    1. IntroductionThis document only provides guidance on how to prepare and submit a Full Project Proposal(FPP).Complementary information on MF.IND programme and rules are available in MF.IND web

    site and can be also requested via e-mail to MF.IND Cluster Office (see point 8).

    The FPP is the second step of MF.IND projects evaluation procedure.

    Only applicants who has passed the PO (Project Outline) phase can submit a Full ProjectProposal (FPP).The FPP is the complete and extended version of the Project with all the technical, financial

    and management details.

    The FPP is an important document within MF.IND. It is used for the evaluation and the

    labelling of new projects and it is also the basis for the reporting and monitoring procedure if

    the project is given MF.IND Label.

    2. Full Project Proposal Format and PreparationYou must write your FPP following the model and providing all the information requested in

    the document: Annex- FPP Template.The Word format of aforesaid document is available on MF.IND web site and can also beobtained via e-mail from the MF.IND Cluster Office.

    The FPP must be written in English (size of the character: 12).The FPP content is structured in the following sections:

    Cover Page

    Project Overview Project Summary

    Project Full Description

    Work plan Full Description

    Financial and Efforts details

    Rationale for Funding

    Consortium Full Description

    FPP should be a complete proposal of about 20 pages (excluding cover-page, table of contents,

    project summary, Financial and Efforts tables, Consortium Overview tables , FORMS A).

    3. Full Project Proposal SubmissionThe deadline for the submission of the FPP documentation is indicated on MF.IND web site(www.manufuture-industry.org) in the section Project Calls.FPP must be submitted by the co-ordinator electronically through MF.IND web site (seeSUBMIT A PROPOSAL in Project Calls web section).The web system allows the co-ordinator to upload the documentation requested in this phase

    and send it automatically.

    In order to avoid failures in electronic transmission or reading problems, it is recommended to

    send the FPP in PDF (Acrobat) format.

    The co-ordinator together with the FPP pdf file must send the electronic version of FORMs A(see point 10 Annex Forms A).

    In FPP Phase the complete documentation that must be sent electronically to MF.IND ClusterOffice through the web is: FPP document

    Very important: Original documents that must be sent in parallel of the FPP:the printed original copies of Form A of the co-ordinator and Forms A of the other partners

    4. After SubmissionAfter the web submission, the FPP Co-ordinator will receive the Acknowledgement of Receipt(AoR)by e-mail from the MF.IND Cluster Office confirming the receipt of the documentation.If the Co-ordinator does not received the AoR within 3 days after the call deadline, he should

    contact the Cluster Office.

    The AoR will contain the following information:

    Date of reception by the MF.IND Cluster Office.

    Project number.

    Confirmation of the call number in which the proposal has been submitted.

    The co-ordinator of the proposal is requested to distribute a copy of the AoR to all FPP

    partners.

    5. EvaluationMF.IND Cluster Office, before starting proposals evaluation procedure, will check the eligibilityof the FPPs received. The Eligibility Criteria are the following: The FPP documentation must be complete and received from MF.IND Cluster Office by

    the FPP deadline.

    The project consortium consists of at least two industrial companies-Large, Small orMedium sized enterprises- from two different EUREKA countries.

    The contribution from any given country must not exceed 66% of the total budget . Inparallel, the contribution from any one partner (affiliated organisations count as one

    partner) must not exceed 66% of the total budget either.

    After the eligibility check the eligible Full Project Proposals are engaged in the evaluation

    process.

    The Full Project Proposal will be evaluated according to the following criteria:

    Strategic relevance and coherence with MF.IND goals and call Market relevance Technology Advancement and Innovation Partnership Strength

    Detailed information on the evaluation procedure and criteria are described in the Evaluation

    Guidelines available on MF.IND web site.

    6. FundingMF.IND projects are not funded by MF.IND cluster.

    MF.IND projects can be supported financially by all EUREKA member countries.

    Differently to the funding rules of a EU project (e.g. Framework 6 and 7) there are no common

    funds available that are shared among the successful proposals.

    The partners within a consortium engaged in MF.IND project are funded directly by the

    governments of their respective countries, according to national funding procedures.

    Similar to EU projects (eg. FP7) or national funded project, only a percentage of the overall

    costs are covered by the public funding. This portion depends on the national funding rules of

    the partners involved in a particular MF.IND project.

    It is therefore essential that you make sure that your project proposal fits within national Public

    Authorities' priorities and funding rules before you submit it to MF.IND.

    7. Key RecommendationsBefore submitting your proposal, we recommend you to check that:

    Your project is a hi-tech, market-oriented R&D project.

    It involves at least 2 industrial partners from two different countries members of EUREKA.

    It aims to develop new technologies or solutions for EU Manufacturing Industries.

    It is funded by the partners themselves, who receive public funding from their national

    governments.

    The Project Consortium is well-balanced: this means that the contribution from any given

    country must not exceed 66% of the total budget. In parallel, the contribution from any

    one partner (affiliated organisations count as one partner) must not exceed 66% of the totalbudget either.

    course of the project, with special attention to the standardisation issues.

    Indicate how the partners will exploit the project results after the project end.

    Giving timelines, expected figures, ROIs ... will make the proposal more convincing.
