Study Goals
• Is the store importing dogs from other states? How many?
• Are they working with licensed USDA breeders?
• How may sick dogs are sold?
The Puppy Mill Awareness Meetup of Southeast Michigan has conducted this study of Michigan puppy-selling pet stores with a primary goal of determining breeder information.

Data was collected from the following:
• PetShopPuppies.org reports
• MDA Health Certificates
• MDA Complaints
• Complaints filed with Animal Control
Pet stores researched included most store fronts (chains, supply stores, lawn & garden centers, aquarium-type stores, groomers, stores offering puppy finding services and trade center booths).
Five “residences” selling puppies are included. A thorough study of internet only sellers has not been completed.

Currently Operating without a License
Recently closed:
1) Sporting Dogs Unlimited (rescue), Shelby Twp, was operating as a pet store and was in the process of opening a store front in 2010 before it’s owner went to jail.
2) Pet Paradise Plus, Stockbridge, opened in 2010 without a license. The owner and breeder, Laura Springborn, faced cruelty felony charges and is now on a two year probation without animals. Officials closed her pet store in Stockbridge after an investigation began when a customer complained the dog she had purchased had parvovirus.

On average 213 puppies are
imported per month.

Puppy Pipeline
Shipments from the Midwest states range from a drive time of 7 hours (Wisconsin) to a drive time of over 19 hours (Oklahoma).
A puppy may travel 1,200 miles before reaching a Detroitarea pet store.
USDA Licensed Breeders
There are only 9 confirmed USDA licensed dog breeding kennels that are allowed to sell legally to pet stores.
Michigan has approximately 50 puppy-selling stores.
There are more pet stores than legal kennels requiring pet stores to import.

USDA Announced Animal Welfare Act Enforcement Actions
WASHINGTON, June 11, 2010 – The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) recently announced its intention to move more swiftly and consistently to take enforcement action in response to animal welfare violations, and to make its actions transparent and accessible to the public. As part of this effort, APHIS is issuing monthly press releases that highlight enforcement actions taken in response to violations of the Animal Welfare Act (AWA) and Horse Protection Act (HPA).

PetShopPuppies.org is a Missouri non-profit organization, and a federal 501c3 charity.
Their mission is to provide data to the general public about the commercial dog breeding industry by providing puppy reports to individuals who have purchased puppies from pet stores.
Pet Stores and breeders each have their own website.
Their objective is to bring awareness to the public about the nature of the commercial dog breeding industry so they can make informed and educated decisions about their next puppy purchase.

1 12/23/10 Maltese showed signs of neurological problems. Offered veterinary care
including surgery. Over medicating. No Health Certificate
2 12/28/10 Over medicating. No Health Certificate. Tail was docked, but no vet
name provided. Offered to provide further vaccinations.
3 9/3/10 Puppy had kennel cough and severe urinary tract infection. Observed
30 - 40 different pups, and about 15 different breeds but no parents
anywhere. Pups were in wire cages and had no bedding. He
administered shots to the pups but had no Health Certificates.
4 2/15/10 Puppy was throwing up, diarrhea, worms. Died in his sleep. Terry
switched dogs on her after she left a deposit. Tied the original male
yorkie up on a wire cord. No Health Certificate.
5 July 2009 Purchased yorkie poo puppy it died four days later. Was sick in the
garage with other puppies. The pen had diarrhea and the pups were
lethargic. He was trying to cover up the diarrhea in the cage with
newspapers. Was sick the night she brought him home. Throwing up.
Took to emergency. Diagnosed with parvo. He gave her $500 back. She
spent $3000 with vet bills.
6 January 2009 Purchased a Pekinese diagnosed with parvo with no Health Certificate.
Called him to tell him he had parvo at the kennel. There were close to
50 puppies when she visited. When the ACOs came out 13 days, there
were only 13. Approx 37 dogs missing, sold?

The PetShopPuppies.org Reports revealed the following problems noted by customers who had purchased puppies from one of the Family of Pets/Family Puppy locations. Many of these items noted are contagious to humans.

Diseases Contagious to Humans
• Coccidia and Giardia are intestinal parasites/illnesses that can be passed to humans from contact with feces and/or contaminated water.
• Giardia survives on surfaces and filthy conditions and environments contaminated with feces of contaminated animals leads to human infection. It is also highly contagious from human to human if someone has it, no matter how or where they got it. The diarrhea can be explosive, and the parasite and eggs are in the fecal matter and often on their face, even if you can’t see it because they groom themselves..
– With Giardia infection, there is divided medical and veterinary opinion as to whether dogs can be a source of Giardia infection in human beings, particularly the very young and immunocompromised individuals. A prudent individual would treat a Giardia outbreak in a public facility as a potentially zoonotic disease (that is, one that can spread from animals to people).
• Sarcoptic Mange can be passed to humans from animals. Demodetic Mange is usually just seen in animals. However, both are from mange mite infestations and bites and both mites can live in the hair follicles of humans and animals.
• Ringworm found on the skin of an animal is known to be passed on to humans. You don't necessarily have to rub exposed skin on the site of ringworm on an animal, but sometimes people don't know what it is and just think it's a patch of hair missing or a scab from a bite or scratch and touch it and spread it to themselves; it's a fungal infection that starts out like a mosquito bite and spread into a ring-like rash that can then spread to other parts of the body if not covered and medicated.
• Conjuctivitis is like our 'pink eye', so whatever the bacteria that starts it in animals and humans if it is the bacterial kind (it can sometimes be caused by foreign bodies or injury to the eye), and depending on what contact humans have with the discharge, it could pose a problem for humans.

Laura Springborn, 38, is charged with cruelty to 10 or more animals.
Livingston County Animal Control officers found 24 dogs mostly small-breed dogs, including Chihuahuas, Maltese and miniature pinschers in the woman’s home, which officials said was “unsanitary.”
The discovery came after Ingham County Animal Control officials closed Springborn’s pet store in Stockbridge due to suspected animal cruelty. That investigation began when Springborn’s neighbors and customers at the pet store complained. Locals held demonstrations.

Industry Concerns
• The deceptive practices of pet stores relating to the marketing and sale of puppy mill puppies across southeast Michigan is causing thousands of consumers to be victimized by this unscrupulous conduct.
• The Family Puppy tells unsuspecting consumers:
• they will match them with “healthy puppies” from “hand picked breeders”.
• they have made it their policy to purchase directly from breeders rather than distributors, yet shipping records indicate that almost half come from brokers (Ohio and Minnesota).
• their breeders are USDA licensed and inspected four times a year.
• four agencies inspect their Indiana breeders, including the pet store owners who are not regulators. Indiana State Board of Health is not inspecting and the AKC does not inspect all facilities.
• Petland has orchestrated and executed a scheme to defraud consumers by manufacturing a fictitious market for puppy mill puppies. They misrepresent the puppies telling customers they are “the finest available” puppies from “professional and hobby breeders who have years of experience in raising quality family pets,” which are “USDA approved.”
• Mall locations have created a demand for puppy mill puppies where there would otherwise be none. Communities such as Flint in Genesee County struggle with the highest euthanasia rate at their local shelter.
• Hundreds of consumers are left suffering from emotional turmoil and significant monetary losses as they grapple with diseased and dying puppies purchased at pet stores throughout Michigan.

Pet Shops, Dog Pounds and Animal Shelters: Public Act
287 of 1969, as amended:
The primary law pertaining to pet shops. This law specifies who does and does not need a pet shop license and it includes requirements for importing and selling puppies and kittens.
Regulation 151 (Pet Shops, Dog Pounds and Animal
Shelters):
Regulations and requirements for operating a licensed pet shop. This is a very important regulation to read and understand, as it covers areas that MDA Inspectors review when visiting pet stores
Please be aware that Act 287, P.A. of 1969, as amended, states that a pet shop owner cannot import or offer for sale puppies or kittens under eight weeks of age and they must have teeth visually present. Also, cats and dogs that have not been properly vaccinated and treated for internal and external parasites may not be imported. Furthermore, a Michigan Pet shop Health Certificate signed by a licensed veterinarian must be provided to the purchaser of a cat or dog. This certificate needs to include the date and type of vaccinations and treatments given.

Remember that the following are just general guidelines. Some of the recommendations given here, whilecommonly used and accepted, are not specific to the regulation. Sec. 4. (1) Applications for pet shop licenses shall be on a form as provided or made available by the director. Beginning October 1, 2003 through September 30, 2012, the director shall issue pet shop licenses for a term of 1 year beginning January 1 of each year. After September 30, 2012, the director shall issue a pet shop license upon application and payment of a license fee of $150.00.
(2) Subject to subsection (6) and until September 30, 2012, the department shall charge a fee of $200.00 for an initial application for a pet shop license and a fee of $100.00 for renewal of a pet shop license.

I inspected Teacups & Toys on 6/2/09. At the time of my inspection I debited the store for not sanitizing the water and food bowls. Jeff did have Nolvasan on hand for the cages and agreed to follow the label directions for sanitizing his dishes as well. Jeff also had 2 new puppies in the store that had not yet been to the veterinarian for an exam and to have the pet shop health certificates filled out. He showed me the paperwork on the recent intake of these puppies. I explained to him that he can not have the puppies offered for sale until the certificates are complete and the agreed to put a "note for sale yet" sign up on the pen for those puppies. The other health certificates were in order. The animals all had food and water and the housing was clean.
