Event notices must be published for the events at which any one of the following will take place: crown and coronet tournaments, coronations and investitures, appointment of kingdom or principality officers, presentation of awards and titles, proclamation of law, and establishment or advancement of branches. These activities cannot take place if a complete event notice does not appear in the Kingdom newsletter, The Pale, at least once before the date of the event. The publication requirement may only be waived in extraordinary circumstances such as natural disaster. An event listing on the Middle Kingdom Calendar does NOT constitute official publication. Branch seneschals must submit events to the Kingdom Calendar Secretary at [email protected].

Court Reports: Awards and notices read in court must be published in The Pale. Guidelines and an online report form are located at www.midrealm.org/herald.

Deadlines: All submissions for The Pale are due by the 20th of the month two months prior to publication. Send submissions for The Pale to [email protected]. Deadlines are absolute and are strictly enforced. The Editor will send a receipt for all submissions received starting the week AFTER the issue deadline. If you do not receive a confirmation e-mail, the Editor did NOT receive your submission.

Writing and art submissions to The Pale should have a medieval theme or reflect SCA life. All work must be submitted to The Pale via e-mail attachment in DOC, PDF, ODT, JPG, or TIF format. All work MUST include a permission-to-publish form from the author(s) or artist(s). Model releases are required for identifiable persons in a photograph. Release forms are available at www.midrealm.org/chronicler. All submissions are edited for grammar, spelling, space constraints, inflammatory or explicit language and compliance with Middle Kingdom Law. Editorial decisions are final. Letters to the Editor are not permitted per SCA Inc. regulations.

Event Previews: A free preview notice of 50 words is available and MUST include the name of the event, group, site address, date, times and autocrat contact information.

Event Announcements (Ads): Middle Kingdom events receive one free

1/4 page ad and run in the next issue unless otherwise specified. Additional months of publication are available at the listed ad rates. Ads larger than the free 1/4 page ad may be purchased; send a check for the difference to The Pale Exchequer. Events must ALREADY be listed on the Middle Kingdom Calendar prior to advertising in The Pale. Incipient groups must submit a scan of the sponsorship form to the Editor before publication of any ad or preview. Crown Tournament, Coronation, Kingdom Twelfth Night, Kingdom A & S Competition, RUM, Border Raids, Rose Tournament, Tournament of Chivalry and Pennsic War receive the equivalent of three free 1/2 page ads. Out-of-kingdom events pay the listed rates.

EVENT ANNOUCEMENTS MUST INCLUDE: Event name, sponsoring group, dates, times, site address, site fees, and the NAME (SCA & REAL), EMAIL ADDRESS AND PHONE NUMBER OF THE AUTOCRAT. No exceptions! Website URLs are useful but not required. See www.midrealm.org/pale for details. All clip art images in event ads must have a source listed and be used in accordance with the appropriate Terms of Use; all original artwork or photographs must have the appropriate release forms on file with the Editor.

Merchant Advertising: Ads for products of interest to SCA members or related to historical reenactment in general are due on the deadlines noted above; send payment to The Pale Exchequer. Ads must include the phrase “Paid Advertisement” and must be submitted as “camera ready” PDF, TIF, JPG or BMP files.

Advertising Rates: A $20 service fee applies for event ads that require excessive editing or formatting with no attempt at correction by the author.

These happy events please Us beyond measure. We invite all to share in Our joy and ask that congratulations and assistance be extended to Our new Heirs.

Now, as Winter renews its assault upon our keeps and steadings, We must look to the preparations for its long siege. Stock your larders with good grain and set up the casks of the sweet mead. Cut the peat and the hot burning oak for the hearth. From behind these battlements shall we taunt our old foe! Gather the songs and stories of old, and strike the harp and the bodhran. With these weapons we shall drive off the weight of days grown cold and dark. As Our people gather in fellowship across the Realm, know that We look toward the day that we may take up the battle together and Our cry shall be Wassail!

SeneschalGreetings! Congratulations to our new Heirs, Lucien and Catarina!

At the last Curia meeting we reviewed much of the Midrealm Law and agreed to make some changes. While some are minor, others are significant, and we felt it best to put it all out there for comment. The changes are listed in the Middle Kingdom Announcements section of The Pale. A significant change moves many of the items in Article X: Financial Accounting to the Midrealm Financial Policy document, which is approved by Curia and at the Society Level. It also clarifies what events are considered Kingdom Level events (X-100 to 800). Another change clarifies site fees based on the age of the attendee (XVI-1110, X-300). We also fix a law that allows for some Curia members to attend Curia via teleconferencing (V-103, V-400). The Chancellor of RUM would become a deputy of the Kingdom MOAS, and would no longer a member of Curia (V-100, IV-1200). The Kingdom Chirurgeon would become a Lesser Officer, also under the Kingdom Seneschal (III-108, III-800 to 803, IV-1400 to 1403). An update to The Pale bank accounts and publishing are there to update to recent changes (III-600, III-601, III-602). References to Spring Crown Tournaments are removed (VI-101).

On the Seneschal homepage is posted a single document that has the proposed changes integrated with an explanation. I’d appreciate comments emailed to me quickly so we can incorporate the changes in January. Thank you for looking these over! In Service,

ExchequerGreetings, To increase communication within the Exchequer Community, I created a midrealm_exchequers Yahoo Group. All Exchequers should go to the Kingdom Exchequer page, scroll to the bottom and type in the email you wish to subscribe to the list. You may wish to join the SCA-Exchequers group as well. All Exchequers should have completed a change of office form. This form has a permission to publish signature area that grants permission for your information to be published. Please complete this form; if you have not done so yet, scan and email it to me. If you have been to the Kingdom Exchequers’, page you will notice it has changed. Please stop by and check out the new sections. One big change is that I do not have copies of the report forms. The links take you to the SCA Exchequer page where the forms are stored. That way you will always have the newest version available for download. As always, I am here to answer any questions. Please don’t hesitate to contact me if you need help.

Master Llewellyn ap Teirnon and all the deans did a phenomenal job finding teachers and scheduling an impressive class list. I would also like to thank all the teachers for generously sharing their knowledge with the rest of the kingdom. In addition, I would like to thank all the artisans who participated in the Craftsperson Display. It was a great kick off for the Display’s new home at RUM.

With RUM over, we need to turn toward the Kingdom A & S Faire season. Our first deadline for the Faire season is mail-in entries. All mail-in entries must be received by Mistress Una by January 15, 2013. Entries may be sent to her via e-mail, US mail, or can be handed to her in person. If sending paper copies, please include 3 complete copies of the documentation. Her contact information is:

Three of the five regional Faires are already scheduled,

and the other two should be on the Kingdom Calendar very soon. Registration for the Faires is currently open and is accessible from the A & S page at midrealm.org. Registration for each of the Faires will close a week before the Faire in question. If you do not have access to the Internet, you may mail your registration to Mistress Una.

We are also making two changes to the rules for the 2013 A & S Faire. We will be changing the time periods covered by the fair to “pre-seventeenth century”. This was done to comply with Society standards. We are also going to continue to allow people to modify entries between the Regional and the Kingdom Faire. The rules governing the Faire and the criteria for entries are available on the A & S page at midrealm.org. If you have any questions about these changes or about the Faire in general, please feel free to contact me directly.

Proposed Changes to Middle Kingdom Law The following is a list of all the Law Changes being considered by Curia. The part written in bold/italics is the explanation for the above changes. Most are minor (clarifications and updates), some are clerical (moving financial policy to the financial document), and some are significant (changing Curia and some of the Officers). CURRENT: ARTICLE III - Great Lords and Ladies of StateIII-108 The Great Lords and Ladies of State are: Kingdom Seneschal, Dragon Herald, Earl Marshal, Kingdom Minister of Arts

and Sciences, Kingdom Chronicler, Kingdom Chancellor of the Exchequer and Kingdom Chirurgeon.III-600 The Kingdom Chronicler shall have the responsibility for publishing and mailing The Pale, the official newsletter of the

Middle Kingdom, on a regular schedule. The Chronicler shall print all public announcements and report news therein.III-800 The Kingdom Chirurgeon shall have the responsibility for the encouragement, development, and organization of the

study, practice, and research of the practical applications of first aid.III-801 The Kingdom Chirurgeon shall have the responsibility for upholding the policy set forth by the Chirurgeon’s

Handbooks of the Society and of the Kingdom.III-802 The Kingdom Chirurgeon shall have the responsibility for coordinating InterKingdom participation of Kingdom’s

chirurgeons’ guilds as needed when the Middle Kingdom hosts InterKingdom events.III-803 The Kingdom Chirurgeon shall have the responsibility for coordinating with the Earl Marshal the participation of the

Kingdom Chirurgeons’ guilds as needed at events.

PROPOSED: ARTICLE III - Great Lords and Ladies of StateIII-108 The Great Lords and Ladies of State are: Kingdom Seneschal, Dragon Herald, Earl Marshal, Kingdom Minister of Arts

and Sciences, Kingdom Chronicler, and Kingdom Chancellor of the Exchequer. III-600 The Kingdom Chronicler shall have the responsibility for publishing The Pale, the official newsletter of the Middle

Kingdom, on a regular schedule. The Chronicler shall include all public announcements and report news therein.Remove the following articles:III-601 The Kingdom Chronicler shall maintain a checking account which shall be used for all monetary transactions in the

operation of his or her office and the publication of the Pale.III-602 The Kingdom Chronicler shall make quarterly financial reports concerning his or her office to the Curia Regis.Remove articles III-800, III-801, III-802, III-803 (listed above). The Chirurgeon is moved to Article IV - Lesser Lords and Ladies of State

(see below).

CURRENT: ARTICLE IV - Lesser Lords and Ladies of StateIV-1200 The Chancellor of Regalis Universitas Mediterraneae shall be a deputy of the Crown, and shall be responsible for the

day-to-day administration of Regalis Universitas Mediterraneae.

PROPOSED: ARTICLE IV - Lesser Lords and Ladies of StateIV-1200 The Chancellor of Regalis Universitas Mediterraneae shall be a deputy of the Kingdom Minister of Arts and Sciences,

and shall be responsible for the day-to-day administration of Regalis Universitas Mediterraneae.Add the following articles:IV-1400 The Kingdom Chirurgeon shall be a deputy of the Kingdom Seneschal, and shall have the responsibility for the

Spring 2010 Spring 2011 Spring 2012 These dates are reserved as a result of a multi-year contract secured with the site. The Barony of Fenix may not submit a bid for a Crown Tournament until Spring 2013.

CURRENT: ARTICLE X - Financial Accounting X-100 All monies for SCA purposes must be handled through the local SCA account. No incoming monies shall be handled

through private accounts.X-200 All groups hosting a Middle Kingdom level event as defined in X-800, shall file a financial accounting with the Middle

said group: 1. Any funds remaining shall be turned over to the Chancellor of the Exchequer of the Middle Kingdom for use by the Kingdom; 2. The group may, at the discretion of the Curia Regis, donate the funds to an IRS approved charitable institution. Failure to do one of the two above will result in the last known funds being reported to the IRS as personal income for the last reported exchequer or seneschal.

X-600 All appeals for funds within the Middle Kingdom done in the name of the Middle Kingdom, the Royal Family, or any Greater or Lesser Lady or Lord of State, shall be approved in advance by the Chancellor of the Exchequer.

X-700 All groups hosting a Middle Kingdom level event, as defined in Article X-800 are required to split the profits from the event with the Middle Kingdom. These Moneys are to go to the General Fund.

X-800 A Middle Kingdom level event is defined to be a Crown Tournament, Coronation, Kingdom Arts and Sciences Competition, Kingdom Twelfth Night, Rose Tournament, Tournament of Chivalry (1 per reign), Pennsic War, Border Raids, or any other event so proclaimed in the Pale by the Crown.

Financial accounting is now addressed in full in the Midrealm Financial Policy, which is reviewedbyCuria and approved by both Curia and the Society Exchequer, instead of keeping the details in Kingdom Law. SCA Inc. AnnouncementsProposed Change to SCA Corpora

On July 17, 2012 the Board distributed to the membership for its comments the following proposed change to Corpora: Current language reads: Each competitor in a Royal List must be fighting for a consort of the opposite gender. Proposed change for commentary reads:Each competitor in a Royal List must be fighting for a prospective consort of the opposite sex unless the Crown has elected to permit a competitor to fight for a prospective consort of the same sex. Commentary on this language is being accepted until December 1, 2012. After additional discussion, the Board has decided to submit the following additional proposed change for commentary. These proposed changes, if both are approved, would work together to address the intent behind allowing same-sex couples to have the opportunity to enter a royal list to fight for the honor of their inspiration. Proposed change for commentary reads:Corpora IV. B. 4: No one may take part in a Royal Lists as both competitor and prospective consort. Commentary on this secondary language will be accepted until March 1, 2013. Please use the title “Competitor-Consort Proposal” in the subject line of an email (see below). While these proposed changes, if both are approved, would work together to address the intent behind allowing same-sex couples to have the opportunity to enter a royal list to fight for the honor of their inspiration, it must again be stressed that no decisions have been yet been made. The Board may approve or reject one or both of the proposed changes and will make a decision on each proposed change when its individual comment period is over. The Board’s current intention is to not delay a decision on the first proposed change while the comment period for the second proposed change runs its course.

Rapier Peerage Exploratory CommitteeThe Board of Directors seeks to explore the possibility of creating a new Society-wide Peerage to recognize as Peers those participants who meet the general requirements for a Patent of Arms and who demonstrate prowess in Rapier and/or Cut & Thrust Combat. To that end, a Peerage Exploratory Committee has been formed whose work will help determine if we should move forward with the Society’s first new Peerage in decades and, if so, how we might best proceed.

This Committee will focus on developing a supporting narrative and recommendation. If the recommendation is in favor of such a Peerage, the committee will also recommend a set of implementation requirements. This set of recommendations would include specific implementation plans for heraldry, regalia, Corpora changes, and identifying and addressing associated issues around creating and implementing such a Peerage. The Committee’s supporting narrative for a recommendation (if positive), and the nature and quality of the implementation plans provided by the Committee may prove instrumental to the Board’s determination regarding if and how we

might proceed with the new Peerage. The Board reserves the right to adjust, define, expand, narrow or reject any or all portions of the recommendation but will not do so without cause or explanation.

The results of the Committee’s work will be made available to the membership for review and comment. A much larger and more representative Review Committee will then review the results of the Committee, along with any comments from the membership concerning those results. The Review Committee will be established at a later date by the Board of Directors and will be comprised of representatives selected by the relevant groups and organizations within and across the Society (e.g., the Kingdoms, Peerages, Heralds, Seneschals, Grand Council, Rapier Fencing Community, and C & T Fencing Community) as a final input into the process. As required by the governing documents of the SCA, if any proposed changes to Corpora result from this process, they will be submitted to the membership for the standard commentary period.
