Introduction 1 • "Health is a state of complete physical, mental and social well-

being and not merely the absence of disease or infirmity.“The WHO constitution

• Promoting and improving the health security in the UAE to overcome health risks“ is one of Ministry of Health strategic objectives.

• Health Risks (HR) types are: – Risks linked to non communicable chronic diseases

(heart disease, diabetes, hypertension, high lipids) – Risks linked to communicable diseases such as contagious

viral (HIV , viral hepatitis and other infections).

• Health risks caused by misuse or abuse of certain drugs

or narcotics used illegally, or its substances

• These Health risks affects individuals and the

community mainly the young people.

• Such risks might lead to injury or illness or death, and

has negative impact on social, health and economic on

the individual, their family and at state level.

About Drugs• Drugs, are chemicals affect the functions performed by the body

or the brain or together in a normal fashion. • Generally, not all drugs are illegal• Examples for drug substance used legally:

– Caffeine (found in coffee and drink Coca-Cola)– Nicotine (in cigarettes), – Medicines, Rx or OTC are legal drugs help to recover from the

disease (in spite of the possibility of the abuse). • While illicit drugs are very dangerous on individuals and public, • Prompting countries to apply a strict control globally. • Number of international laws issued by deferent countries and

agreements been issued by the United Nations, define the controlled drugs.


Drug misuse & Abuse• Misuse as “use of a medication (for a medical purpose) other

than as directed or as indicated, whether wilful or unintentional, and whether harm results or not”.

• Abuse as “any use of an illegal drug; the intentional self-administration of a medication (for a nonmedical purpose) such as altering one’s state of consciousness, e.g., getting high”

• Common used definition: “prescription drug abuse” is any inappropriate use of prescription medications.USA 2009 National Prescription Drug Abuse Prevention Strategy

• The incidence of abuse is especially high among teens, young adults, and those over 60.

• Opioid abuse and diversion have become serious public health problems in the US.

Most Commonly Misused/ Abused Prescription Drugs

• Psychotherapeutic drugs• Narcotic analgesics or pain relievers• Tranquilizers• Sedatives• Stimulants available by prescription

Drugs & Negative effects• There are numerous reasons why people abuse drugs and taking drugs

illegally• To escape from problems or pressure they are exposed • Boredom or curiosity,• Relieved feeling • Rebellion or to attract attention

• Generally drugs abusers often• Irrational thinking and judgment • Expose themselves to danger • Practice unsafe sex hepatitis or HIV or other STD (STD: sexually transmitted diseases)

• Few physical effects may look nice, it does not last long. • Many people feel depressed and lonely and feel nauseous. • Commonly drug abusers are confused, with red eyes, sweating

profusely, and do not care about their physical appearance. • Most likely they become addicted.

key signs and symptoms of Prescription Drug Misuse/ Abuse

• Constricted pupils, slurred speech, flushed skin, sweating, and loss of appetite

• Personality changes, mood swings, irritability, excessive energy, sleepiness or avoiding sleep, forgetfulness, or clumsiness

• Increasingly acting secretive, losing interest in personal appearance, borrowing money or having extra cash, skipping classes, or not doing well in school

Other Signs• Missing pills or the presence of unfamiliar pills or empty cough

and cold medicine bottles or packages • Running out of medication too quickly, losing pills, or

requesting refills

Consequences: Health•Taking a medication without an individualized, up to-

date prescription can lead to severe consequences.•Prescription medications may have a harmful – even

potentially fatal – effect on one person that the original prescription holder did not experience, especially when multiple medications are taken at once.

•The risk increases when people combine prescription medications with illegal drugs or alcohol, as studies show roughly half of teenage users do.

• Ministry of Health is responsible in regard the control of the registration and importation, distribution and consumption of such substances.

• Federal law No. 14/1995 on Combating Narcotic Drugs and Psychotropic Substances and its updates. Article 3 stat that any table modification requier Ministers Cabinet decision upon presentation of the Minister of Health, based on the report submitted by committee's decision was formed by the minister.

• UAE First Arabic country list Tramadol substance in Schedule 8 • Include Tramadol & Procyclidine to table 8 in narcotic schedules annexed to

Federal Law No. (14) for the year 1995 and its amendments via As per Ministers Cabinet decision 15/2011

• Add narcotic substances which have been added recently (after 2006) to the narcotics and psychotropic substances by the International Narcotics Control Board (INCB) and were not listed in Federal Law No. 14 -1995 tables.

• Unified prescription form for narcotic and psychotropic drugs at federal level to facilitate the oversight prescribing, dispensing and utilizing process of these medicines in all institutions (Ministry of Health / Health Authority Abu Dhabi / DHA).

• The development of an electronic system at the federal level as platform for prescribing and dispensing narcotic and psychotropic drugs in both public and private sectors, in collaboration with the General Command of Dubai Police, to protect public health, and the system is unique of its kind in the Middle East.

Prescription medications must be used only as prescribed, safely stored, and properly disposed of.

Possibility of drug abuse by family members and visitors Must employ precautions such as:

Taking regular inventory of their pills & Locking their medicine cabinets. Pharmacists and Physicians should reinforce these messages when they

interact directly with patients to write or fill prescriptions. Avoid buying medicine without prescription from dealer or online Encourage public and HCPs to Report immediately any suspicious case or

malpractice (illegal sale, abuse of pharmaceutical drugs, suspicious Internet pharmacies, diversion, etc)

المقـدمـــــــــــــــــــــة


ما هي العقاقير ؟

تعــد العقــاقير، من الناحيــة التقنيــة، مــواد كيميائيــة تــؤثر في •الوظـائف الـتي يؤديهـا الجسـد أو الـدماغ أو همـا معـا� بطريقـة

عادية.

وليـست ـكل العـقاقير ـغير مـشروعة. فالـكافيين )الموـجودة في •نيكوتين )في الـسجائر(، على وال( واـل ا ـك وة ومـشروب كوـك القـهـسبيل المـثال، كلـها عـقاقير مـشروعة من الناحـية التقنـية، ولكن ال يـشار إليـها ـعادة بـهذه الـصفة. واألدوـية، ـسواء ـكانت موـصوفة اقير ة، هي عـق ا� أو متاحـة في الصـيدليات دون وصـفة طبـي طبـيــالرغم من ــراض، ب ــافي من األم ــاعدنا على التع ــروعة تس مش

احتمال إساءة استعمالها أيضا�.

أـما العـقاقير ـغير المـشروعة فهي عـقاقير ـشديدة الخـطورة مـما •ــالم إلى اتخــاذ قــرار باخضــاعها ــدان عــبر أرجــاء الع دفــع البلللرقابـة. وقـد سـنت البلـدان عـددا� من القـوانين الدوليـة، في ــاقير ــدد العق ــدة، تح ــادرة عن األمم المتح ــات ص ــكل اتفاقي ش

الخاضعة للرقابة.


! العقاقير وتأثيراتها السلبيةفإن العقـــاقير تضـــعف القـــدرة على تحكيم العقل. وهـــذا يعـــني أن •

اس يتعـاطون العقـاقير المخـدرة • تي تجعـل الـن دة هي األسـباب اـل عدـيبـطرق ـغير مـشروعة. ـفالبعض يتعاطونـها للـهروب من مـشاكلهم، بينـما يتعاطاهــا آخــرون بــدافع الملــل أو الفضــول، أو قــد ال يبتغــون ســوى اقير بسـبب الضـغط ذه العـق اس ـه اطى الـن د يتـع اح. وـق الشـعور باالرتـياطون ع جمهـور معين، أو قـد يتـع ه لكي ينسـجموا ـم ذي يتعرضـون ـل اـل

العقاقير تمردا� أو الجتذاب االنتباه.

وينـحدر متـعاطو العـقاقير من جمـيع األوـساط. فهم ذـكور وإـناث، ـصغار •وكـبار، أغنـياء وفـقراء، ـعاملون وـعاطلون عن العـمل، من المديـنة ومن

الريف. فتعاطي العقاقير المخدرة يمكن أن يصيب أي شخص.

وفي حين أن بعض اآلـثار المادـية لـهذه العـقاقير ـقد تـبدو لطيـفة فإنـها •د دة بـع اب والوـح عرون باالكتـئ اس يـش يرون من الـن ويًال�. فكـث دوم ـط ال ـتالتـعاطي ويـبدأون في الـشعور بالغثـيان. ومن الـشائع أيـضا� أن يـبدو من يتعــاطون العقــاقير المخــدرة مشوشــين محمــري العيــون ويعرقــون بـغزارة وال يـبالون بمظـهرهم الـبدني. وبطبيـعة الـحال، يوـجد احتـمال أن

يصبحوا مدمنين.

تاثير ـسلبي لًالـستخدام الـخاطئ من ـغير اـشراف ـطبي او بأـشراف ـطبي مخالف ألخًالقيات مهنة الطب البشري:

يحــدث تــداخل بين عمــل المــادة المخــدرة وعمــل المــواد الكيميائيــة •المسئولة عن التوصيل العصبي.

في ـشأن مهـنة 1983 لـسنة 4ومن ـهذه الـقوانين والـقرارات الـقانون االتـحادي رقم •الـصيدلة والمؤسـسات الـصيدالنية حيث أن وزارة الـصحة هي الجـهة الوحـيدة المـنوط ع واسـتهًالك ة على تسـجيل وإسـتيراد وتوزـي بهـا والمسـئولة في مـا يختص بالرقاـب

مثل هذه المواد.

وشرطة دبي.

وقــد بــدأت اجتماعاتهــا فعليــا� بمراجعــة كــل بنــود وجــداول المــواد المخــدرة الملحقــة بالقــانون ورفــع المقترحــات الى مجلس الــوزراء عن طريــق معــالي وزيــر الصــحة

الموقر.
