CAGAYAN de Oro City––Today may be the age of high tech devices, but the spirit of traditional bayanihan (unity) is still very much alive among the residents of Misamis.

One proof of that is the coming together of the banking sector, coopera-tives, local government unit, and partner institutions to provide an environment conducive for entrepreneur-

Bayanihan remains alive among residents of Misamisship and promote economic growth in the province of Misamis Oriental.

These sectors recently formalized their coopera-tion and partnership by creating the Northern Min-danao Credit Surety Fund (CSF), a program that aims to respond to the needs of small entrepreneurs to have access to credit without collateral.

A credit enhancement scheme, the CSF program is intended to increase the

credit worthiness of micro, small, and medium enter-prises that are experiencing difficulty in obtaining loans from banks due to lack of acceptable collaterals or lack of credit track records.

The surety fund which will take the place of col-

lateral is created by pooling the cash contributions of participating cooperatives, provincial government of Misamis Oriental, and partner institutions such as the Land Bank of the Philippines, Development of the Philippines, and the

Industrial Guarantee and Loan Fund.

During the launching of the Northern Mindanao CSF, Bangko Sentral ng Pili-pinas (BSP), Deputy Gov-ernor Diwa C. Guinigundo commended the provincial government of Misamis

Oriental and participating cooperatives for believing in the CSF program.

He said the Fund is a social covenant founded on the firm resolved to put a closure to economic powerlessness.

“Our people are virtually kept out of the opportuni-ties to progress because they cannot even borrow for the simple reason that they have nothing else to offer as good collateral,” he said.

He further said that by supporting the CSF program, the provincial government and partner institutions becomes driv-ers of economic growth in the country.

TAGUM City, Davao del Norte––The City of Tagum in Davao del Norte in its bid to support its Muslim sector has started explor-ing bilateral ties with the Embassy of Malaysia, Alma Uy, chair of the city’s tour-ism council said.

The Tagum Tourism Council and the Tagum City Muslim Chamber of Commerce, the different barangay captains and the department heads of the local government met with Malaysia’s Consul General Abdullah Zawawi Tahir in December.

During the meeting Uy presented their programs that would also benefit the Muslim community covering business expan-

sion development through trainings and seminars, the livelihood economic proj-ects, proposed creation of halal slaughter house, the halal food center, butcher trade center, Arabic Schools for high school and college.

It also includes trade mission and cultural ex-change with Muslim coun-tries in Asia like Malaysia, Indonesia, Brunei Darus-salam and Middle East Arab countries.

Uy said they want to enhance among others the awareness of Tagum Mus-lim community by helping them improve their way of living.

Tahir said the Embassy of Malaysia, for its part, offered its scholarship pro-gram intended for Muslim and non-Muslim Filipinos to study at the Islamic In-ternational University.

The Malaysian official said Malaysia and the Phil-ippines bank on its close

ties being neighboring countries.

During the same meet-ing, Uy saw the opportu-nity of building a halal slaughterhouse that will be run and managed by the Muslim group as suggested by Consul Tahir.

Uy said with the plan of expanding Tagum City slaughter house this year there will be great demand for skilled workers which the Muslim sector could benefit from in terms of job opportunities.

On the other hand, the Malaysian consul also sug-gested to the Tagum leaders to explore the possibility of producing palm oil and making it the city’s top export product.

He said the palm oil production which is widely produced in major cities in Malaysia could be Tagum’s other export product in ad-dition to its existing banana export commodity.

THINK a minute.In a war rule number

one is you must know who you’re fighting.

Otherwise, you’ll waste a lot of time and energy fighting the wrong enemy.

Our life’s daily struggles are like a battle. But many times the enemy we’re fight-ing is right inside our own mind!

Nothing can defeat and damage your life more than your own wrong thinking about yourself.

If you believe that you’re not smart or don’t have any special abilities, then you’ll never succeed in life because that’s just how you’ll live.

We become whatever we think we are—even if it’s not true to begin with.

That’s why the Bible says: “As a man thinks about

Know your enemy

himself, so is that man.”Your low self-confidence

will limit and paralyze you. You may actually have

many abilities, but if you don’t believe you have them, then you’ll never use them and benefit from them.

In zoos, a baby elephant is tied with a strong, thick chain to a big post.

At first, the elephant pulls and tries to get free from the chain.

But finally it gives up

and stops trying. After that, only a small,

thin rope is needed to tie that big, powerful elephant down and stop it from mov-ing far.

The rest of its life, that elephant believes the lie and illusion that it’s too weak to break that little rope. You see, we all can become a bit like that elephant.

If I let myself think and believe that I cannot go any further in life, even though

it’s not true, then I won’t. That’s the power my own mind and wrong thinking about myself can have over my life.

Friend, if you realize that you’ve been holding yourself back from living the successful life God created you for—because of your own wrong thinking about yourself, your own fears and lack of self-confidence, you can change your mind about yourself today.

Just ask Jesus Christ to take full charge of your thinking and way of living. Jesus is the One Who can show you the abilities and potential He’s given you.

He’ll give you the power to actually start changing and living your life to the fullest.

Just Think a Minute.

LIFE’S INSPIRATIONS: “… And God spoke all these words… `You shall not murder’…” (Exodus 20:13, the Holy Bible).

-ooo-“INSUBORDINATION

OF THE HIGHEST OR-DER”? Let me get this straight: the January 06, 2013 operation that killed 13 men in Atimonan, Que-zon Province was actually submitted to Malacanang, through the Presidential Anti-Organized Crime Commission (PAOCC) since October 2012 yet, but was not approved by PAOCC officials before it was carried out?

So, how come Supt. Han-sel Marantan, the head of the police team that killed the 13, and his group pro-ceeded to carry out the operation---codenamed “Coplan Armado”---just the same? Was that not insub-ordination of the highest order? Or, was it the classic case of “ok, you can do it,

Insubordination of the highest order?

but if you get caught later, I will have nothing to do with it, or, you are on your own if something goes wrong?”

Whatever happened here, this is totally frighten-ing. Imagine, police officers can kill---several people, including policemen and military men at that---ac-cording to an “operation plan” that had not been previously approved or at the very least discussed? What, really, is happening to our country, general?

-ooo-RE-POSSESSING THE

RUNWAY OF PAGADIAN AIRPORT: Lawyer Ganie Abubacar, the counsel of Sominal Taug---or the

representative of the heirs who have been declared as the rightful owners of the runway of the Pagadian City Airport---sent me a copy of a letter signed by Sominal, notifying the air-port management and other government officials of her intention to “repossess” the runway. Here are parts of the letter: “December 8, 2012, Muricay, Pagadian City. Mr. Jose Bodiongan, Airport Area Manager, Pagadian Airport Pagadian City.”

“Dear Manager: In an order dated November 19, 2012 issued by the Regional Trial Court of Pagadian City, Branch 18, in Civil Case No. 4382-2K2, a copy of which

was already furnished to the defendants, the (court) decreed:

“ `Wherefore, the fore-going premises considered the DOTC through the De-partment Secretary Joseph Emilio A. WE often become discour-aged in life’s cares. But the word of God teaches us to “Cast your cares on the LORD and he will sus-tain you; he will never let the righteous fall” (Psalm 55:22), and “Cast all your anxiety on him because he cares for you” (1 Peter 5:7).

The truth is that God will sustain us, He will never let us fall, and He cares for us. Taken one at a time, we see first that God declares both His ability and His willingness to be our strength and support—mentally, emotionally and spiritually. He is able to take everything that threatens to overwhelm us and use it for our benefit. He has promised to “work all things together for the good of those who love him, who have been called according to his purpose.” Even at

Casting cares and anxieties to God

times when we doubt Him, He is still working for our good and His glory. And He has also promised that He will allow no trial to be so great we cannot bear it and that He will provide a means of escape. By this, He means that He will not let us fall.

God cares for us. Our God is not cold. He is our loving heavenly Father whose heart is tender to-ward His children. Jesus reminds us that just as an earthly father would not

deny his children bread, so God has promised to give us “good gifts” when we ask Him.

The Lord reveals to us through His Word, the Bi-ble, that we can be of good “cheer,” that we can rejoice in our problems because God will use them to our benefit.

God is bigger than all our worries and problems put together, and we must realize that if we are to have any victory in our lives. We must not let Satan deceive

us into thinking that all our problems are our fault, all our worries will come true, all our anger condemns us, or that all our guilt is from God. If we do sin and confess, God forgives and cleanses. We need not feel ashamed, but rather take God at His Word that He does forgive and cleanse.

In reality, feelings come from thoughts, so, even though we can’t change how we feel, we can change how we think. And this is what God wants us to do. Christians are told, “Let this mind be in you, which was also in Christ Jesus.

So, each day, taking one step at a time, we should pray for God’s Word to guide us, read or listen to God’s Word, and meditate on God’s Word when the problems, worries, and anxieties of life come along.

DENR opens search for eco-friendly schoolsSuch entries may be

handed to the nearest divi-sion office of the Department of Education for elementary and high school levels, and EMB regional offices for collegiate level.

According to DENR Secretary Ramon J. P. Paje, the eco-friendly schools program launched last 2009 and 2011 has generated posi-tive responses from schools, paving the way for the next wave of the completion in 2013.

The nationwide contest, dubbed as 2013 National Search for Sustainable and Eco-Friendly Schools, is a direct response to Republic Act No. 9512 (Environmental Awareness and Education of 2008.

The contest was also organized to highlight the achievements of schools in various environmental programs.

Open to all elementary, high school and tertiary school levels, both public and private, the activity aims to encourage schools and academic instuitions to be-come more actively involved in environmental issues at a practical and local level.

It also aims to develop skills and understanding among students, faculty and school administrators to initiate active responses and increase community

awareness and involvement on environmental concerns.

The national search is a joint activity of the DENR, through the Environmental Management Bureau (EMB); the Department of Education (DepEd); Commission on Higher Education (CHED); and Smart Communications.

Smart Communications joins the activity as part of its own environment advocacy for schools.

"We are happy to part-ner again with the DENR and other agencies for this nationwide search. This ac-tivity will encourage schools to promote environmental consciousness among the youth," said Ramon Isberto, Smart Public Affairs Head.

MAMBAJAO, CAMIGUIN, –A multi-million waste dis-posal facility was launched here on Monday in time for its 45th founding an-niversary.

Dubbed the Camiguin Solid Waste Sanitary Land-fill Management and Re-search Development Project (CS2MRDP), the facility was established to ensure a sustainable garbage manage-ment system in the island, as well as, facilitate research de-velopment studies on waste utilization technologies.

The 5-hectare sanitary landfill houses waste pro-cessing facility, laboratory, materials recovery facility, municipal/residual waste disposal cell, and hospital and hazardous waste cell. The landfill costs about P25.30 million.

CS2MRDP is partly funded by the Department of Interior and Local Gov-ernment (DILG) through its winnings in the Performance Challenge Fund (PCF). The PCF award made the prov-

The Province has yet to receive the cash award for the SGH 2012.

In his message during the opening ceremony, Camiguin Governor Jurdin Jesus M. Romualdo assured his constituents that no gar-bage from the facility will

pollute the beaches. “The landfill we devel-

oped in barangay Benhaan of Mambajao town is the only part of the province found to prevent possible water spill,” the governor added.

The facility will serve the entire island-province and will be soon expanding with an additional 10-hectare service area.

This collective effort, ac-cording to the governor, is real manifestation of their move towards equitable and sustainable development in good governance. (JCV/PIA 10)

Butuan slates launch oflocal Watershed Code

(WMC) here presided by Vice-Mayor Lawrence Le-muel Fotun which set the launching date to ensure that all stakeholders will be involved in the activity. According to Fortun’s spokesman Eldie David, the affair is aimed at in-creasing awareness on the importance of the city’s watersheds to the people’s

lives and well-being. The Code, authored by Fortun, is a compre-hensive local legislation designed at protecting, preserving, managing and rehabilitating all identified watersheds in the city. The Taguibo Watershed, which supplies potable to this city, is the only formally declared protected area

to date. Under the local law, there are at least 14 sub-watersheds in the locality. “These sub-watersheds are possible sources of potable water in the fu-ture. By protecting and properly managing them, the city will have enough sources of potable water for the city’s increasing

For example, an employee re-ceiving PhP10,000/month can donate a minimum of PhP47.00 to (CHP). CHP, an NGO working on children’s welfare, and the employees of Oceana-Gold (Philippines) Inc. first joined hands in a project called “Mining for National Treasures” in May 2010. Their paths crossed in Didipio, a village which hosts a Gold-Copper min-ing project of OGPI. At that time, the elementary school here do not have a children’s drum and lyre corps organized. Dur-ing public ceremonies, children were not able to participate just like their counterparts in other vil-lages. The project aimed to help Didipio children form a drum and lyre group in their school, and so, in November 12, 2010 Children’s hour and OGPI employees sponsored a big event which included a

skills training in perform-ing drum and lyre. Other events like singing contest and a 4x100 meter dash relay was held. The same partnership hosted another event was held in July 28-29, 2012. A trainer was hired to enhance the skills of the Didipio Elementary School drum and lyre corps. Organizers believed these events could be a mechanism to improve the students’ personality, productivity and self-discipline; to train them to be a whole-rounded individuals. The project worked to raise funds to donate a complete drum and lyre set for Didipio elementary school. Employees who signed up an “Authorization to De-duct” form shall be enrolled in the activity. “There is more happiness in giving than in receiving so you can give more than that,” reminds Rhodora Songayab, OGPI’s HR Manager. “Who knows? Our project with Children’s Hour would bring out a wonder kid out of Didipio this time,” added Songayab. # FCHJr

Emano...from page 1

at all costs.Vice Mayor Ian Acenas

said the barangay captains originally showed Monday when talks about ‘suspen-sion order’ against Mayor Emano circulated.

Today, both Christians and Muslim supporters again flocked to city hall in reaction to rumors that a ‘suspension order’ would be forcibly served as the Commissions on Elections (Comelec) set Jan. 13 as deadline for suspending elected officials.

Emano’s supporters and political leaders had bar-ricaded streets and all en-trances leading to city hall’s administration building early in the morning.

Acenas said the village chiefs, 40 of them, who came from the city’s rural barangays, came back to City Hall this morning along with their constituents as a gesture of solidarity for the city mayor.

‘These barangay leaders and supporters voluntarily came to city hall with their own food provisions,’ Ace-nas added.

Acenas said local busi-nessmen had also volun-tarily sent food provisions for people who gathered around the city hall build-ing.

‘Obviously, supporters of the Emano administra-tion are not taking chances. They were anticipating that the administration-backed political opponents would do everything serve the suspension order at all costs to pursue their political agenda,’ Acenas added.

Acenas said that baran-gay leaders, businessmen, and supporters would be staying at city hall until midnight Sunday.

Survivors...from page 1

reporter.Ching said that only local

and national organizations, civic groups and the Cor-

porate Social Responsibility (CSR) arms of the three big television networks, and other volunteer groups have been doing the rounds of distributing aid to the survivors in Baganga.

She also questioned why these so-called disaster re-sponse and humanitarian expert organizations are holding its cluster coordi-nation meetings in 5-star hotels in far-away Davao City, some 6 hours drive away from this coastal vil-lage that bounded the mu-nicipalities of Cateel and Baganga in the province of Davao Oriental.

According to a humani-tarian/disaster response volunteer from the United Kingdom, “UN-OCHA claimed to have been on the ground since Day 1.” This volunteer had a meeting with UN-OCHA National Disaster Response Advisor Agnes Palacio in one of the rooms of the Cateel District Hospital on December 29, 2012. During that meeting, Palacio allegedly said that UN-OCHA’s focus is Cateel because they are based in Cateel.

“Basically, what she told us in the meeting is that Baganga is on its own,” the volunteer said, adding: “I don’t care if they have been on the ground since Day 1 or even before that. What I care about is where is UN-OCHA’s impact on the survivors? Why did the survivors never mention

UN-OCHA? It is because it is basically unknown here because it has not made it presence known or felt.”

“Also, UN-OCHA or even IOM [International Organization for Migra-tion] are calling for cluster coordination meetings in a five-star hotel in Davao City. Why should they hold meetings in that place very far away. There is just no sense to that. They always use ‘security issues’ as an excuse. What do they fear here? There is no security threat here. I am a foreigner here but I am at home here with these Pablo-survivors,” the volunteer said.

As of December 30, 2012, UN-OCHA has not yet operationalized its clus-ter system or cluster coor-dination in the municipal or provincial level. In fact, UN-OCHA was just setting up its temporary offices at the Cateel District Hospital grounds on December 29, 2012.

The UN-OCHA adopted the cluster coordination strategy after the UN Gen-eral Assembly issued Reso-lution 46/182 in December 1991. Fourteen years later, the Humanitarian Reform of 2005 introduced new elements to humanitar-ian responses to improve capacity, predictability, ac-countability, leadership and partnership, with cluster approach as its most visible aspect.

“Clusters are groups of humanitarian organizations (UN and non-UN) work-ing in the main sectors of humanitarian action, e.g. shelter and health. They are created when clear humani-tarian needs exist within a sector, when there are numerous actors within sectors and when national authorities need coordina-tion support. Clusters pro-vide a clear point of contact and are accountable for adequate and appropriate humanitarian assistance. Clusters create partnerships between international hu-manitarian actors, national and local authorities, and civil society,” UN-OCHA said in its website.

It also explained that coordination is vital in emergencies since good coordination “means less gaps and overlaps in hu-manitarian organizations’ work. It strives for a needs-based, rather than capacity-driven, response. It aims to ensure a coherent and complementary approach, identifying ways to work together for better collec-tive results.”

Laurencio Batang, 59, one of the first inhabitants of the first “Tent Community” set up here by the Balay Mindanaw Group of NGOS (BMG) and the Disaster Aid International (DAI), said that even government agencies are absent.

“Where are they? They are badly and immediately needed here,” he told this reporter.

Despite the absence of the so-called disaster re-

sponse and humanitarian expert organizations, the village of Ban-ao is slowly getting back on its feet again with the assistance of the Cagayan de Oro City-based BMG and its partner on the ground, DAI. (Bong D. Fabe)

provincial board, con-firmed that PDEA listed Ursal as number two ‘high value’ drug suspect in the region.

Opena said that the PDEA was detaining Ursal at the PDEA’s detention center in Cagayan De Oro City where agents were get-ting ‘valuable’ information.

Ursal allegedly admitted to be using and selling ‘sha-bu’ (Methamphetamines), an illegal stimulant known as the poor man’s cocaine, he said.

Opena said that the suspect reportedly admit-ted that he sniffed ‘shabu’ before attending the prov-ince’s regular session every Monday.

Based on the suspect’s admissions, PDEA could extract vital information on the sources, suppliers, pushers, and users of the contraband here.

The PNA could not reach Ursal for comment.

Opena said that PDEA has in its list names of ‘high value’ suspects involving known politicians in Misa-mis Oriental, Misamis Oc-cidental, Camiguin, and Lanao Del Norte.

Ursal and two others identified as Glenn Antigua, Kimaya, Misamis Oriental, and Ernesto Fernandez, Crossing Santiago in Gin-goog City were seized dur-ing a ‘buy bust’ in Zone 2, barangay Agusan, Cagayan De Oro City past 8 p.m. Tuesday.

Recovered from the suspects were 14 sachets containing white substance believed to be ‘shabu,’ P 2,000 marked money, ‘shabu’ paraphernalia, and Ursal’s red Toyota Vios car.

communist group.There are mixed reac-

tions on what the Vice Mayor said during a recent press conference here. Observers said that some people agree on what the vice mayor did, when he gave P500,00 thousand to the “NPA” victims of typhoon Pablo. But some disagree and had unsa-vory comments on what the Vice Mayor said.

“The most important thing that the military should realize is that we, in government, should serve as a channel, a win-dow where we can com-municate," Duterte said in a hastily-called press conference on Tuesday afternoon.

Duterte said he chose to be a compromise politi-cal leader for as long as it does not harm the people of Davao City.

“So you do not kill all your enemies. Di natin pwede patayin si Misuari, hindi pwede patayin si Jalandoni, kasi pagpinatay mo yan, wala na tayong kausap," he said.

“Pwede ko pagbabarilin yan but it leaves you with nothing. This is not really a group of men, these are an army," he added.

On the other hand, Lieutenant General Jorge V. Segovia, commander of the Eastern Mindanao Command, refused to com-ment on vice mayor's state-ment that some military members put malice on his position as a link between the government and the communist rebels.

Duter te cleared his name out of the accu-sations that he gave a revolutionary tax to the New People’s Army dur-ing a visit to their camp on December 26.

“I just want to let the people of Davao City know that nothing was really mysterious there. I am pointing out to you the source. Pero bilib talaga ako nito (philanthropist), this is not the first time,” he said.

Duterte admitted turn-ing over P500,000, but said the money was not from government but from a lady philanthropist and was intended for Typhoon Pablo victims. He said part of the amount was also given through the military.

This lady philanthro-pist, the vice mayor said, also gave P1 million check for the cancer patients at the Southern Philippines Medical Center.

He said a military of-f icer could be behind the al legations that he gave money to the New

People's Army rebels last December.

Duterte said this mili-tary officer, although he refused to identify, is now a general and used to be his friend.

Duterte added that this military officer had wanted to shake his hand once but he parried his hand away which, he said, angered the officer and could have forced him to make up stories against him.

Kagay-anons are innate music lovers. In almost every corner of this city, there are

show bands, videoke bars, acoustic bars, etc.

All of these are evidence that we breathe anything that has something to do with music and entertainment.

Most of the time, Kagay-anons celebrate artists from the national or international scene.

Perhaps this is because most people have not realized that this city also has its own local artists that are of the same caliber as national and international artists.

This city is actually a gold

mine of talents that have far too often been underrated.

One of the local artists noteworthy is the trio that calls themselves “EMENO”.

This group is composed of one male (Jeremiah “Miah” Torayno) and two females (Nova Mae Tantoy and Oasia Glenndale Aclo). The group’s name is derived

from a playful mix of the member’s nicknames.

On stage, the trio has a cute and child-like appeal to the audience, but as they begin to voice the first note, one will clearly hear that their skill is beyond their age.

Torayno, Tantoy and Aclo each have their own trophies to bear.

Singing as early as 5 years old; each bagged championships from various singing competitions here in CDO and in the regional level as well.

EMENO Trio has a wide-range of genres in their repertoire. They bring out soulful melodies from the old and new hits to Broadway

classics, pop, dance and rap. The trio is a member of

the DreamBoard Artists Society, which is a non-profit organization of talented artists in the city. The group is under the mentorship of C agayan de Oro’s Premiere Talent Mentor and Voice Coach, Mr. Donie Magallanes Galigao.
