2. Section X – Attachment 02 – Item 02 EVALUATION CRITERIA is hereby replaced the entirety with the attached revised Evaluation Criteria.

3. Deadline for offer submission remains unchanged.

APPENDIX A Labor Categories The Contractor shall designate Key Personnel necessary to the successful performance of work under both the overall IDIQ contract and any Task Order assignments resulting from this contract. The Contractor agrees to assign these persons to the performance of work under this effort and shall not replace or substitute such personnel without written authorization from the Airports Authority Contracting Officer. Airports Authority reserves the right to disapprove of any successors to key personnel, both on the overall IDIQ contract and on any task orders issued pursuant to IDIQ contract award.

The Authority will select for award the proposal that is most advantageous and represents the best overall value to the Authority, based on the evaluation factors. Within the best value continuum, the Authority will employ a tradeoff analysis. The technical evaluation factors for this procurement are noted below. No other rating or qualitative value will be assigned. All factors must be acceptable or better to be considered for award. Award will be made to the responsive and responsible offeror under Best Value/Trade-Off. The Authority reserves the right to establish a competitive range of offerors based upon its initial evaluation of the technical proposals (the technical evaluation) and at subsequent points during the evaluation process. The Authority also reserves the right to conduct oral interviews with only the Offerors in the competitive range and to include the results of the interviews in its evaluation and to consider only these firms for contract award. The Authority further reserves the right to request Best and Final Offers (BAFO) if in the best interest of the Authority. If BAFOs are desired, the Contracting Officer will issue a solicitation amendment containing the BAFO request. This amendment will be issued to all Offerors still within the competitive range and will state a deadline for receipt of the best and final offers. Offerors are not required to change their technical and price proposals in response to the BAFO request, but must acknowledge the BAFO amendment even if they do not change their proposals. Once the technical evaluation is complete, those price proposals of Offerors on the final list of Offerors within the competitive range will be combined with the technical score in making the final selection for contract award. All proposals will be evaluated via the following: Criterion 1: Technical Solution The Offeror’s proposal shall demonstrate an understanding of and an ability to meet the requirements of the Statement of Work (SOW), including the unique challenges, risks, and opportunities related to meeting the goals and objectives outlined in the SOW. The offeror shall describe activities, techniques, tools, and resources that will be used and how it would identify solutions to potential problems or constraints that may be encountered in performing the work.

Submission Requirements

The Offeror shall provide a detailed technical approach for performing and meeting the requirements of the SOW that includes the following:

01 The Offeror’s proposal shall provide a credible and effective solution which demonstrates an ability to meet the management objective.

02 The Offeror’s proposal shall provide a credible and effective solution which demonstrates an ability to recruit and provide personnel to meet the overall objective to support enterprise wide systems engineering implementation and integration services across a variety of business applications programs in conformance with Airports Authority and industry standard Systems Development Life Cycle best practices.

03 The Offeror’s proposal shall provide a credible and effective solution which demonstrates an ability to deliver effective and efficient analysis required to present new and improved business applications to support current and emerging objectives in support of the Airports Authority’s stated mission.

04 The Offeror’s proposal shall provide a credible and effective solution which demonstrates an ability to provide support in, but not limited to the following areas: Design and Development, Systems Engineering and Integration; Implementation; Operations and Maintenance; and Service Oriented Architecture. In addition to the above, offerors must submit one (1) resumes of each personnel listed on (18) Labor Categories who have in the past supported the above listed competencies. Offeror’s proposal shall detail how they intend to provide support (recruitment and retention plan; security, quality assurance etc.) in each service area outlined in the Statement of Work.

Criterion 2: Past Performance

The Offeror’s shall provide past performance of current and previous contracts within the last three (3) years in providing enterprise wide systems engineering implementation and integration services with an emphasis on Oracle EBS, iPaaS and Integration Services. Relevancy and how well the contractor performed will be assessed.

Submission Requirements

Offeror’s response to this criterion shall detail the Offeror’s providing work similar to that required by the SOW, Applications Professional Services, within the last three (3) years.
