There is no change to the total project cost or local match due to the scope change. Staff will administratively approve the change in scope if there are no Metro Board comments by March 16, 2017. The scope change request is for a cost increase for the following tasks: • Project Management • Technology to integrate services and payments • On-demand micro-transit service in downtown LA providing first/last mile

connections

The scope change request results in no change to the total project cost due to cost reductions in the following areas:

• Environmental Documentation - additional environmental assessment not required

• Pricing and Membership Process Establishment for Bike Share I Car Share - already established

• Secured Bicycle Parking Facilities - bicycle parking facilities have been identified that cost less than originally anticipated

• Vehicle Lease I Purchase - this task originally included bike share; however bike share is now already provided in downtown LA by Metro

• Administration / Management of Operations - primarily funded by JARC grant

• Operating Costs - funded by JARC grant • Marketing and Advertising - funded by JARC grant • Marketing Research / Program Evaluation / User Surveys - funded by

JARC grant

This is a formal request to rescope Metro Call for Projects F3726: First Last Mile Transit Connectivity. This project will build first/last mile solutions at strategic locations to connect residents, employees, and visitors of the Downtown Los Angeles neighborhood to transit and to enhance mobility in the region. The key destinations identified include, Union Station, City Hall, Caltrans District 7 Headquarters, LAPD Headquarters, Metro Pershing Square Station, and Metro ih/Metro Station.

Both the original and the proposed scope prioritize implementing and evaluating additional first/last mile connectivity services in the Downtown Los Angeles with the original budgeted amount $1,641,000. However, the rescope request takes into account new developments which impact proposed project components. Since the adoption of the original scope, Metro Bike Share has launched in Downtown Los Angeles with 61 stations and 750 bicycles, providing many of the connectivity benefits originally proposed as part of this project. Additionally, the Mobility Hub project Operating Plan has been completed, presenting new cost figures and project needs. The proposed changes to the budget also take into account the funds secured through the Jobs Access Reverse Commute (JARC) Grant, which overlap with some of the components proposed under the Call for Projects Grant.

This rescope request will allow the City of Los Angeles to leverage the investment possibilities of the two pots of funding by allowing for the implementation of additional components not originally deemed feasible. In addition to bike share and car share services, the service area can now also include on­demand micro-transit services.

The following breakdown of components and changes in costs reflects the different landscape in which the project will operate:
