Eleven employees of the Michigan Department of Corrections (MDOC) recently had lunch with Gov-ernor Rick Snyder. The lunch was an opportunity for employees to discuss what’s going on in correc-tions today, while giving the Governor the chance to get feedback from people who are on the front lines each day, doing the job.

Employees at the luncheon represented a diverse cross-section of the Department. Eight different employment classifications were represented in-cluding Absconder Recovery Unit Investigator, Analyst/Grant Coordinator, Corrections Officer, Department Technician, Food Technology Instructor, In-dustries Supervisor, Parole/Probation Agent and Prisoner Re-entry Specialist. Several work units were also represented including Finance, the Parole Board, Field Operations Outstate Region - Saginaw and Berrien County, Field Operations Metro Region - Detroit, Correctional Facilities Administration - Jackson, Ionia and Thumb Correctional Facility in Lapeer.

Latrelle Pickens and Sherron Rimpson shared their thoughts on the luncheon. Latrelle said,

“I truly enjoyed having lunch with the Governor and I sincerely appreci-ate being selected to do so. Governor Rick Snyder was very person-able and appears to be very concerned and in tune with the valuable needs of our department.

“While eating, we casually discussed many topics. Of course, I had to ask about the future of MPRI. At the ground level there have been ‘rumblings’ suggesting that under the Snyder Administration, support for MPRI may be curtailed.

“I shared with Governor Snyder the great things we are doing through MPRI, and after I had informed him of what I had been hearing, I asked him his thoughts about it. I was relieved to hear him express the impor-tance of the program, his continued support for the program, and how he ‘wishes to enhance MPRI.’

“Overall, I believe the luncheon was a very good gesture by Governor Snyder in an effort to try to connect with the employees of the Michigan Department of Corrections. Thanks again for the opportunity.”

Parole/Probation Officer Sherron Rimpson also had kudos for the luncheon and Governor Snyder’s receptiveness to each of the employees’ viewpoints. He said,

“First of all, I want to thank the Department for selecting me for this honor. Yesterday's visit to Governor Rick Snyder's office was an experience I will never forget. The great lunch was pre-pared by the Department’s Food Service Technology Program. The atmosphere was very re-laxed. Governor Snyder began by explaining his reasoning for having lunch with line staff of each state department and he said he will continue to do this each year he's in office.

“After providing his reasoning for the luncheon, each employee introduced themselves and Governor Snyder opened the conversation to questions. They focused on collective bargain-ing, concessions, initiatives to attract business, health care and the Michigan Prisoner ReEn-try Initiative (MPRI). With regard to MPRI, all employees present expressed how positive the MPRI program has been for the Michigan communities and the offenders who are receiving services. Governor Snyder assured those present that MPRI will continue throughout his term, but may see adjustments. This was an AWESOME experience!”

The time these employees spent with Governor Snyder allowed them to share their view of the Michigan Department of Corrections while giving the Governor a better understanding of what MDOC employees do each day to ensure the safety of Michigan’s citizens and the success of of-fenders under Department supervision. The Department would like to thank Governor Snyder for providing a forum where line staff from each state department can voice their concerns in a relaxed and social environment.

MDOC LEGAL AFFAIRS ADMINISTRATOR POSITION NOW POSTED



The MPRI Steering Team is the advisory body whose primary role is to design the Comprehensive Prisoner Reentry Plan and to monitor its implementation.

Steering Team members represent their service area and bring to the table the input of their stake-holders. Members of the team must have the knowledge and expertise of the service area they rep-resent and must represent their networks, not just their organizations.

The Central Michigan Area (Gratiot, Ionia, Isabella, Lake, Mason, Mecosta, Moncalm, Newago and Osceola counties) Steering Team meets bi-monthly in locations rotating around the Central Area.

Service areas for which Central Michigan Area is seeking Steering Team members include the follow-ing:

Central Michigan Area Steering Team Members December 2010

Investigator Dave Sharp of the Michigan Department of Corrections Ab-sconder Recovery Unit was sworn in as a Special Deputy Marshal on March 24, 2011 at the U.S. Marshal's Western District Office in Grand Rapids, Michigan. Sharp will work with U.S. Marshals, Immigration and Customs En-forcement, Housing and Urban Development, the Michigan State Police Fugi-tive Team and local law enforcement on a task force developed to find and apprehend Michigan’s most wanted fugitives. New task force members, who are excited about the operation, were also given a tour of the offices which are expected to be ready for the task force by late April.

Michigan Department of Corrections (MDOC) employees will need to be on the lookout for the new stan-dard Michigan driver's licenses and state identification cards when they begin circulating this month. Citi-zens who visit correctional facilities and secure state office buildings may be carrying the newly issued IDs when they visit.

The new licenses have the latest safeguards available to protect their integrity, further ensuring cardhold-ers are who they say they are. Secretary of State Ruth Johnson said the state's new contract with its li-cense card manufacturer provided a good opportunity to add the new security features, which make creation of fraudulent licenses even more difficult.

The basic look of the new license and ID card includes an intricate line pattern and outline of the state of Michigan with the Great Lakes. If a person has joined the Michigan Organ Donor Registry, a red heart symbol and the word "Donor" will appear on the lower portion of the card.

Features of the new license and ID card include:

The state's Great Seal on the front viewable under black light.

Tricolor image of a bridge on the front that appears and disappears when viewed from differ-ent angles.

New two-dimensional bar code on the back with encoded information available for law en-forcement use, in addition to the existing magnetic stripe and one-dimensional bar code.

Cardholder's photo and date of birth also on the back viewable under black light.

Laser-perforated word "MICH" on it.

People who are younger than 21 will continue to be issued a vertical-format license or ID card. People who are 21 years old and older will receive the traditional horizontal version.

Because licenses and ID cards are valid for four years, the existing card design will remain in circulation through 2015, with some vertical Graduated Driver License cards in circulation through 2016. Cardhold-ers will be issued a new license when they renew or if they need to replace a lost or damaged card. For more information, visit www.michigan.gov/sos.

The Michigan Department of Corrections (MDOC) and the Michigan Corrections Organization (MCO) have mutually agreed to the following bump regions:

Florence Crane Correctional Facility will bump to Lakeland Correctional Facility.

Muskegon Correctional Facility will bump to Brooks and West Shoreline correc-tional facilities.

There will be three steps in the bumping process related to these closures:

1. In order to keep the most senior officers closest to “home,” the bump will that occur first will filling vacancies that currently exist within the bump region. Following that, all remaining offi-cers will receive a layoff notice and a “Transfer in Lieu of Layoff ” preference form.

2. Officers who receive a layoff notice will have the option to fill out the “Transfer in Lieu of Lay-off ” preference form (indicating which facilities they would be willing to transfer to instead of taking the layoff) and will fill vacancies according to seniority.

NOTE: YOU SHOULD ONLY PUT DOWN FACILITIES YOU ARE WILLING TO TRANSFER TO. IF YOU ARE CONTACTED FOR AN OPENING AT A FACILITY YOU HAVE LISTED AND YOU REFUSE, YOU ARE IMMEDIATELY REMOVED FROM THE STATEWIDE RE-CALL LIST.

3. After the bump has occurred and the “Transfer in Lieu of Layoff ” requests have been proc-essed, officers will also have the option to do an Exchange Transfer.

For example: If you are a senior officer who is bumping into Lakeland but would prefer to go to Jackson, you could find an officer who is taking a “Transfer in Lieu of Layoff ” to Jackson and do an Exchange Transfer. This will only be allowed between officers within the same class.

“Transfer in Lieu of Layoff ” preference forms will be distributed by the Administration directly to all officers receiving a layoff notice. All forms (both preference forms and Exchange Trans-fer requests) are to be turned in to your facility human resources office...not MCO.

In the past few closures, officers have taken a voluntary transfer out of the region who ultimately would not have had to leave. This process avoids that possibility. The Department and MCO will continue working with officers throughout this process.

Employees who are N.E.R.E.s or who are in another collective bargaining unit will be advised of their options as well. The Department is developing bump chains based on each affected employ-ees most current employee preference form. These closures could affect employees throughout the state and are likely to result in layoffs. The Department will do everything it can to minimize layoffs and the impact these closures have on employees. If you have questions or concerns about your employment status or the affect these closures may have on you, please contact your local human resource representative and/or collective bargaining unit.

E MEMORIAL SHADOW BOX CELEBRATES

WARDEN’S LIFE

Employees of the Mound Correctional Facility (NRF) held a memorial service and dedication of a memorial shadow box on behalf of former NRF Warden Jeff White. Warden White died unexpectedly from a massive heart attack in February 2010. At the time of his death, he was the Department's youngest warden. Those attending the memorial tribute were led in song by Corrections Officer Rainelle Cunningham and in prayer by Chaplain Leroy White. Several staff, including Warden Kenneth Ro-manowski and Deputy Warden Darrell Stew-ard, delivered speeches recalling their fond memories of Warden White and his dedication to the Department and the employees he served. Warden Jeff White was remembered as being a ‘larger than life’ person who cared deeply about this facility and his staff.

Warden White was also recognized last year with an Honor Guard detail at his funeral ser-vice and an Officer Recruit Class named in his honor. His son, a sergeant for the Depart-ment, spoke at the class graduation.
