1. Introduction
1.1 Background
Murray Zircon Pty Ltd (Murray Zircon) is proposing to initiate operations of the Mindarie Mineral Sands Project by re-commencing mining of the Mindarie C strandline and completing the rehabilitation activities that have been ongoing on the Mindarie A2 strandline. The Mindarie Mineral Sands Project is located approximately 150 km east of Adelaide in the Mallee region of South Australia.
1.2 Current mining proposal and rehabilitation
Murray Zircon proposes to commence mining operations on the remainder of the Mindarie C strandline in the first half of 2012 with mining activities starting northwest of the Loxton – Murray Bridge Road (Mindarie C West) moving towards the east. Once the western side of the strandline has been mined, the operations will move to the eastern side of the Loxton – Murray Bridge Road (Mindarie C East and Far East).
The heavy mineral sand will be extracted by developing an open pit strip mine to produce 120,000 tonnes per annum of heavy mineral concentrate (HMC). The heavy mineral sand will be mixed with water to form slurry with the slurry unit located in the mine pit or adjacent to the mine pit. The slurry will then be pumped to the Primary Concentrator Plant (PCP) where it is processed to form HMC and subsequently transported by truck to Port Adelaide for export (refer to Figure 1.1). MZ is assessing the potential of transporting the HMC by rail to Port Adelaide.
1.3 Objectives
The objective of this community consultation strategy is to provide a framework for the establishment of positive working relationships with both the local community and directly impacted landowners.
It aims to identify potential community and landowners issues and concerns early, outline a process of gathering feedback from the community and to address their concerns. The key objectives of this Plan are to:
provide regular and consistent information to stakeholders through the construction, operations and exploration phases of MZ activities provide opportunities for stakeholders to obtain information and have in place mechanisms for comment to be made
establish mechanisms for the two-way flow of information through project construction and operations
identify and manage issues proactively before they escalate build trust with stakeholders and become part of the community through open and
transparent communications demonstrate to shareholders and stakeholders, MZ’s commitment to environmental and
social sustainability of their operations identify opportunities to highlight the benefits economically, socially and environmentally
of the project.

3. Tools and activities A range of communications materials and tools will be required to achieve the objectives outlined in this strategy. In order to support MZ with ongoing engagement with the community, the tools and activities have been broken down to focus on different stakeholder groups and phases, namely:
directly affected landowners wider community ongoing communications community programs and initiatives.
The primary goals for these tools and activities, in line with DMITRE requirements, are to:
identify community attitudes and expectations provide various mechanisms for dissemination of information gather feedback from the community in relation to construction and ongoing operations,
and analyse community feedback and concerns to inform the ongoing consultation with the
community.

4. Issues management
4.1 Stakeholder contact and complaints management
Stakeholders and community members interested in the project will be encouraged to contact the project team to ask questions and discuss their issues and concerns. Information discussed during one to one meetings with directly affected landowners, adjacent land owners, and the broader community will be recorded, and saved as electronic meeting notes.
See Figure 4.1 below for the key steps in process for managing stakeholder contact and complaints.

Landowner discussions should also be recorded using a form, and documented in the contact database. Copies of these notes should be provided to the landowners following the meeting for the own record, to demonstrate commitment to the discussions held, and transparency of process.

5. Roles and responsibilities The following table outlines some of the key roles as a part of the mining operations, and describes their role in the communication process.
