Hello, AGA members and friends! Welcome to the March 2014 edition of The Capital City Focus. The AGA train is rolling right along, taking us into the last quarter of our program year: March, April, May. We’ve had some very interesting monthly meetings. Our February meeting, with guest speaker Theodore Williams, Auditor General of the Air Force, offered one hour of CPE credit and was jointly hosted by the Montgomery Chapters of AGA and the American Society of Military Comptrollers (ASMC). Mr. Williams bolstered his topic, Audit Readiness, with years of experience, insight, and expertise. We were delighted to have him with us and learned a lot from his presentation. Thank you, ASMC! Our next AGA train stop is just around the corner: our March luncheon meeting, to be held March 13, at 12 noon, at the RSA Plaza on Washington Avenue. I am excited that it is CGFM MONTH! In case you don’t know, or have forgotten, CGFM stands for Certified Government Financial Manager. Candidates must qualify through National AGA and pass three rigorous examinations covering Governmental Environment, Governmental Accounting, Financial Reporting and Budgeting, and Governmental Financial Management and Control. Some States have taken measures to support employees in earning the CGFM designation by offering financial incentives such as bonuses and raises. Some higher-level accounting positions now require a professional certification, as evidenced by the Accounting Director III job announcement recently released by Alabama State Personnel. If you have not yet earned your CGFM, I strongly urge you to take action soon. I earned my CGFM in 2009. It has proven to be a highly worthwhile accomplishment in more ways than one. The Montgomery Chapter offers a limited number of CGFM scholarships for members who pass the CGFM exams this program year. Important information about upcoming changes to the CGFM exams is included in this newsletter. Wear RED to the luncheon next week if you have earned the CGFM designation. Special door prize drawings will be held for CGFMs in attendance. On Saturday, March 15, at 10:00 a.m., we will celebrate St. Patrick’s Day with the residents of Capitol Hill Healthcare Center on Hull Street. Join us as we brighten their day with reading, singing, and dancing! On Friday, April 26, our Chapter will participate in the Joy to Life Foundation’s Walk of Life. We will have a friendly fund-raising ―Alabama/ Auburn‖ competition, so sign up and choose your team. More information from Community Service Director Beverlyn Dean is included in this newsletter. On Friday, April 11, the Montgomery Chapter will return to the lovely campus of Faulkner University for another full- day Spring Seminar. We warmly invite members and non-members to join us for this high-quality educational event. For non-members, the registration fee will include one year of AGA membership. For all attendees, the registration fee will include eight (8) hours of CPE, break refreshments, and lunch. This year, we are offering a discounted rate for full-time students. Looking forward to seeing you there. As the AGA train travels swiftly toward the close of this program year, Incoming President/President-elect Lataya Lucas is recruiting team members for the coming program year, 2014-2015. A request for nominations has been emailed to members. Please reply by March 14. Also, consider joining a committee or accepting a leadership position. We need your help to continue the growth and effectiveness of our Chapter. Gregory G. Fitch, Ph.D., was named Executive Director of the Alabama Commis-sion on Higher Education in July, 2006, having served as a state higher education executive officer (SHEEO) in two other states (Missouri and Idaho). Dr. Fitch has served in Chancellor and President roles in three community college systems and as the founding President of the Utah College of Applied Technology – an institution established to promote economic development through the creation and support of a qualified workforce. He holds a Ph.D. in administration, curriculum and instruction from the University of Nebraska-Lincoln, a M.A. in English from Emporia State University and a B.A. in English with a minor in sociology and education from Washburn University in Tope-ka. The Kansas City, Missouri native is a Vietnam War Veteran who initially began his career after military service in public law enforcement in the greater Kansas City area. He entered the field of education as a public school teacher and has taught classes ranging from elementary to college level. Since his appointment, legislation has been successful in securing additional funds for the Alabama Student Assistance Program (ASAP). Appropriations grew from $1.7 million serving 1400 students in 2006-07 to more than doubling the student load with a $4.4 million allocation for 2007-08.

To participate in this event, individuals must: 1. First, be accepted into the CGFM Pro-

gram (see Eligibility section below). 2. Pre-register for this event. Note: Only

current CGFM candidates will be able to register for this event. Walk-ins will not be accepted.

Cancellation Deadline: All cancellations must be received by March 17; refunds will not be granted after this date. Registration Deadline: Registrations will be accepted on a first come, first-served ba-sis. Space is limited, and the event may fill up and close before the registration deadline, so we encourage you to sign up ear-ly. Registrations will not be accepted after March 21. Potential candidates need to submit the CGFM Program application form with $85 application fee and a copy of an official transcript from an accredited college or uni-versity. The official transcript must show that a degree (bachelor’s or higher) was awarded, with the award date. Applicant’s name and the name of the college or university must appear on all transcripts. Once the application is processed and the transcript is approved, CGFM candidates will receive an eligibility letter from AGA con-firming their acceptance into the program.

The Montgomery Chapter AGA Program Committee works hard to provide members with the best monthly luncheon

speakers. Therefore, we would like your opinion as we prepare for the ―Outstanding Speaker of the Year Award‖ pre-

sented at the May Awards Luncheon.

We are now using a five question survey to grade our speaker’s performance. Please log onto the Member area of the

Montgomery Chapter’s website at www.montgomeryaga.org and click on the Surveys tab at the left to complete the

speaker evaluations.

Your response is important to granting this honor.

MEMBERSHIP DUES/RENEWALS

Membership dues have been submitted to the National AGA office for everyone who attended the Fall Seminar on November 8, 2013. For current members who did not attend, membership will lapse March 31, 2014. If you were not present at the Fall Seminar and would like to be invoiced for membership renewal or want to join for the first time, please contact [email protected]

Membership Types:

Full Government Member — $90/year

This class of membership is available to individuals currently working in government, academia and not-for-profit organizations. Private Sector Member — $150/year

This class of membership is available to sole proprietors and those individuals currently working for private companies, corporations or partnerships. Early Career Member — $45/year

This class of membership is available to individuals with fewer than three years of professional experience who work in private or public sector. After three years Early Career members transition to Full Government or Private Sector based on their employer at that time. Student Member — $30/year This class of membership is available to full-time college/university students who are not yet gainfully employed. Any student who is gainfully employed with less than three years of experience will be considered Early Career. Retired — $30/year

The tremendous strides we have taken as a Chapter set the bar high for future endeavors. We are grateful for all our past and present directors and committee members’ time, energy, insight, skills and knowledge. Without them we would not be this far. Many of our current leaders are planning to stay on board for the upcoming year but some have decided to make room for new volunteers. Montgomery AGA members: WE WANT YOU!

If you have ever wanted to embark on a new leadership role, your training can start right here as a vol-unteer with one of Montgomery AGA’s committees. If you have ever wanted to suggest changes, this is your time to lead Montgomery AGA in that direction. We are looking to make the load easier for each committee by dividing and conquering responsibilities: WE WANT YOU!

On the next few pages, you will find a brief outline of responsibilities for each committee outlined for your consideration. If you see where you can help the team or have a desire to serve, I encourage you

to please join team AGA. It will truly be a rewarding experience! Lataya Lucas, President-Elect

Accountability Outreach Coordinator(s) - prepares the chapter Citizen Centric Report (CCR) and reports to National for the Certificate of Excellence Review Program. This committee also works to im-prove performance reporting of internal and external stakeholders by assisting them at producing quali-ty financial reports. Administrative Services (NEW) - will serve the needs of the chapter by working with the President on special projects and making sure the chapter has current resources. Audit Committee – responsible for conducting periodic audits of the chapter’s financial operations. Awards & Nominations Committee - selects recipients, obtains award plaques or certificates, and plans the award ceremony. The door prizes secured for chapter events are also obtained by the Awards Committee. Career Opportunities and Resources (Employment Services) - highlights career opportunities in financial areas of government so that members can build their skills and advance their careers. Chapter Bylaws are the legal guidelines that outline the rules of operation for the chapter. The chair-person will make sure the chapter operates in accordance with the bylaws. More importantly, the chap-ter needs the Chapter Bylaws and Procedures Committee to make sure revisions are drafted, changes are added to the bylaws and the chapter remains in compliance with both the AGA National Bylaws and the state laws. Communications includes: Technology - Social Media & Equipment Newsletter Editor(s) – a team of three or more is desired

Webmaster – maintains a functional and attractive website to communicate with the members and potential new members

Community Service Committee develops and promotes community service projects, which allows members to contribute skills, manpower, or funds to community-based activities. The most important project for any chapter is (VITA) Voluntary Income Tax Assistance program; WE WANT YOU to help us make that connection! Education Committee - coordinates quality educational events for the chapter members and other government financial management professionals by arranging seminars and webinars on financial man-agement topics. Works closely with all other committees and educational institutions within the area, other professional organizations, local businesses, and the National Office. Need a minimum of 5 members.

Early Career & Student Members

Member Services (NEW) Young Professional (YP) Advisory Group (NEW)

The membership director is a key contributor to a successful chapter. Membership will be structured into various subcommittees in order to better meet the needs of all our members. We want to make new members feel welcome, handle the needs of our current members, work with our young profes-sionals, and continue our recruiting efforts for growth of the Chapter. Historian – a three year plan has been developed to lessen the responsibilities during one program year. Year 1 – collect information (boxes) from past presidents; Year 2 – separate the data collected by committees; Year 3 – create a history timeline of the chapter that can be updated each year. The 3-year plan was created with interest of past presidents; however, anyone can volunteer. Meetings & Registration Committee - handles the logistics for monthly luncheons by making provi-sions for beverage service, menus, and table arrangements including head tables for each meeting. This committee also works closely with the Education Committee during conferences. Mentoring Program (NEW) - will help members find and connect with one another to establish mutual-ly beneficial mentoring relationships. Details will be established from Best Practices of other Chapters, the National AGA Mentoring Program and suggestions of the committee.

This includes selecting and coordinating with the speaker, taking times and points of arrival/departure into consideration; securing biographical data and forwarding when necessary. This committee would also plan social events. Professional Certification (CGFM) Coordinator(s) - promotes the CGFM credential to members and nonmembers as well as to state and local government officials for recognition and incentives. Supports individuals striving to maintain the CGFM and answers questions raised by current and potential CGFMs. Scholarship Committee - oversees the annual scholarship competition and ensures the timely and fair disposition of scholarship funds. Duties include all activities to advertise, promote, and distribute scholarship applications and requirements. Duties include modifying scholarship criteria when neces-sary and reviewing the scholarship applications for awarding the scholarships Secretary - maintains the minutes of the CEC meetings and ensure the minutes are published in the chapter newsletter and/or website. Other chapter duties include collection and distribution of mail and minutes of other meetings.

Sponsorship Committee – secures corporate funding for additional revenue towards chapter events.

University Coordinator(s) (NEW) – keeps the chapter aware of activities on local campuses that re-late to governmental accounting and other financial areas so that plans are made to attend local confer-ences, seminars, college and university fairs, mock interviews, and accounting club events.

CGFM Examinations Update To ensure the CGFM Examinations’ content continues to reflect the current government financial management field, AGA periodically conducts a Job

Analysis Study of the role of government financial manager. The latest Job Analysis Study was conducted in 2013 and, as a result, the CGFM Examina-

tions will be updated in 2014.

The revised examinations content outlines can be found here. The schedule of the update is as follows:

1. Current CGFM Examinations using the existing content outlines will be administered until March 31, 2014.

2. Starting on April 1, the CGFM Examinations will follow the updated content outlines.

3. From April 1 to May 31, AGA will offer beta CGFM Examinations: the updated examinations will be administered in Pearson VUE testing

centers; however, the scores will not be reported to the candidates taking these examinations until the end of June. Beta CGFM Examinations

will be offered at a discounted rate of $89 per exam.

4. There will be no CGFM Examinations administered in June 2014.

5. Starting on July 1, 2014, regular (updated) CGFM Examinations will be administered, with immediate score reporting.

Exam Update FAQs

Q: What is the difference between beta and regular CGFM Examinations?

A: Beta CGFM Examinations are the same examinations (same content, number of questions and timeframe) as the regular examinations, but do not

provide an immediate score. Beta examinations will only be administered in April and May 2014, with the scores available during the week of June 30.

Beta examinations are priced at $89, as opposed to $109 for regular CGFM Examinations.

Q: If I pass beta exams, will it count towards my CGFM?

A: Yes.

Q: I still have the three CGFM Examinations to pass. Can I take some beta and some regular CGFM Examinations?

A: Yes, you can take both beta and regular exams — it just depends on the dates you schedule your exam appointments.

Q: If I don’t pass, will beta exams have the same waiting period as the regular exams?

A: Yes.

Q: If I take beta exams in April, can I find out my score before June?

A: No. In order to have high-quality CGFM Examinations, we need to collect statistics and analyze beta exams before we can report scores to the candi-

dates. The beta exam scores will be available during the week of June 30.

Q: What if my eligibility expires while I am waiting for my beta scores?

A: If you take and don’t pass the beta CGFM Examinations and your eligibility expires in the April through July timeframe, contact AGA’s Office of

Professional Certification for an extension to complete your exams.

Q: What areas are new on the examinations?

A: A lot of objectives on the CGFM Examinations content outlines were revised, some were re-ordered and some were added, so we recommend

reviewing the entire updated content outlines, rather than selected areas. That said, we would like to point out that CGFM Examination 1 has com-

pletely new content for its Section VII.

Q: Can I use my existing study guides to prepare for the CGFM Examinations?

A: While a lot of objectives on the examination content outlines remained the same, there were a number of revised objectives. I f you are planning to

utilize the CGFM Study Guides for preparation, we recommend ordering the 2014 editions of the study guides that will be available in February.

James D. Howell, an AGA member since 2011, recently received his CGFM certification in

September 2013. He began his career with the CPA firm of Richard, Harris, and Ingram in

Montgomery soon after his graduation from Auburn University in Montgomery. Later in 1985,

he was hired by the Examiners of Public Accounts County Audit Division as a field examiner.

His promotion to District Manager of the Tuscaloosa District in 1990 led to a move to the

Tuscaloosa area. He was recently appointed Assistant Director of the County Audit Division,

based in Montgomery.

James is a native of the Montgomery area and the Montgomery Public School System,

graduating in 1979 from Robert E. Lee High where he was an All-City third baseman. While

attending George C. Wallace Community College, he was named an All-Conference third base-

man. Continuing with his education, he also started for the University of Southern Mississippi

baseball team. James returned to Montgomery and finished his education, graduating from

AUM in 1984 with a degree in accounting.

David, as he likes to be called, will be relocating permanently to the Montgomery area this

summer with his wife, Dr. Sarah Howell. They have four children: Emily, a paramedic in Tusca-

loosa; Sam, a Criminal Justice major at University of AL in Tuscaloosa; Hunter, a Criminal Jus-

tice major at University of South Alabama; and Matt, who works for UPS and lives in Nash-

ville, Tennessee. David has one granddaughter, Presley, age 7. He is looking forward to coming

home and being close to his beloved Auburn Tigers.

The JOY TO LIFE FOUNDATION’S mission is to provide free mammograms and other breast cancer screenings when necessary to medically underserved women in Alabama. They also provide limited grants when needed to build and support breast cancer awareness among

all Alabamians. We need your support to help Montgomery Chapter AGA accom-plish our goal as we make a difference.

The CEC meeting of the officers and directors of the Montgomery, AL Chapter of Association of Government Accountants (AGA) was called to order at 11:47 a.m. at the RSA Plaza, 5th Floor Con-ference Room, Thursday, February 18, by President Margie Toney.

A quorum was present with the following officers and directors in attendance: President Margie Ton-ey, LaTaya Lucas, Janice Duncan, Sandra Steele, Patrick Hemme, Dennice Hillard, Nicole Boswell, Alea DePaola, Kay Wilson, and Carmen Leonard.

President Toney distributed the agenda and other documents.

Minutes: Sandra Steele distributed minutes to CEC. CEC read minutes silently. A motion was made by LaTaya to accept minutes (one correction: winner vs. winders); seconded by Janice. Mo-tion carried.

Treasurer’s Report: Kay distributed June 1 – January 31, 2014 financial reports. President Toney thanked Kay for finding Scott Burbank, an accountant who is Quickbooks-certified, who has helped her with the reports. The CEC reviewed/discussed reports; financial statements were tabled. It was recommended that each committee chair review the applicable receipts and expenses and email Kay accordingly with necessary corrections.

President’s Report: President Margie reported throughout the meeting. LaTaya and Emma are attending the Sectional Leadership Meeting in Kansas City, MO, April 24-26.

Chapter Recognition Points: LaTaya stated that the second quarter recognition points were sub-mitted. The deadline is March 31 for the third quarter points.

Incoming CEC for 2014-2015: LaTaya asked for volunteers; she needs to present the slate of offic-ers at the Spring Seminar. A request for nominations is being drafted and will be distributed soon. There will be an election for President-elect, Treasurer, Secretary and Financial Secretary. William Waldroff, Past- President, and LaTaya (Nominating Committee Chair) are on the nominating commit-tee so far.

Immediate Past President: No report.

Meetings/Registration: Janice Duncan distributed a spreadsheet of attendance, collections, and average cost for monthly luncheons from September 2013 to January 2014. Concerning the Awards luncheon to be held in May, Janice will check with Mr. Holt about the availability of white tablecloths and about a meeting location for the CEC on the day of the May luncheon. She reported that the luncheon meeting room has audio/visual technology. Janice will also check with the Plaza about a parking code for the March meeting.

Programs: No report.

Accountability: No report.

Awards: Dennice stated that National and Chapter awards nominations are open; the deadline for submission is March 24. There is a link on the website for favorite speaker surveys. The CEC dis-cussed plans for the May Awards luncheon. Theme colors: blue, gold, and white. Awards Commit-tee has selected gifts. The awards luncheon will be held at Baumhower’s Restaurant, downtown.

Audit: The Compilation prepared by CPA Robert Vogel was emailed to the CEC by Gladys Gray. President Toney has another question about the report (GAAF amount $2,885 vs. $2,500). The CEC will approve the compilation after questions are cleared up.

CGFM: The study groups are not operating as hoped. Emma has been attending (low turnout or no-show). Alea will check with Pamela Hill about publicizing. In the meantime, CEC will work on ideas on how to make the study group sessions more appealing. Sandra reported that there are nine CGFM exam scholarships available. There will be a CGFM Exam Updates webinar on February 20 at 1 pm.; it is free. There will be an intensive review course and exam in Washington DC on March 31-April 1 and in Oklahoma City on April 2-3. The cost of the review is $348 (18 CPE hours offered). The exam will be free to participants. Pat gave an update on the new CGFM test and the upcoming beta exams. He also stated that there will be no exams during June. The Committee has received several proclamations. The Committee will meet to discuss what events will occur at the March meeting.

BANK RECONCILIATION SUMMARY FOR PERIOD ENDING JANUARY 31, 2014

Community Service: Beverlyn reported the following upcoming projects: the St. Patrick’s Day cele-bration at Capitol Hill Nursing Home on March 15 (singing, reading, some fun activity for elders, etc…), and the Joy to Life Foundation’s Walk of Life (two captains will be selected for a friendly com-petition- one each for Auburn and Alabama teams) on April 26. Interested persons can register for the walk using the link on our website.

Education: LaTaya stated that there will be an audio conference March 5 at Troy University. She had hoped to have one at Faulkner but wasn’t able to work out the details. The Spring Seminar will be April 11; she presented a tentative agenda. Faulkner will accommodate up to 250 people. The CEC discussed the member and non-member fee. LaTaya will send out a proposal to CEC.

Career Opportunities and Resources: No report.

Membership: Emma said that we need to encourage people to join AGA. She thanked the CEC for participating in the awesome YP Luncheon. She thanked Dennice, John and Chris for speaking. She said that seven people are ready to participate in the YP Advisory Group. The committee still has to draw names for the two free luncheons and 50% off two memberships. She will encourage YPs to attend the Spring Conference and continue to recruit new members that attended the Lunch and Learn. Emma requested that members, CEC or not, share with her any concerns, disappointments, and ideas about their involvement in AGA. If confidentiality is not an issue, Lataya and Kimwana Robinson may also be copied, if email is used. The Membership Committee plans to visit AUM’s ac-counting club meeting on April 3. Also, Emma will soon be meeting with the CEO and President-elect of ASCPA.
