************************************************** OUTREACH NOTICE FORESTRY TECHNICIAN (Senior Firefighter) GS-0462-04/05 USDA FOREST SERVICE-REGION 2 WHITE RIVER NATIONAL FOREST ****************************************************** December 7, 2020 The White River National Forest plans to fill one or two GS-0462-04/05 Forestry Technician-Senior Firefighter. These positions are permanent career-seasonal (13/13) positions with duty stations in Silverthorne and Eagle, Colorado. The incumbent(s) will work within the East Zone of the blended USFS/BLM Upper Colorado River Interagency Fire Management Unit (UCR). The East Zone is comprised of the Eagle/Holy Cross and Dillon Ranger Districts of the White River National Forest, along with the eastern half of the BLM-Colorado River Valley Field Office. VACANCY ANNOUNCEMENT The vacancy announcement for this position will be posted on the U.S. Government's official website for employment opportunities at www.usajobs.gov. THE POSITION The incumbent: Serves as a Forestry Technician-Senior Firefighter on a Type 6 wildland fire engine with primary responsibility for wildland fire suppression. The primary purpose of this position is to perform wildland firefighting work and to lead crews performing such work. These crews perform work directly related to wildland fire
suppression and control activities including suppression, preparedness, prevention, monitoring, hazardous fuels reduction, and prescribed burning. Firefighter Retirement Coverage - Primary - This is an arduous position. Approved for primary firefighter coverage under FERS by USDA on 03/25/2009 C2. This position is categorized as a Senior Fire Fighter, Engine Senior Firefighter in the U.S. Forest Service standard position description crosswalk addendum to IFPM (04/29/2016). The full performance level will be GS-05. The IFPM selective placement factors for this position must be attained by October 1, 2010, and thereafter must be met prior to entrance into the position as a condition of hire. THE PROGRAM
The East Zone is comprised of approximately 1.2 million acres of USFS and BLM lands within Eagle and Summit counties. Zone initial attack resources respond to about 56 wildfire incidents each year, with roughly half of those located within the wildland-urban interface. Initial attack operations are conducted in cooperation with eight fire departments located within the two counties. The Zone also engages in an active prescribed fire program. The Zone staffs a Type 6 engine crew in Eagle, Minturn, and Silverthorne.
Fuels within the Zone consist of grass/sage/pinyon-juniper at the lower elevations, aspen and lodgepole pine at the mid-elevations, and spruce-fir at high elevations. Most of the lodgepole pine in the Zone has fallen victim to a massive mountain pine beetle epidemic; efforts are underway to mitigate this new fire hazard within the wildland-urban interface areas in Summit and eastern Eagle counties.
The Zone forms the eastern third of the Upper Colorado River Interagency Fire Management Unit (UCR), which totals 4.5 million acres of federal lands located along the Interstate 70 corridor from the Continental Divide (Eisenhower Tunnel) to the Utah border. The UCR staffs eight engines, two wildland fire modules and one helitack crew. An air tanker base is located in Grand Junction, and a SEAT reload base is located in Rifle. The Unit regularly hosts 12 smokejumpers in Grand Junction.
The UCR responds to about 255 wildfires per year. The Unit exercises the total mobility concept; initial attack resources regularly cross zone boundaries as required to conduct IA operations. During periods of low fire activity, the UCR sends resources and overhead off-unit to wherever they are needed.
WHITE RIVER NATIONAL FOREST The White River National Forest is responsible for managing 2.3 million acres of National Forest System land. The Supervisor's Office is located in Glenwood Springs; the seven District offices are located in Meeker, Rifle, Carbondale, Aspen, Eagle, Minturn and Silverthorne. Eagle/ Holy Cross Ranger District The Eagle Holy Cross Ranger District manages approximately 673,500 acres. Elevations range from 6000 feet to 14,005 feet at Mount of the Holy Cross. Roughly 72 percent of the District is designated Wilderness, and includes major portions of the Holy Cross, Eagles Nest, and Flat Tops Wildernesses. Recreation is an important part of the District's programs. Special use permits for Vail and Beaver Creek resorts are administered by the District and account for about 2.75 million skier days annually. More than 500 miles of system trails are located on the unit. Seventeen developed campgrounds are located on the District, as well as 207 miles of fishing stream, and 1293 acres of fishing lakes.
Community Information A number of small communities are located within the commuting area and include Minturn, Vail, Eagle-Vail, Edwards, Eagle, Gypsum, and Leadville in adjacent Lake County.
Housing Housing and real estate prices are high. Family homes in the area start at more than $200,000 with a median price of $330,000. Comparable homes in Leadville (35 miles) start at approximately $100,000. Because of high real estate prices in the immediate Vail-Minturn area, many employees on the District commute to work from more than 30 miles away. Dillon Ranger District The Dillon Ranger District is located in Silverthorne and has about 15 permanent employees and manages 312,000 acres. It is the easternmost District on the Forest and lies entirely within Summit County, approximately 75 miles west of Denver. The District is home to two Wilderness areas, the Eagles Nest Wilderness and the Ptarmigan Peak Wilderness. The Eagles Nest Wilderness encompasses 133,688 acres on both the Dillon and Holy Cross Ranger Districts. Dillon and Holy Cross administer the Eagles Nest Wilderness jointly. Elevations in the Eagles Nest Wilderness range from 7,850 feet to 13,534 feet. The Ptarmigan Peak Wilderness encompasses 12,594 acres and is administered solely by the Dillon Ranger District. Elevations in the Ptarmigan Peak Wilderness range from 8,000 feet to 12,498 feet.
Community Information The larger towns within the District are Breckenridge, Dillon, Frisco, and Silverthorne – home of the Dillon Ranger District. Smaller towns include Blue River, Heeney, and Montezuma. All are within commuting distance of the office. All of the larger towns are full service communities.
Housing There may be government housing available. Housing costs are usually higher when compared to the rest of the country. Rental houses and apartments are scarce in the winter with more rentals becoming available in the late spring-early summer. Condo rentals start at $1,000+ per month with three bedroom homes ranging from $1,500 to $2,000+ per month. Condo purchases start at $150,000+ and single family homes start at about $200,000+.
