that all stakeholders will be involved in the activity.

According to Fortuns spokesman Eldie David, the affair is aimed at in-creasing awareness on the importance of the citys watersheds to the peoples lives and well-being.

The Code, authored by Fortun, is a compre-

hensive local legislation designed at protecting, preserving, managing and rehabilitating all identified watersheds in the city. The Taguibo Watershed, which supplies potable to this city, is the only formally declared protected area to date.

    Under the local law,

there are at least 14 sub-watersheds in the locality. These sub-watersheds are possible sources of potable water in the fu-ture. By protecting and properly managing them, the city will have enough sources of potable water for the citys increasing population, besides, en-

    suring ecological balance, Fortun said.

Activities lined up for the Code launching in-clude the declaration of a Watershed Consciousness Week, city-wide arts and literary contests and the 5th Caraga Parliamentary Debate Championship-Law Fortun Cup.

CAGAYAN de Oro CityAfter a week of camping out at the City Hall grounds, the thousands of Mayor Vi-cente Y. Emanos supporters celebrated a victory party.

The party commenced on Friday evening at the end of the working week when no suspension order was served against the mayor.

Joining the people were government officials of the Padayon Pilipino party in-cluding Misamis Oriental 2nd District Rep. Yevgeny Bambi Emano, Cagayan de Oro City 1st Rep. Caesar Ian Acenas and city councilors led by Nadya Emano-Elipe, Ramon Tabor, Prexy Elipe, Annie Daba, Ian Mark Nacaya, Pepe Abbu, Adrian Barba, Alden Bacal and Juan Sia.

Sources within the group said the suspension order from Malacanang was not served following the inter-vention of Vice President Jejomar Binay as the reason for the suspension was not heavy enough.

This, they said, despite the urging from political opponents of the mayor to have the order reach Cagayan de Oro.

Atty. Francis Khu, the lawyer of Mayor Vicente Emano, said the people who

flocked to City Hall have voiced out their verdict.

The verdict of the peo-ples power is Not Guilty, he said in a speech before the crowd who had kept vigil at the City Hall compound.

Padayon Pilipino offi-cials gave a speech as part of the victory party, thank-ing the supporters for their show of solidarity.

Lawyer Leon Gan, the city administrator, joined the chorus as he stressed their triumph in holding off the serving of the suspen-sion order.

But we will remain vigi-lant because Mayor Emanos opponents are still looking for another opportunity, he said.

COMMISSIONS on Elec-tions Chairman Sixto Bril-lantes Jr. reminded the public to be aware of their rights and be wary of illegal searches as the gun ban officially starts on Sunday,

Start of the gun ban does not suspend your con-stitutional rights against illegal searches and seizure. Know and assert your rights at all times, Brillantes said.

Comelec officials, to-gether with police authori-ties, have started to put up check points in various areas in the country Sunday.

The firefight still con-tinues, as of press time, while the 27IB deployed additional forces to pursue the lawless elements. (BNB/arjaysfelicilda)

TACURONG City - Twenty-eight years old Philip Parcon of Barangay Tina, this city, successfully defended his Mind-anao Professional Boxing Federation (MINPROBA) Junior Bantamweight title against challenger Joash Aparicio of Tagum City in the main event of Hinugyaw Festival Boxing Championship on January 6, 2013 in Koronadal City.

Former RP champion defends Mindanao title

Parcon won the exciting 10-round fight via unani-mous decision before hun-dreds of boxing fans who trooped to the open grounds of Gaisano Grand, Sunday night.

A day after retaining his title, Parcon and his promoter, Vic Adriano of Davao City, paid a courtesy call to Tacurong City Mayor Lina Montilla to present the belt.

The mayor congratulated Parcon in his latest feat and

said that he is another hid-den gem of Tacurong even as she was surprised that there was a Tacurongnon boxer, who had been making a name in the national scene.

It was the first time that Parcon paid a visit to the city hall.

Parcon turned pro in 2002 and in a span of 10 years, he had fought for national and international titles. In 2005, he was able to capture the vacant Phil-ippine Boxing Federation

(PBF) minimumweight title by defeating Dennis Juntillano.

In 2006, Parcon ventured to the higher flyweight di-vision and defeated Lito Sisnorio to get the PBF flyweight title.

Parcon also fought for World Boxing Council (WBC) minimumweight title in 2004 in Thailand against the hometown boxer Oleydong Sithsamerchai, but lost via unanimous decision.

    The boxer from Tacurong

had been out of the boxing ring for two years (2010 and 2011), but he is currently fighting his way to capturing

back the Philippine title and eventually get another crack at an international crown.

    Since 2007, he entered

the boxing ring only seven times but had won six of those matches. (Allan Freno/arjaysfelicilda)

    THINK a minute.There was a young

married couple who really struggled to make enough money just to live on.

One day the husband took all their money and bought a small service sta-tion. His wife Jane did not think this was a smart, good investment.

She knew her husband did not have the experi-ence, knowledge or time to manage the service station.

Well, she was right. Their station soon went out of business and she and her husband lost everything they owned!

The husband came home that evening very discour-aged, expecting his wife to be angry and remind him that she had told him not to do it.

    But he was so surprised

    A great woman

    The language of the texters

when she sat down with him and said, Ive been doing some figuring. You dont smoke or drink alcohol, but if you had, we would have lost just as much money as we did with the service station. Dont worry, lets just forget it.

This is a true story. That wife could easily have hurt, even destroyed, her hus-bands self-confidence that evening.

He was already feeling like a failure. But instead

she let him know she still believed in him.

Friend, our husband needs to know that we respect and support him, especially when he fails or faces opposition.

He needs to know that were on his side no mat-ter what happens or the mistakes he makes.

We need to make our home a safe place so that our husband always knows he wont be criticized and put down when he comes

    home.If we could guard and

control our words and atti-tudes, just think how peace-ful and happy our home and marriage would be.

But its not easy to learn self-control and always ac-cept and respect your hus-band, even though he has faults and weaknesses. Thats why its only with Jesus Christs kind of love that we can do it.

If youll ask Jesus to for-give you for not being the wife you should, He will help you to start changing and learning to love the way He does.

Only Jesus can help you always give your husband the respect and confidence he needs from you to be-come the real man you need and want him to be.

LP plans to dump Moreno?INTERIOR Sec. Mar Roxas discreetly came in Cagayan De Oro City last week. There were unconfirmed reports that Roxas was supposed to person-ally bring the preventive suspension order against City Mayor Vicente Dongkoy Emano. There were even reports that Roxas came to confer with Oscar Moreno of Misamis Oriental on how to serve the suspension order.

Actually, Roxas did not sign the suspension order when he found out that Dongkoys supporters were massing on the streets in front of the city halls admin-istration building most of them blocking the main door of the building.

Seventy-six (not 70) barangay captains and their fol-lowers voluntarily marched to city hall when talks about Dongkoys suspension orders circulated on Monday morning. Instead, there were rumors that Roxas rep-rimanded Moreno for forcing the issue of suspension orders against Dongkoy. Well, Moreno would certainly deny this.

Undeniably, Moreno and his groups are moving heaven and hell to get suspension orders against Dongkoy. Moreno was pulling the legs of people in Malacanang to get the suspension orders. Being the head of the Liberal

Party in Cagayan De Oro, Moreno thinks he could turn the table against political adversaries. Perhaps, Roxas was angry knowing that the dereliction of duty charges against Dongkoy filed by Moreno and his group were hogwash. How could you charge a person for the death and destruction of the lives and limbs of people brought by a natural calamity? Roxas must have asked Moreno.

Definitely, the nonsensical charges peeved Roxas. The interior secretary also expressed frustration knowing that the Liberal Party in Cagayan De Oro is not getting much needed support. Roxas is blaming Moreno and his group for this failure.

Looking ahead, Roxas has reason to be worried. He plans to run for the presidency in 2016. Yet, with the dismal showing of LP in Cagayan De Oro City, he is probably thinking of abandoning Moreno and his group. Well, Roxas knows that he would have more reasons to dump Moreno than taking him as one of LP leaders.

With the show of force of Dongkoys followers that snowballed from Monday to Friday last week, Roxas needs no more justification of the Liberal Partys strength in Cagayan De Oro. Perhaps, it is time for Roxas and the Liberal Party to be considerate to Dongkoy, head of the Padayon Pilipino, a regional political party duly accredited with the Commissions on Elections. Obviously, Roxas could get more from Dongkoys Padayon Pilipino in the near future. React [email protected]

    The Striker

    Ben Emata Jr.

A GOOD number of people in the Philippines have cell phones. Mostly from the level of the professionals down to the executives and workers in the government as well as in the private sec-tors carry a phone.

The matter is even com-mon in schools specially among college and high school students.

The gadget has become practically a part of their daily lives outside and inside the homes.

They use the phone to speak to relatives, friends and others for any purpose.

Even to call a taxi, they always resort to phone calls because it looks faster and more convenient.

The new additional use of the phone is sending messages by text. A lot of people find it less expensive and faster to send text mes-sages than speaking directly to the other party.

    Touching alphabets on

the phone to convey a mes-sage is also interesting and full of thrills.

One is able to memorize the placements of the let-ters and able to click it even when riding on a jeepney or when darkness prevail the atmosphere.

The texters have de-veloped enough skills to send messages rapidly with accuracy. And usually the recipients get the message almost instantly. Terrific indeed.

Because of this set up, people have learned or de-signed a language for use in texting. They invented words that can be under-

stood by everyone who re-ceived such message.

The words are abbrevi-ated so well in such a way that it is less expensive since the number of words deter-mine the amount spent. The faster you send text messages the better.

Phone cards are utilized and they easily get exhaust-ed when used. Certainly, people who can send text messages faster save more time and prolong the life of the card.

Some of the words of the texters are: gudpm for good afternoon; gudam for good morning; musta for kumusta or how are you; if a word is

repeated, they use 2X; rgds for regards; adrs for address; mnl for Manila; arvg for ar-riving; mny for money; intl for international; drng for driving; rnng for runnin; spkng for speaking; flt for flight; arvng for arriving; lvng for leavin; sori for sorry; wrkg for working; appt for appointment; ntl for national; and so many more. Practically, all key words have equivalent words that are all clear to the texters.

And to think that these shortened words are un-derstood to them so easy is really amazing.

For people in North America and Europe, it is difficult to understand them because texting is not practiced in these places.

The phone to them is for talking or singing. They do not text because driving while texting is inviting un-timely death in the highway.

LIFES INSPIRATIONS: Have confidence in your leaders and submit to their authority, because they keep watch over you as those who must give an account. Do this so that their work will be a joy, not a burden, for that would be of no benefit to you (Hebrews 13:17, the Holy Bible).

    -ooo-NOBODY BENEFITS

FROM WARRING SENA-TORS: Imagine the benefit the Philippines and Filipinos would get if the current word war between Senate President Juan Ponce Enrile and Sen. Miriam Defensor Santiago centered on topics like generation of more jobs even for those who have no college degrees, or coming up with remedies against the death and destruction that rains, floods and winds usually bring.

I mean, nobody is really benefiting from their cur-rent trading of barbs---as to who got more wealth and favors serving former President Marcos and his relatives, or who enriched themselves while in office, or whether Enrile funded military uprisings or whether Santiago should really sue him or not. Who cares about these things?

What Enrile and Santiago should do now is stop their war. They are the most

    Nobody benefits from warring senators

senior members of the Phil-ippine Senate at this point in its history, and it is a waste of their talents, intellect, and, of course, their time, to be indulging in person-al fantasies and concerns. They owe it to the Filipino people to be fighting about what would be good for the country and the people, not about what would be good for them alone.

    -ooo-WASTED FOOD AND

HUNGRY YEARS: There was an item a few days ago that much food is wasted worldwide in the form of unfinished left-overs by those who get too much on their plates but could not eat all of them later, or by those who have stored so much food that they could no longer consume all of it so that those food items are left to simply rot.

I thought this was unfair, as many in the world have nothing to eat at all. And this led me reminiscing, and remembering that when I was a young boy grow-

ing up with my three other brothers---our kid sister wasnt born at that time yet---in the rural town of Ramos, Tarlac (President Aquinos province), my mother used to divide the food she had prepared among all of us, including her and our father, before we begin eating it.

Of course, this was to assure that everyone got a share of what was brought on the table no matter how small, because, during those hungry years, food was many times not enough and had to be rationed right before eating time. It was quite difficult, but, it was fun and, certainly, it made us realize that what our parents had been telling us every meal time---study hard, try to finish our education, be-cause it was the only tangible inheritance they could ever give us---was really true.

    -ooo-REVOLUTION IS THE

ANSWER? THE BIBLE SAYS NO: Green-colored graffiti written on some building walls at the Smart-Araneta

Center in Cubao, Quezon City are proclaiming, in big and bold letters yet, that Makatarungan ang Maghimagsik (It is just to rebel) and Rebolusyon ang Sagot sa Kahirapan (Revolution is the answer to poverty).

It is a mystery who wrote those pronouncements---and equally mysterious is the apparent inaction of the Centers management to erase the graffiti right away---but I am certain that whoever wrote them were unaware and oblivious---or downright disbelievers---of what God, through the Bible, is saying about rebellion and uprisings against duly-constituted authorities.

In Romans 13:1-2, there is a prohibition against people rebelling against the men and women who have been installed as rulers, officials, and administrators. What is greatly significant in this prohibition is the curse that is said to befall people who are rebellious, in that, ac-cording to the aforesaid verse of the Bible, judgment and punishment will come not only to the rebels but to the entire nation where the rebels belong.

So when Filipinos go balikbayan to the Philip-pines, they hesitate to use a cell phone because of the language barrier. They can-not understand the language of abbreviations. It takes time for someone to teach them before they actually try to make calls to their close relatives.

Notwithstanding the number of days that they go training on sending and understanding text mes-sages, still the balikbayans are having hard time know-ing the strange language of their compatriots. Many of them do not ever atempt to use a phone to avoid getting embarrassed. (ben-emata.com)

CVP was launched of-ficially in December and has among its primary sig-natories Couples for Christ, Knights of Columbus, and Catholic Womens League all are long-time Catholic Church-based institutions with officers and members nationwide.

    CVPs lay characterCatholic Vote Philippines

may initially be regarded as a Church thing due to the groups name, though its member-organizations are composed of lay men and women. Boncan, however, is not surprised by the initial association with the clergy.

Many people, associate the word Catholic with the hierarchy of the Church and rightly so, because they are the ordained pastors of the Catholic Church. These pastors, the Bishops and the priests under them, are the teachers of the Church who, as we have seen, also lead the fight for life, he pointed out.

The word Catholic, on the other hand, can also apply to lay organiza-tions working within the Church, Boncan said, and it is in this context that CVP came about a lay initiative within the Catholic Church.

We need the support of the hierarchy simply because a movement within the Church cannot function faithfully as truly Catholic if the pastors do not agree with the mission and goal of that movement. The distinction between lay- initiated and hierarchy-initiated can be seen in who comprises the convenors of the movement they are all lay.

    The need for Catholics

Korona Festival, a com-bination street dancing, mardi gras, and parade of crowns, takes on the perspective of sprawl-ing Koronadal City at the landlocked valley surrounded by the Que-zon and Roxas mountain ranges, giving it the im-pression of a crown jewel.

Mrs. Villar then trav-elled to Buluan, Prov-ince of Maguindanao to visit & attend the Re-gional Forum of FREE-DOM AGREEMENT on BANGSAMORO (FAB).

Among Villars con-tributions to Mindanao is the recently launched Coconet Weaving Factory in Sta. Elena, Iligan City where the Villar Founda-tion donated a decorticat-ing machine for use in the livelihood program for Sendong victims.

Also in Iligan City, Villar donated P1M for the Sendong Memorial Park in Hinaplanon and a sculpture of a 9-year-old girl survivor on a log de-signed by National Artist Julie Lluch.

The sculpture serves a memorial marker for the Sendong victims.

The first Sendong Me-morial marker was also inaugurated last year in Golden Haven Memorial Park in Cagayan de Oro City.

on January 13, police re-leased the guidelines on the conduct of checkpoints to ensure that the rights of civilians and motorists are not violated, according to Chief Superintendent Em-manuel Barcena, head of the Directorate for Integrated Police Operations (DIPO).

Matagal na nating pinaghandaan ang pagpa-patupad ng checkpoints in close coordination with the Commission on Elections and the purpose of this is to ensure peace elections in the country, Barcena told the Mindanao Examiner.

In the guidelines, all police checkpoints must be well-lighted, properly identified and manned by uniformed personnel.

It said upon approach, motorists should slow down, dim headlights and turn on cabin lights and never step out of the vehicle and also advices motorists to lock all doors of vehicles during inspection since only visual search is allowed.

Never submit to physi-cal and body search; Motor-ists are not required to open glove compartment, trunk or bags; Be courteous but firm in answering, assert your rights, have presence of mind and do not panic; Keep your drivers license and car registration handy; Be ready to use your mobile phones at any time; speed dial emergency numbers and report violations im-mediately, according to the checkpoint guidelines.

    EntrapmentAs the Philippine Na-

tional Police (PNP) takes more aggressive steps against loose firearms, four alleged gun traders were arrested in an entrapment operation on January 12 in Barangay Taft in Surigao City.

Arrested in a joint op-eration conducted by the Surigao del Norte Criminal Investigation and Detection Team, Regional Intelligence Division, Surigao City Police Station and the Regional In-telligence Unit were Allan B. Avelino, 45, of Danao City; Archie B. Avelino, 45, of Ba-rangay Capalayan, Surigao City; Ariel B. Avelino, 21, of Placer, Surigao del Norte; and Richard A. Zambrano, 21, of Claver, Surigao del Norte.

The arrest was effected while the four were selling firearms to a cop posing as buyer.

Seized from them were an AR 15/KG Cal. 9mm automatic rifle with three magazines; a Beretta Cal. 9mm pistol with one maga-zine; two Remington caliber

.45 pistols with two maga-zines; two Smith and Wesson calibre 38 revolvers; a black Magnum cal. 22 revolver; a calibre 5.56 ammunition; a shotgun ammunition; and a calibre 22 ammunition.

The PNP is intensifying its operation to account for loose firearms in the region that could be used by bad elements in sowing violence in the upcoming midterm polls.

The PNP is consistently taking away instruments of violence, like immobilizing activities of armed groups and criminal elements, said Police Chief Supt. Getulio P. Napeas, Police Regional Office (PRO-13) direc-tor. (DCM/PSupt Martin Mercado Gamba, Regional Public Information Office, PRO-13/asf)

to vote as Catholics was expressed late last year by Palawan Representative Dennis Socrates, who ex-pressed his hope in people eventually fighting for the protection life, marriage and family when it comes to legislation, which will start from electing the right people into office.

I think there has to be a Catholic vote, although of course the Catholic Church does not have commands. People are free. Its a religion of freedom and love, because love is not possible without freedom. It has to be free, its never compelled, Socrates said in an interview.

The lawmaker pointed out that it is essential for Filipinos to know political candidates whose values, whose advocacies are con-trary to our faith, to our culture and that we should not allow our government to be dominated by that kind of philosophy, that kind of culture.

If theyre going to use their position to compel everybody to contracept, cheapen the marital act, devalue the family, devalue life, then we should not vote for them, he continued, adding that this is where a campaign such as Catho-lic Vote Philippines may come in.

Among the organi-zations that are part of Catholic Vote Philippines are Knights of Columbus, Sangguniang Laiko ng Pili-pinas, Dominican Network, Institute of preaching Lay Missionaries, Federation of National Youth Organiza-tions, Youth Pinoy, National Youth Ministry, St Thomas More Association, Catholic Womens League, Couples For Christ, Educhild Phil-ippines, Families Against RH Bill, Filipinos for Life, Doctors for Life, Alliance for the Family Inc., Pro-Life Philippines, Jericho Com-munity, and Defensores Fidei Foundation.

Boncan explained that it is Catholic formation that will empower Filipinos to arrive at sound choices during elections.

The basic premise here is that Catholic moral and ethical teachings are appli-cable in the secular sphere where politics is at work. Once we integrate Catholic formation and teaching with our lives in the secular world, then we will start seeing changes in the way politicians are elected and, in turn, the way government is run. Philippine Army under his able leadership you will not hear or see him releasing information or holding news conferences to trumpet all these in the media.

He just let the higher headquarters do the talking while he works silently and effectively on the ground, said one army colonel, who asked not to be named for fear that his statement would be taken against him person-ally by others who are aspir-ing to be the next Armed Forces chief.

He said other senior military officers share his views. But he was quick to say that the decision on who would replace Dellosa is with President Benigno Aquino. He said Defense chief Voltaire Gazmin can influence Aquinos choice; however, the recommen-dation of other generals is also a deciding factor. (Mindanao Examiner)

Another kidnapping incident has happened just this evening with a mem-ber of the Fabella family taken, very Tragic indeed. My prayers and solidarity

What is happening to our dear Zamboanga City? The intelligence funds and billions of government funds deposited in banks is a great shame if our people are not safe, being victims of kidnappings, killings and other unsolved crimes. What a shame, God bless and protect us all from harm, he added. (Mindanao Ex-aminer)

PNP bares election hot spots in MnaoCAMP ALAGAR, Cagayan de Oro City-- Two prov-inces in North Mindanao were tagged as possible hot spots for the May 13 elections, a senior police officer here said.

Sr. Supt. Lyndel Des-quitado, deputy regional director for administration here, said that the Philippine National Police (PNP)head-quarters in Manila identified Misamis Occidental and Lanao Del Norte as priority provinces for the duration of the election period, which started January 13 and will end on June 12 this year.
