    For many years, people outside ofIfugao have known only aboutBanaue Rice Terraces. In truth, the

    terraces span a wide area consistingof five clusters of terraces, located infour different municipalities ofIfugao.

    The Bangaan Rice Terraces is nestled in amphitheater-like semi-circular terraces with a villageat its base.

    The maintenance of the living rice terraces reflectsa primarily cooperative approach of the whole

    community which is based on detailed knowledgeof the rich diversity of biological resources existingin the Ifugao agro-ecosystem, a finely tuned annualsystem respecting lunar cycles, zoning andplanning, extensive soil conservation, mastery of amost complex pest control regime based on theprocessing of a variety of herbs, accompanied byreligious rituals.

    * Use of traditional ancestral land use management traditions ofthe indigenous Ifugao community

    * Individual terraces are privately owned and protectedthrough ancestral rights, tribal laws and traditional practices

    -A Presidential Commission mandated topreserve the Rice Terraces.

    -At the time of inscription, a 6-year Master

    Plan was established, which was laterexpanded to cover a ten year period. .

    At present, the Rice Terraces is under themanagement of the Provincial Government of Ifugaothrough the Ifugao Cultural Heritage Office (ICHO)

    and the National Commission for Culture and the Arts.

    A Rice Terraces Master Plan covers management,conservation and socio-economic issues.

    The Save the Ifugao Terraces Movement (SITMo)

    - Organization of individuals and peoples organizations (POs) working for theprotection and preservation of the Ifugao rice terraces, UNESCO "WorldHeritage Sites" and the natural Ifugao agro-ecosystem

    - Assisted in community development ranging from research, surveying,project planning, capacity-building, community-organizing, participatoryland-use and development planning, mechanical engineering, laboratoryresearch, crop intensification, environmental advocacy, participatory localgovernance, empowerment of women health workers, educational tourism,

    to the development of micro-enterprises

    - Uses conventional means of advocacy, such as dissemination of informationmaterials, as well as innovative methods like eco-tourism

    - Helped build support for the Terraces from among the Ifugaos as well asfrom other Filipinos and even foreigners

    *Resulted to barangay land-use plans founded onindigenous land-use and zoning systems in two World

    Heritage Terrace clusters.

    *Implemented through a municipal ordinance.

    *The process was an interface of the Indigenous Peoples

    Rights Act of 1997 (IPRA Law) and the Local Government

    Code of 1991.

    Current legal structure:

    * Ifugao Master Plan and the Local Government Code of thePhilippines which provides for local autonomy to localgovernments

    * Forestry Code and the National Integrated Park Systems

    * The Indigenous Peoples Rights Act which mandates the FreePrior Informed Consent of the Indigenous Peoples with regardto development projects in their ancestral lands. The law

    also recognizes and incorporates traditional governancesystems in cultural communities.
