The Technical Coordinating Committee, the Planning Committee and the Executive Committee of ACECC met in New Delhi, India on 25-26 March 2016. I would like to take this opportunity to thank ICE(I) for a job well done. From the arrangements of local travel and setting up meetings, to the organization of the technical seminar, every detail was carefully planned and eectively executed. The speakers of the technical seminar, Mr. Shadeva Singh, Dr. D. Saha, and Mr. Pushkal Uppadhyay, should be commended for giving us a candid picture of the current development of infrastructure management, air quality management, and river water management in India. Five (5) projects were submitted by CICHE, HAKI, JSCE, KSCE and VFCEA for the ACECC Civil Engineering Project Award(s). Five (5) individuals were nominated by CICHE, EA, JSCE, KSCE and VFCEA for the ACECC Civil Engineering Achievement Award(s). I am glad to see the active and enthusiastic participation of member societies in these competitions. It is a strong indication of the commitment of member societies to ACECC, and the importance of these awards to member societies. The Awards Subcommittee, chaired by Professor Moon Kyum Kim of KSCE, worked diligently to make their selections and recommendations to the Executive Committee. We all understand this is not an easy task, as all the submissions are of extremely high quality. I would like to thank Professor Kim for taking up this formidable task. The recommendations were accepted by the Executive Committee, and the winners were notied that they would receive their awards during CECAR 7, to be held in Honolulu, Hawaii, in September 2016. during the last three years. In addition, I have to recognize the work of Dr. Udai Singh, serving as the Chair of the Organizing Committee of CECAR 7, and Professor Edward Wang, taking the lead in nurturing future civil engineers. However, without the staff support from Ms. Meggan Maughan-Brown of ASCE and Ms. Emiko Serino of JSCE, the leadership can hardly be functional. Many unsung heroes of local hosts also made every meeting of ours a success in the past. My hat is off to them.

The organization of CECAR 7 is in full swing now. We have received more than four hundred abstracts. The International Scientific Committee has begun to review the completed papers. Early bird registration for the conference and booking of hotel rooms will begin soon. I would strongly encourage members to register now for the conference, and book your hotel rooms as soon as possible to avoid disappointment.

The ACECC is expanding. We are expecting a few potential members to be observers during our Honolulu meeting. The Secretary General and his team will continue to serve ACECC for another three (3) years. I will serve the ACECC in whatever capacity is appropriate. I have full confidence in Professor Osamu Kusakabe of JSCE to lead ACECC to new heights.

ACECC Mee ngsThe 20th TCCM will be held on August 29 morning, while the 25th PCM is scheduled that

same afternoon. The 31st ECM will be conducted on the morning of August 30. The ACECC Welcome Reception will be held on August 29 evening and the ACECC President’s Dinner (usually called ACECC Farewell Dinner during non-CECAR meetings) will take place for ACECC delegates in the evening of August 30.

Attendees will need to arrange for the tours of their own choice directly with the hotel tour desk.

Opening Plenary SessionThe opening plenary session will be from 8 AM to 10 AM on Wednesday, August 31.

ASCE President Mark Woodson will formally open the conference. The welcome address will be given by U.S. Congresswoman Tulsi Gabbard who represents Hawaii’s 2nd Congressional District in the United States House of Representatives. She will be followed by two technical keynote presentations. Dr. Sung Woo Lee, President of KSCE and professor at Kookmin University in Seoul, Korea, will give a keynote presentation on “Innovative Applications of Fiber Composites and Large Scale 3D Printer on Civil Structures”. The second technical keynote address will be given by Dr. Munaz Ahmed Noor, Vice Chancellor of Islamic University of Technology, Gazipur, Bangladesh on “Bangladesh towards a Sustainable Flood Management and Resilience future”. Presidents of various member societies from ACECC will then have an opportunity to make brief presentations of their choice.

Thursday Plenary SessionThe conference on Thursday, September 1, will begin with a plenary session from 8 AM

to 9 AM with two technical keynote presentations. Prof. Masahiko Isobe, President of Kochi University of Technology, Japan and Past President of JSCE, will speak on “2011 Great East Japan Earthquake Tsunami and Future Nankai Trough Earthquake Tsunami – Experience and Preparation”. Dr. John Endicott, AECOM Fellow, Hong Kong, will address us on “Regionally Based Systematic Approach to Stabilization of Slopes and Current Methods of Evaluation of Slope Stability”.

Friday Plenary SessionFriday, September 2, will also begin with a plenary session from 8 AM to 9 AM. The first

technical keynote address will be given by Prof. Liang-Jenq Leu, Chairman of the Department of Civil Engineering, National Taiwan University, Taiwan on “Educating the Future Civil Engineers for a Sustainable World: An Integration of Cornerstone, Keystone, and Capstone Courses on Engineering Design at the National Taiwan University”. Mr. Edwin H. Sniffen, PE, Deputy Director, Hawaii Department of Transportation, Hawaii, USA, will then present his keynote address on “Transportation Engineering Challenges and Solutions, with a Focus on Highways in Hawaii”. Technical Sessions

We received nearly 400 abstracts from over 30 countries with most coming from Japan, USA, and S. Korea. Based on the review of abstracts, seven technical tracks have been scheduled into six concurrent sessions on all three days of the conference as shown on the Program At A Glance above. The technical tracks are: (1) Natural Disaster, (2) Environmental & Water Resources, (3) Infrastructure Management, (4) Structural, (5) Sustainability, (6) Transportation, and (7) Geotechnical. Each technical track is composed of five to eight sessions, with each technical session having 4 to 7 technical papers for presentation, depending on the length of each session. All sessions proposed and organized by ACECC member societies and TCC have been accepted and incorporated into the technical program. In addition, we will have 3 poster sessions, with about 15 to 20 poster papers presented in each session as shown on the Program At A Glance. The technical program will be finalized in June after the deadline for speakers’ registration, and will be posted on the conference website. Guidelines for speakers for their presentation are already on the conference website. Lunch will be provided to conference attendees on Wednesday, August 31 and Thursday, September 1 from 12:45 PM to 1:45 PM.

Technical Session ModeratorsWe are in the process of appointing moderators of technical sessions to moderate or

chair technical sessions. Moderators will come from all member societies of ACECC. We still have a few slots left for moderator positions. So each ACECC member society should give their

proposed names with their technical specialty and contact information to the Conference Chair as soon as possible, if they have not done so already. Guidelines for Moderators will be supplied to all Moderators upon selection.

Proceedings of the ConferenceAbout 250 full papers have been submitted and will be included in the conference

Proceedings which will be produced in searchable electronic CD format by CADMIUMCD.COM. The papers are undergoing review by the conference steering committee and revisions may need to be made by some authors in June 2016 before inclusion in the Proceedings. The Proceedings will be given out at the conference to attendees. It will also be available in searchable format on a dedicated website which will remain open for three years, until the next CECAR.

Awards DinnerEvery three years ACECC selects three persons for Civil Engineering Achievements and

five civil engineering projects including one outstanding project for award at the CECAR conference. The awards dinner at CECAR 7 will be held at the conference hotel on Thursday, September 1 from 7 PM to 10 PM. You will have to come to the Awards Dinner to find out and applaud the winners. All I can reveal at this time is that the three individual Civil Engineering Achievement Awards will go to outstanding professionals from Taiwan, Japan, and Korea, and the five Civil Engineering Project Awards will be given to projects from Japan, Indonesia, Vietnam, Taiwan, and Korea. You will also not want to miss the organized Hawaiian Luau as well as the Native Hawaiian Cultural Program we have in store for you at this event. There is a separate fee payable for the Awards Dinner; please note that while registering for the conference.

Closing Plenary SessionThe closing plenary session will take place from noon to 1 PM on Friday, September

2. The closing keynote address will be given by a dynamic motivational speaker, Annabel Chotzen, from Hawaii who has been an Adjunct Professor of Business Communications, Public Speaking, and Professional Development at the University of Hawaii, Hawaii Pacific University, and Chaminade University. She will give a presentation titled “Put Your Dreams to Work”. It will tie in the motivational aspects with those related to our professional work and will invigorate and inspire the attendees to become more efficient and productive by communicating more effectively, creating solutions to challenging problems, and resolving conflicts quickly. You would not want to miss this keynote address. Ms. Chotzen’s presentation will be followed by the closing ceremony where the ACECC leadership handoff from ASCE to JSCE will take place.

Registra on, Room Reserva on, and Important DatesConference registration and hotel reservation are open. Please check the conference

website to register and reserve. Everyone must register to gain access to conference facilities. Speakers and moderators as well as members of ACECC societies receive a discount rate for conference registration. A deep discount is being given to local Hawaiian residents for conference registration. A deeper conference registration discount is being given to student participants, and there are many students who will be presenting their papers at the technical sessions. Speakers must register by May 27 or their papers will be deleted from the Technical Program and Proceedings that will be finalized in June. It also pays to register early. The early bird (lowest) conference registration rate is only through July 12 when it goes up to advanced registration rate. After August 9, all registering must pay the onsite (highest) rate. The hotel reservation deadline is Tuesday, August 2 when the hotel room rates will go up. You will receive a group rate when you book your room at the conference hotel (Hilton Hawaiian Village) and mention AOC to secure the discounted room rate.

Concluding RemarksOn behalf of ASCE and ACECC, I would like to welcome all of you to the beautiful island

of Oahu, Hawaii and CECAR 7. Civil engineers throughout the world regularly face challenges in building infrastructure in our quest for sustainable solutions to quality of life issues. CECAR 7 will be true to its theme of Ho-’omalamalama and will enlighten conference participants and others on strides made in sustainable civil engineering infrastructure applicable to the Asia Pacific Region. As a participant in this conference, you will participate in knowledge dissemination in research as well as practice areas. The LOC has worked hard to put together an excellent program at CECAR 7. Attendees will have access to tremendous keynote speakers, a multitude of diverse and interesting technical sessions and workshops, technical tours on the island, social and networking events, and the opportunity to interact with your colleagues on an international level. Come and participate in sharing of knowledge, insights, and experiences with your fellow professionals while earning PDHs and CEUs and having fun networking in a magical setting. And please do not forget to bring your family members and stay for a few extra days to enjoy the beautiful islands of Hawaii.

The Executive Committee Meeting (ECM) of the Asian Civil Engineering Coordinating Council (ACECC) was held on 25-27 March, 2016 in New Delhi, the capital city of India. The Institution of Civil Engineers, India (ICE(I)) hosted the conference in a warm manner at WelcomHotel. The 3-day assembly was attended by 47 delegates from 11 member countries, including Japan, the Philippines, Hong Kong, Mongolia, Vietnam, South Korea, Taiwan, Nepal, India, Bangladesh, and the ASCE World Headquarters.

The large number of participants assembled together to exchange views and ideas, share experiences of mutual professional interest, and develop bilateral joint ventures in the field of civil engineering.

The first day’s program began on Friday, March 25 at 10:00 a.m. after the registration of the attendees with the delivery of the opening speech by the Secretary-General of ACECC, Dr. Kenici Horikoshi. Welcoming the participants, he expressed his sincere thanks and gratitude to all the attendees for their kind participation in this august occasion. The programs included holding of the 19th Technical Coordination Meeting (TCM) and the 24th Planning Committee Meeting (PCM), chaired by Dr. Edward Wang, Deputy Secretary General, ACECC, followed by the ACECC Welcome Reception and Dinner in the evening. During these meetings, extensive discussions were held on topics including membership campaigns, progress reports on inviting other civil engineering societies, ACECC Newsletter publications, the ACECC Awarding Sub-Committee report, the Finance Committee report, and the Secretariat report (including progress on CECAR 7).

After registration, the 2nd day program began at 9:30 a.m. with a welcome address by the President of ICE(I), Dr. S. L. Swamy, who on behalf of ICE(I), expressed heartfelt thanks and gratitude to ACECC management for offering them an opportunity to host this esteemed event. ACECC Chair of the Executive Committee, Dr. Albert Teung, delivered his opening speech expressing a warm welcome on behalf of ACECC to all the participants and thanking them for their kind presence. Minutes of the 19th TCC Meeting and the 24th PC Meeting were presented, finalized, and approved by the meeting participants,

incorporating any necessary corrections, alterations, and modifications. Discussion items included membership campaigns, ACECC Awards, promotion of ACECC Newsletter publication, cultivating the next generation of engineers, the progress of CECAR 7, and plans for CECAR 8.

Ms. Meggan Maughan-Brown, Director of ASCE Global Programs, called the participants to cultivate the next generation of engineers. She pictured young engineers working side-by-side with older engineers, encouraging the gradual transfer of leadership to a new generation of engineers. She also proposed including students in this process to develop awareness and leadership in them. Her proposals were appreciated by all.

The meeting closed with the concluding remarks from the Chair, inviting all the participants to meet in Honolulu for the 31st ECM in August 2016. A photo session of the participants followed.

ACECC Technical Sessions were organized by the ICE(I) for the meeting. Three lectures on very important and interesting topics were delivered by emi-nent engineering professionals. All of the papers were highly educational, and the attendees greatly benefited from the pre-sentations.

The final day program ended with an entertaining cultural presentation, followed by a sumptuous farewell dinner. A wonderful time was enjoyed by all the guests and participants. A number of colorful dances and songs were presented by local artists exhibiting the socio-cultural heritage of various states of India.

To add local color to the event, ICE(I) organized a day-long sightseeing tour for the conference participants and spouses/guests. The group visited the magnificent monuments of heritage in and around Delhi city, showing the glorious chapters of Delhi’s history from its earliest days up to recent past. Thus the three-day meeting of ACECC ended in a friendly and cordial atmosphere of collegiality and professional fellowship.

The Nepal Engineers’ Association (NEA) is an independent nonprofit organization of Nepalese engineers, registered under the Social Service Act of the Government of Nepal. It was established in 1962. Today, it represents around 17,000 engineers, belonging to various engineering disciplines, including architecture and civil, electrical, mechanical and electronic engineers (et. al), and coming from both the public and private sector economies. NEA is governed by an elected executive council of 15 members, led by the President of the Association for a tenure of two years. NEA’s mandates include promoting fellowship, goodwill and cooperative assistance among Nepalese engineers; safeguarding their rights and interests; and promoting development of science and technology. Recently, NEA established centers for Continuous Engineering Education (NEA CCEE) to address the CPD requirements for professional enhancement, and the Business Incubation Center (NEA BIC) to promote entrepreneurship capabilities among young engineers.

NEA facilitates and coordinates the professional activities of the independent, discipline-specific professional societies, including: Agricultural Engineers (NSAE), Architects (SONA), Arbitrators (NEPA), Computer Engineers (ACEN), Electrical and Communication Engineers (SECEN), Electrical Engineers (SEEN), Irrigation Engineers (SIREN), Mechanical Engineers (SOMEN), Public Health Engineers (SOPHEN), Structural Engineers (SEANep), Technical Auditors (SOTAN), Regional & Urban Planners (RUPSON), Rural Development Engineers (SERDEN), Value Engineers (NVA) and the Society of Consulting Engineers and Architectural Firms (SCAEF).

NEA has also been at the forefront of developing fellowship and goodwill with international engineering associations and institutions. Presently, NEA is a member of the World Federation of Engineering Organizations (WFEO) and was instrumental in the establishment of the Federation of Engineering Institutes of South and Central Asia (FEISCA). NEA has recently joined the Asian Civil Engineering Coordinating Council (ACECC) and has functional bilateral relations with the Institutions of Engineers of Bangladesh, India, Malaysia, Pakistan, and Sri Lanka; the Institution of Civil Engineers (ICE-UK); the American Society of Civil Engineers (ASCE); the Japanese Society of Civil Engineers (JSCE); and the Korean Society of Civil Engineers (KSCE).

After the disastrous 7.8 magnitude earthquake that struck Nepal on April 25, 2015, NEA was instrumental in the massive mobilization of about 3,500 engineers to conduct Rapid Visual Damage Assessment of more than 65,000 affected buildings free of charge. Through partnerships with the Government of Nepal, UNDP and other academic institutions and professional societies, the NEA CCEE has worked towards enhancing the professional skills of engineers in undertaking post-seismic assessment, repair and strengthening of damaged buildings. NEA is also involved in supporting the reconstruction efforts by engaging in training masons in earthquake-resistant construction, and by participating in a design competition for suitable model housing design.

The 56th Convention of the Institution of Engineers, Bawngladesh (IEB) was held from 04-07 February, 2016, with the theme “Engineers for Sustainable Development.” The Honourable Prime Minister, Sheikh Hasina, inaugurated the convention on Saturday, 06 February at 10:00 a.m. The grand ceremony was held at the picturesque IEB Bhaban in Ramna, Dhaka. The meeting was chaired by IEB President Engr. M.

Kabir Ahmed Bhuyan, and was attended by nearly 5,000 engineers from Bangladesh and abroad.

The Prime Minister sought full cooperation from engineers in attaining seven percent GDP growth this fiscal year, saying that the key to development is in their hands. Earlier, Hasina awarded IEB gold medals to Prof. A. M. M. Safiullah, Vice Chancellor of Ahsanullah University of Science & Technology, and Engr. Nurul Huda, former RAJUK chairman, recognizing these eminent engineers for their contributions to their respective fields. She also dedicated the 15-story IEB Bhaban.

Others speakers included Engr. M. Kabir Ahmed Bhuyan, President, IEB; Engr. Md. Abdus Sabur, HGS, IEB; and Engr. Aminur Rashid Choudhury, HS of Dhaka Centre.

The convention program included seminars, workshops, and technical sessions, and the memorial lecture. Attendees also enjoyed entertaining cultural functions. Begum Rawshan Ershad, MP, leader of the opposition, was the Chief Guest at the closing ceremony of the convention on 07 February 2016.

In November 2014, I was appointed as the Chair of the ACECC Awards Subcommittee at the 27th ECM held in Tokyo. With the full cooperation of the ACECC members, the subcommittee was formed and has operated effectively for a year and a half, in spite of the difficult circumstances in communicating over long distances. The selections of the awardees have been conducted with responsibility and fairness, and in accordance with the voting procedures of the “Rules and Procedures of ACECC Awards”. In this newsletter, I am honored to have the privilege of announcing the results of the 2016 ACECC Awards to all members. In the 30th ECM held in New Delhi on March 26th, 2016, the winners of the ACECC Awards were selected, as described below:

The “ACECC Civil Engineering Achievement Award” is presented to a person belonging to a member society of ACECC who has made a significant contribution to the advancement of international civil engineering; to the development of social infrastructure in Asia or in ACECC member economies; and, who has gained recognition for that contribution from the community for which he/she worked.
