Foreword
The Department of Engineering Services of Ministry of Works and Human Settlement is pleasedto publish "Labour and Material Coefficient (LMC) - 2012" for Electrical works.
This document forms the basis for the analysis of rates for the Bhutan Schedule of Rates-2012. The purpose for publishing this document is to provide the users an understanding of howthe rates are calculated.
This document shall be read along with the Bhutan Schedules of Rates (BSR) - 2012 and thespecifications for Electrical materials & works (SEW)-2012.
Any comments and/or suggestions pertaining to this publication may be brought to the notice ofBSR section under Department of Engineering Services.

Disclaimer The BSR (Electrical) ‐2012 is prepared and published primarily as a tool to assist in the estimation of project costs. Due to difficulty in obtaining comprehensive and accurate rates from base towns, and the associated complexity in their analysis, the BSR reflects only suggestive averages and not accurate current market rates. Material and labour rates also fluctuate frequently, and by the time of the publication of this book, many rates would have already changed. Hence users are advised to refrain from using the BSR for the purposes of filling tenders, evaluating tenders, awarding works and/or making contractual payments. The publisher is in no way accountable or answerable for any issues/disputes arising as a result of individuals or agencies using the rates in the BSR ‐2012 directly or indirectly. However, this may be used by other Ministries and departments, private bodies & individuals at their own discretion.
