1 EXECUTIVESUMMARY
TransLinkanditspartner,theCityofVancouver,areconductingathree-phasedstakeholderandpublicengagementprocesstoinformtheplanninganddesignoftheMillenniumLineBroadwayExtension(theProject).Whenfullfundingissecured,theProjectwillextendtheMillenniumLinewestward,fromitscurrentterminusatVCC-ClarktoArbutusStreet,viaasix-kilometreundergroundroutewithsixstationsnearmajorintersections.AfuturephaseofinvestmentwillconnectrapidtransitallthewaytoUBC’sPointGreycampus.
ThisreportsummarizesactivitiesandfindingsfrompublicandstakeholderengagementthattookplacebetweenMayandJulyof2017.
1.1 ENGAGEMENTOPPORTUNITIES
EngagementtookplaceduringMayandJuly2017andincludedelevenstakeholdermeetings,fourstakeholderworkshops,threepublicopenhouses,andanonlinequestionnaire.ThegoalsoftheengagementprocessweretoprovidestakeholdersalongtherouteandthepublicwithanupdateontheProject,reportbackonwhathasbeenheardthroughoutconsultationandengagementtodate,andgathermorefeedbackonconstructionimpactsanddesignfeaturesandconsiderations.ThesesessionsalsopresentedanopportunitytolistentootherinputandrespondtoquestionsabouttheProject.

• StakeholderswouldliketohaveaBusinessandCommunityLiaisonOfficeestablishedduringtheprojectimplementationphase,sothatthereisapointofcontactforProjectinformationandresources.Inaddition,healthprecinctstakeholdersexpressedsupportforahealthprecinctworkinggroupsothattheexistingplanninginitiativesoncanbealignedwiththeplanning,design,andconstructionoftheProject.ThereisalsointerestincoordinatingtheProjectwiththeCity’slanduseplanninginitiatives.

• StakeholdersexpressedconcernsaboutthepotentialimpactsofconstructiononmobilityalongtheBroadwayCorridor.Somebusinessownersareworriedaboutcustomerparkingandaccess.Otherstakeholdersalsoraisedconcernsaboutpotentialtrafficdiversionstootherroutes.Stakeholdersalsoemphasizedtheimportanceofmaintainingsafeandaccessiblepedestrianandcyclingroutes.
• ArbutusareabusinessesexpressedspecificconcernsregardingpotentialconstructionimpactsatArbutus.
StationDesign:
• SuggestionsfromstakeholdersregardingStationdesignfeaturesfocusedonamenitiesandaccessibility.Manystakeholdershaveadesireforaccessiblewashroomsatornearstations.Otheraccessibility-relatedstationdesignfeaturesconfirmedbystakeholdersincludesufficientelevatorsandbothupanddownescalators,aswellaspick-upanddrop-offareas.Stakeholderswouldalsoliketoseewayfindingandsignagethroughoutthesystemtomakeiteasiertouse.Theywouldalsoliketoseeinfrastructurethatsupportswalkingandcyclingduringtripsintegratedintostationdesign.
1.2.2 STAKEHOLDERANDPUBLICEVENTS
Duringthisroundofengagement,71stakeholdersattendedfourstakeholderworkshopsinmid-tolate-June2017,and876membersofthepublicattendedthreeopenhousesinlate-June2017.Inaddition,3050membersofthepubliccompletedthequestionnaire–eitheronlineorbycompletinghard-copiesatengagementevents.Onlineresultsaresummarizedinthenextsection.
FeedbackfromtheeventsindicatesthatthelargemajorityofeventparticipantsandquestionnairerespondentsstronglysupporttheProject.ThereisadesiretoseetheProjectcompletedwithmanageableconstruction-relateddisruptions.FeedbackshowsthatparticipantsseetheProjectasanopportunitytoimprovethetransitexperiencealongtheBroadwayCorridorwithamulti-modaltransportationsystemthatcanaccommodategrowthinMetroVancouver.TheyalsorespondedthattheProjectisanopportunitytoimprovewayfinding,accessibility,andsafetyintransitstations,whichareimportantlocationsforcommunityconnectionandplace-making.
WhenaskedtoshareconcernsabouttheProject,participantsraisedissuesandquestionsregarding:theconstructionprocessandpotentialimpactsonbusinessesandmobilityalongtheBroadwayCorridor;potentialimpactsonlanduse;theprojecttimeline;ArbutusStationareaandbusconnections;andhowTransLinkandtheCityofVancouverwillcontinuetoworkwithstakeholderstoensurealignmentwithrelatedongoinginitiatives.
• ExtendingrapidtransittoUBC.Therewassignificantinterestintheprojecttimeline,withadesiretoseeconstructionofrapidtransitallthewaytotheUniversityofBritishColumbia(UBC)assoonaspossible,ratherthanatalaterstage.ManycommentsexpressedadesiretobuildtheProjectassoonaspossibleandtoshortenthedurationofconstructionasmuchaspossible.Supportingcommentsincluded:costsavingsofcompletingextensiontoUBCinonephaseandminimizingimpactstotheArbutusarea,whichwillrequiretwoexcavationsifthelineisdeliveredintwophases.

• AccessandMobility.ParticipantsexpectthatconstructionalongBroadway,amajortransportationcorridorintheregion,willaffectmobilityandaccesstocertainbusinessesforsometime.Concernsrelatedtothedurationandmagnitudeofimpacts.Participantssuggestedmitigationeffortstoefficientlyre-routetrafficforpedestrians,transitriders,bicyclists,anddrivers.Continuedtransitaccess,pick-upanddrop-offareas,deliveriesaccess,andparkingaccessduringconstructionwerepriorities.
• Ongoingengagement.Stakeholdersexpressedadesireforcontinuedconsultationandengagement.Stakeholdersareoptimisticthatcontinuedconsultationandengagementcanhelpaddressissuesquicklyandeffectively.Questionswereraisedaboutthenatureandextentofcommunityandbusinesssupportduringconstruction,rangingfrombuildingontheBusinessandCommunityLiaisonOfficesystemusedduringCanadaLineconstructiontoincreasedsupportandinformationforbusinessesandcommunitymembers.
• Stationdesign.Participantssharedmanyideasaboutthedesignofstations.Therewasstrongsupportforvariousfeaturescontemplatedforstations,withanemphasisonaccessibility-focuseddesign(includingupanddownescalators),pick-upanddrop-offareas,bicycleparkingandaccess,seating,retail,andsafetyfeatures.Manystakeholdersvoicedadesireforaccessiblepublicwashroomsatornearstations.Integratingpublicartintostationssothateachstationisunique(tohelpwithwayfinding)wasanotheridearaised.Pedestrianaccesstostationswasanotherkeytheme.
• LandUse.ManyparticipantsrecognizedthattheProjectisanopportunitytoincreasejobsandhousingalongthealignment.However,somestakeholdersidentifiedcertainconcernsassociatedwithlandusegrowthinthecorridor.
1.2.3 ONLINEENGAGEMENT
BetweenJune19toJuly8,2017,TransLinkhostedanonlinequestionnaireontheTransLinkprojectwebsite.Atotalof3050respondentscompletedthequestionnaire.
DesignFeaturesandConsiderations:
• 86%of2,782respondentstothequestionaboutdesignfeaturesinsidethestationsfeltthatthedesignfeaturesmettheirexpectations.
o 70%of1,040respondentstothisquestionmadeadditionalcommentsrelatedtodesignfeaturesinsidestations,while22%ofthosecommentsmentionedwashrooms.
• 95%of2,829respondentswhoansweredthequestionaboutdesignfeaturesoutsidethestations,identifiedwaitingspacewithweatherprotectionastheirpriority;whileanother89%identifiedstreetfurniture,likewasteandrecyclingbins,andbenches;and85%identifiedmakinglocationsrecognizableasrapidtransitstations.
o 32%of615respondentstothisquestionmadeadditionalcommentsrelatedtostandarddesignfeaturesoutsidestations.
ConstructionImpacts:
• 78%of2,787respondentswhoansweredthequestionaboutmanagingtransportationimpactsduringconstructionfeltthatthestrategieswouldbeeffective.

o 32%of623respondentstothatquestionidentifiedastandardfeature;while13%identifiednotrepeatingthe"Cambie/CanadaLine"process;and12%identifiedminimizingimpactstobusinesses/shoppingasthemostcommonconstructionimpactconsiderations.
• 76%of2,685respondentstothequestionaboutsuggestedstrategiesforsupportingbusinessaccessandaddressingcommunityneeds,thoughtthestrategieswouldbeeffective.
o 18%of516open-endedresponsestothisquestionmadecommentsaboutsupportingbusinessaccessandaddressingcommunityneedsidentifiedminimizingimpactstobusinesses/shopping;while16%identifiednotrepeatingthe"Cambie/CanadaLine"process,and15%identifiedotherstrategies.
AdditionalConsiderations:
• 27%of719responsestotheopen-endedquestionaboutadditionalconsiderationsfortheGreatNorthernWayareaidentifiedconcernsaboutprotectingartoutsideofstations;19%identifiedotherconcerns;and8%offeredreroutingsuggestions.
• 37%of854responsestotheopen-endedquestionaboutadditionalconsiderationsfortheArbutusareaincludedsuggestionstocontinuetheMillenniumLinebeyondArbutusnow;24%identifiedotherconsiderations;7%providedgeneralnegativecommentsregardingconsiderationsfortheArbutusarea;7%identifiedminimizingimpacttoresidentsandtheneighbourhood.
PublicEngagementProcess:
Therewerealsosomegeneralcommentsaboutthepublicengagementprocess.Theseincluded:commentsrequestsforvisualstoaccompanyonlinequestionnairetext;concernsregardinghowpublicinputwouldberespondedto;commentsaskingformoredetailontheproposeddesignfeatures;andcommentsaskingforclarificationonfeaturesorterminology.
1.3 NEXTSTEPS
ThethirdroundofstakeholderandpublicengagementfortheProjectwilltakeplacein2018.ParticipantsinthisnextphasewillhaveanopportunitytosharetheirfeedbackonhowtheProjectTeamisaddressingtheinputwereceivedinpreviousphasesandinformationfromtheEnvironmentalReview.

2 INTRODUCTION
ThisreportsummarizesthepublicandstakeholderengagementconductedbyTransLinkandtheCityofVancouverduringMay,June,andJuly2017fortheProject.
ThegoalofthisengagementphasewastoinformpeopleabouttheworkthattheProjectTeamhasdonetodateandseekfeedbackfromstakeholdersalongtheBroadwayCorridorandthegreaterpublicaboutconstructionimpactsandmitigation,anddesignguidelinesinsideandoutsidethestations.EngagementactivitiesalsopresentedanopportunitytolistentogeneralthoughtsandquestionsabouttheProject.
2.1 BACKGROUND
Mayors’CouncilonRegionalTransportation
TheTransLinkMayors'CouncilonRegionalTransportationiscomprisedofthe21mayorsinMetroVancouver,aswelltheelectedrepresentativeofElectoralArea‘A’andtheChiefofTsawwassenFirstNation.TheMayors’CouncilapprovesTransLink’slong-termregionaltransportationstrategiesand10-yeartransportationinvestmentplans,andperformsregulatoryoversightfunctions.
InFebruary2014,theMinisterofTransportationandInfrastructureaskedtheMayors’Counciltoconfirmitstransportationvisionandtoclarifythecosts,priorities,andphasingforinvestmentsandactions.
InJune2014,theMayors'CouncilrespondedwithaVisionoutliningtransitandtransportationinvestmentstokeepMetroVancouvermoving.ThisVisionhasa30-yearplanninghorizon,andcallsforrapidtransitalongtheBroadwayCorridor,connectingtoUBC.
10-YearVision
TheVisionsetsoutspecificinvestment,management,andpartnershipactionsfortenyears,referredtoasthe10-YearVisionforMetroVancouverTransitandTransportation.OneoftheinvestmentactionsistoextendtheMillenniumLinewestwardfromitscurrentterminusatVCC-ClarkStationtoArbutuswithintheinitial10-yearperiodoftheVision:
• Phase1willextendtheMillenniumLinefromtheexistingVCC-ClarkStationtoArbutusStreet,undergroundalongtheBroadwayCorridor.
• Phase2willconnectrapidtransittoUBC.
Consistentwiththe10-YearVision,TransLinkandtheCityofVancouverhaveprioritizedimplementingrapidtransitalongtheCentralBroadwayCorridortoaddressthedensestpopulationandemploymentareasonthecorridorinthefirstphase.
PhaseOnePlan
InNovember2016,theTransLinkBoardofDirectorsandtheMayors’CouncilapprovedTransLink’s2017-2026InvestmentPlan:PhaseOneofthe10-YearVision(PhaseOnePlan).ThePhaseOnePlanincludes

fundingforpre-constructionactivitiesfortheProject.FullcapitalfundingfortheProjectwillbeconfirmedthroughafutureupdatetoTransLink’sInvestmentPlan.
2.2 ENGAGEMENTPROCESS
TheMillenniumLineBroadwayExtensionisoneofthemostsignificantinfrastructureinvestmentsfortheregion’sfutureandistheCityofVancouver’snumberonetransportationpriority.TransLinkisleadingathree-phaseengagementprocessinpartnershipwiththeCityofVancouvertoinformthedesigndevelopmentoftheProject.
Duringthisperiod,multipletechnical,intergovernmental,andengagementactivitiesareunderway,including:designdevelopment;furthergeotechnicalinvestigation;environmentalreview;businesscaserefinement;technicalspecificationsdevelopment;procurementdocumentpreparation;engagementwithstakeholders,thepublic,andFirstNations;andotherefforts.

TheCanadaLinehasspecificlocationsforpeopletobringtheirbikesonthetrainandthe99B-Linehasbikerackswithspacefortwobikesonthefrontofthebus,sothereisadesiretoseethisontheMillenniumLineExtension,too.Traincarsneedspaceforbikes/luggage/strollers/wheelchairswithoutcompetingforspace.Stationsalsoneedrunnelsonstaircasestohelppeoplebringbikesupstairs,elevatorsthatcanfitlargerbikes,orbikeswithtrailersorride-alongextensions(ideallywithentrancethroughonedoorandexitthroughanother).Thereisadesiretoseeasaferstreetscapeoutsidestationforpeoplewalkingandonbikes,whichcouldincludemorethanoneaccess/entrance.
