CNMI fears US land grab try The Commonwealth

government fears that the United States is starting to grab portions of a total of 133 acres of land in Tana­pag covered by a US-CNMI leaseback agreement.

The fear was caused by a notice received last month from Assistant De­fense Secretary Richard L. Armitage who said "an urgent military require­ment has arisen" for a five­acre parcel of property in Tanapag and "notice is hereby given that the five­acre site is no longer avail­able for leaseback."

8 prisoners back in jail Eight inmates escaped

from the Division of Corrections on Valentine's Day, one of them saying they would not return until they get better treat­ment in the facility.

As of Wednesday, six were back in jail. They were: Alonzo Igisaiar, Ponciano Okaruru, Patrick Dowai, Alexander Fergur­gur, Juan Cabrera and Francisco Esteves.

Cows and people in Tinian Dear Editor:

In Lt. Governor Pedro A. Tenorio 's speech at San Vicente School, he com­pared the number of people in Tinian with the number of cows and in­sinuated that Tinian does not deserve to be served by three Senatcp because of its small population.

The fact is, he participated in establishing the compo­sition of each senatorial district and I am pretty sure that he did not base his judgement on the number of cows in any particular district. His comment shows a basic look of understanding of the purpose for and nature

of a bicameral legislature; does California complain that North Dakota has an equal number of Senators but only a small fraction of California's population?

The lt. governor also st.ated that the federal gov­ernment is not providing us enough power to govern ourselves but at the same time said that we have too much government here in the CNMI. Isn't this some­what contradictory? If I recall correctly, his admin­istration signed the Reap­portionment Bill a couple years .back which increased the size of the House of Representatives, making it even more monstrous.

The Department of Public Satety seems to be clamor­ing for air under a pile of puzzles it has seen thrown at its front door. First, the safe right across its front yard was stolen. Prisoners have exited the Susupe jail twice in less than a month. The old prison was charred by fire located right at its back yard. Are these events however negative trying to tell us something? I prefer to think otherwise.

An even more substantive problem in DPS today is the low morale among police officers. In a nutshell, it seems that the management is sitting pretty on top of a poten­tially explosive situation. And unless a cursory review is undertaken today, things do not look like they'll improve an inch under the current set of circumstance.

It is my understanding that the standard for police officers has been upgraded. While this new policy may look good in image building, Richard Keatley must understand a fundamental point-to get to point B, you must begin with point A. In other words, upgrading the standard requires a very important element for the local force-training. And unless this step is undertaken some­day soon, upgrading will only look good in paper or in the press only to find out in the bitter end that nothing has worked to realistic by achieve elevating standards for police officers.

A study prepared by the Criminal Justice Agency of DPS indicates that too many consultants were once retained to upgrade the police force here. It indicates too that such innovative move, so it seems, simply failed because it has never been able to work with local police officers. It has simply ignored vital cultural consider­ations which are an integral part in any job qr profession here.

It is also my understanding that the inmates' work release program has been suspended because someone amongst the group has been smuggling dope and liquor into the prison complex. Is it justice to penalize others . for a violation to which DPS hasn't been able to pin down? Why the institution of retribution when in fact we have learned . that rehabilitation gives each criminal an opportunity for personal reformation? This policy matter must be re-evaluated and a violation by one culprit is not legitimate a reason to suspend a program that works well for others.

Indeed, DPS seem to be out there taking the defense in a ball game. It really doesn't have to do so. It can take the offensive but in a positive manner. If the question is one of management inefficiency, then this situation ought to be arrested not before it turns to one of malignancy.

* * * I have learned that the ship anchored off Garapan

carries large quantities of conventional war weapons and equipment. It is capable of supplying a battallion with weapons, etc., for three months out in the battle field. I have the suspicion that the ship was stationed out here on a contingency basis-await the result of the lurking political situation in the Philippines should conventional war become a matter of necessity. Well, the government of Cory Aquino has gracefully embraced the presence of the U.S. military in its soil. Therefore, that ship out there has no business sitting pretty. Did you know that with the weaponry that it has on board, it can sink any­thing and everything within a three-mile radius should it be sabbotaged or accidently go off? I am sure the Rus­sian trawler is monitoring the whereabouts of that ship is out there and how long will it stay anchored off Garapan. Information anybody?

* * * * I wrote my friend Gachong a letter a week ago. He promised to send a respond hopefully soon. If I get it next week, I am sure he won't mind our sharing his thoughts via this column on any prevalent issue here or within the region.

Fire a warning to NMI police?

Police suspects that fire was deliberately set Tuesday night to destroy the old police academy building behind the central public safety station in Susupe.

The fire was reported at about 10:23 p.in. by Lt. Antonio Acosta. At about 10:48 p.m., Officer Nicolas D. Leon Guerrero received a call from an unidentified person saying that "this is only a warn­ing. Somebody is going to hurt."

Lt. Frank Camacho, police spokesman, said the fire could be an arson case.

Nobody was hurt in the fire, which was put out by fire personnel from the Susupe and airport sta­tions about about 12:10 a.m. Wednesday. The building, which was of wood and tin, was aban­doned- when the Depart­ment of Public , Safety moved the police academy to another building at the Northern Marianas College in As Terlaje.

Student commits suicide Feb.14 A student at Northern

Marianas College commit­ted suicide last Saturday, Valentine's Day, police said Wednesday.

Lt. Frank Camacho, police spokesman, said the body of David D. David, 28, was found at about 2:54 p.m. Saturday by Felix Sablan, an employee of the Marianas Visitors Bureau. The body was hanging with a strip of shirt from a tree be­tween the airµort fence and the road to Obyan Beach.

According to the police report, the victim's knees were bent and barely touching the ground.

Camacho said the prosecutor had ruled the death as a suicide. Asked how a person could hang himself from a low tree, with the ground still with­in reach,· Camacho said some people could do that.

He recalled a similar incident several years ago in which a person killed himself by hanging in a waist-high curtain rod.

Kagman eyed as site of permanent

A permanent prison facility in Kagman is being planned as part of the government effort to prevent what Lt. Governor Pedro A. Tenorio called an "annual escape party."

In a press conference Tuesday, Tenorio said it was easy for inmates to escape by climbing the fence at the corrections facility in Susupe, like what eight prisoners did last Saturday.

"It doesn't take too much to get away," he said.

He said he was not blaming the Division of Corrections. He said there

had been escape incidents in the past years.

Tenorio said the DOC compound must be secured to discourage prisoners from ·escaping. He proposed the construc­tion of a watch tower which will be manned 24 hours a day.

He also said prisoners might be required to wear distinctive uniforms. "That might discourage them a bit," he said.

As a long-term solu­tion, he said a permanent correctioris facility is being planned. in Kaginan, where the old communica­tions building could be

• prison converted into a jail.

Police. consultant Richard Keatley said earlier that the DOC facility in Susupe was about 18-19 percent over­crowded.

The government has also looked into the treat­ment of prisoners. Teno­rio said "we are listening

and responding to problems."

Asked whether some inmates could be sent to prison in the mainland, Tenorio said it could be very difficult for the families of irimates be­cause of the close family ties here.

DOI field rep takes NMI post

Former newsman and Peace Corps official Jeffrey Schorr arrived Sunday as the Department of the Interior's field representative in the

· Northern Marianas. Schorr, 45, majored in

journalism at the Wayne State University. He started his 14 years of writing career while in school, and even when he joined General Motors as a public relations man. He worked for the Detroit News, the Ann Arbor News and the Grand Rapids Express.

In 1980, he joined the Peace Corps as a public affairs manager. From 1982 to 1985 he was Peace Corps colllltry director in the Kingdom of Tonga.

When he left the Peace Corps, Schorr traveled throughout the Pacific and Asia before going back to the U~ "to catch up with my family and friends."

Schorr said he heard about the DOI's search for a field representative in the N orthem Marianas during his Asian travel. That.i- was before Robert Bunn, DOI's· field repre­sentative in the Virgin Islands, was sent here to set up a temporary field office. Blllln is now back in the Virgin Islands.

ficials earlier suggested the need to slow down or stop new projects because the utilities could not cope with increasing demand.

During the weekly press conference hosted by the Northern Marianas Press Club, Tenorio said in­vestors in new hotels and other projects would just have to be told that they have to provide their own water and power as much as possible.

"We are planning for expansion," he said. "It takes time but it is being done."

He said three new wells are now being drilled in Kagman to add about half a million gallons of water a day to the water system.

He said he did not know of any society where everything was in place when the investors came in. "Eve11 Hawaii has a water problem," he said.

He said the problem in the Northern Marianas was the tremendous growth,

averaging 10 percent a year. As an example, he said in 1976 local revenues accounted for 20 percent of government operations. Now, local revenues absorb 80 percent of the cost of running the govern­ment.

Tenorio said the Com­monwealth has not reach­ed its peak of growth. He also pointed out that much of the growth has been only in Saipan.

"The opportunity for investment is now," he said.

Tenorio said the pro­posed seven-year develop­ment plan, which is ex­pected to be completed in about 12 months, would promote development in the other islands.

The Commonwealth, under the proposed plan, will promote light indus­tries such as handicraft

' construction and gar-ments. Tenorio said the proposed plan would identify the suitable locations for these indus-

tries. He said the proposed

plan would not be limited to the seven-year financial agreement between the United States and the CNMI, but would include the private sector. He said the Commonwealth is growing through the pri­vate sector.

The plan will also pro­mote the participation of • local citizens in business and economic growth, according to Tenorio.

While the seven-year plan is still to be prepared, Tenorio said he told officials of the Marianas Public Land Corp. (MPLC) Tuesday to temporarily withhold the "too freely giving away public land because some­body asks for it."

He said there is need for guidelines on the award of public land to . private lessees to give the govem­men t more opportunity to review the projects which would be established in public lands.

Visitor entry restric­tions such as visa require­ment may be adopted by the Northern Marianas to discourage the entry of criminal elements.

Lt. Governor Pedro A. Tenorio said in a press conference Tuesday that the situation "is very, very tough" because the Commonwealth has adopt­ed free or no-visa entry to attract tourists.

He said, however, that restrictions would be adopted to protect the public.

Tenorio said the gov­ernment is now working with federal agencies to prepare a surveillance program. He said monitoring of arrivals may even be computer­ized.

Persons identified with criminal organiza­tions like the Y akuza of Japan would be denied entry in the Commonwealth.

Any candidate from the island must be sanctioned by the party's central co)ll­mittee in Rota, according to Calvo. The committee is composed' of the party president on the island and representatives of election precincts in Rota.

The letter of intent of the sanctioned candidate is then transmitted to the main party headquarters in Saipan.

During the 1985 elec­tion, Hocog ran with Senator Benjamin T. Manglona and Mayor Prudencio T. Manglona, both Rota Republicans. On the opposite side were the CNMI Republicans in Rota who supported Democrats except Hocog and former Governor Carlos Camacho.

With the unification of the Republican groups in Rota, the Manglonas would be with Calvo in the

same group. According to Calvo, the selection of the Republican candidate for the Senate this year could be done through a primary or by appointment (by the central committee).

"I must admit and say that I am proud and thankful for the opportun­ity I had to work with and serve under the Republicans," Hocog said in his letter. "And because of this very experience and understanding that I decided to continue my affiliation and association with much closer relation­ship with the Common­wealth Republican Party of the Northern Mariana Islands."

Hocog said he would complete two consecutive terms in the House on Jan. 9, 1988. "And since I intend not to run for re­election in the House of Representatives, nonethe­less, I have every intention to seek the Senate seat in the forthcoming election," he said.

District Court denies freezing of House funds

The District Court yesterday denied a request by employees of the Democrat minority at the House of Represeiftatives to freeze $137 ,000 out of the House budget to pay for the employees' salaries.

According to the court, the preliminary injunction sought by the 11 employ­ees led by Vicente Atalig was not warranted.

The court, however, will allow both sides to con­tinue presentation of their respective positions on whether the District Court

Apology sent to Tinian on cow-people statement SAIPAN (CNS) - Lt.

Gov. Pedro A. Tenorio has apologized to the people of Tinian for remarks he made in a question-and­answer session several weeks ago at San Vicente School and asked for cooperation of everyone for the sake of the general public.

Tenorio. was referring to statemeni;s · he made that "there are more cows on Tinian than people" which offended Senators Herman Manglona and Manuel Villuomez. who wrote to

him expressing their disapproval of his remarks.

In his letter, Lt. Gov . Tenorio said, "Let me stress that I hold no ill­feelings toward the people of Tinian. In the interest of promoting harmony and coopeation, let me say 'dipsensa' to the people of Tinian."

"I did not intend to offend the people of Tinian, they are my neighbors. I was angered by acts which seem so contrary to the best in­terests of the people of the Commonwealth as a whole. There are pro­blems in the Legislature that are disrupting the cooperation that our people need.

"As a member of the Executive Branch I can

take no direct part in improving the situation except to offer opportun­ities for mediation," Tenorio stated in his Feb. 1 7 letter. He added he will continue to speak out against actions which paralyze the growth of the Commonwealth.

"Poli tics is the ·lifeblood of government but petty politics can only create serious damage to the well­being of our government, create disharmony among our people, and would delay the many improve­ments needed by all of uS," Lt. Gov. Tenorio stated.

He asked for the co­operation of everyone so that the needs of the people of the Northern Marianas could be met.

Representative Juan S. Torres has proposed the establishment in the Northern Marianas of a Federal Bureau of Inves­tigation (FBI) office be­cause of rumors about local officials getting bribes.

Gov. Pedro A. Tenorio has selected Ms. Bertha T. Camacho to work as an intern for a year at the Washington Office of Sen. Daniel K. Inouye (D­Hawaii).

Camacho, who is an administrative assistant at Micro! Corporation, will be the second local person to work at Sen, Inouye's office in Washington. The first was former Rep. Greg C. Sablan (Kilili) who

'returned late last year. In a Feb. 12 letter to

the Legislature's presidiilg officers, Tenorio said Camacho "will be a credit to the Northern Marianas while she is in Washington

Camacho, a graduate of the University of Hawaii, is expected to be in Washington the first week of March.

Sen Inouye opened the intern 's position at hi.S Washington office so he could provide opportun­ities for local residents to · see how the Senate works.

Inouye is one of the most region-oriented members of the U.S. Sen­ate. He said the NMI intern would be able to provide him. with informa­tion about the needs of the people here.

The Garment Industry Association has established an annual scholarship grant to help deserving graduates of local high schools pursue higher education.

In a letter to Education Superintendent Henry I. Sablan W~nesday, GIA President Richard A. Pierce said the education grant would be in the form of a $2,000 to $3,000 cash award.

The grant was in respc.nse to an earlier request by Sablan for donations for the Educa­tion Week scheduled April 19-24. Pierce said

the request was forwarded to the association.

He said that the GIA board, during its meeting on Feb. 10, decided that an education grant would be a more worthwhile contribution to local

education. "We hope this will

somehow help those de­serving Northern Mariana Island future leaders,'' Pierce, who is also president of the Saipan Manufacturers, Inc., said.

Management Agency (FEMA) announced Mon­day that a contract has been awarded to the Black-Micro Corp. for the construction of 175 tern· porary housing units for families whose homes on Saipan and Tinian were totally destroyed by Super Typhoon Kim.

The houses will be built on land owned by the families and the units,

Accreditation costs money,too Moss Ikeda, a Western

Association of Schools and Colleges official who visit­ed the Northern Marianas in December to offer tech­nical assistance in prepara­tion for the accreditation of the three high schools in the Commonwealth, said there are certain visitation fees that the high schools must pay in order to be accredited.

But the high schools will not pay these fees until January 1989, when a six-member W ASC team will visit the CNMI to determine if the high schools are ready for full accreditation, he said.

schools that have an enrollment of 750 to 1,499 students is $1,800 per year. Marianas High School, which has an enrollment of 854 stu­dents, falls in this category.

Visitation fee for high schools with an enroll­ment of 450 to 749 stu­dents is $1,500 a year, and visitation fee for high schools which have an enrollment of 150 to 449 students is $1,200 a year. But there are no high schools in the CNMI that have these enrollments.

Visitation fee for high schools with 149 students or less is $900 a year.

Tinian School, which has up to 10th grade, and Rota High School have 54 and 140 students respec­tively and therefore are in this category.

"You pay the fees when the schools are ready for full accreditation visit," Ikeda said.

Another expense is the cost of being included in the W ASC directory. If the high schools are ac­credited, they will be placed in the directory for one year, Ikeda said. The cost of being in the directory per year is $250 for high schools and $200

for elementary schools. Elementary schools in

the CNMI are not being considered for ac­creditation at this time, said William S Torres, chairman of the DOE

steering committee on accreditation.

When W ASC visits in March of this year, the high schools may not pay any visitation fee. But they will pay the fees when W ASC will visit for full accreditation in January 1989, Ikeda said.

Visitation fees for the second cycle of accredit­ation will be more because of inflation, he added. (DOE).

Tina Sanchez, Maria Palacios, Lenny Maratita, and Toby Smith had the most attractive and creative classrooms at the school last month.

The luncheon was a prize for the winners, said principal Jose B. Aldan.

Tenorio congratulated the teachers, and said he hopes that the schools in the Commonwealth also have school campus beautification award like San Antonio's most at­tractive clas.sroom award.

MHS alumnus leads 4-H Clubs in Micronesia MOEN, Truk - Bernard

Bilimont, who organized 65 4-H Clubs in Truk, since becoming the CT AS 4-H Youth Specialist in July, 1983, will soon be turning his attention to developing the program in other Micronesian jurisdic­tions.

Bilimont will turn the program here . over to Linda Mori, founder and director of the Truk Fairo Institute, a community service organization which supports youth activities, who became Jan. 12 the Truk 4-H Youth Leader.

Mori, 34, is a native of

Moen Island, Truk, who was graduated from Churchill High School in Eugene, Oregon, aTld at­tended Oregon State University, Corvallis. She served as a part-time teacher and counsellor in the Catholic schools here, before going to Washing­ton, D.C., in 1983 to assist in setting up the Micronesian Institute and work part-time in a law firm.

She established the Fairo Institute here in 1984, after returning from Washington. She will continue as part-time

director of the institute while serving as the state 4-H leader.

He organized 65 4-H Clubs in Truk with 2,401 members and 996 volun­teer adult leaders. While most of the clubs are in the Truk Lagoon, there are 11 clubs in the Truk outer islands, including six clubs in the Western Islands and Nomanwito and five clubs in the lower and middle Mortlock Islands and he is planning to organize clubs . in the Hall Islands and Upper Mortlocks.

Activities organized for the Truk 4-H program have included home gar­dening, sewing, public facilities beautification, community service such as preparing sites for culti­vation, fund raIBmg, state-wide recreation and youth activities and the state poultry development project held jointly with the Truk Agriculture Division and U.N. Dev­elopment Program.

Bilimont, who is res­ponsible for the 4-H Youth Program through­out Micronesia, said here Jan. 12 that his Plan of Work for the four years beginning this year calls for hiring 4-H leaders in Kosrae, Yap and Pohnpei and organizing 4-H leader­ship training in Palau.

Majuro has a 4-H pro­gram under the direction of CTAS Assistant Home Economist Enid McKay with two 4-H Youth Aides, Anderson Katti! and Evangeline Henos.

In Kosrae, the 4-H program is organized under the direction' of Kosrae Community Action Program Executive Director Truman M. Wakuk.

Pohnpei has two 4-H clubs at P?hnpei Island Center School (PICS high school) and one in Madolenihmw Municipal­ity, but had no state 4-H leader prior to the ap­pointment effective Jan. 20 of Albert Panuelo, a former Pohnpei State Department of Land Administrative Officer.

A native of Pohnpei, Panuelo, 27, was graduated from PICS; at­tended Suomi College in Michigan, the University of Hawaii where he received an A.S. in criminal justice and Eastern Oregon State College where he received a B.S. in 'correc­tions. He also completed one term of postgraduate studies in corrections at Western Oregon State College.

Stan Falmanger of the Yap Community Action Program was named temporary state 4-H leader while former Gov. John Mangefel and the Yap State Legislature agreed to provide $12,000 to begin the youth pro­gram there, during a· visit there Nov. 9-12 by Bilimont. (CTAS Report) .

Pigs fed ad lib gain weight fast KOLONIA, Pohnpei -

Pigs fed ad lib, or all they could eat would be the most profitable for com­merc.ial production be­-cause they gain weight faster than pigs fed once or twice daily according to two swine feeding trials conducted by the CTAS staff at the _PICS high school farm, Animal Research Assistant Engely loanis reported.

For traditional feasts and funerals over a long period of time, pigs fed once a day proved to be more economical to care for, because they gained

at about the same rate as swine fed twice daily· with the same total amount of feed, loanis said.

The first trial began Dec. 2, 1985, with four each Duroc-Berkshire cross pigs each in the three pens and the second trial began in mid-February with three Yorkshire-Berkshire cross ani.Inals ·in three pens. All pigs weighed about 12 ·pounds each when the trials began.

In the first trial, the Duroc-Berkshire crosses. fed ad lib reached 200 pound averages in 162 days; those fed twice daily in 211 days, and once daily, in 219 days. In the second trial, the York­shire-Berkshire crosses fed ad lib crossed the 200-pound mark in 203 days and those fed once and twice daily in 273 days.

The conversion rates for the number of pounds of feed per weight gained in the first trial was ad lib, 3.07 to 1; twice daily, 3.8 to 1, and one daily, 3.9 to 1, and in the second trial was ad lib, 3.4 to l; twice daily, 3 .3 to 1, and once daily, 3.4 to 1.

The cost of feed was 16 cents a pound and the pigs were sold of $1.65 a pound live weight to the Community College of Micronesia and PICS cafeterias, plus some individuals in both trials,

according to loanis .who noted that there is ahnost no commercial pork pro­duction, therefore no standard market prices in Pohnpei.

"For commercial pur­poses, pig raising is still worthwhile, if the animals are good quality and the cost of feed is less than 20 cents a pound," he said.

In the first trial, the four Duroc-Berkshire pigs fed ad lib consumed a total of 2,1 72 pounds of feed for a total feed cost of $347 or 49 cents a pound of weight gained, earning a total profit of $821 or $1.16 a pound.

Pigs fed twice daily consumed a total of 2,745 pounds of feed for a total cost of. $439 or $61 cents a pound of weight gained for a total profit of $739 or $1.04 a pound.

Pigs fed once daily consumed a total of 2,872 pounds of feed for a total ocst of $459 or 62 cents a pound gained and

The CT AS staff is continuing a swine-feeding trial which began Oct. 1 to compare the efficiency of Australian which costs 6 cents a pound less than U.S. feed delivered to Pohnpei.

The research staff com­pleted harvesting more than 50 percent of the 1,024 yams planted April 11 for a perfor-· mance test of 16 varieties, according to .Q;op · Re­search Assistant Jackson Phillip.

Hills from 14 varieties were dug during the sec­ond or medium-term harvest conducted Jan. 13-14 and a different set of 14 varieties were repre­sented during the earliest harvest, Dec. 12, Phillip said.

The Commonwealth Energy Office invites pro­posals from public and private transit and para­transit operators on its Federal Urban Mass Transit Administration Capital Grants Section 16 (b) (2) and Transit Assistance Grant Section 18.

These grants provide funds to private non-profit organization to purchase vehicles and equipment to serve the needs of the Elderly and Handicapped in the CNMI and to support operations of a public transportation system.

The goal of the program is to provide ,3 routes with service-north-Bouth along Beach Road from Kobler­ville and Tanapag ::µid east-west between Civic Cen­ter Office on Aging and Dr. Torres Hospital.

Proposal should include a description of the transportation service to be provided and operating budget, as well as as operator's capabilities.

Each project proposal should also include the fol­lowing:

1. A brief description of project coordination to include:

a. Efforts to coordinate with private trans­portation providers in the. service area, A list of providers should be included;

b. Description of efforts to coordinate with social services agencies in service area;

c. The amount and sources of funds used to purchase and operate vehicles in two pre­vious years, if applicable and description of efforts to integrate use of these funds within Section 16 (b) 2 and Section 19 programs.

2. A description of the efforts made to inform private transit and paratransit operators in the service area of the intended service plan. A process by which private operators may have

The Board of Directors are soliciting applications for the ungraded post of the Executive Director until 11 March 1987.

The applicants shall have at least a Bachelor's degree in a field related to the Public Utility Services (Electrical Power, Water Supply, Sewer Systems, Refuse Collection), business management, Finance or Law and shall have a minimum of five years profes-, sional supervisory experience in the above areas.

Appointed by the Board, the Executive Director is. to administer the operations , of the Corporation on behalf of the Board. The Board is empowered to terminate the services of the Executive Director, with reasonable notice. A contractual mechanism, prob­ably for an initial period of two years will be used for hiring the selected applicant.

The salary range for the post is $35,000 -$40,000. The fringe benefits will be similar to that of the Excepted Service Employees of the CNMI Gov­ernment.

Duties include, but not limited to, the implemen­tation of the operation and management policies, re­porting the activities of the Corporation to the Board, preparation of budgets and reports, hiring employees such as Comptroller and Assistant Directors, etc. For further details reference can be made to CNMI Public Law 4-47.

for fun races The YMCA of the NMI

will hold a fun run on Feb. 28.

There will be a 10-kilometer-( 6-2 mile) rac.e and a 5-kilometer-( 3 .1 mile) race. Check-in time for runners will be at 5 :45 a.m. with the race to begin at 6:15 a.m. The races will start and finish at the American Memorial Park in Garapan.

20k, 10k and 5k races originally scheduled for March 7, have been can­celled by the Japanese sponsor.

Entry fee for the run is one dollar. Certificates will be provided to each finisher.

Hopwood regains first place tie The Hopwood Hilitai

regained a tie for first place by upsetting the Marianas High School Dolphins 14-8 in DOE softball action Sunday.

The Dolphins jumped to an early 4-0 lead in the second inning on a triple by Jess Wabol, two singles, and a double by Noel

· Taisacan. The Hilitai answered right back with five runs in the third inn­

- ing on just six singles. Hopwood never trailed

after that and put the game of reach with four runs in the seventh inning.

Leading the Hilitai 's 19-hit attack was Luis Wabol who went four for four including a double and a triple and three RBI's. Ben Jones slugged an opposite field homerun before going down with an ankle injury.

In other games, the Central Honchos downed the Oleai/Headstart Turtles 8-2. Pete Taitano,

Tom Tebuteb, and Bob Coldeen sparked the win­ners with three hits apiece. Taitano blasted a mam­moth homer to straight­away center field and John Tenorio clubbed his first homer in recent history to inspire their teammates.

The Turtles, bringing up the league's rear, scored on another inside-the-park homerun by Ray Tebuteb. In the seventh inning, Jovie Masiwemai singled and lumbered home fol-

lowing a double by Tebuteb and a single by Norbert Ada.

The Blue Jays over­came the Country Lovers 20-17 in a wild, dramatic game by scoring twelve runs in the last two inn­ings. Gonzalo Santos walked the first three bat­ters in the sixth inning and Joe Santos followed with a two-run double to set the stage for a six-run rally. A walk, two costly errors, and three hits produced

another six runs in the seventh inning.

Joe Santos led the Jays with five hits, two doubles and two triples, five RBI's, and four runs scored. (DOE).

Stearns, McCullogh, Bellas rule Laguna race Over the three-day

weekend of Feb. 14-16, the Over the Reef Yacht Club held the 12th Annual Laguna Regatta.

The regatta consisted of six races, one of which was on Saturday, three on Sunday and two on Mon­day. The courses for the races were staged inside the harbor channel\ using the existing bouys.

The high-velocity winds and large waves made the first two days of racing extremely challenging and resulted in some damage to several boats. The majority of the sailors received marks and bruises

commemorating their participation in the event.

The regatta culminated in an awards banquet held at the Jade Garden Restau­rant. The awards and prizes were awarded on the basis of the following standings:
