1.0 INTRODUCTION

Government through the Ministry of Lands, Natural Resources and Environmental Protection

(MLNREP) with support from the Global Environmental Facility (GEF) through the United

Nations Environment Programme (UNEP), embarked on the process of reviewing the 1999

National Biodiversity Strategy and Action Plan (NBSAP1) in 2014. The revision of the NBSAP1

was to bring it in line with the current national development paradigm, including the Vision

2030, the Medium Term Development Plans including the Revised Sixth National

Development Plan (R-SNDP) and its successor, the Seventh National Development Plan (7-

NDP), the National Policy on Environment (NPE) and other relevant sectoral policies and

plans as well as to incorporate emerging environmental issues such as climate change and

biodiversity mainstreaming.

The revision of the NBSAP1 was done through a broad-based consultative process at national

and provincial levels to ascertain Zambia’s priorities for biodiversity conservation. It was also

done to re-align it with international frameworks including the Strategic Plan on Biodiversity

(2011 - 2025) and its Aichi Targets under the Convention on Biological Diversity (CBD),

including broader emerging issues such as Post – 2015 Sustainable Development Goals. In

October, 2012 United Nations Development Programme (UNDP) launched the BIOFIN, an

initiative to respond to the needs of detailed national level analysis regarding biodiversity

finance and the need to boost the mobilisation of financial resources for parties to achieve

the newly adopted Aichi Targets. It as a new global partnership seeking to address the

biodiversity finance challenge in a comprehensive manner building a sound business case for

increased investments in the management of ecosystems and biodiversity, with a particular

focus on the needs and transformational opportunities at the national level. BIOFIN aims to

cost the revised NBSAP and prepare a plan for Resource Mobilization for its implementation.

It is from this background that the Ministry organised a series of consultative and

sensitisation workshops targeting stakeholders from government, private sector and civil

society organisations from all the 10 provinces on the NBSAP2 and the BIOFIN Project which

were held at various locations as outlined in section 3.0 below.

2.0 OBJECTIVES OF THE AWARENESS WORKSHOPS

The purpose of the workshops was to assist stakeholders get a better understanding of the

BIOFIN initiative and how it will contribute to the implementation of the NBSAP2. The

following were the specific objectives of the workshops;

To create awareness on the 2015 National Biodiversity Strategy and Action Plan

(NAPSAP2) and the BIOFIN initiative;

To create a critical mass of stakeholders for the implementation of both components who

would act as entry points such as during the costing process;

To establish the link between NBSAP2 and BIOFIN in order to ensure effective

mainstreaming of biodiversity and the NBSAP2 in Zambia.

To get initial feedback on stakeholders and sources of expenditure information on

Biodiversity in the respective provinces

3.0 PROCESS OF CONSULTATIONS AND METHODOLOGY

The consultation process was mainly through the workshops. There were 4 Provincial

awareness workshops in total composed of a total of 122 participants with 28% women

participation. Table 1 below shows the number of participants segregated by gender and the

full details of the participants, venue and dates of the meetings are attached in Annex 1.

Three workshops with groups of three provinces for each session were conducted for 9

provinces and the fourth workshop was held for Southern province hence the high number

of participants for that province in the workshop.

3.0 HIGHLIGHTS ON THE ACHIEVEMENT OF INTENDED OBJECTIVES

3.1 Creation of awareness on the NBSAP 2 and BIOFIN Initiative and a critical mass

of stakeholders for implementation

The creation of the critical mass of stakeholders was done in consultation with the Ministry

of Lands, Natural Resources and Environmental Protection. The Ministry came up with an

identified list of stakeholders in the BIOFIN and NBSAP Process. The identified lists were then

sent to the Provincial Administration of each Province to aid in the facilitation and

identification process. The provincial administration then advised on the other local

stakeholders that were added to the list of final list of participants for each respective

province. These were then invited to the consultative and awareness workshops. During the

workshops, individuals were identified to champion the communication and further

engagement by the BIOFIN team and in the implementation of the NBSAP2. Among the

issues that the champions were to undertake include but not limited to organising the key

stakeholders during the meetings to be held in their areas or when called upon to travel to

a central place; working with the BIOFIN consultants during data collection and facilitating

the provision of information.

3.2 Establishment of a link between NBSAP 2 and BIOFIN Initiative

As stated in the NBSAP 2 (2015:29), one of the lessons learnt from the NBSAP 1

implementation was that there was a lack of a resource mobilisation plan. This meant that

activities undertaken were adhoc, project based with low coordination. It was thus explained

to the various participants that the BIOFIN Initiative was meant to contribute towards the

implementation of the NBSAP2 especially towards resource mobilisation. In the various

presentations to participants, the key steps in the BIOFIN Initiative methodology were stated

as follows;

a) Analyse the integration of biodiversity and ecosystem services in sectoral and

development policy, planning and budgeting

b) Assess future financing flows, needs and gaps for managing and conserving biodiversity

and ecosystem services

c) Develop comprehensive national Resource Mobilisation Strategies to meet the

biodiversity finance gap

d) Initiate implementation of the Resource Mobilisation Strategy at national level

This process will culminate in Zambia coming up with recommendations on biodiversity

finance solutions intended to raise funds identified as the financing gap to implement

conservation objectives as stated in the NBSAP2.

3.3 Feedback from stakeholders and sources of information on biodiversity

expenditure.

The fourth objective of the awareness workshops was to have an input from participants

about possible stakeholders in the BIOFIN process as well as identify sources of biodiversity

expenditure information.

3.3.1 Potential stakeholders for the BIOFIN Initiative.

During the awareness and consultative workshops, a total of 93 stakeholders were identified

as summarised in table 2 below. There were 35 public institutions, 48 civil society

organisations, 5 research institutions and 5 private sector categories.

3.3.2 Legal and regulatory frameworks and potential sources of biodiversity

expenditure.

The stakeholders recognised the International treaties and conventions that Zambia is party

to including the Convention on International Trade in Endangered Species; Convention on

Biological Diversity; Nagoya protocol; Conventional on Climate Change; Ramsar Convention

on Wetlands of International Importance and the Vienna convention for the protection of

Ozone layer. For the BIOFIN initiative implementation, the stakeholders identified legal and

regulatory frameworks that provide guidance on or are a source of biodiversity finance in

Zambia. These comprised of Acts and Policies as highlighted in table 3 below. In addition, a

total of 5 sources of biodiversity expenditure was identified as indicated in the table below:

4.0 NEXT STEPS AND WAY FORWARD

The next steps include conducting the private sector consultative and awareness workshop,

BIOFIN Inception workshop, hold periodical project governance meetings ie steering and

technical committee meetings and procurement of Consultants to conduct the three

consultants envisaged in the BIOFIN process

4.1 Awareness Workshop with Private Sector

This workshop is scheduled to take place on the 8th of November 2016 as a breakfast

meeting where the BIOFIN Team and the Ministry of Lands will engage the private sector to

discuss the BIOFIN initiative, the NBSAP2 and how they will be involved in the

implementation of the project and the national action plan.

4.2 PIR Inception Workshop

This workshop is planned to take place on the 22nd of November 2016. The workshop will

kick start the implementation of the first major output of the BIOFIN methodology. The main

purpose of the meeting is to have stakeholder’s input on how the PIR will be conducted in

terms of methodology, timelines and desired outputs.

4.3 BIOFIN Project Steering Committee

The project team has identified the possible institutions to be part of the BIOFIN steering

committee and the inaugural BIOFIN steering Committee meeting is scheduled to take place

on 24th of November 2016.

4.4 Procurement of Consultants

The procurement of BIOFIN consultants is currently underway. Three consultants are

expected to be enganged in the BIOFIN process to undertake the following assignments;

Policy and Institutional Review (PIR), Biodiversity Expenditure Review (BER) as well as

Finance Needs Assessment (FNA). Whilst the engagement of the BER and FNA consultants

may be concluded in 2017, the engagement of the PIR consultant has reached an advanced

stage and is expected to be concluded before the Inception meeting to allow the consultant

present the methodology of conducting the PIR consultancy and get feedback on the

proposal from the stakeholders.

5.0 CONCLUSION

The Provincial awareness meetings were successfully held with the key institutions at

provincial level. However, the stakeholders expressed some concerns that the awareness

conducted was not adequate and that the project can consider including people at the district

levels as they are the implementers of programmes and when it comes to budgeting given

that budgets are prepared at district level and submitted to the province before consolidation

at national level in line with the decentralisation policy. In view of the above, It was therefore

deemed important to mainstream biodiversity at that level so that it does not fall through

the cracks by the time the final budget is done at the Ministry of Finance. Annex 1
