Parking Rates and Policies Survey

• The purpose of the survey is to compile and compare parking rates and

policies of cities in North America

– These data were first collected in 2009 and are being updated annually

– In 2012, the following four cities were added to the list:

• Buffalo, NY

• Philadelphia, PA

• Raleigh, NC

• Winnipeg, MB

• This survey is not prescriptive: these data do not take into account the

variables of each city’s unique context (e.g., density, demographics, and

regional population)

• San Francisco is unique among these cities with its Transit First policy and

population and employment density.

Data Collected and Summary of Findings

• Meter rates for personal vehicles per hour at on-street meters

– High rates range from $0.50 (Redwood City, CA) to $6.03 (Vancouver, BC, Winnipeg,

MB).

– Low rates range from $0.25 (several cities) to $1.75 (Chicago, IL).

• Expired meter citations

– Highest citation amount is $70 (Vancouver, BC, Winnipeg, MB).

– Highest in the United States is $65 (New York City, NY, and San Francisco, CA).

– Lowest citation amount is $10 (Champaign, IL, St. Louis, MO).

• Days and hours of meter operation

– 42 out of 46 (91%) of cities meter on Saturdays.

– 19 of 46 (41%) of cities meter on Sundays.

• Time limit restrictions

– Some cities have eliminated time limits and use only metering to ensure availability (i.e.,

open parking spaces) at certain times.

• Hourly meter rates

– The average meter rate increased by 7% ($1.80 in 2011 to $1.92 in 2012).

– Including the four new cities, the average meter rate increases to $2.01 (a 12% increase

from the 2011 average).

• Expired meter citations

– The average meter citation increased by 6% ($34.53 in 2011 to $36.64 in 2012).

– Including the four new cities, the average citation increases to $36.85 (a 7% increase

from the 2012 average).

• Days and hours of meter operation

– Phoenix, AZ no longer meters on Saturdays, but the four additional cities in the 2012

survey all meter on Saturdays.

– Sunday metering is unchanged from 2011.

• Hourly meter rate:

– Maximum of $5.50 per hour

• This is the second highest in the United States after Chicago, IL.

• This is the fourth highest in this survey, after Vancouver, BC, Winnipeg, MB, and

Chicago, IL.

– Minimum of $0.25 per hour

• This is the lowest value of the cities surveyed

• Four other cities also have a minimum hourly meter rate of $0.25

• Citation amount of $65

– This is tied with New York City for the highest in the United States.

– This is the third highest citation amount in the cities surveyed, behind Vancouver, BC and

Winnipeg, MB.

2. Many high/low meter rates reflect geographical price distinctions (e.g. central city vs. edge of downtown)

3. The high rate for New York shown ($5.00) is the peak hour rate in the Greenwich Village Park Smart parking district. The high meter rate for the

area below 86th St (downtown) is $2.50. 4. Parking citations in California are subject to caps set in the State Vehicle Code.
