an absolutely fabulous police arrangement with security arrangements meeting international standards, smooth traffic regulationand fantastic crowd control management.

I also express my heartfelt compliments to the Commissionerate Police for their overall outstanding performance during2018 and due to which OLA sessions, demonstration and agitational activities by teachers, farmers, women groups etc. passedoff peacefully. All VIP/VVIP visits to the capital city went off well.

However, property offences like robbery and snatching remains a cause of concern and drugs peddling and substance abuseneed to be curbed effectively. General elections to the Lok Sabha and Assembly in the months of April-May 2019 shall also bea major challenge including flurry of VIP/VVIP visits during electioneering.

The “informal social control”, one of the foundations of order within the society by self-regulation, in a new city like Bhubaneswarwill continue to develop with each passing year as residents would interact more with each other to form more social bonding.Cuttack being an old city has the advantage of existence of a reasonably high degree of “informal social control”. Policing,essentially a “formal social control” mechanism, compliments well with a developed “informal social control” system. We at thePolice Commissionerate would leverage on this societal phenomenon; in Cuttack drawing our strength from the well-developedcamaraderie and in Bhubaneswar it will be our endeavour to facilitate the process by undertaking a number of community policingschemes.The Commissionerate Police has earned international recognition for its stellar performance in providing security and maintaininglaw and order during Odisha Men’s Hockey World Cup 2018. The mantra was “enforcement with facilitation”, a strategy thattouched the hearts of tens of thousands of sports lovers. I congratulate each member of the Odisha Police who was part of themega event.We truly care. Our PCR vehicles have been the life line of the urban policing. In the year 2018 the PCR staff have activelyintervened in 75,000 incidents varying from domestic violence to street crimes to road accidents in Bhubaneswar. More than2000 road accident victims were shifted to hospitals by the PCR vehicles during the year. Our regional branch of Red Cross Societycollected more than 10,000 units of blood under the banner JEEVAN ALOK saving precious human lives.Shortage of manpower or material resources will not deter us from our mission in providing improved police service to the peopleor enforcing the law. We Care: Our Senior Citizen-Centric Activities

Health Camp and Online Registration of Senior CitizensOn-line registration of Identity Cards for Senior Citizens alongwith a “Handbook for Police Officers” were inaugurated bySh Naveen Patnaik- the Hon’ble Chief Minister of Odisha on05.01.2018 in an interactive programme with Senior Citizensat Rabindra Mandap, Bhubaneswar. Blood Donation Camp at SOA University on 19.08.2018.

“Jeevan Alok” the blood donation campaign of Commissionerate Police was initiated on 1st January 2018 under thebanner of IRCS Regional Branch, Commissionerate Police, conducted several Blood Donation Camps in collaborationwith various other institutions. In its 116th camp at Kunja Bihari Collage, Baranga Cuttack on 21.12.2018, the target of10,000 units of blood has been achieved. comments; Security from Hotel to Stadium.This has been very good, especially with the security

staff on the bus and the supporting lead vehicle makingthe journey a fast one.

Security at the HotelWe had security on our hotel floor, screening at the

entrance to the hotel and police in the hotellobby....which was all we ask for. The one difficulty for uswas identifying who these security/ police people were,as none of them were introduced to us. This situationsettled down over time, but it was initially unsettling.

Other than my comments above, we’ve reallyenjoyed our time here in Bhubaneswar and we’d like tothank you for looking after us so well.

There have been occasions when we've neededtransport for a small number of people such as picking upforgotten items for training and, sensibly, a Police vehiclehas transported us quickly and efficiently, saving us delayswaiting for tournament transport and allow our activity toproceed with little interruption. Common sense decisionsby the senior officer on site that we didn't expect but arevery grateful for.

A professional gold chain snatcher gang was busted atChauliaganj PS on 25.07.2018. 12 Nos. of Gold Chains alongwith involved motorcycle were seized. Accused personswere arrested and forwarded to the Court.

While investigating Markatnagar P.S. Case No. 146 dtd.22.09.2018 U/S 454/380 IPC, Police had recovered the stolenproperties comprising Gold ornaments weighing 330 gms& Silver ornaments weighing about 3 KG with one car andother articles from the accused persons.

One bike lifter gang was busted at Chauliaganj PS on27.11.2018 and 19 Nos. of stolen motorcycle wererecovered and seized. Four accused persons/ receiverwere arrested and forwarded.

In Chandra Sekharpur PS Case No. 301 Dt. 21.07.18 u/s.454380 IPC accused Sanjay Kumar Nishanka was arrestedon 25.07.2018 also wanted in other 34 burgelary cases andstolen articles worth about 1 Crore we recovered.

In Khandagiri PS Case No. 501/18 the PS staff and specialsquard, Bhubaneswar had seized 5 nos. of illigal fire armsand ammunitions in two incidents from four accusedpersons.

In Saheed Nagar PS Case No. 541 dated 14.12.18 u/s 457/394 IPC, 25/27 Arms Act, police recovered all the propertiesrobbed apprehending the accused person.
