Dr. Ruhil recently published in The Journal of Politics. 2013. Vol 75. “Are We There Yet? The Voting Rights Act and Black
Representation on City Councils, 1981-2006” Sound evidence demonstrating what, if any, role the Voting Rights Act (VRA) has played in the impressive gains minorities have made in local office holding over the last 45 years remains in short supply. His co-authored study suggests that the VRA has been and continues to be an important tool in ensuring black descriptive representation, particularly in places with a legacy of racial intimidation and discrimination.

Dr. Jolley recently published in State and Local Government Review. 2014. Vol 46. “Policy Implications of Projecting the Multiplier Effects of
Social Safety Net Programs Using IMPLAN: Reevaluating the Economic Impact of the Supplemental Nutrition Assistance Program.” His co-authored study finds more localized economies cannot achieve the 1.79 economic multiplier predicted by national models. SNAP spending in North Carolina generated only $1.09 in economic output for each dollar spent.
The Voinovich School of Leadership and Public Affairs at Ohio University delivers practical solutions and economic opportunities to rural communities. Students, faculty and other staff experts work together in the classroom and in the field to address the region’s environmental, organizational and technical challenges. The School employs nearly a dozen engaged faculty, over 50 professional staff, and has almost 200 students in addition to offering the Master of
Public Administration and the Master of Science in Environmental Studies degrees.
