2. Living Green Master Plan - Verbal Update

Mary Bracken, Project Leader, Living Green Master Plan, will provide a verbal update with respect to the Living Green Master Plan.

RECOMMENDATION That the final draft Living Green Master Plan, dated October 2011, be approved; and that the financial implications of the actions contained in the Living Green Master Plan be further considered through the Corporate Business Planning and annual capital and operating budget processes.

3. Sheridan College Representative - Verbal Update

Brenda Osborne, Manager, Environmental Management will provide a verbal update with respect to a representative from Sheridan College, Mississauga Campus sitting on the Environmental Advisory Committee.

JeffEvellsonJll9~aJ1adlian Urban Institute, gave a deputation with respect to the final Ll VUH' Green Master Plan. He outlined the vision, purpose, goals,

research and how the LGMP aligns with the goals of the Strategic Plan. Mr. Evanson also detailed the framework for action and implementation of the LGMP.

Members of the Environmental Advisory Committee noted that the LGMP was an excellent plan and congratulated those involved with its development.

Councillor Jim Tovey, Ward 1 raised questions with respect to the City of Mississauga's capacity to manage waste water and asked if the LGMP team had worked with the Region of Peel to address the issue of waste water management. Jeff Evanson noted that this was an important issue for the City of Mississauga and that the City's Environmental Management Office was working with the Region of Peel on the matter.

Maureen Ricker, Citizen Member noted that community environmental groups should be involved in public education and suggested that these groups be included in the LGMP.

Planning, presented an update with respect to the City of _"UHU1U' Securement Program.

Eric Lucic, Park Planning presented an overview of Greenlands Securement. He outlined how land is evaluated and ranked and detailed land acquisition criteria. He noted the various ways in which land is acquired by the City of Mississauga and highlighted the City's acquisition successes. He further noted that futme land acquisition will focus on Credit River and Etobicoke Creek properties, lands that facilitate trail connections and waterfront properties.

• Policy recommendations to be defensible: All revised and recommended policies (e.g. draft Official Plan amendments, changes to by-laws, etc.) must be drafted by the consulting team and must be defensible in the eventuality of any OMS appeal. To this end, the Final Strategy shall have a clear approach, be prescriptive, logical, transparent, traceable, replicable, based on science, policy-validated and well-documented.

• Property ownership review: The consulting team will review and provide a synopsis of public and private ownership of Natural Areas and lands recommended for inclusion in the natural heritage system, and will identify opportunities for land acquisition.

,,' 1996: The City of Mississauga identified a natural heritage system referred toasthe Natural Areas System, through a study and field inventory of natural areas (Natural Areas Survey). The.Natural Areas Survey Report (1996) identified the natural areas system fortheCity based on an ecosystem planning approach, and recommended strategies and guidelines for the.long-terrn protection of Mississauga's natural areas. The recommendations of the report were implemented throughthe City's strategic planning documents such as the Strategic Plan, Official Plan and Future DirectiOns for Recreation, and Parks and Natural Areas.

1996-2010: The natural areas are monitored annu~lIy thr()~gh fiel~'~~rk (Natural Areas Survey Update) to provide information on management needs, maintain a ?urTe[1t,database of site features and monitor the official plan environment policies., . . ..

2010: The 2009 Future Direction~-Parks and Natural Areas Master Plan identified a strong need for continued and increased efforts to protect and increase the proportion of the City occupied by natural areas and that the NHss be completed. Mississauga has already established policies in support of heritage system whichis contained in the new proposed Mississauga Official Plan's Natural Areas (5.6.3.1) and through various departmental actions. However, the policies need to be changes in the policy framework (e.g. provincial, regional), and do not yet include the size ofthe natural heritage system.
