MESSAGE FROM THE CHAIRMAN

Dear CED Investor:

I have been honored to serve as Chairman of the Board for the Will County Center for Economic Development (CED) during 2014. We have had another successful year and the results of our work are shared in this report. I especially want to thank all of our investors for providing the support we need to continue our success as the only economic develop-ment organization serving all of Will County.

Since 1981 the CED has been the “go to” organization in Will County when it comes to economic development services, business and government associations and promoting our County as a global business center. Simply put, the CED gets it done. Projects like the I-355 Extension, Weber and Houbolt Rd. interchanges, redevelopment of the Joliet Arsenal, planning for the Illiana Expressway and South Suburban Airport are a result of the CED’s leadership and actions.

This past year we continued to see improvement in the Will County Economy:

• The unemployment rate has dropped 3.5% over the past year to 5.8%, a low not seen since 2008.

• Over 8,200 new jobs have been created in our county – an increase of over 30% from the year before.

• As expected, industrial development continued to accelerate:

• The CED worked with over 80 new business prospects. • There were 54 new industrial/logistics locations in the county,

which will result in the creation of over 4,600 new jobs.• Occupancy is over 12.7 million square feet of industrial space

with a total investment of almost $640 million.

Moving forward, the CED will continue to focus on better paying jobs in key industry sectors such as health care, energy, food processing, manufacturing and logistics. Along with agribusiness, these sectors will continue to benefit from Will County being the Largest Inland Port in North America. In partnership with our education institutions and our workforce services organizations, we will continue to assist in preparing our labor force for the jobs of tomorrow. Thanks to the hard work of CED staff and dedication of CED Investors, we will continue to build a better future with better jobs for Will County.

LEVERAGING ASSETSWill County’s Global ImpactWill County is the Largest Inland Port in North America. Today our intermodal centers handle over 3 million TEU containers annually. This provides benefits to businesses seeking reliable connections to global markets, reduced transportation costs and supply chain diversification. New locations in 2014 by Neovia Logistics and Michelin Tire continue to validate our logistical advantages for global companies. Today the intermodal centers in Will County support 6,500 jobs. With continued expansion of intermodal and multi-modal projects, that job number will easily grow to over 30,000. This number doesn’t include the thousands of jobs created in construction and trucking.

A Road to Success: The Illiana ExpresswayOn September 26, 2014 the Federal Highway Administration (FHWA), the Illinois Department of Transportation (IDOT) and the Indiana Department of Transportation (INDOT) published the Illiana Corridor Tier Two Final Environmental Impact Statement (EIS). The Tier Two EIS recommends a new fifty-mile toll road be built that will connect I-55 near Wilmington, Illinois with I-65 near Lowell, Indiana providing a much needed by-pass for freight traffic around Chicago. The project will create over 11,000 construction jobs and 28,000 permanent jobs and will result in a $2.4 billion eco-nomic impact. The entire Illinois portion of the Expressway passes through Will County. Construction could begin as early as fall 2015 with a three-year build-out.

South Suburban AirportIn 2014 The Illinois Department of Transportation acquired Bult Field, a general aviation airport and a key component of the state’s overall plan to develop the South Suburban Airport (SSA). The property is within the development footprint for the inaugural phase of the SSA. By acquiring Bult Field, the State of Illinois is now operating an airport in Will County for both general aviation and new business services. The State now owns over 3,900 acres of the 5,800 acres needed for the inaugural airport and continues to work with the Federal Avia-tion Administration (FAA) on the final airport plan.

Will County Freight Advisory CouncilThe formation of the Will County Freight Advisory Council (WCFAC) was announced at the 2014 Global Logistics Summit. The membership of the WCFAC will be composed of represen-tatives from the logistics and transportation industries, government, labor and education. The purpose of the Council:

• Promote the interests of Will County in national and regional freight planning activities.

• Provide a forum for discussion of issues facing the freight industry in Will County.

• Communicate Will County priorities between the private and public sectors regarding freight movement and industry needs.

• Develop a Will County Freight Plan.• Provide advice and recommendations on public policies and

infrastructure investments affecting freight movement in Will County and the region.

Regional Economic Development InitiativesIn 2014 the CED partnered with the seven northeastern Illinois counties in three regional economic development initiatives:

• Chicago Metro Metals Consortium (CMMC)Through a U.S. Department of Commerce designation, Will County will receive special preference for federal fund-ing for economic development and transportation projects.

• Metro-Chicago Exports Program (MCE) The MCE is an unprecedented regional collaboration that will help small and medium size Will County businesses capture export opportunities through expert advice and financial support.

• Truck Routing Advisory Council (TRAC) TRAC is a regional initiative engaging local government jurisdictions to improve freight movement through the Chicago area through collaborative solutions.

2014 Programs & EventsEconomic Development ReportThe 2014 report was all about housing. Metrostudy speaker, Chris Huecksteadt, showed through statistical data that Will County is still number one in new housing construction.

Economic Eye OpenerWill County CED hosts an annual breakfast where the CED provides an update on new development projects, key infrastructure investments, and federal, state and regional initiatives.

Global Logistics Summit2014 was the 8th year for this opportunity to participate in the discussion of logistics and distribution services for the efficient flow of goods and services through Will County, the region, nationally and globally.

Annual Report to InvestorsA chance to review CED accomplishments and the growth in our communities and the region.

The CED believes the path to better jobs starts with retaining and recruiting businesses in the key growth industry sectors for Will County: Advanced Manufacturing, Food Processing, Energy, Global Transporta-tion, Life Sciences and Higher Education. CED Investors are invited to participate in one or more of the four Target Industry Councils.

Here is a recap of what each achieved in 2014:

Global Transportation Council

• Planned and hosted the 8th Annual Global Logistics Summit – Sept 2014.

• Updated the Will County Transportation Blueprint.

• Co-sponsored the NAFTA NEXT Conference celebrating the 20th anniversary of NAFTA.

• Proposed the creation of the Will County Freight Advisory Council.

• Supported public policies that enhance freight movement in Will County.

Advanced Manufacturing - Food Processing – Energy Council

• Updated the Will County Manufacturing Blueprint.

• Launched the Target Industry Business Survey Project, interviewing Will County companies in the manufacturing industry sector.

• Focus on marketing Will County as a business friendly hub for manufacturing, and demonstrate how important the manufacturing sector is to our economy.

• Assisted in Will County receiving the U.S. Economic Development Administration Investing in Manufacturing Communities Partnership (IMCP) designation. Will County receives special consideration for federal grants assisting the metals manufacturing cluster.

• Participating in the Chicago Regional Export Initiative to encourage more manufacturing exports by small and medium sized Will County manufacturers.

Life Science Target Industry Council

• Published the Will County Life Sciences Cluster Economic Impact Study in partnership with the Will County Workforce Investment Board. The study showed a $4.5 billion annual impact to the county.

• Began development of the Will County Life Sciences Industry Blueprint.

• Development of an inventory of healthcare services within Will County.

• Promoting healthcare as a community asset to business and industry.

Higher Education Council

• Completed the Will County Higher Education Blueprint.

• Completed an inventory of degrees, certificates and curriculum of twelve higher education institutions serving the Will County/South Suburban Region. The inventory will be shared with employers and employees through the Will County Higher Education Portal.

• Assisted the Advanced Manufacturing Council with the Target Industry Business Survey Project.

• Began planning for a Higher Education Business Summit to be held in 2015.
