Message from the President Gary Duvall
At our LCIA Board meeting in April, we set our first four goals for 2019-2020. In order of priority: Raise membership to 300 or more……………..1st Get younger people involved………………….. 2nd Use the LCCC more; advertising it……………..3rd Improving communication with members……...4th We will seek members’ input at our first meeting on these priorities and other issues of mutual interest. We look forward to a lively discussion and creative ideas. Other items that we will be discussing include: * status of the legal action taken last fall to stop logging of Frailey Mountain’s unstable north slope, which abuts on lake properties; * lake level and lake water quality reports; * report on past and upcoming events and activities at the LCCC and around the lake; * a report from our land use committee on the status of Skagit County’s long delayed Shoreline Management Act regulations update, including pending new dock size rules, and building setback requirements; * a report on efforts to bring recycling to the lake; * and other items of interest. We want to include as many people as possible in the LCIA. We are always looking for additional volunteers, and we have a Board opening. Volunteering is a great way to meet new friends while giving back to the community. Please contact me or the relevant activity chair listed on our website if you want to get involved. I look forward to seeing you at the upcoming member meeting on May 25th and at events this summer!

Cavanaugh Community Church begins its 2019 season on Sunday June 9, 2019, and continues every Sunday until September 8, 2019. Our non-denominational Christian gatherings will be pastored by Patrick Vance for the whole summer! In the past we have had a variety of pastors/speakers at our summer church, so, this will be a treat having a continuous pastor all summer long. Our Community Center has been gracious enough to allow us to meet Sundays at 10 a.m. to meet, greet, and eat-did I mention that we have coffee and treats after every service?
We need someone to play the piano for our hymns. If you can help any Sunday during the summer call Carol at 425-353-1670. So, the word is: Come Sundays at 10a.m. to hear
God’s message to us and start the week on a

Note that paddle boarders must have a lifejacket ONBOARD and a noise producing device such as a whistle just as other Washington State Boaters Education Cards are required of all 12 years of age and older (those born before 1955 are exempt): www.boat-ed.com/washington . Fireworks are limited to specific days and times not just legally, but also due to the high fire danger after July 5th. Fireworks also put stress on animals, both domestic and wild.

The snow has melted, the sun has been shining and we are anticipating a wonderful 2019 season! Quilt Raffle: At our March meeting we created an awesome quilt with a Seahawks theme for our annual fund raising raffle. The quilt will be on display and tickets for sale at each event this year beginning with Pancake Breakfast on May 26! The raffle drawing will be on Labor Day weekend. Our annual Pancake Breakfast plans are in full swing. Skagit County Boating Regulations REGISTRATION
1. Owners of all recreational boats must apply for a title and registration at a County Auditor’s office. 2. EXEMPT: Vessels under 16’ with 10 or less horsepower. 3. Registration numbers must be permanently attached on each side of hull in 3” contrasting letters
SAFETY EQUIPMENT 1. PFD’s: Vessel must carry one US Coast Guard approved personal flotation device for each person aboard. PFD’s must be
worn by children 12 years of age or younger while vessel is underway. 2. Sound Signals: One whistle, horn, or other device capable of producing whistle blasts. 3. Navigation Lights: Required for night operation and must conform to USCG regulations or on
manually propelled vessels, a white light of sufficient brightness to display to avoid a collision. 4. Fire Extinguisher: Approved USCG extinguisher required if fuel tanks are permanently installed or in
closed compartments. GENERAL GUIDELINES
1. Lake Cavanaugh speed limit is 40 mph. 2. No vessel shall be operated in a negligent or reckless manner that endanger persons or property. 3. All motorboats shall be operated 150’ from the shoreline, dock, float, or other boat, except at its idle “no wake” speed.
4. Swimming activities beyond 150’ of the shoreline shall be accompanied by an attendant in a boat. 5. Operation while under the influence of intoxicating liquor or drug is illegal.
6. Minimum age to operate a motor boat powered by a motor of 15 HP or more is 12 years of age and must be carrying a boater's education card. Persons under the age of 12 years old may not operate a vessel with an engine greater than 15 HP.
7. The operator of every boat involved in an accident is required by law to file a report in writing whenever a boating accident results in a loss of life, injury which required medical treatment beyond first aid, property damage over $200.00, or a disappearance of a person.
8. It is illegal to throw any litter overboard into any waterway. Boats must carry a litter bag. 9. Teak surfing is illegal and constitutes a $100 fine. 10. Vessel Capacity: Check maximum weight and number of persons plate on boat for safe loading. 11. Boater Education Card: Operators must carry card while operating a vessel 15 HP or more (age applicable per mandatory
education and calendar year). WATER SKIING/TUBING RULES
1. Recreational boats which are towing a person or persons shall be occupied by an operator with a boater's education card and a competent observer.
2. The observer shall continuously observe the persons being towed and shall display a 12” by 12” bright red flag attached to a 24” handle whenever the persons are in the water. 3. All water skiers/tubers must wear a USCG approved personal floatation device. 4. Water skiing/tubing is prohibited ½ hour after sunset until ½ hour after sunrise and no towing is permitted and is illegal 1/2 hour after sunset even with the use of running lights.
5. When moving toward or away from the shore, dock, or float, the water skier/tuber will travel at an angle between 45 and 60 degrees from the shoreline on the right-hand side of the skier.
6. All water skiing/tubing shall be in a counter-clockwise manner at least 150’ from docks, etc. PADDLEBOARDS 1. Must have a life jacket for each person on board. 2. Must wear a sound producing device, such as a whistle. PERSONAL WATERCRAFT RULES
1. No person shall operate or ride on a personal watercraft without wearing a USCG approved floatation device.
2. A person operating a personal watercraft equipped by the manufacturer with a lanyard type engine cutoff switch must attach the lanyard to his or her person, clothing, or personal floatation device.
3. No person shall operate a personal watercraft on the waters of Washington during the period from ½ hour after sunset until ½ hour after sunrise.
4. Operators of personal watercraft in Washington State must be at least 14 years of age and carry a boater's education card. 5. It is illegal to jump the wake of another vessel unreasonably close to that vessel.
