Presentation of Transportation Disadvantaged Awards No Action Required

Mr. Matson introduced Mr. Charles Murphy, TDLCB Driver of the Year Award winner. Mr. Matson noted that Mr. Murphy had driven 1.58 million miles, 21 years without an accident and had never taken a sick day. Mr. Matson also noted that MPO staff had won the State of Florida DOPA award for the TDLCB. He also introduced Ms. Deigl, CEO of the SRA and announced that the SRA had won the CTC Award of the Year. Review of FDOT Draft Tentative Five Year Work Program for Fiscal Years 2019/20 through 2021/22 Action Required

Mr. Matson, MPO Staff Director, introduced District 4 Secretary O’Reilly who gave a brief explanation of FDOT challenges, an update on vehicle, pedestrian, and bicycle safety statistics, and funding challenges, noting the biggest impact was to SIS projects. He explained that the Oslo Road project was not impacted. He also spoke about future transportation impacts, such as automated vehicles, managed lanes, truck lanes, Transportation System Management and Operations (TSMO), and then gave a brief Power Point presentation of accomplishments in Indian River County. Secretary O’Reilly then introduced Ms. Wetherell, of FDOT who gave a power point presentation of the FDOT Draft Five Year Work Program projects. Ms. Wetherell reviewed the projects for Indian River County and gave updates. Ms. Wetherell introduced Ms. Williams of the Florida Turnpike who spoke about the elimination of toll plazas on the Florida Turnpike mainline. Discussion ensued about SR 60 and the Florida Turnpike problem concerning traffic back-ups with Hurricane evacuations. Ms. Williams explained that FDOT District 5 in Osceola County had added SR 60 to their work program and impacts were being studied. Mr. Matson noted that new striping may be added this year. Ms. Williams will bring back an update at a future MPO meeting. Council Member Moss noted that the City of Vero Beach had concerns about A1A and back-ups at the bridges, and requested turn lane improvements. Mr. Matson and FDOT representatives will look at the matter and report back at a future MPO meeting. Mr. Szpyrka asked FDOT if they would look at the possibility of an overpass when they did the PD&E study on Aviation Blvd. Ms. Wetherell agreed that FDOT would look at it.

ON MOTION by Commissioner Flescher, SECONDED by Commissioner Adams, the MPO members voted (10-0), to recommend that the Metropolitan Planning Organization approve the FDOT Draft Tentative Five Year Work Program for Fiscal Years 2019/20 through 2023/24.

2019 MPO and MPO Advisory Committees Meeting Schedule No Action Required Other Business

• A1A Bike Lane Update o Mr. Matson reported that FDOT had agreed to install 7’ buffered bike lanes and

reduce the speed limit to 45mph. Commissioner Solari thanked FDOT for working with the community to make the safety changes needed.

• Dockless Enterprises

o Mr. Matson gave a power point presentation concerning dockless bicycles and scooters, explaining how the service works and the possible problems created. Vice-Mayor Auwaerter noted there is currently no ordinance regulating dockless bikes and scooters and he would like to see a positive decision made before an impact is made to our communities.

CAC MEETING The CAC met on February 5, 2019. At that meeting, the CAC considered the adoption of MPO Safety Performance Targets. The CAC recommended that the MPO adopt FDOT’s targets. BAC MEETING The BAC met on January 22, 2019 and recommended that MPO Staff submit an application to designate Indian River County as a Bicycle Friendly Community. TAC MEETING The TAC met on January 25, 2019. At the meeting, the TAC discussed and reviewed proposed MPO Safety Performance Targets and recommended that the MPO adopt FDOT’s targets. Matson, AICP MPO Staff Director DATE: February 5, 2019 SUBJECT: Adoption of MPO Safety Performance Targets ____________________________________________________________________________ It is requested that the information presented herein be given formal consideration by the Indian River County MPO at the meeting of February 13, 2019. DESCRIPTION, CONDITIONS & ANALYSIS The “Fixing America’s Surface Transportation” (FAST) Act requires MPOs to implement performance and outcome-based planning practices. Performance targets for one strategic area, Safety, must be adopted by the MPO Board on an annual basis. According to FDOT, this year’s deadline for adoption is February 27, 2019. As in the past, the MPO will have the option of adopting the State’s performance target or developing its own. ANALYSIS As previously discussed, FDOT has pledged to collect the data needed for MPO’s to comply with performance monitoring. FDOT has collected safety data for each of the adopted performance measures and distributed it to the MPOs (Attachment 1). In small Counties like Indian River, there are so few fatalities and serious injuries that a single major incident could bias crash numbers and crash rates. To mitigate this, FDOT has supplied 5-year moving average data. According to statute, the MPO must select Safety Targets for each of the adopted Performance Measures. Like last year, those measure include: 1. Average Annual Fatalities; 2. Average Annual Serious Injuries; 3. Average Annual Fatality Rate; 4. Average Annual Serious Injury Rate; and 5. Average Annual Pedestrian and Bicycle Serious Injuries.

Target Options The MPO has two options with respect to adoption of Safety Targets: Adopt FDOT safety targets; or develop its own targets. With respect to each of the 5 Performance Measurement Categories, FDOT has adopted an aspirational target of zero crashes, fatalities, and injuries (Attachment 2). The selection of zero as a target is consistent with the Governor’s Policy and a broad national “Vision Zero” movement which has set out to eliminate all unnecessary highway injuries and fatalities. The vast majority of MPOs have chosen to adopt state targets, and have been commended by FDOT for following its lead in this regard. Most recently, this sentiment was emphasized by the District Secretary, Gerry O’Reilly, at the December 12th MPO Meeting, who stated “with respect to fatalities, unless there’s a zero in this column, it’s too much.” Alternatively, the MPO can adopt a target based on actual safety trendlines. While perhaps a more realistic approach, it is difficult for small MPOs to achieve consistency from year to year since the number of crashes, particularly those with fatalities, are very small. In fact, Indian River County has had 0 bicycle fatalities in 3 of the past 5 years. Adopting the state’s aspirational targets demonstrates consistency with the majority of MPO’s (including those in our area) and with FDOT and MPO Safety Plans. Therefore, as it did in the previous year, staff is recommending adoption of the State’s performance target. It should be noted that there is no financial incentive to meet or exceed performance targets. Not meeting the targets could trigger a request from FHWA for FDOT to put more of its federal funds into safety projects. Since Florida is a state that already programs the maximum amount of funding, there are no consequences to not meeting the targets. On January 25, 2019 the TAC met and reviewed the State’s Safety Performance Targets identified in Attachment 2. The TAC recommended that the MPO adopt these Targets. On February 5, 2019 the CAC met and recommend that the MPO adopt the State’s Safety Performance Targets. RECOMMENDATION Staff recommends that the MPO adopt the State’s Safety Performance Targets as identified on Attachment 2. ATTACHMENT

DESCRIPTION AND CONDITIONS As US 1 continues to be the main north-south transportation route linking Indian River, St. Lucie, and Martin Counties, a multimodal corridor study is being undertaken by FDOT to ensure efficient US 1 operations throughout the three-county area. US 1 on the Treasure Coast traverses a variety of urban, suburban, and rural areas. The study will provide recommended improvements that support longer-distance multimodal trips along the US 1 corridor. The study is being conducted by Florida Department of Transportation (FDOT) with assistance from the Indian River County Metropolitan Planning Organization (MPO) and will eventually identify safety and congestion mitigation projects that support the planning objectives of the Indian River County Unified Work Program and the Treasure Coast Transportation Council’s Regional Long Range Plan. Back in October, FDOT presented a number of recommendations to the MPO and its advisory committees for improvements in the corridor. On February 13, 2019, staff from the Florida Department of Transportation will provide an update on the status of the project. RECOMMENDATION This is an informational item; no action is needed.

DESCRIPTION AND CONDITIONS According to USDOT, a new grant program, the Infrastructure for Rebuilding America (INFRA) program, was established through the FAST Act signed into law in 2016. USDOT is now seeking applicants for its second round of grant funding. The INFRA grant program “provides dedicated, discretionary funding for projects that address critical issues facing our nation’s highways and bridges.” Projects will be funded at up to 60% through the INFRA program and the minimum project size is $25 Million. In an effort to advance the Oslo Road Interchange and leverage money for other projects in Indian River County and throughout the District, FDOT is requesting INFRA grant funds for that project. It is one of only 3 applications being submitted in the state. Through the MPO’s efforts on the statewide MPO Advisory Council, the project received an endorsement from the MPO Staff Director’s group at the January 30th, 2019 meeting. Staff has also provided items to FDOT in support of its INFRA grant request. At the February 13th MPO meeting, staff will provide an update on the Oslo Road project. RECOMMENDATION This is an informational item; no action is needed.

THROUGH: Stan Boling, AICP; Community Development Director FROM: Phil Matson, AICP; MPO Staff Director DATE: February 1, 2019 SUBJECT: Aviation Boulevard Extension Update It is requested that the information presented herein be given formal consideration by the Indian River County MPO at the meeting of February 13, 2019. DESCRIPTION & CONDITIONS 37th Street is a vital corridor in Indian River County, as it is the primary point of access to the Cleveland Clinic Indian River Hospital. The road is over 90% of its adopted level of service. The widening of 37th Street presents a number of challenges, including cost and disruption of hospital and emergency traffic. One alternative which has been considered by staff is to develop a new 2-lane roadway connecting the intersection of Aviation Boulevard/US 1 to 37th Street at Hugh McCrystal Drive near the west entrance to the hospital, and another new, 2-lane road extending from 37th Street to 41st Street. The County Public Works Department has developed a number of roadway alignments. These were presented by County and MPO staff to the Indian River County Hospital District on Thursday, January 17th, 2019. At that time, staff requested that the District work with County staff in preparing a draft right-of-way agreement between the District and the County. At the February 13, 2019 MPO meeting, staff will provide an update on the status of the project. RECOMMENDATION This is an informational item. No action is required.
