1.0 PURPOSE
This work instruction provides administrative guidance for the Millstone safety analysis reports (SAR)
maintenance and publishing.
2.0 SCOPE
This work instruction provides processing guidance for activities associated with SAR processing and
publishing. This document does not supersede requirements established in applicable Dominion Energy
administrative procedures.
Nuclear Engineering Technical Publishing is responsible for maintaining Adobe FrameMaker SAR
electronic master files, and included graphics in Portable Document Format (PDF) and Tagged Image
File Format (TIFF) files used in the Millstone Updated Safety Analysis Reports (SAR).

4.0 GRAPHICS
The SARs incorporate thousands of TIFF and PDF graphics files. Graphics files are imported into
FrameMaker documents by reference, that is, graphics are displayed within FrameMaker documents but
are not copied into the FrameMaker files. The source SAR graphics files are stored and controlled in
ProjectWise. Imported graphics files are connected based on the relative path to the graphics’ PDF files.
The files for the purposes of importing into Framemaker are located at

5.0 SAR MAINTENANCE
5.1 Types of Updates
There are two types of SAR updates: 1) Minor Revisions, periodic updates between Major Revisions
that provide the most currently available information to Dominion Energy users, and 2) Major
Revisions, which by regulations, must be submitted to the NRC.
As shown in the illustration SAR Update Cycle (~Annual), any number of Minor Revisions may be
implemented against a single Major Revision. Minor revisions are distributed in PDF only (DocTop
and Document Collections). For Minor Revisions, the Revision numbering is increased by 0.1, for
example, Minor Revision 33.1. SAR Minor Revisions are published according to the schedule
established by Reference 3.2.
As shown in the illustration SAR Updates and Distribution Venues, major revisions are distributed in
PDF (Document Collections, DocTop, CD-ROM (for NRC submittal)) and paper copy for Controlled
Distribution. The content of DocTop and Document Collections documents is identical.

5.2 Check for UFSAR Change Requests (UCR)
REFER to the SAR schedule (located in the Tech Publishing Tracking.accdb database) to
determine when a SAR revision is due to be published. Dates are scheduled in
accordance with CM-AA-SAR-101, Updating Safety Analysis Report (SAR).
There are two methods of checking for pending UCRs. Both methods provide the same result with the
exception that Method 2 is printer-friendly.
Method 1
5.2.1 OPEN the Main Reference page located at
\\mbulogin\data\Innsbrook\3\Data4\dbd_ufsar\Mainrf11.pdf.
5.2.2 CLICK on Dominion Licensing Documents link.
5.2.3 On the Licensing Documents Homepage, CLICK on the applicable station tab.
5.2.4 On the Station Licensing Documents Homepage, CLICK on the SAR Change Log Reports link
under the Miscellaneous heading. This will open a web page.
5.2.5 From the Dominion Fleet SAR Change Log Reports page, FOLLOW the instructions to display
the Pending UCRs for the applicable station.
5.2.6 A list will be displayed of UCRs to be incorporated into the next minor revision of the SAR.
5.2.7 (Major Revisions only) IF there are UCRs listed, THEN PROCEED to Section 5.4. IF no
UCRs are listed, THEN PROCEED to Section 5.3.
5.2.8 (Minor Revisions only) IF there are UCRs listed, THEN PROCEED to Section 5.4. IF no
UCRs are listed, THEN a minor revision is NOT required for this month.
Method 2
5.2.9 OPEN the SAR database which is located at
\\nucwebdata\engineering_data\innsbrook\FleetEngrPrgms\UFSAR_Reports\include_asp\New SAR
IV R1.accdb.
5.2.10 SELECT the applicable station SAR from the dropdown box.

5.2.11 Click View Technical Publishing Typing Report
5.2.12 A Pending Change Requests report will appear with a list of UCRs to be incorporated into the
next minor revision of the SAR.
5.2.13 PRINT report if desired.
5.2.14 CLOSE and EXIT SAR database.
5.2.15 (Major Revisions only) IF there are UCRs listed, THEN PROCEED to Section 5.4. IF no
UCRs are listed, THEN PROCEED to Section 5.3.
5.2.16 (Minor Revisions only) IF there are UCRs listed, THEN PROCEED to Section 5.4. IF no
UCRs are listed, THEN a minor revision is NOT required for this month.
5.3 Prepare Files for Major Revision Without Additional UCRs

5.3.13 CONSOLIDATE Minor Revision change summaries for all incorporated Minor Revisions into
a single table summary for the Major Revision.
5.3.14 UPDATE the table title to reflect the new Revision and date using the format
Revision xx—MM/DD/YY.
5.3.15 CHECK pagination of RevHistory.fm to ensure even number of pages.
5.3.16 PROCEED to Section 6.1 to perpare files for publication.
5.4 Prepare Files for Major Revision With Additional UCRs or Minor Revision

5.4.3 DOUBLE CLICK on the revision variable token and UPDATE the revision variable definition
with new revision information formatted as follows:
Minor Revision: Revision xx.0x—Updated Online MM/DD/YY—Draft
Major Revision: Revision xx—MM/DD/YY—Draft
Where xx.0x is the Revision/Minor Revision and MM/DD/YY is the implementation date.

processing SAR revisions.

5.4.7 From the superbook window, SELECT all files in book, and SELECT File | Import | Formats.
5.4.8 UNCHECK all boxes, except for Variable Definitions.
5.4.9 CHOOSE Cover.fm from the Import from Document dropdown box.
5.4.10 CLICK Import. This may take a few minutes.
5.4.11 SAVE and CLOSE Cover.fm.
5.4.12 IF this is the first Minor Revision after a Major Revision (i.e., 36.1) THEN GO TO step 5.4.13.
Otherwise GO TO Section 5.5.
5.4.13 FOLLOW the steps below to prepare the SAR for the first minor revision after a major revision,
for example Revision 36.1.
a. From the superbook for the applicable SAR (i.e., (n/s)_spr.book), SELECT all files in book,
then SELECT Format | Document | Change Bars, CHECK the box for “Clear All Change
Bars (No Undo).” CLICK “Set.” This may take a few minutes.
b. Next, SELECT Edit | Find/Change. In the find box, search for Character Tag action. If
found, PERFORM the following:
1. DELETE anchored frames containing change bars.
2. DELETE empty paragraphs, figures and tables. When alphanumeric paragraphs are
deleted, any subsequent alphanumeric paragraphs will update automatically.

3. WHEN empty paragraphs, figures and tables are deleted, THEN RE-APPLY the master
pages by selecting Format | Page Layout | Apply Master pages.
4. RE-CHECK pagination (even number of pages, no blank pages).
c. Next, SELECT Edit | Find/Change. In the find box, SEARCH for Character Tag change
bar. If found, PERFORM the following:
1. REMOVE the tag from paragraphs by triple-clicking in the paragraph and applying
<Default Font>, while carefully maintaining formatting.
d. SELECT Edit | Find/Change. In the find box, SEARCH for Paragraph Tag alpha to search
for new Figures and Tables that were inserted during a minor revision as opposed to adding
them to the end of a section. If found, PERFORM the following:
e. CONTINUE to Section 5.5.
5.5 Process UCR (Markups)

R30, R35.5, etc.).
5.5.2 GO TO \\mbulogin\data\INNSBROOK\3\Data4\dbd_ufsar\UFSAR everything\~UFSAR
UCRs\TECH PUB UCRs to be typed folder, ENSURE the UCR PDFs listed from Section 5.2 are
in the folder. If they are NOT in the folder, CONTACT the SAR Coordinator to place them
there for processing.
5.5.3 SELECT all the applicable station UCRs.
5.5.4 CUT the UCR PDFs from folder
\\mbulogin\data\Innsbrook\3\Data4\dbd_ufsar\UFSAR everything\~UFSAR UCRs\TECH PUB UCRs
to be typed and PASTE into the subfolder created in step 5.5.1.

5.5.5 CREATE a subfolder for each UCR labeled as the UCR number (e.g., MP2-UCR-2015-017).
5.5.6 MOVE UCRs into corresponding folder.
Update Tech Pub Database
5.5.7 OPEN the Tech Publishing Tracking.accdb database located at
\\mbulogin\data\INNSBROOK\6\Data2\Tech_Pubs.
5.5.8 RECORD UCR(s). INCLUDE Capital Number (retrieved from the SAR database) if
applicable.
5.5.9 CLOSE the Tech Publishing Tracking.accdb database.
Process Changes
5.5.10 OPEN UCR PDF.
5.5.11 PROCESS changes in the UCR, with consideration to the following guidelines:
a. Apply change bars to revised text by using the T/S, TRM tool bar>Revision>Rev Bar on tool.
Change bar formatting is controlled in Format | Document | Change Bars. Change bar
attributes should be:
Distance From Column: 0.2 inch
Thickness: 1.5 pt
Position: Right of Column
Color: Black
b. Deleted Material: Depending upon the type of deletion, deleted material should be indicated
as follows:
• If words are deleted from a paragraph—without replacement—apply a change bar to the
remaining preceding character, the space, and remaining succeeding character by using the
T/S, TRM tool bar>Revision>Rev Bar on tool.

the title on every page of the table.
e. For deleted tables or figures:
• Tables: Delete all table content, including the title; leave the title space and one body row.
• Figures: Delete the imported figure.
• If the table or figure is on a landscape page, change it to portrait.
• In the title space, after the table number, enter a soft return and the text “[Deleted].”
• Select the entire title-space paragraph and apply the Character Tag change bar.
f. Generated files associated with added, changed, or deleted items must be regenerated. Also,
if pagination changes due to content reflow, generated files must be regenerated. The
regenerated list will include the table or figure number with the entry “[Deleted].”

g. Make sure that every component of the SAR continues to comprise an even number of
pages. If this is overlooked or not done correctly, papercopies will not be printed on the
correct side of the page for the entire remainder of the volume after that point. Two
components are of interest:
• Front matter files, typically generated tables of contents, lists of tables, and list of figures
(sometimes also a cover sheet)
• Body content files, typically an entire SAR section or appendix
h. For other files, after each edit operation, check the total page count with the previous list of
effective pages to determine whether the page count has changed. If the page count has
changed there are two issues to consider:
• Have any blank pages been added within the document? A good method for finding blank
pages is to zoom to 25%. If any are found, delete them.
• Does the file now end on a right side page (odd numbered)? If a file’s content ends on a
right-side page, add an intentionally blank page. If the file ends on a right page because the
last page is an intentionally blank page, delete the intentionally blank page.
i. Front matter files are consecutively numbered with lower case roman numerals. They are set
up to print on the next available side after the first file, that is, if the table of contents ends
on page iii, a right-side page, the next file will begin on the left side. To ensure proper
pagination after the page count changes in any of these files, consider the following:
• Open the last file in the set and check that it ends on a left page and is numbered
accordingly. If it ends on a right page, apply master page Int Blank.
• The last front matter file should now end on a left page and have an even page number (the
file itself may have an odd number of pages).

Depending upon their extent and complexity, graphics changes will be implemented only under the
cognizance of Technical Publishing. However, changes to the actual graphics files may be
implemented by Engineering or Technical Publishing at the discretion of the SAR Coordinator. Source
files for Figures are stored in ProjectWise.
A. Figure Updates (New)
1. RECEIVE new figure from originator or SAR coordinator.
2. SAVE new figure to the markups folder.
3. COPY the figure into the appropriate directory.\\mbulogin\data\INNSBROOK\6\Data2\Tech_Pubs\Millstone\SAR\u1LIB\DSAR\[Chapxx]\\mbulogin\data\INNSBROOK\6\Data2\Tech_Pubs\Millstone\SAR\u2LIB\FSAR_Fig\[Chapxx]\\mbulogin\data\INNSBROOK\6\Data2\Tech_Pubs\Millstone\SAR\u3LIB\FSAR_Fig\[Chapxx]
4. OPEN the FrameMaker file which will contain the new figure.
5. INSERT the appropriate paragraph tags pertaining to a figure.
6. USE paragraph tag FigureNumberAlpha if the figure is inserted in between existing figures. This maintains the integrity of the remaining figures.
7. INSERT an anchored frame.
8. SELECT the anchored frame.
9. SELECT File | Import | File.
10. USE the following path for the File Name, where Chapnn is the Chapter number and filename.tif is the file name of the new figure.\\mbulogin\data\INNSBROOK\6\Data2\Tech_Pubs\Millstone\SAR\u1LIB\DSAR\Chapnn\filename.tif\\mbulogin\data\INNSBROOK\6\Data2\Tech_Pubs\Millstone\SAR\u2LIB\FSAR_Fig\Chapnn\filename.tif\\mbulogin\data\INNSBROOK\6\Data2\Tech_Pubs\Millstone\SAR\u3LIB\FSAR_Fig\Chapnn\filename.tif
11. SELECT Import.
12. SCALE figure to achieve desired visibility.
13. IF it is a TIF, THEN ENSURE DPI is no less than 300 dpi.
14. DENOTE the change with a change bar created manually in an anchored frame in the right margin. The file chgbar.fm, in the folder \\mbulogin\data\INNSBROOK\6\Data2\Tech_Pubs\ufsar\Admin\Support, contains several samples for figures and tables.
15. UPDATE the Figures Index.xls located at \\mbulogin\data\INNSBROOK\6\Data2\Tech_Pubs\Millstone\SAR.
16. REPEAT steps 1 through 15 for each new figure.

2. 4. OPEN the FrameMaker file which contains the revised figure.
5. DENOTE the change with a change bar created manually in an anchored frame in the right margin. The file chgbar.fm, in the folder \\mbulogin\data\INNSBROOK\6\Data2\Tech_Pubs\Millstone\SAR\Support, contains several samples for figures and tables.
6. SCALE figure to achieve desired visibility.
7. If it is a TIF, then ENSURE dpi is no less than 300 dpi.
8. REPEAT steps 1 through 7 for each revised figure.
C. Figure Updates (Deletion)
1. OPEN the FrameMaker file which contains the figure to be deleted.
2. DELETE the content in the anchored frame.
3. DELETE any cross-references markers related to the figure.
4. IF the figure is on a landscape page, THEN CHANGE it to portrait.
5. In the title space, after the figure number, ENTER a soft return and the text “[Deleted].”
6. BROWSE to appropriate directory. \\mbulogin\data\INNSBROOK\6\Data2\Tech_Pubs\Millstone\SAR\u1LIB\DSAR\[Chapxx]\\mbulogin\data\INNSBROOK\6\Data2\Tech_Pubs\Millstone\SAR\u2LIB\FSAR_Fig\[Chapxx]\\mbulogin\data\INNSBROOK\6\Data2\Tech_Pubs\Millstone\SAR\u3LIB\FSAR_Fig\[Chapxx]
7. MOVE the deleted figure to the deleted folder. CREATE deleted folder if necessary.

9. REPEAT steps 1 through 8 for each deleted figure.
