Legacies of the CCC and WPA in Jefferson County Seventy-five years ago, depression choked the economy nation-

wide, unemployment was 25%, and many people were without hope. President Franklin Delano Roosevelt led the nation into a large-scale experiment in human services. Within four months of his inaugural address, 275,000 men went to work in 1,300 camps around the country. This project, originally known as Emergency Conservation Work and now remembered as the Civilian Conservation Corps (CCC), was designed to take young men ages 18-25 off the streets and put them to work rebuilding the nation’s forests, salvaging eroding grasslands, and creating state and national parks. The National Park Service and Forest Service guided the projects, and the Department of Army built the camp barracks.

In the course of the program, more than 150 camps that employed 30,000 men were established across Colorado. Two CCC camps near Genesee Park and one at Morrison were built in Jefferson County thanks to the political and organizational skills of George Cranmer, Denver’s manager of parks and improvements. He helped secure CCC and WPA funding to restore and upgrade Denver’s Mountai Parks in Jefferson County. The CCC improved roads, planted trees, built parking lots, stone shelters, picnic facilities, and a “warming house” for ice skaters at Evergreen Lake.

The most famous CCC project is construction of the legendary Red Rocks Amphitheatre 1936-41. Primarily using hand tools, the men built 10,000 seats between Creation and Titanic Rocks that were known to contribute toward vibrant acoustics previously popularized by entrepreneur John Brisben Walker. The younger men were replaced by older World War I veterans in 1937.

Works Progress Administration (WPA)Projects created by the WPA are often confused with the CCC.

WPA hired older men, often married with families to support. They accomplished projects ranging from public works (roads, sew-ers, bridges), to school and library construction. In 1936, they built new wings on each end of Evergreen’s K-12 school. They extended Alameda Pkwy through Lakewood and over Dakota Hogback (“Di-nosaur Ridge”) to Red Rocks Park. The WPA built stone retaining walls in lower Bear Creek Canyon after a flood in 1938211q. They built U.S. Hwy 40 through Mount Vernon Canyon to Empire and Winter Park. By 1941, WPA workers had built many masonry build-ings and bridges in Golden at Camp George West.

WPA also made important contributions to public art and history. WPA artist Kenneth Evett created the mural at Golden’s historic post office at 619 12th Street. Another legacy is the Golden Pioneer Museum, initially sponsored by WPA funding in 1939 in coopera-tion with JeffCo. World War II caused collections to be stored until 1953 when the Daughters of the American Revolution took over sponsorship in a vacated room of the old county courthouse. The collection is now housed at a former public library next to Golden City Hall. WPA writers compiled a guide to Colorado, another one on historic ghost towns, and an extensive history of Golden, Colo-rado.

One CCC alum shared his memories: “After dinner at 5 p.m., a G.I. truck would pick us up and drop us off in front of the state capitol and we all scattered out to the movies, dances, meeting girlfriends and having fun. The deadline for pickup back to camp was midnight. Well, one night I missed the truck by five minutes and had to walk 15 miles in pitch black over farmland back to Morrison. I got there at about 6 a.m., just in time for roll call, break-fast, and another hard day’s work.” The CCC workers are memorialized with a statue placed at the top of the Red Rocks Visitor Center in 2004.

Most people know Jim as a radio celebrity for 20 years, most notably with KVOD during the 1990s. He has been honored by many awards for his radio production hosting and hosting public affairs talk shows. Since 2001, Jim has been an administrator for the Jefferson Symphony and Colorado Lawyers For the Arts. He now performs music, writes, has also established a new profession as a non-denominational minister to council couples and perform wedding ceremonies.

“Big Jim” grew up in Denver, completed a music degree and performed blues, rock, jazz, classical, folk, and country music as a keyboard musician and vocalist for 35 years. He lectures and emcees symphony concerts and performs as an individual just about anywhere—from huge concerts to senior daycare centers. He has performed with David Allan Coe’s Tennessee Hat Band, and many others—too numerous to mention here. He has recorded in Nashville, toured coast to coast with such “outlaw” artists as Willie Nelson and Waylon Jennings and shared the stage with Marty Robbins, Jerry Lee Lewis, and other notables.

“Singing has always been a major part of my life. My mother had a beautiful singing voice and played the piano and Hammond organ. I played piano on my first gig in 1968 and performed regularly from 1973 until I came back from Hollywood with crushed dreams of replacing Dan Blocker on Bonanza in 1982.” He became a local fixture at Cactus Jack’s and the Little Bear in Evergreen.

“After an overnight gig on radio, I was hired by KVOD. Talk about culture shock: from the honky-tonks to the cultural air-waves…from blues to Bach!” With support from his life partner Barbara, he began again to perform at parties and jam sessions in 2001 and continues to serve on many non-profit boards.

Since 1988, Jim Conder has provided informational and thought-provoking lectures to pre-concert audiences, schools and universities, guilds, discussion groups, fraternal and service organizations on musical topics ranging from the History of the Orchestra to Music and Your Mind. He is a kind and perceptive guide for couples ready to marry. The ultimate combination would be to hire Jim to perform the wedding followed by his wonderful musical entertainment!

Keith “Scramble” Campbell has allowed his passion for music and art to have fun since the early 1990s. Growing up in Orlando inspired combining swirls of paint with flowing movement of dance and musical color. By 1995, his art joined the list of Andy Warhol, Leroy Neiman, and Peter Max to be featured on a billboard promoting Absolut Vodka!

While traveling around the country for 18 years painting to live music, Scramble especially liked working at Red Rocks concerts. Shay, his partner of 12 years, is also an artist and loved Red Rocks. So, in 2004 they moved to Colorado and “settled down” in a home near the park. “I have created 140 paintings at Red Rocks and at least 1,800 during live shows around the world.” He will also be available during an exhibit of his work at the Red Rocks Visitors Center during the week of July 1-8. His art has supported them financially since 1991. His paintings are available on his website and by appointment at the Stone Street Gallery within the Cliff House Lodge in Morrison. He says, “Some say I’m a dreamer, but I am not the only one.”

Eighty years ago, in mild-mannered Golden, dubious activities occurred atop Castle Mountain, a symbol for the town and its beer—burning crosses glowed across the metro area when Coloradans were initiated into the KKK by Grand Dragon John Galen Locke of Denver. Lowther’s book is crafted as a series of historical-fiction vignettes surrounding three brothers, set with glimpses into the lifestyles, habits and values of the 1920s. He weaves together sketches of backdoor land deals and questionable politics. We learn that the Colorado Klan in the 20s mostly objected to African Americans and Italian Catholics who continued to administer the Sacrament with fermented beverage in the days of Prohibition, and that Colorado was the only state with a KKK Women’s Auxiliary.

Lowther ends his book with a 30-page historical timeline that provides a valuable perspective of Golden history. He has written

a fascinating glimpse and a shocking truth about Colorado during the 1920s. He grew up in Golden and is the Executive Director of Arc in Jefferson County, an
