Russia is ranked sixth in the world in terms of GDP PPP and has the largest per capita GDP PPP among the BRICS club. Moreover, Russia’s business environment has become the most attractive among BRICS countries. With a sustainably improving business climate, Russia has jumped from 120thto 40th in the World Bank’s “Doing Business” rankingsince 2011 – attaining a far better position compared to other BRICS countries due to nation-wide initiatives and improved legislation.

Total healthcare spending in Russia was 91B USD in 2016, which included 34B USD on healthcare services. The health services market in Russia has massive growth potential. Expected market growth will be fuelled by a number of factors, including overall GDP growth, growth of out-of-pocket spending on medical services and an increasing demand within the population for better access to high quality healthcare services, as witnessed by Russian medical tourists pursuing treatment abroad.

The Moscow International Medical Cluster offersa unique competitive advantage to participants versus other OOP and VMI players in Russia.

OECD-registered licenses are acknowledged within MIMC territory without any extra licensing required: medical protocols, medicines, medical devices and certificates for medical, educational, R&D specialists. Work with international staff is allowed without quotas for invitations and job permits. These privileges are regulated by the Federal Law “On the International Medical Cluster” No.160-FZ, 2015.

Though the healthcare marketis dominated by government spending at 70%, the OOP spending share is the secondlargest at 16.6%, followed by VMI spending at 5.8%.Furthermore, the OOP segment is expected to demonstrate the fastest annual growth rate (CAGR) at 12.6% in 2016-2019.

As target segments for MIMC, OOP and VMI demonstrate significant investment attractiveness.

There is a 9.74B Rub (165M USD) commitment to invest in MIMC;

57 hectares of territory leased from the Skolkovo Innovation Center for MIMC is provided to cluster members at nominal land rent rates;

IMC Foundation – a dedicated team was established to support investors and medical operators from the application process to full-scale operations as cluster participants.

The Moscow International Medical Cluster is located in the Skolkovo Innovation Center (Skolkolvo IC), a developing high technology business hub in Russia that partners with more than 50 large Russian and international corporations, such as IBM, Cisco, Johnson & Johnson, Schneider Electric, SAP, Boeing, Microsoft, Shimadzu, Sberbank, Lukoil and others.

Due to its prime location in Skolkovo, MIMC can ensure that cluster participants have access to established Skolkovo infrastructure and innovation ecosystems: R&D and clinical research facilities, resident startups, global corporations, Skolkovo Biomedical Cluster and Skoltech. Skoltech is a new generation educational and research university established in 2011 in collaboration with the Massachusetts Institute of Technology (MIT).

Skolkovo IC has total area of 400 hectares with well-developed infrastructure, which allows 31,000 people to live and work comfortably. The total area of MIMC inside Skolkovo IC is 57 hectares.

Skolkovo IC is a 20 to 30-minute drive from Moscow center and has well-established links to Moscow and the Moscow Region via established transport connectivity (express electric train, buses, roads, parking, etc. is all available). Skolkovo IC introduces a new approach to the work-life balance – residents can study, work, live and enjoy spare time within the same territory. A well-developed social infrastructure includes business centers with exhibition areas, sport facilities, golf club, kindergartens, primary and secondary schools, stores, etc.

Potential partners are invited to join the Moscow International Medical Cluster as a healthcare investor, medical operator, educational or R&D partner.

To support investors and other potential partners, the Moscow Government established the International Medical Cluster Foundation:a non-profit organization, which serves as a “one-stop shop” for candidates entering MIMC and provides continuous support to ongoing operations. The IMC Foundation also acts as a link, bringing together operators and investors as needed. To join MIMC, potential participants should submit an application and sign an agreement with the International Medical Cluster Foundation.
