Dear Oilindian,

As you are aware, I have been entrusted with the huge responsibility of living and performing the duties of Resident Chief Executive. This is my first communiqué through the platform of our House Journal, OIL News. As I gather my thoughts, I realise that this is both an interesting and challenging time when we are still reviewing the performance of 2016-17 and also making plans to achieve our targets as we step onto a new financial year.

Our outstanding performance on the drilling front achieving the highest ever drilling metreage of 1,59,987m and completing 51 wells and lowest ever Lost Time Injury Frequency Rate (LTIFR) of 0.274 at Field Headquarters, Duliajan gives us reasons for comfort. On year to year basis, we have improved our performance on other fronts as well compared to 2015-16. I take this opportunity to compliment all of you for your individual contributions as well as cohesive team work that has helped us to make improvements on number of areas.

Notwithstanding the achievements of the financial year just gone by, the fact remains that we are dealing with ageing reservoirs in our main producing areas with only few oil fields which are relatively young (less than 11/12 years). The focus, therefore, has to be on Enhanced Oil Recovery (EOR) and Improved Oil recovery (IOR) techniques so that we can maintain our production levels from the ageing oil fields which are declining at a much faster rate.

OIL Management has taken up a number of initiatives, all directed at our concerted efforts to bring in new and efficient technology as well as innovative ideas in the areas of EOR. In this context, I would like to share with you briefly about some of these key initiatives.

The Company with the intent of augmenting its reserves base and maximising recovery from its ageing oilfields through Enhanced Oil Recovery (EOR) has taken up a joint industry study on carbonated water injection (CWI) with Heriot Watt University, Edinburgh, UK. The study is at an advanced stage.

A study on the feasibility of Alkaline Surfactant Polymer (ASP) flooding in our reservoirs has also been undertaken. A recent initiative in this direction has been the signing of a MoU with University of Houston, USA. Work on screening of OIL’s reservoirs for adoption of best possible methods of EOR is already in progress.

During the visit of His Excellency President of India to Belarus, a Memorandum of Understanding (MoU) was signed on 4th June, 2015 between OIL and Belorusneft for technological support for the areas of mutual interests and one of such areas was management of mature fields. injection and window milling technology. The Digboi study is already underway, while the way forward on oil slime injection has been started. Candidate wells for window milling are being identified. Belorusneft offered to provide its services along with training of OIL’s personnel and building in-house capability.

One of the important points of discussion within Oil India Limited has been industry academia relationship and how both industry and academia near our areas of operation can benefit from each other through collaborative projects. OIL can gain insights into the unexplored areas of NE India from the tacit knowledge of these Universities, and also collaboration between the universities and OIL may bring about newer understanding of exploration in the region. With this objective, a renewed interaction with the NE Universities has been undertaken. As a starting point four universities have submitted proposals for carrying out Geoscientific projects. While considering these projects OIL is giving special attention to the future exploration strategy of Oil India Limited in line with Hydrocarbon Vision 2030 for North East India.

Remote sensing and Earth observation through satellites is one of the important technologies that have been utilized in Geoscientific studies for exploration of various resources, including hydrocarbon resource assessment and management of infrastructure. We are also in communication with Indian Space Research Organization (ISRO)/National Remote Sensing Centre (NRSC) for optimizing use of data and expertise, and possibility of innovation. An MoU is planned to be signed between OIL and ISRO/NRSC which will definitely help us build up complimentary capabilities and increased use of earth observation data in our E&P ventures.

In this fast changing world of disruptive technologies, we have to continue with new thinking and challenging our own convictions in order to bring in innovations and increased efficiency in our work front.

OIL, being a ‘People's Company’ has been diligently providing various Corporate Social Responsibility (CSR) initiatives in our areas of operations, and several of these schemes we shall be taking forward and continuing in the forthcoming year.

Change is all encompassing and we are also proposing to bring in some changes in the office timings in Field Headquarters for operational (field going) and non-operational departments. The details of this new timings and related matters will be shared with all concerned very soon so that we can start with the revised office timings at the earliest.

Discipline is a key word and as we plunge into a new financial year, let us resolve to approach our duties with even greater enthusiasm, vigour and commitment so that together we can overcome all challenges and achieve our targets.

The MoU was signed on 7th March 2017 in presence of Shri Dharmendra Pradhan, Hon’ble Minister of State (IC), Petroleum & Natural Gas, Govt. of India, along with Consul General of India, Houston, Dr. Anupam Ray, CEOs of leading Oil and Gas PSUs, and other senior officials from Ministry of Petroleum and Natural Gas, Govt. of India, at Houston, USA.

Oil India Limited signs MoU with University of HoustonLocated in the energy capital of the United States of America, home to the leading Oil & Gas operating companies and service providers, the University of Houston is a premier institute, involved in the quest of academic and translational excellence in the field of Oil & Gas through its outstanding faculty & research staff and has established well documented partnership with leading edge academia & industry subject matter experts.

The MoU, amongst others, is focused on collaboration in the fields of carbon capture and sequestration, and utilising the same for CO2 flooding Enhanced Oil Recovery (EOR) in OIL’s matured oil fields.

This will also contribute in not only generating newer and novel ways to address critical and complex issues like energy security and climate change simultaneously, but also towards national obligation as set by Hon’ble Prime Minister to reduce import dependency of oil & gas by 10% by 2022.

OIL is also in talks with NRG (NRG Energy Inc.), a leading power company in the U.S., and world leader in de-carbonisation, who along with its partners completed construction on the world’s largest post-combustion carbon capture system on-budget and on-schedule, for using it for EOR project.

MoU signed between Shri Utpal Bora, CMD, OIL and Smt Renu Khator, Chancellor & President, University of Houston

A profile of Shri Utpal Bora, Chairman and Managing Director, OILShri Utpal Bora took over charge of Chairman and Managing Director of OIL on 18th July 2016. Shri Bora has a rich and varied experience of over 33 years in the hydrocarbon exploration and production Sector and was most recently the Executive Director – Asset Manager of ONGC’s Mehsana Asset.He served in various capacities at ONGC Ltd. including OVL, the international branch of ONGC in activities related to artificial lift, well completion, testing, well control, reservoir management, crude transportation/ quality assurance for refinery receipt, work over operations of onshore and offshore fields, planning, technical cell and at OVL he was specifically engaged in framing of policy directives and its implementation, co-ordination with national oil company of Venezuela, PDVSA under projects like Petrocarabobo and San Cristobal. Shri Bora took over as Asset Manager, Mehsana on 1st October, 2014, which is the highest Onshore producing Asset of ONGC Ltd, where he was leading a team of about 2300 engineers and technicians to sustain production from brown fields with about 1800 operating wells, 07 drilling & 20 work over rigs, about 80 exploratory and development wells drilled per year and 38 surface installations. As Asset Manager he also oversaw Finance, Material Management, HR, CSR and coordination with statutory bodies and the Government of

Gujarat. He is credited with turning around ONGC’s highest producing onshore Asset and steering it towards newer heights. Under his leadership the Mehasana Asset received the Best Onshore Award of ONGC last year.On the educational front, Shri Utpal Bora holds the degree of Bachelor of Technology in Petroleum Engineering from the prestigious ISM, Dhanbad, an Advanced Management Certificate from IIM, Lucknow and has completed a Leadership Development Programme from ISB, Hyderabad. Besides being an avid reader, Shri Bora enjoys cricket and movies.OIL News wishes the new leader of the OIL family, a very successful tenure as he leads the Company into newer horizons of all round excellence.

OIL Observes SAKSHAM-2017

Pursuant upon the directive of Ministry of Petroleum and Natural Gas, Govt. of India, Oil India Ltd. along with other petroleum companies of the country observed SAKSHAM-2017” from 16th January – 15th February, 2017. Oil India Ltd had undertaken various energy conservation awareness programs, comprising of pledge administration, save oil march, cycle rally, street play, marathon, essay

writing, drawing / painting and debate competition for students and technical meets / workshops on energy conservation at drilling wells, production installations and industrial installations for OIL employees. Auto emission check camp and exhibition / demonstration of energy efficient appliances, publicity propaganda through media, putting hoarding at various places were also organised for making general public aware about importance of energy, oil & gas conservation.

The inaugural function was held on 16th January 2017 at Duliajan Club. Sri S N Singh, General Manager – Technical Audit delivered the welcome speech and Sri B P Sarma, Resident Chief Executive, OIL hoisted the SAKSHAM 2017 flag and addressed the gathering on importance of Oil & Gas conservation. Administering of pledge on Oil & Gas Conservation, Cycle Rally and street play were also organized on the Inaugural day. Large number of school children, teachers, employees and general public participated in the inaugural function. Solar Power Plant at JaisalmerOIL’s newest renewable energy plant, the 9 MW Solar Photo-Voltaic Plant at Jaisalmer District, Rajasthan, reached the critical Net Minimum Generation Guarantee (NMGG) figure of 14.973 million units for the first year on the 2nd of February, 2017 at 10:20 AM, 22 days ahead of the early cycle. The plant was commissioned on the 25th of February, 2016. It is expected that an additional 1 million units will be generated during the remaining period of the yearly cycle.

The net yearly minimum guaranteed generation of 8.92 million units of electricity, required to be generated by the earlier installed 5MW solar photo-voltaic plant, adjacent to the new plant, has also been achieved on 22nd January 2017.

This is a small step in the direction of meeting the nation’s target for cleaner and greener energy to supplement our oil and gas resources.

Shri Utpal Bora, Chairman and Managing Director (CMD), Oil India Limited laid the foundation stone for the building for Centre of Excellence for Energy Studies (CoEES), at Narangi on 28th February, 2017. The Foundation stone laying ceremony was performed with traditional rituals where the unveiling of the curtain was done by Shri Utpal Bora, Chairman & Managing Director, in the presence of Shri S Mahapatra, Director (Exploration and Development), OIL and other senior functionaries of OIL.

Oil India Limited manages a large number of ageing oil and gas fields which were discovered in the twentieth century. To maintain the production from such mature fields, it is essential to apply Enhanced Oil Recovery methods, which involves state-of-the-art laboratory work followed by field pilots.

Realizing the above needs, Oil India Limited had initiated the Centre of Excellence for Energy Studies six years back, which is functioning from a temporary set up located at G

S Road, Guwahati. However, the proposed laboratory and studies are of permanent and long run usage for which it is decided to have the building within the Company’s area in Narangi.

The proposed building will have a floor area of 2000 sq m. Initially, three floors will be constructed; however, there will be a provision to construct more floors in future, if required. The building will be state of the art and will be constructed on the GREEN BUILDING concept. The building will have modern architectural design while also incorporating the traditional values.

The Exploration and Development Conference, 2016 was held at Kaziranga, Assam on 4th and 5th January 2017. The Conference, themed Strategy for Future: Challenges and lessons Learnt was inaugurated by CMD, Shri Utpal Bora in presence of Director (E&D) and Director (HR & BD).

Oil India Limited donated an amount of Rs 20 lakhs as the first instalment of the total amount of Rs 50 lakhs to Assam Sahitya Sabha to facilitate it for setting up an Institute of Translation. At a well-attended function at the Sabha’s Guwahati office, the amount was handed over by Shri Utpal Bora, CMD, OIL. The event was also attended by Director (Operation) Shri P K Sharma and Resident Chief Executive Shri J K Borgohain (the then), besides President Assam Sahitya Sabha Dr Dhrubajyoti Borah and General Secretary Dr Paramananda Rajbongshi. Speaking on the occasion Shri Utpal Bora said that OIL was extremely privileged to be associated with such a renowned organisation Assam Sahitya Sabha who has undertaken immense steps for the enrichment of culture and literature in the state. In the future too OIL would be happy to be associated with the Sabha. He also spoke about the various CSR activities OIL has been entrusted such as Cleaning of Kamakhya temple premises, Setting up Waste to Fuel plant at Guwahati , Setting up of Driving Institute at North Guwahati, Running of Super 30 institutes at four places etc. He hoped the good offices of the Sabha as well as the Media would positively highlight OIL’s contribution in its CSR and other activities. He hoped this noble venture of the Sabha in associating OIL with this project would bring further goodwill to the organisation, which would help in its field Operations Shri J K Borgohain, RCE, OIL(the then), speaking on the occasion, said that the Sabha was like a flowing river which had constantly imbibed all cultures, and helped in the growth of a multicultural and strong Assamese Society. He spoke about the recent OIL Shikshya Ratna Puraskar where six exceptional teachers were recognised and rewarded for their noble deeds in teaching. Earlier the General Secretary of Assam Sahitya Sabha welcomed all present and expressed his immense gratitude to OIL for their support and cooperation in carrying out its multifarious activities. President Dr Dhrubajyoti Borah spoke about the aim of the Sabha in bringing out around hundred books on classical as well as contemporary literature. He thanked OIL for its help and said the proposed Institute of Translation would help in the development of budding writers and translators. Many renowned literature giants were also felicitated.

Oil India Limited has announced a Rs 50 crore OIL Start-up fund to foster, nurture and incubate new ideas related to oil and gas sector. The proposal for setting up the OIL Start-up fund was approved in the 469th Board Meeting of the Company and is in line with Government of India’s flagship program ‘Start-up India.’

The key objectives of the OIL Start-up fund are:

1. Develop new innovative solutions, technologies and products through Start-ups, for solving business problems

2. Develop Start-ups as an important channel for OIL for expanding into new related business sectors

3. Create an entrepreneurial mindset and fresh thinking amongst employees and stakeholders, by working with Start-ups, for revitalising corporate culture

Speaking on the occasion, Shri Utpal Bora, Chairman and Managing Director, said that the OIL Start-up fund shall focus on promoting entrepreneurship amongst youth, especially of the North East India, by enabling the growth of Start-ups for addressing various technical challenges and operational risks of the oil and gas industry and encouraging innovative thinking amongst the present and future generations.

For implementation of the initiative, it is decided that the process of developing Start-ups should be taken up with Technology Incubation Center of IIT Guwahati.

Oil India Limited announced Rupees 50 Crore Start-up Fund

Oil India Limited has signed a MOU with Indian Institute of Technology, Guwahati (IIT-G) on 07th December, 2016 during Petrotech 2016, in presence of Shri Dharmendra Pradhan, Honourable Minister of State (i/c) for Petroleum and Natural Gas, Shri Anil Madhav Dave, Honourable Minister of State (i/c) for Environment and Climate Change, Shri Nitin Jairam Gadkari, Cabinet Minister for Road Transport and Highway & Shipping and Shri Piyush Goyal, Honourable Minister of State (i/c) Power, Coal, New and Renewable Energy and Mines. Honourable Minister of State (i/c), Petroleum and Natural Gas Minister.

In the same event, a web portal for OIL Start-Up initiative was also inaugurated by Shri Dharmendra Pradhan, Honourable Minister of State (IC) for Petroleum and natural Gas.

An MoU was signed between Oil India Limited, Indian Oil Corporation Ltd. and M. P. Urja Vikas Nigam Ltd. for the formation of JVC for development of 500 MW Solar Park in the State of Madhya Pradesh.

Shri Utpal Bora, Chairman and Managing Director, Oil India Limited inaugurated a 40 KW Solar Power Plant in Sasoni Merbeel Eco-Tourism Project, which has been provided by OIL under the Company’s CSR initiatives. OIL had sanctioned a financial package of Rs 1 (One) Crore, which included besides the Solar Power Plant, other components like 13 pedal boats, a four wheeler, two eco friendly green vehicles, construction of Jetty and a bio digester plant bio digester for Sewage disposal.

The Sasoni Merbeel Eco Tourism Project located in the heart of the operational area of Oil India Limited, around 20 odd kms from OIL’s Field HQs, Duliajan in Dibrugarh District is all set to become one of Assam’s most sought after natural retreat. Merbeel is an ox-bow lake in Naharkatia LAC in Dibrugarh district and covers an area of almost 1550 bighas including an island of around 933 bighas. Within 2KMs from the Island, there is another wetland called Gudhabeel, which is home to several varieties of local and migratory birds. The wetland is also famous for endangered species of fresh water turtles and various other aquatic life forms.

Under its CSR initiative, Oil India Limited inaugurated a livelihood promotion and cluster development project ‘OIL Jeevika’ at Innao, Changlang District Arunachal Pradesh. OIL has started this two year program with another year of follow-up & monitoring at a total project cost of Rs 1,04,04,000/- with the objective to impart skills training and generate sustainable livelihood opportunities through capacity building, marketing & financial linkages and handholding support.

Initially the Project aims at Livelihood Promotion and Cluster Development for Beekeeping and Honey Processing Program in a phased manner. OIL will implement the project in 5 nos. of villages of Diyun Circle namely, Kumchai Ka, Innao, Innao Chengmai, Innao Pathar and Piyong having a total population of around 400 households. The project will be implemented by OIL’s CSR implementing partner Indian

The inhabitants of Madarihat-Birpara Block are mostly from Rural BPL families and the loss-making Tea Gardens of North Bengal. The Maternal Mortality Rate(MMR) and Infant Mortality Rate( IMR) is very high compared to the National Average. The PHC’s are also in a run-down condition due to lack of funds. This Foetal Doppler Machine helps in detecting the heartbeat and other health conditions of the baby from 24 weeks onwards in its Mother’s womb. Any abnormality can be detected in time and remedial action can be taken during its birth. Most of the women do not take the trouble of coming to hospital for delivery due to high costs and follow the traditional methods as practiced by the “Dhais” in villages resulting in high IMR and MMR.

Oil India Limited has donated an Ambulance fitted with Critical Care facilities, to the Noida Medicare Centre, for the benefit of the underprivileged and needy people of the society in and around Noida. OIL Clinched 13th Inter Unit PSPB Football Tournament

Oil India Limited A team emerged champions in the 37th Inter Unit Petroleum Sports Promotion Board(PSPB) Football Tournament 2017 with a solitary goal victory against ONGCL at Nehru Maidan, Duliajan on 24th Feb 2017.

The 5 days prestigious football tournament from 20th to 24th February 2017 was hosted by OIL Duliajan. Nabin Rabha fired the lone goal in the match and Sishuram Chutia of OIL was adjudged as the best player. The tournament was conducted by national level referees appointed by Assam

Football Association (AFA).

In the tournament a total of nine teams from Public Sector Undertakings of petroleum sector – ONGCL, BPCL, HPCL, IOCL(AOD), NRL, CPCL, EIL along with hosts OIL participated.
