Environment Minister AnilMadhav Dave said that the

decision on eco fragile WesternGhats would be taken keeping inminds the delicate balancebetween ecology and develop-ment that include the widest pos-sible consultations, with stake-holders from all sections, includ-ing the local persons.

In an informal meet withthe Press on Friday, he point-ed out that different Stateshave varying problems, whichhave to be dealt on case basis.He pointed out that even vil-

lagers and tribals living in theregion must have access toinfrastructure including roads,power and drinking water,indicating that the balance hasto be worked out accordingly indifferent States.

Dave however said that theDraft notification is likely to befinalised within six months.Earlier, the Ministry had pub-lished a Draft notification fordeclaring Ecologically SensitiveArea (ESA) of Western Ghats,on September 4, 2015, with theobjective to conserve and pro-tect the unique biodiversity ofWestern Ghats.

Pakistan is ready for a bilat-eral moratorium with India

on nuclear non-testing, thecountry's top diplomat saidon Friday.

"We have declared a uni-lateral moratorium on furthertesting. Pakistan is prepared toconsider translating its unilat-eral moratorium into a bilateralarrangement on non-testingwith India," the PrimeMinister's Advisor on ForeignAffairs Sartaj Aziz said.

Briefing the media aboutthe Envoys' Conference heldlast week, Aziz said the meet-ing noted that Pakistan con-sistently supported theComprehensive Test Ban Treaty(CTBT) and voted for it whenit was adopted by the UNGeneral Assembly in 1996.

Pakistan plans to inviteIndia for a dialogue on

Kashmir issue, PrimeMinister’s Advisor on ForeignAffairs Sartaj Aziz said onFriday, days after India insist-ed that it would discuss onlyPoK with Pakistan.

“Our Foreign Secretarywould formally be writing tohis counterpart in this regard,”Aziz said as he briefed themedia about the Pakistan’sEnvoys Conference held onAugust 1-3 to deliberate onmajor foreign policy chal-lenges of Pakistan and makerecommendations.

He said the conferencespent considerable time on the“grim situation” in Kashmir.The conference emphasisedthat Pakistan should continueto extend full diplomatic,political and moral support tothe Kashmiris movement forself-determination.

He said that the confer-ence discussed a number ofdiplomatic init iat ives being taken and it was decid-ed that Pakistan should inviteIndia for a dialogue onKashmir issue.

Pakistan's top counter-ter-rorism agency has issued

two alerts, warning about pos-sible terror attacks by twoTaliban suicide bombers at theWagah and Ganda Singh bor-ders with India around theIndependence Day.

The National Counter-Terrorism Authority has askedthe Punjab Director General ofPakistan Rangers, the homedepartment and the Punjab(Pakistan) police chief to takehigh preventive measures toprotect the public as well assecurity personnel.

" Te h r e e k - i - Ta l i b a n’sFazalullah group is planning totarget parade at Wagah Borderin Lahore and Ganda SinghBorder in Kasur on August 13,14 or 15," the security alert says.

The alert also says two

suicide bombers+ have beensent to hit these targets.

"Extreme vigilance andheightened security measuresare suggested to avoid anyuntoward incident," it says.

The Punjab (Pakistan)home department has alsoissued a separate alert saying "atleast 16 suicide attackers+ haveentered the province" who areplanning to target public gath-erings in connection with theIndependence Day.

Following the alerts, thePunjab police launched a crack-down in the border areas+ andarrested a number of suspects.

"Police have taken morethan 50 suspects into custodyduring a crackdown and secu-rity has been beefed up in thecity as well as in the borderareas," Lahore policespokesman Niyab Haider said.

He said the suspects would

be quizzed and kept into cus-tody till verification process asa majority of them could notproduce documents related totheir identity.

He said police personnelhave also been deployed at theborder areas on Pakistan'sIndependence Day (August 14).

Rangers have also report-edly enhanced their patrollingin the border areas.

A deadly terrorist attackhad hit Wagah+ in November2014, when over 60 people,including children and securitypersonnel, were killed and 200others injured minutes after theflag-lowering ceremony at theborder. "We have taken measuresin the wake of the security alertissued by Nacta about possibleterror attack at two importantplaces - in Lahore and Kasur,"Lahore police chief Capt (R)Amin Wains said.

Government informed the RajyaSabha that 478 vacancies were yetto be filled in 24 HC’s of thecountry and nearly 39 lakh caseswere pending there. TheGovernment also said the sanc-tioned strength of judges in theHC’s has increased from 906 inJune 2014 to 1,079 in June thisyear. Though the sanctionedstrength has increased, accord-ing to the latest Law Ministrydata, as on August 1, the work-ing strength of the 24 HCs is 601judges, which means 478 vacan-cies are yet to be filled. The SC,with a sanctioned strength of 31judges, including the ChiefJustice, has three vacancies. Thefigures relating to the total num-ber of pending cases in the HCsand the increased sanctionedstrength of judges was given byMinister of State for Law PPChaudhary in a written responseto a question. Giving out the rea-sons behind pendency of cases,he said increased impact of Stateand Central legislations, accu-mulation of first appeals, vacan-cies of judges, frequent adjourn-ments were the main causes forpending cases.

The court said even a sin-gle day’s delay in sending thiscase to the CBI for investigation

will be harmful for the victims.The Bench will continue to

hear the other cases of rape thatoccurred on highways recent-ly on August 17.

The Bench had asked theUP Government onWednesday through theAdvocate General to makeavailable detailed reportsregarding rapes and robberieson National Highways, espe-cially in and aroundBulandshahr.

Invoking former Prime Minister Atal BihariVajpayee again, he said his Government wouldfollow the path shown by him, a reference to theformer Prime Minister’s offer to hold dialogueunder the framework of ‘insaniyat (humanity),jamhuriyat (democracy) and Kashmiriyat’.

Later addressing the media about the outcomeof the meeting, Home Minister Rajnath Singh andFinance Minister Arun Jaitley said, “There can-not be any compromise on national security andthe ongoing talks with political parties and tradegroups and social organisations would continue.”

Rajnath Singh said the Centre would soonfinalise the details of financial package of Rs80,000 crores to the development of the State.Replying to volley of questions, Jailtey said impli-cations of pellet guns would be decided after theexpert committee’s evaluation.

“No decision on all-party delegation toJammu & Kashmir as of now. Security forceshave been asked to maintain utmost restraint inthe State. Decision to call separatists andHurriyat for talks will be evaluated by theGovernment according to the prevailing situa-tion. General of Police (DGP) ofUttar Pradesh Javeed Ahmedsaid, “The vehicle and theweapons, including an auto-matic rifle and a pistol, used inthe incident have been recov-ered. The focus now is onarresting the criminals.”

Police were investigatingthe crime from different anglesand a team of forensic expertshave been sent to collect evi-dences, said the DGP.

“As far as background ofthe incident is concerned, weare working on two-three the-ories. There was an encountertwo-three years back whichrevolves around rivalry. Thereis another angle related to afamily, where triple murdercase took place,” the DGP said.

In the attack, Teotia isreported to have sustained sixgunshot injuries.
