    dry land. It occurs whenthe overflowing watersubmerges land andcauses deluge.

    It is a cruel and

    violent expression ofwater.

    WHAT CAUSES FLOODS?Heavy rainfalls are one of

    the major causes of floods. Thelevel of water in rivers or lakesrises due to heavy rainfalls.When the level of water rises

    above the rive banks or dams,the water starts overflowing,which causes floods.

    The water overflows to theareas adjoining to the rivers,lakes or dams, causing floods ordeluge. The flood water causeshavoc and great destruction inthe areas where it flows. Floodsoccur more in the regions thatget heavy rainfalls.

    Tropical Storm OndoyTropical Storm Ondoy

    (international name: Ketsana)produced record rainfall andfloods in September 2009.

    At the height of the storm, astate of calamity was declared inMetro Manila and in 25 different

    provinces, including Aurora,Quirino, Nueva Vizcaya, NuevaEcija, Pangasinan, Tarlac,Zambales, Pampanga, Bulacan,Rizal, Quezon, Isabela, MountainProvince, Ifugao, Benguet, LaUnion, Ilocos Sur, Laguna,Cavite, Batangas, MindoroOriental, Mindoro Occidental,Marinduque, Camarines Norte,and Bataan.

    IMPACTThe tropical storm madelandfall in the morning of

    September 26, 2009, lastingthrough the night until September27. In the 12 hours ofcontinuousrainfall, flood watersrose up to waist level or higher in

    many different areas throughoutLuzon, especially within theMetro.

    Entire streets and villages inBataan, Bulacan, Makati,Malabon, Manila, Paranaque,

    Pasay, Quezon City, Antipolo,Cainta, Montalban, San Juan, SanMateo, Taguig and Valenzuelawere completely submerged.

    Rizal and Marikina wereparticularly affected, with the sides ofbuildings left caked by the mud

    which mixed with the flood.

    The rising water level rendered

    roadways around Metro Manila

    impassible. Traffic jammed up main

    thoroughfares like EDSA, the North andSouth Luzon expressways, MacArthur

    Highway, Quezon Avenue, Espaa,

    Araneta Avenue, Aurora Boulevard and

    Taft Avenue.

    Residential areas werealso fraught with flood.

    Numerous reports came in

    of people being forced to climbto their roofs for safety.

    In some areas, houses had to be

    abandoned altogether for fear of the rising water

    level. Numerous fatalities occurred due to

    drowning, landslides and the sudden collapse ofstructures which were weakened by the storm.

    Some people were also swept awayby the current of floodwater that had welled up

    from rivers to the streets.

    According to PAGASA, 455 millimeters of rainfall poured

    down on Luzon, making the floods that arose the worst recordedin the history of the weather bureau. The previous record for asingle day's worth of rainfall in Metro Manila was in 1967, at 331

    millimeters. The amount of rainfall brought by Ondoy also beat the

    monthly average of rainfall for the month of September, which is at

    391 millimeters.
