most effective within current ministries and goals.
Tasks 4 and 6 do not so much encompass new material, but a new platform for delivery and even
a deeper journey into the material. Organizations such as Arizona Christian University, Corban
College, and WorldVenture, as well as individuals, have expressed a desire for training that would
fit within a college curriculum or a trip planned through another organization. There is no shortage
of opportunities to go on a short-term mission trip, but many of these organizations are not offering
quality preparation, and people are starting to realize their need for it.
Finally, task 5 meets the expressed need by many churches. How do we translate an impacting
experience into an impacted life? DELTA has made a great first step with The Next Mile curriculum
and tools, and we plan to add more layers and a revised edition to increase effectiveness.
CUSTOMER SATISFACTION
1. Quality of the material
This has always been true of DELTA’s material. In fact, one experienced missionary
(Shawn S. from Abundant Life Church) recently said she has benefitted more from
DELTA’s training than from her six month Discipleship Training School with YWAM.
2. Customization of the material
DELTA’s training, including new programs, are designed to meet needs and not create
them. Additionally, they are designed to meet the consumer’s felt needs by making it easy
to apply what is learned to his or her own particular situation.

2. Churches needs are varied, ranging from having no mission team or focus to having a strategic plan, but needing outside coaching voice to make sure they are effective in what they are doing.
3. Coaching does not come naturally as it requires the ability to listen, assess, and guide church leaders
towar5ds a customized plan. It requires a depth of God’s Word, local church leadership and missions’
experience. DELTA’s STM Coaches have a variety of experiences and training, but we need to make
sure they are fully equipped in all aspects of coaching and that each coach can provide a highly
qualified coaching experience.

Rather than a one-time or series of events, A DELTA coach will come alongside a local church or ministry for the duration of the coaching process. Enhance DELTA's existing trainings by adding the following modules: “Building Relationships with the Field” as well as a “Church Coaching Assessment”.
These may be stand-alone or added to our existing trainings.
Launch www.soconnected.org, a “hub” of short-term mission resources and tools. These would be developed as a Mobile App for Smart Phone capability. As
a result, of this, marketing and developing more materials, we will increase sales and revenue on print/electronic material by 500%.
Become the leader in STM webinars.
Develop short multi-media video clips that are relevant to the millennial generation and that reinforce and equip them with components of DELTA’s Orientation
and Culture training materials.
