PART A - SECTION SUMMARY
A.1 Executive SummaryA fruitful year of 2010 has been experienced by IEEE Taipei Section. Efforts have been
made to elevate the section to the next level. The membership count is significantly
increased. We have increased membership in every grade and from 3301 to 4090 in total
with a growth rate of 23.90%. In particular, the membership count grows uniformly and
constantly in almost all chapters. In general, we expect to experience a continuing growth
in the future. On the other hand, the subsidiary organization count is also increased. We
founded two new chapters, Sensors Council Taipei Chapter and Council on Electronic
Design Automation Chapter Taipei Chapter. In total, there are 33 chapters, 1 affinity group
and 6 student branches in the Section and they are actively and enthusiastically
functioning for IEEE. There will be more activities and interactions among section,
chapters, student branches and our members.

A.1.2 Section Highlights
A.1.2.1 Increase the number of members: Take over 4000, offer convenient
affiliation channel, is it enter understanding to wish to raise, irregular to is it can is it

A.1.2.2 2010 IEEE Taipei Section Outstanding Contribution Award: Held
cooperatively by Taipei Section and Chinese Telecommunication. In 2010 IEEE Annual
General Meeting held at the award ceremony in recognition of four of the industry,
corporate research units and graduate winners.
A.1.2.3 Handles to members and recruits the meeting of proving: Run members to
recruit to the academic meeting, research unit, participate in 7 sessions in total. The
materials recruiting members and offering the affiliation to handle live are filled in, offer
and help outside simply and conveniently, also offer member's consultation service
live.

A.2.2 Any other financial activities
The financial status of this Section is comfortable for supporting those planned
programs. Some of the chapters have contributed a reasonable percentage of their
income to this Section. This allows the Section to maintain the routine functions and
to hold more conferences. We also sponsored more student activities than before.
The total income of the Section in 2010 was NT$1,953,641 including NT$758,619 of
2010 rebate in May 2010. The total expenses was NT$1,737,491. The final balance
at the End of 2010 is NT$5,625,120. More detail is included in the 2010 Annual
Geographic Unit Financial Report.

B.1.2 Summary which leads to
retention and growth of members Taipei Section increase in the number of members in one year from Jan.
2010 to Dec. 2010, we have selected two Chapters in recognitions for their achievements.
For the Chapters, Reliability Society Taipei Chapter and Components, Packaging &
Manufacturing Technology Society Taipei Chapter lead the increase of members.
We have made great efforts on promoting the growth of membership in 2010. The
membership count grows in every grade and from 3301 to 4090 in total with a growth rate of
23.90%.

Biographies of Presenters:
Lei He is a professor at electrical engineering department, UCLA, and was a
faculty member at University of Wisconsin, Madison between 1999 and 2002.
He also held visiting or consulting positions with Cadence, Empyrean Soft,
Hewlett-Package, Intel, and Synopsys, and was technical advisory board
member for Apache Design Solutions and Rio Design Automation. Dr. He
obtained Ph.D. degree in computer science from UCLA in 1999. His research
interests include modeling and simulation, VLSI circuits and systems, and cyber
physical systems. He has published one book and over 200 technical papers
with five best paper or best contribution awards including the 2010 Best Paper
Award from ACM TODAES (Transactions on Electronic System Design
Automation).

Yiyu Shi received B.S. degree in Electronic Engineering from Tsinghua
University, Beijing, China in 2005, and M.S and Ph.D. degrees in Electrical
Engineering from UCLA in 2007 and 2009 respectively. He was with the ECE
Department at Carnegie Mellon University from 2009 to 2010 as a postdoc
researcher. Currently, he is an assistant professor at the ECE Dept., Missouri
University of Science and Technology. His main research interests include
numerical and statistical modeling for analog and mixed-signal circuits, large-
scale optimization and combinatorial mathematics. His papers were among
Best Paper Finalists at DAC'05, ICCAD'07, ICCD'08, ASPDAC'09, and DAC'09.
In 2009, he also received the IBM invention achievement award for his patent
on multi-layer process coverage for at-speed testing.
Annual meeting of IEEE CASS Taipei Chapter was held in KaohSiung, Taiwan
on

Distinguished Lecturer’s series by Dr. Tom Coughlin
Dr. Tom Coughlin spoke to 200 graduate students at National Chiao Tung
University (NCTU), Hsinchu, Taiwan on March 3, 2010. This speech was one of
the IEEE Consumer Electronics Distinguished Lecture Series. It was hosted by
the Electrical Engineering Department and Electrical and Computer Engineering
College, NCTU and the consumer electronic society, Taipei Chapter. Dr.
Coughlin spent about one hour explaining the history, current status and future
perspective of the storage systems aiming for consumer use. His colorful
viewgraphs with vivid pictures and illustrations showed the audience the
important milestones in the development of electronic storage systems and their
impact on industry and our daily life. The talk was very successful. Several
young students raised hands and asked questions. This is somewhat unusual in
Asia because the audience is often very quiet.
Tom’s NCTU visit started around the noon time. He first met Dr. Tihao Chiang,
the IEEE CES Taipei Chapter Chair, who initiated this NCTU visit. Then, he had
lunch with Tihao and a few NCTU faculty members including, Prof. Hsueh-Ming
Hang, a formal CES Taipei Chapter Chair and currently an Associate Dean of
the ECE College, Prof. Jyh-Yeong Chang, who coordinated this talk at NCTU,
and two other colleagues from the same EE Dept, Profs. Yi Chiu and Mang Ou-
Yang. The lunch was held in a Chinese garden restaurant with a warm
environment.
After the early afternoon talk, he local hosts described their research work. Dr.
T. Chiang is currently associated with Ambarella Company making high
definition H.264 coding chips. Profs. J. Chang and H. Hang are working on
image/video processing. Prof. Chiu is one of the few experts on optical storage
system in the school. Another NCTU faculty member, Dr. Wen Peng, joined in
and showed his recent compressed videos submitted to the international MPEG
standard committee for the High-Performance Video coding competition.
Distinguished Lecturer’s series by Dr. Tom Coughlin
The society hosted another talk on September 29th, entitled “Using Social
Context to Understand Images of People” by Dr. Tsuhan Chen from the Cornell
University. Dr. Tsuhan Chen is a Professor and Director for the School of
Electrical and Computer Engineering, Cornell University, Ithaca, New York. His
main focus on the subject that our eyes and brains are fine-tuned to view and
analyze images of people. When we view an image of people, we can make
judgments very effectively. For example, we can easily come up with

demographic descriptions of people in the image. We can also answer other
questions related to the activities of, and relationships between, people in the
image. All that reasoning happens not only because of what our eyes see, but
also how our brain draws "prior", or context, from experiences. In this talk, we
will present some recent discovery in how computer algorithms can be
developed to do the same as our brain, that is, to use social context to
understand images of people effectively.
WCE 2010
In November 5th, 2010, the consumer electronics society has sponsored The
2010 Workshop on Consumer Electronics (WCE 2010). It received over 200
submitted papers, each being evaluated by 2 reviewers. After the evaluation,
WCE 2010 accepted about 100 papers to include them into the Proceedings of
the WCE 2010. There are more than 200 people coming to Southern Taiwan
University to attend the WCE 2010 conference. It has successfully promoted the
exchange of experience between academics and industry.
There are two keynote speeches for the WCE 2010.
The first keynote is entitled “Multiple Classifier System and Its Applications to
Intelligent Business Computing”. The speaker is Professor Daniel S. Yeung
- IEEE Fellow and IEEE Distinguished Lecturer, Junior Past President,
IEEE Systems, Man and Cybernetics Society
- Chair Professor, School of Computer Science and Engineering, South
China University of Technology, China
The second keynote is entitled “A RF4CE-based Interactive Remote Controller
Applied to Home Automation System”. The speaker is Prof. YUEH-MIN HUANG
from the National Cheng Kung University.
The industry is represented by several companies to exhibit their products
during the WCE 2010 conference. WCE 2010 has successfully promoted the
exchange of experience between academics and industry.
Proposal Preparation for the ISCE 2013
The IEEE Consumer Electronics Taipei Chapter plans to host future ISCE 2013
in Taiwan. There were two meeting called to discuss the scope of work and the
role of the conference organization. The committee reviewed the updated
proposal prepared by Professor Wen-Chung Kao (NTNU). Here is the meeting
minutes and resolutions.

Topic:Signal Integrity of TSV Based 3D IC
Abstract:
Recently, process dimensions of Silicon based semiconductor devices are
reaching less than 20 nm scale. However, it suffers significant technical and
business challenges including enlarged leakage current and considerable
increase of investment budget. As a result, new TSV (Through Silicon Via)
based 3D IC technology is emerging as a promising next generation IC
technology in both semiconductor industry and academia. In the 3D IC, very
thin semiconductor dies of less than 30 um are vertical stacked to minimize the
package size and to maximize the semiconductor system performances. In the
3D IC, TSV is becoming the most critical vertical interconnection structure
between the semiconductor dies. Around world, most of the semiconductor
companies including Intel, IBM, TI, AMD and Qualcomm are seriously
considering the TSV based 3D IC as a future direction of the semiconductor
integration technology. In the TSV based 3D IC, signal integrity is becoming the
major design obstacle due to the high frequency loss, coupling, and
electromagnetic radiation, while more than thousand of vertical and lateral
interconnections are routed in a tiny 3D space. It could be even more serious in
3D IC for the applications of high-density and multi-function mobile multimedia,
computing, and communication system platforms. In this talk, new modeling,

measurement, design, and analysis approaches will be introduced in order to
enhance the performance and reliability of the 3D IC.

Topic:Time Domain Modeling for Nano-Scale Periodic Structures
Abstract:Periodic structures exhibit many interesting electromagnetic characteristics.
However, efficient electromagnetic modeling of these structures in time domain
are often difficult, in particular if the electromagnetic sources have finite extend.
In this talk, we shall review some new development in this area, such as
spectral FDTD for periodic structure modeling, the array-scanning-method
(ASM) FDTD modeling of the interactions between finite-sized electromagnetic
and periodic structures, and the effective electrical parameters extraction for
composite material using these techniques for EMC applications.

Topic:The Exotic World of Metamaterials and its Relevance to EMI/EMC
Engineers
Abstract:
Metamaterials refers to engineered material with properties that do not exist in
naturally available media. The exotic properties of metamaterials include
negative permittivity, negative permeability or even negative permittivity and
negative permeability simultaneously resulting in negative index of refraction. In
fact, metamaterials include a class of artificial media characterized by a
permittivity that approaches zero over a narrow band of frequencies. The
important question is: can metamaterial offer any practical implication or even
application for EMI/EMC engineers? Can metamaterial provide cost-effective

solutions to some of the severe challenges in the areas of shielding and
filtering? In this talk, the topic of metamaterials will be demystified. Once the
fundamental properties of the different types of metamaterials are presented,
the effectiveness of such material in different EMI/EMC and other engineering
applications will become clear. We will explore some important applications of
metamaterials in EMI/EMC applications. While this presentation covers the
fundamental principles behind metamaterials, emphasis will be placed on
practical real-world engineering applications.

International Conferences
In 2010, the chapter has involved in five international conferences. The chapter’s
contribution to each conference is listed below,
1. International Instrumentation and Measurement Technology Conference
(I2MTC, May 3-6, 2010, Texas, USA) *Annual Featured Activity
The I2MTC conference is the biggest annual event of the I&M society. In 2009,
the chapter featured this conference by circulating the conference call for paper
announcement to local universities and research institutes. In the meantime the
chapter also started to collect the statistics of I2MTC conference participation of
Taiwanese in the previous year.
Gathering 20 contributed papers submitted from Taiwan to I2MTC 2010, the
chapter called for a Taiwanese delegation of around 15 members to participate in
the conference. On May 3, the chapter launched the first formal chapter-society
meeting attended by the IM society president, society officers, chapter chairs,

chapter officers and the delegation member.
In the chapter-society meeting on May 3, the chapter secretariat, Dr. Chi Hung
Hwang reported the current chapter activity and development roadmap to the
society officers. The present officers, including the president, Mr. Kim Fowler and
the vice president of the membership development committee, Dr. Mihaela Albu
gave praise and promised support to the chapter’s future activities. In this
meeting, the chair of I&M Society New Zealand Chapter, Prof. Subhas
Mukhopadhyay was also invited to share his chapter experiences.
2. International Symposium on Optical Memory (ISOM, October 24-28,
2010, Hualien, Taiwan)
ISOM is an international conference hosted by the Japan Society of Applied
Physics for 19 times. In year 2010, the ISOM was jointly hosted by Japan and
Taiwan. The chapter provided technical sponsorship to the program committee of
the conference. On Feb. 3, the chapter officer of standard, Dr. Don Yau Chiang
attended the program committee meeting in Shizuoka, Japan; on May 24, the
chapter chair, Prof. Din Ping Tsai attended the brief program meeting held in
Colorado, U.S.; on June 22, the chapter called for another pre- program
committee meeting in Hsinchu, Taiwan; and on June 29, the vice chair of the
chapter, Dr. Fong Zhi Chen attended in person the program committee meeting in
Shizuoka, Japan

3. Asia-Pacific Data Storage Conference (APDSC, October 27-29, 2010,
Hualien, Taiwan)
APDSC is a biannual international conference featuring on the data storage
development in pan pacific Asia area. In year 2010, it was hosted by the Taiwan
Information Storage Association. The chapter also provided technical sponsorship
to the conference by suggesting proper invited speakers in the field of
instrumentation.

As the first and only IEEE I&M Society chapter in the broad Chinese area, the

chapter has gradually built up reputation and publicity domestically and
internationally, and has caught the eye and stirred attention in the mainland China
soon after the establishment.
Prof. Xueli Zhou and Prof. Yanwen Wu from China contacted the chapter seeking
for possibilities of conference technical sponsorship. 2010 International Asia
Conference on Optical Instrument and Measurement (ACPIM) will be held in
Shenzhen, China from Oct. 9 to 10, 2010.
The conference will provide a forum for researchers, educators, engineers, and
government officials involved in the general areas of optical instrument and
measurement to disseminate their latest research results and exchange views on
the future research directions of these fields. The conference aims meet that of
the chapter, and surely the chapter can be further known by participating in an
event with this big scale.
International Conferences on Applications of Electromagnetism and
Student Innovation Competition Awards (AEM2C, August 11-12, 2010,
Taipei, Taiwan)
2010 International Conference on Applications of Electromagnetism and
Student Innovation competition Awards will be held from August 11 to 12,
2010 in Oriental Institute of Technology, Taipei, Taiwan. The conference
and innovation competition provide a unified and unique international forum
for the applications of electromagnetism and innovation competition to
exchange ideas in the area of electromagnetics, including: EM wave
propagation, microwave measurement system, mobile phone design and
SAR, ISM applications, numerical analysis and modeling, experimental
validation, microwave imaging, antenna design and measurement for
communications, radars, industrial and automotive applications, and
EMC/EMI measurement. The conference has so far gathered sponsors
from IEEE community, namely Tainan AP Chapter, Antennas and
Propagation Society, Taipei Section AP, MTT, EMC, and us IM chapter. As
previous quoted that instrument technology is an interdisciplinary body,
sponsoring conference in a relatively less attaching field can definitely
broaden the chapter’s horizon and can help to pour in cross-field inspiring
point of views to the conference and reinforce the collaboration
relationships among chapters.

The ISITW was an international cooperation program sponsored by the National Science
Council of Taiwan. This program was open for the science and technology personnel and
government officials in the south east Asia region with selective travel reimbursement. The
workshop was jointly organized by the Instrument Technology Research Center of Taiwan and
the chapter. The workshop’s Call for Application was circulated to IEEE sections and IM
chapters. 25 were selected out of around 70 applicants, including department heads, college
deans, IEEE senior members, and the chapter chair of I&M Society New Delhi Chapter.
In the two weeks’ training workshop, the chapter helped to,

3. Invite workshop speakers
4. Map the workshop course plan
This workshop was an annual training course held for 15 years in a row targeting on the
high end science and technology personnel in the South East Asia region where this program
shared significant publicity and reputation. This year it was the second time the chapter
involved in the workshop organization. This event attracted the attention of the IM society
members and officers in New Zealand, India, and Korea, and attended by an IEEE senior
member from Korea (Indian citizen) and the chapter chair of IEEE IM Society New Delhi
Chapter, Prof. Ved Ram Singh.
The feed back from Prof. Singh indicated
“It has been a good activity of IMS Taipei Chapter of IEEE-Taiwan Section, in its short
span of establishment. In future, the collaboration with IMS-Delhi can also be planned
to organize joint events in Instrument Technology.” (P .8, Attendee Report No. 14 of
2010 ISITW)
By jointly hosting this workshop, it helped to build up better publicity and credibility of the
IM society in the South East Asia region, which is a broad territory of membership yet to be
explored. It also help to added value to the IM society members by providing priority access (if
recommended by regional chapters) to this training course.

Title 2nd i-One Instrument Technology Innovation Competition

The 2nd i-One Innovation Competition was jointly held by the IEEE Instrumentation and
Measurement Society Taipei Section Chapter and the Instrument Technology Research
Center of Taiwan. This competition awarded the best innovator of ground breaking ideas on
instrumentation and measurement technology with the maximum prize of NTD 100,000
(around USD 3335). It was firstly held in year 2009 which registered by nearly 100
participants and grabbed the attention and sponsorship from several world-class companies,
such as National Instruments, Agilent Technologies, Isuzu Optics, etc.
This innovation competition, perceived by many local students as the channel to boost
their academic portfolio, continued to the second year with slight transformation. The 2nd i-
ONE was no longer available for registration for professionals in career but only for students
from high school to graduate level. Concentrated as a competition purely for students, this
competition aimed to lighten the importance of innovation from the threshold and advocate
instrumentation and measurement from an earlier stage.
The committee set upon the 2nd i-ONE innovation competition included 20 invited
members of former deputy ministers of the biggest funding agency of Taiwan, National
Science Council, department heads and professors from universities, and representatives
from industries. Three chapter officers jointly served as the committee members.
After eight months of preparation, registration, and preliminary competition, 14
proposals from two groups (youth and amateur) were selected to the final competition.
Representatives of the selected proposals were required to present their ideas with slides
and demonstrate the prototypes, if there’s any, to the reviewers and peer contestants. Below
listed the 14 groups selected to the final competition.
The competition winners were determined at the final competition on Oct. 23. The
winners outweighed the others by better creativity, theory and feasibility. The winners were
announced and presented at the award ceremony on Nov. 5. As previously mentioned, the
committee and the chapter had invited the President of IEEE Instrumentation and

Measurement Society, Mr. Kim Fowler to attend the award ceremony and relevant spin-off
activities. On Nov. 3, two days prior to the ceremony, the chapter organized a spin-off
symposium given by Mr. Fowler on the “Perspective on Future Instrumentation and
Measurement.” This symposium was attended by 15 chapter members and around 85 non-
chapter members. Mr. Fowler not only introduced the audience the challenge and prospect of
measurement, but also a comprehensive overview of the society’s current activities, new
ventures and services. Following the symposium was an administrative meeting in the form of
banquet that brought Mr. Fowler, officers of IEEE Taipei Section and the chapter for further
discussion over chapter-society administrative coordination and activity promotion.
By 10:30 in the morning, the ceremony began with the opening address from the
chapter chair, also the convener of 2nd i-ONE Instrument Technology Innovation Competition,
Prof. Din Ping Tsai who stated the contribution of instrument technology to the general
development of science and the outlook of this competition in the near future. “By the
introduction of IEEE society into this competition,” indicated by Prof. Tsai, “we have an easier
assess to present this competition to the international academic circles and publicize this
event more widely.”
Following this opening, the President of IEEE IM Society, Mr. Fowler also gave an
overview of the society to the present members and contestants, and presented awards to
the winners. As the only foreign invited guest of the award ceremony, Mr. Fowler grabbed the
attention of the contestants who so far had only very limited and vague ideas of how
globalization works in research circles. The introduction given by Mr. Fowler in relatively plain
English impressed and explored them the beauty of international organization, and seeded
the influence of the society and the chapter.
Based on random and informal interviews with the contestants, many expressed their
gratitude to this event for the opportunity of showing their ideas, a chance for them to think in
more depth (theories) and width (applications) of an interesting idea sprung from nowhere.
Many of them couldn’t hold their excitement of meeting the reviewers, committee members
and society and chapter officers, and of gaining the understanding to the society that they’ll
consider joining in the future. “This is a great and one of a kind event in instrumentation and
measurement,” indicated by the representative of Hokuang Optics, “and we are very glad to
take this chance connecting with the local student body and the international community.”

Subject: Design of Analog Integrated Sensing Circuits
The objective of this speech is to design and implement the analog integrated
circuit chips for the wireless bio-signal transmission system. Via integration, we
can achieve minimizing the occupied area, consuming little power, making the
cost down and using conveniently. The analog integrated circuit chips have been
used in the medical applications to process the physiological signals. The source

of the signal is most coming from the electrocardiograpy (ECG).
All these designed analog integrated circuits are based on a generic CMOS two-
stage operational amplifier (op-amp). Design and characteristics of the CMOS
two-stage op-amp has been presented the speech. By using the op-amp, other
analog circuits could be constructed, such as instrumentation amplifier, gain
amplifier, switched-capacitor lowpass filter, and A/D converter. They are all
integrated into chips.
Prior to fabrication of chips, these building blocks are simulated by HSPICE.
Simulation results meet specifications. The circuit layout is drawn and simulated
(such as verification of DRC, LVS and LPE) until all the performance meet
specifications. The fabrication of chips uses the UMC 0.5μm double-poly double-
metal CMOS technology.
In order to identify the performance of these chips, the experimental on-board
system assembled by using discrete commercial chips and designed chips have
been verified in this research. The results showed that it meets the system
specifications. It is proved that by the integrating method, the occupied area can
be minimized, and the expense of the system can also be reduced.

ray tube (CRT) introduced modern color technology into our lives. With the
advent of the shadow-mask color CRT around 1950 and the widespread
introduction of color television in the late 1950 and 1960s, color display
technology achieved important status. In recent past, consumers and system
developers had only very limited options when selecting a color display. Few
technology alternatives to the color CRT existed. Although the venerable color
CRT still commands a portion of the market, this device has undergone steady
declines in the market share as newer, more-compact, and more efficient
display technologies (such as LCDs) have come to the forefront. Advances in
display color performance have in turn provided the impetus for advances in
display color science by demanding new methods to measure, describe, control
and utilize color in imaging systems. Moreover, recent advances in color
imaging have even stimulated new ways to think about color and new
paradigms for using color to improve visual performance and to enhance image
understanding.

Discussing the design and realization of piezo with the company of Nexcera,
and decide the specs of piezo. The best means to accomplish this is to mount
the piezo in a cantilevered configuration on the vibration source.
It’s is essential to turn the piezo’s natural frequency to match that of the
vibrating source. The larger the tuning mass, the lower the natural frequency of
the piezo.
Each piezo contains two electrically isolated piezo wafers, which may be used
independently or bridged for increased voltage (series configuration) or current
output (parallel configuration ).
Series connection will double the open-circuit voltage compared to a single
wafer, and the effective capacitance will be 1/2 the single-wafer capacitance.
Parallel connection will double the current compared to a single wafer, and
theeffective capacitance will be double the single-wafer value.

“Microfluidic Device for Separation and Sensing” delivered by Professor
Prashanta Dutta at NCKU on April 29, 2010
A new method is presented to separate cells in microfluidic devices by directing
the trajectories of cells along asymmetric receptor edges. This approach relies
on cell rolling, a physiological phenomenon involving transient interactions of
the cell with the receptors on a surface exhibited by leukocytes, stem cells,
cancer cells, among other cell types. P-selectin receptors were patterned by
microcontact printing and incorporated into microfluidic devices. When a
mixture of HL60 cells and microspheres was injected into the device, the cells
interacted with the patterned receptors, resulting in lateral deflection from one
flow stream to another. This process resulted in a simple, continuous-flow
separation of the cells from the microspheres. The present method is gentle
and non-invasive, making it suitable for therapeutic applications or analysis
where preservation of the cell phenotype is important. Furthermore, simplicity of
operation that minimizes the number of processing steps and enables use of
whole blood samples makes it suitable for point-of-care diagnostics.
Improvements in the design are under way to enhance the performance of
these devices and to apply the technology to specific problems including

separation of mesenchymal stem cells and analysis of neutrophils from whole
blood for detection of infection and sepsis.

On September 30th, 2010, Prof. Harvey Rutt delivered two talks with the following
title: An introduction to Molecular Spectroscopy. His talk discusses about that
Molecules absorb primarily in the infrared and 'terahertz' part of the
electromagnetic spectrum through their vibrational and rotational motions. This
talk is a basic introduction to molecular spectroscopy. It has relevance both to the
analysis of the properties of gaseous molecules, but also to gas detection and
environmental aspects.

On November 16, 2010, Prof. Milton Feng delivered two talks with the following
title: Nanometer CMOS Power Device Model for Microwave and Millimeter-Wave
Amplifiers. Prof. Milton Feng is the Holonyak Chair Professor of Electrical and
Computer Engineering at the University of Illinois @ Urbana-Champaign. His talk
focuses on the following subject.
An integrated system-on-chip power amplifier (PA) circuit using CMOS
technology for cost-effective and spectrum-efficient high-speed wireless
communication presents major challenges because the performance of PA has
been the limiter. At microwave and millimeter-wave frequency, the power scaling
issues and distributed effect put the constraints on PA design such as the trade-
off between output power and power added efficiency. Nanometer NMOS with ft
and fmax > 100 GHz is now available from CMOS foundries, however, the foundry
provided BSIM-RF model is unable accurately predict the I-V characteristics and
RF behaviors over biased range of power device with several hundred microns.
Therefore, advanced noise model and large–signal model which is able to predict
noise figure, nonlinear behavior and distributed effects is crucial for the
successful design of high-frequency LNAs and PAs.
We have developed CMOS large signal model, namely, ICF models based on
BSIM-RF model with layout parasitic and distributed effect of power CMOS
devices to accurately predict gain, output power, PAE and harmonic distortion at
microwave and millimeter-wave frequency. For S-band (~ 2.5 GHz) application,
we have developed ICF-D1 model for 130 nm x 1843 micron gate width and
demonstrated 2 stage PA with gain > 30 dB, Pmax = 25.5 dBm with PAE = 32%.
For W-band (~ 80 GHz) applications, we have developed ICF-D2 for 90nm
CMOS model validated over 110 GHz and demonstrated 2 stage coplanar
cascaded amplifier @ 80 GHz with gain > 18 dB, output power at 1 dB
compression P1dB = 10.8 dBm, saturated power Psat ~ 13 dBm and PAE ~
11.8%. Further development of power combining are need to achieve output
power > 100mW @ W-band. Without any doubt, we need to continue to improve
accurate modeling of power nanometer CMOS (130, 90, 65 and 45 nm) with
scaling capability to allow designers to perform power amplifier design with
predictable PA performance of output power, PAE, and harmonic. Addition
discussion on short channel high field noise model will be discussed if time is
available.

To enhance technical presentation quality, starting from 2005, a formal rehearsal
meeting was arranged by the Chapter shortly before ISSCC. For the papers
accepted to ISSCC from Taiwan, the designated speakers were invited to this
meeting and rehearsed in front of selected audience. In 2010, this meeting was
scheduled on January 21.
A-SSCC Press Conference
For promoting the Asian Solid-State Circuit Conference which is held in every
November, IEEE SSCS Taipei Chapter is responsible for calling a press
conference to catch attentions and promote this important event to the public.
2010 A-SSCC Press Conference was held in Hotel Royal in Hsinchu Taiwan on
September 16. More than forty attendees joined the press conference, including
CEO of Etron Technology, Nicky Lu, authors of accepted papers, and reporters.
ISSCC Press Conference
International Solid-State Circuit Conference is held annually on February in San
Francisco and is the flagship conference of the Solid-State Circuit Society. The
Conference offers a unique opportunity to network with leading experts in the
field. This year SSCS Taipei Chapter held the ISSCC Press Conference at Grand
Hotel in Taipei on November 24, 2010 and the event drew more than 50
attendees.
2010 IMEC-NSoC Workshop
Taipei Chapter also co-sponsored the workshop which was held on March 18,
2010 at NCTU. The workshop was composed by four sections: Wireless 60G, 3D
IC, Super Low Power and Medical Electronics. We invited prestigious scholars to
lecture for every section. It drew over 100 participants joining the activity.

UCLA Medical Electronics Workshop
Taipei Chapter actively co-sponsored the workshop with UCLA. It was held at
NTU on April 22, 2010 and attracted 60 participants. Three Professors were
invited to the workshop to lecture the issues related to medical and technology.
2010 IEEE VLSI-DAT & VLSI-TSA Symposium
Taipei Chapter also co-sponsors this international symposium, which is held in
April annually in Taiwan. This year it was held at Ambassador Hotel in Hsinchu.
The symposium drew over 250 registrants joining the event.
2010 VLSI Design/CAD Symposium
Taipei Chapter is actively involved in this domestic symposium, which has
become a major island-wide technical event. The Symposium was held from
August 3 to August 6, 2010, at Crowne Plaza Kaohsiung E-DA world. This event
attracted near 1,000 participants.
Short CoursesShort courses/seminars/technical workshops are the most popular events among
all the Taipei Chapter activities. These events often drew large audience.

and in Taiwan operates jointly [Student Best Paper Competition organized ].
B.4.4 Number of Active Student branches 1. NCTU Student Branch (National Chiao Tung University)
In this year, we held a tea party for new branch members. There are
approximately 20 members and 100 non-members attended, and most of these
non-members applied to join us. Throughout the gathering in beginning of
semester, the student council provides an opportunity allowing members to

interact and share their experiences. Moreover, two camps in NCTU are picked to
cooperate during the summer vacation. Student branch staff introduces the
history of IEEE and basic electronic knowledge to the camp members (high
school and college students). Through these activities we held, we can actually
promote IEEE to the other students.
As for other student branch activities at NCTU, I’m sorry that we haven’t received
their report. So I can’t provide any information for the secretariat. I regret about it.
2. NTU Student Branch (National Taiwan University)IEEE NTU Student Branch has been active for ten years by the students from College
of Electrical Engineering and Computer Science in National Taiwan University.
Supported by IEEE Taipei Section and the College, IEEE NTU Student Branch aims to
promote interaction and communication between industry, academia and student
community.
The annual activities in 2010 can be divided by two series:
Technology and Entrepreneurship Symposium
We invited the founder of Ubiquiti Networks, Robert J. Pera to shared the
experiences and key successful factors about BootStrapping Principles from
Marketing Strategies, Operational Strategies and Keys to building a great team.
Over 100 students participated in this symposium and exchanged experiences to
Robert J. Pera. Through professional analysis and discussion, Robert J. Pera
proposed the guidelines for technology development in USA. The speech and
discussion aroused the students for more understanding of innovation and
entrepreneurship. Thanks for all the support and participation.
Interview with Professor
Every year, NTU student branch invites professors from different fields, we collect
new technology knowledge and get more information from the professors.
Moreover, we plan to publish the conversation material to students by journal or
E-book

2010 System Software Forum
The 2010 System Software Forum was held in National Taiwan University of Science
and Technology on December 6, 2010. It was financially supported by the IEEE
Systems, Man, and Cybernetics Society and the IEEE Taipei Section. In the opening
ceremony of December 6, 2010, Professor Shyi-Ming Chen (the Advisor of the IEEE
SMC Society Student Branch Chapter at NTUST) welcomes the people who
attended the 2010 System Software Forum, showed the schedule of the 2010
System Software Forum and introduced the Keynote Speakers, Professor Huey-
Ming Lee (Chinese Culture University) and Professor Albert B. Jeng (Jinwen
University of Science and Technology). Then, Mr. Li-Wei Lee (the Chairman of the
IEEE SMC Student Branch Chapter at NTUST) introduced the IEEE and the IEEE
SMC Society. Then, Professor Huey-Ming Lee gave his Keynote Speech entitled
“Fuzzy Assessment for Sampling Survey Defuzzification by Signed Distance
Method”. After the Keynote Speech of Professor Huey-Ming Lee, Professor Albert B.

Seminar on Granular Computing
This seminar was held in December 11, 2010. In this seminar, we invite Professor
Witold Pedrycz to give two talks on the topics of Granular Computing.

Orientation of Special Topic on Implementation
Cause every student in National Tsing Hua University(NTHU) department of EE is
required to take the Special Topic on Implementation course, we used to visit
about ten laboratories to make sure whether what they are researching is what
we are imagine. But it cost too much time for professors and students. According
to professor Chang, Meng-Fan’s advice, IEEE NTHU Student Branch decided to
hold an orientation.
By inviting each professor to the orientation to make a brief introduction, we can
let every student has a rough idea with each lab in only two nights. In break time
of the orientation, students who have interesting in any lab can talk with the
professor, and ask the professor whether they can join his/her lab to take the
Special Topic on Implementation course.
In two nights of the orientation this year, we Successful invited 23 professors who
belong to System Group, Power Engineering Group, Institute of Electronics
Engineering, Institute of Communications Engineering, and Institute of Photonics
Technologies. And there are 159 students attended. We also took advantage of
the time to introduce IEEE NTHU Student Branch, 27 students asked more
information after the orientation.
Competition of Special Topic on Implementation
We held the Competition of Special Topic on Implementation at the same time
when we held the orientation. The competition is held for those students who

have taken the Special Topic on Implementation course longer than half year. We
provided total NT.24’000 scholarship for top three teams to reward their hard
work, attract students to register the competition, and let juniors know what they
will do in next year.
There are 114 students attended the presentation of top eight teams, and voted
most popular team who can have a special prize. We also took advantage of the
time to introduce IEEE NTHU Student Branch, 23 students asked more
information after the orientation.

C.1 Special EventsC 1.1 Taipei Section issued the E-NEWS: Issue first issue electronic newspaper since May 26
of 2009, adopt bimonthly to take place publication.
C 1.2 Handles to members and recruits the meeting of proving: Run members to recruit to the
academic meeting, research unit, participate in 7 sessions in total. The materials recruiting
members and offering the affiliation to handle live are filled in, offer and help outside simply
and conveniently, also offer member's consultation service live.
C 1.3 Fellow Promotion Forum: Invite IEEE Fellow experience to share exchanging with the
suggestion, offer mind experience how to promote Fellow to the general member, promote the
international competitiveness of Taipei Section.
C.2 Problems to be AnticipatedBecause of economic crisis, most industry members has no budget that supported from
company to join industry activity i.e. IEEE society. It introduces risk in membership
development and billable activity.
C.3 Best Practices of your sectionSupport will promote joint activities for the promotion of education and other summer camps,
to academic conferences, research units join the promotion, promotion of staff to apply for
membership benefits, to set up a booth to provide large-scale academic conference
membership and membership services and consulting for the General Assembly of the

Council Membership recruitment shows a positive increase in the number of academic and
industry members.
PART D - GOALS AND PLANS
D.1 Increasing Member Population (Membership Development)
Since the population in Taiwan is only about 24 million, it is a challenge to have a big increase in
the number of members from the current 4000 IEEE members. Nevertheless, the ratio of the
number of graduate student and industrial members in IEEE Taipei Section is still far less than the
ratio in other Sections of Region 10. Although we will still keep promoting the participation of all
IEEE activities in academia, the major goal of membership development in the next two years is to
attract industry Engineers and graduate students to join IEEE. IEEE Taipei Section will also spend
more efforts in enhancing their technical specialties by sponsoring tutorials, seminars, and
conferences. In order to have more focus in industry, we will add a new officer for industrial
activities in our team.
Based on the works by the former IEEE Taipei section officers, we will continue publishing brand
new DM/pamphlets to promote IEEE island-wide and holding a series of activities for academia,
industry, and research organizations. By sponsoring conferences and seminars, we can stress the
privileges for attendees who are IEEE members in order to attract non-IEEE participants’ attentions
as well as providing IEEE application forms in the conference package for them to apply IEEE
membership conveniently.
Meanwhile, we will continue to translate the introductory material on IEEE into Chinese to
overcome the language barrier. Also we plan to launch IEEE Taipei Section Newsletter as another
new media channel to include related membership application information for potential IEEE
members. Furthermore, we will subsidize membership fee for students and propose to NSC
(National Science Council, Taiwan) to treat the membership count of a technical academic
organization as one of the Key Performance Indexes (KPI) for evaluation.
D.2 Promoting Membership UpgradeWe shall establish a committee to promote membership upgrade to encourage and help members
to reward their accomplishments by becoming senior members and fellows. Furthermore, we will
ask existing senior members and fellows for permission to disclose their experiences in applying
membership upgrade in Chinese for reference by others.

D.3 Establishing New Chapters and Student BranchesCurrently, there are 33 Chapter Societies within Taipei Section. However, we will keep trying to
assist other non-registered chapter societies to become new Chapters. As for the student side, the
Student Activities Officer will provide help to launch campus activities for supporting the
establishment of student branches at universities across Taiwan.
D.4 Rendering AwardsWe will give Chapter Awards and Chapter Contribution Awards to stimulate Chapter members’
willingness to promote activities together with Taipei Section, and cooperate with research
organizations like ITRI(Industrial Technology Research Institute of Taiwan), III(Institute for
Information Industry), and enterprises to render representative awards exclusively for IEEE
membership. Moreover, to hold competitions for new ideas or technical inventions can encourage
teamwork from student branches and maintain active operation.
D.5 Holding ActivitiesIn addition to supporting and subsidizing Chapters and Student Branches for all kinds of activities,
we will also Invite University Presidents, Deans, and Chairmen to canvass the activities held by
IEEE Taipei Section. We will also publish IEEE Taipei Section e-Newsletters to inform the target
audience. Besides, we will solicit our members to participate Region 10 activities. If possible, we
will also hope to host these activities in Taipei.
D.6 Enhancing Website Function & Publishing Newsletter For the website function, our main task is to improve the interaction between IEEE Taipei Section
and its members. Thus, we will add interactive functions at IEEE Taipei Section website. Of course,
the basic function of integrating information of Chapters and student branches and advertising
career opportunities of enterprises will still be kept. For the newsletter, as will also publish e-
newsletter. We will not only send to our members but also publish in all possible network channels
to increase newsletter circulation.
D.7 Continuing Data Trans lation to Chinese The Chinese membership data is critical to help the promotion programs for membership upgrade.
We will ask Chapters to provide their member data in Chinese and also initiate other plans to obtain

Best Thesis Award has been established to recognize both college and graduate
students who are excellent in the field of geoscience and remote sensing. It is
granted on an annual basis to full-time students who excel in the academic pursuits
during their studies. Each geoscience and remote sensing related academic
department is allowed to nominate some candidates, who have to compete with
other top students in the same faculty for the Award. In selecting the individual, the
factors considered are significance of both academic and educational contributions in
terms of innovation and the extent of its overall impacts.

The 2011 System Software Forum will be held in the second half of the year 2011.
IEEE Student Branch at NTUST and IEEE System, Man, Cybernetics Society Student
Branch Chapter at NTUST are going to prepare and arrange the activities of the
2011 System Software Forum during Summer 2011. Several outstanding professors
and experts of the system software field will be invited to have a speech in the 2011
System Software Forum. We also will invite the IEEE student members, the
professors and the students of National Taiwan University of Science and
Technology to join the 2011 System Software Forum. Because the 2009 System

The chapter chair was promoted as a Professor by using representative papers
published in engineering education oriented international journals. We hope to

in Taiwan.
D.9.1.10 Electron Devices Society Taipei Chapter (ED15)The ED Taipei chapter has been very active in its activities. In the year 2010, several major
tasks have been planned-
Co-sponsorship of two major semiconductor conferences With the assistance of our
chapter members, two major conferences in the area have been annual and
important events in Taiwan. Our members have been involved in paper review,
organizing sessions, soliciting invited speakers for invited talks and the short
courses.
The chapter will regularly invite at least 6-8 invited speakers from overseas in
stimulating the academic research, encouraging DL from overseas. These talks are
open to university students and engineers in the Hsinchu Science Park.
The chapter will help to solicit more members to become DL(Distinguished
Lecturers) and become the TPC members in worldwide conferences.
Promoting of senior members- a target of 5-10senior members will be filed and
approved in 2011.
The EDS headquarter has authorized the chapter chair-Steve Chung, to have its
mid-term AdCom meeting in Taipei Grand Hotel, May 27-29, also a one day MQ in
Hsinchu. About 70 overseas guests, including EDS officers, staffs, DL, and Asian-
Pacific region chapter chairs will attend.
D.9.1.11 Engineering in Medicine and Biology Society Taipei Chapter (EMB18) To promote biomedical engineering education to students, engineers and medical

D.9.1.30 Vehicular Technology Society Taipei Chapter (VT06) We will co-host the 8th IEEE VTS Asia Pacific Wireless Communications Symposium
(APWCS 2011), Singapore, August 2011.
We plan to do membership promotion and hope to have an increasing rate up to
20% in 2011.
We plan to offer some VTC2011-Spring (or VTC2011-Fall) Travel Grants to local
Ph.D. students who have student membership of the VT society.
D.9.2 Student Branch (Provided by Student Branches)D.9.2.1 NTU Student Branch (National Taiwan University)
Continue to hold large scale symposium and propose new issues about
Contemporary technology and innovation.
Recruit team members in NTU student branch and promote more student activities.
Join and participate in activities between different student branches.
D.9.2.2 NCU Student Branch (National Central University) Increase the members in EE departments as well as other departments so as to
facilitate interdisciplinary learning.
Promote IEEE Spectrum and other resources to have members updated with current
technology developments.
In addition to regular seminars, keynote speeches, company visits and lab tours will
be arranged.
D.9.2.3 YZU Student Branch (Yuan-Ze University) Let every member of IEEE Student Branch own the fundamental knowledge of
engineering by teamwork. We will make a way for students to develop themselves to
learn the information about EE or more.

This year we have the problem that we don’t have enough member, so we will
promote IEEE Yuan-Ze student Branch to every student, no matter what department
they are, we will try hard to show them this perfect organization.
To enhance members’ technical writing skills and research abilities.
To promote every members’ participation and enthusiasm for the Branch, then help
them to find out their interest.
Publicizing our Branch and let more students understand what we are doing then join
us.
Make our Branch become the biggest and the most special organization in our
school.
Let the Student Branch become a place which provide student to realize their
dreams and ideals.
Helping student solving the future about EE or any engineering.
Training students’ presentation and let them can face people naturally, not being
nervous.
D.9.2.4 SMC Society Student Branch Chapter at YZU We will invite Dr. Yang Su (IEEE SMC chair) or various domains to professor scholar
of hold the symposium in the future. Promotion Scholarly research specialty for
Yuan- Ze University and participates in all kinds of exchange event. Exchange the
information and the knowledge with the different technical personnel. Know all kinds
of different background member to IEEE.
D.9.2.5 NTUST Student Branch (National Taiwan University Of Science & Technology) In the future, the IEEE Student Branch at NTUST is going to hold technical meetings
periodically. Furthermore, we are going to expand the number of the IEEE student
members at National Taiwan University of Science and Technology.
D.9.2.6 NTHU Student Branch (National Tsing Hua University) Promotion
Since most of undergraduates haven’t known NTHU has IEEE NTHU Student
Branch, our first plan is to promote ourselves. We want to unite to NTHUEE Student
Association, so we can hold activities together, saving manpower and funds. By
holding more activities, we can let more students, from freshmen to graduates, know
IEEE NTHU Student Branch.
Visit to Hsinchu Science Park
For giving an idea of what we will work on after graduate to us, we want to visit
Hsinchu Science Park near NTHU. Many of graduate students of NTHUEE went to
companies in Hsinchu Science Park in past 30 years, so we can find companies
willing to introduce themselves to us without difficulty. We have planned this activity
for two months, and expected to hold this by next March.

D.9.2.7 PELS Society Student Branch Chapter at NTHU IEEE NTHU-PELS branch will encourage NTHU students to become the IEEE
student member.
D.9.2.8 EDS Society Student Branch Chapter at NTHU Here are the planned activities, in conjunction with the major conferences,
workshops, and DLs:
The VLSI-TSA conference, April 25-27 2011 in Hsinchu. At least one speaker
from overseas will be invited to the Tsinghua univ. campus and give talk.
The annual conference, IEDMS 2011, in Taiwan- which we will do membership
promotion with booths.
Regular seminars- In conjunction with the regular seminar events in the campus,
we will arrange few invited speakers, including DLs and experts from the Science
park, in the 2011 Spring and Fall semesters.
In addition to the above, we will expect to hold regular membership promotion
activities:
Hold a symposium about student chapter for membership promotion.
The local transportation and related fees of the arrangement for DLs/speakers in
the aforementioned items 1-3 events.
The on-site visit to the Science Park companies, in Hsinchu and Taichung(central
of Taiwan), in conjunctions with the companies’ open house activities.
D.9.2.9 NCHU Student Branch (National Chung Hsing University) Our goals in 2011 are to promote students’ scientific writing ability and presentation
skills and to transact several activities of knowledge and theory of all aspects of the
related electrical engineering arts.
