MPCA I.D. INFORMATIONEvery resident must have a MPCA I.D. CARD to use the pools, clubhouse and tennis courts. Complete the I.D. Registration form in this newsletter and return it to the office at least 3 days before coming in to the office for pictures taken. If you are renting your home, please provide us evidence that you live in the subdivision, i.e. a water bill with your name on it, etc. ID’s are for residents only. Homeowners who do not live in Memorial Parkway are not eligible for a MPCA I.D. CARD. Once you have the card, turn it in to the office the following year for validation.

SidewalkSAll sidewalks within Common Areas shall be maintained by the Association. All other sidewalks shall be maintained by the Owner of the Lot on which the sidewalk is situated. If any section of your sidewalk is uneven, which may cause someone to trip and hurt themselves, you are responsible for repairing or replacing that section of the sidewalk and liable for any injuries incurred. In some cases, a sunken section of a sidewalk may be caused by a water or sewer line leak. If you’re in doubt, you can call Precinct 3 at 281-463-6300 and request that someone come to your home and check it out.
VeHiCle PaRkiNG ON THe STReeTIt is not a violation of our deed restrictions to park a vehicle on the street as long as it is not being stored, is fully operational and has current tags. However, the Transportation Code of Texas, Title 6, Chapter 545, Section 302, states that
.a vehicle cannot park closer than 15 feet to a fire hydrant.
.a vehicle cannot park closer than 20 feet to an intersection.
.a vehicle cannot park closer than 30 feet to a stop sign. The Board has asked our Constables to take the appropriate action whenever there is a violation of the Transportation Code. The parking of vehicles on the street has become a big problem in our neighborhood. School buses can’t pull close to the curb to pick up and let off students. In some cases, emergency vehicles may not be able to reach their destination if traffic flow is inhibited, especially when two cars are parked directly across from each other. Plus, vehicles parked on the street are those that are vandalized the most.
Some of the worst areas are the cul-de-sacs where it’s hard enough to back out of a driveway or navigate the circle even when there aren’t any vehicles parked on the street.
Be considerate of your neighbors and don’t park your vehicle in front of their house or block their mailbox. Also, think of the neighbor across the street and park so that you’re not making it difficult for them to back out of their own driveway. All of our homes have at least a two or three-car garage and room for several cars in the driveway. We respectfully request that you refrain from parking on the street.
TRaSH COlleCTiONIf you are having any problems with getting trash picked up or want to register a complaint, please call WCA at 281-368-8397 if you are a customer of Memorial MUD. If you are a customer of MUD 81, you may call Royale Disposal and Recycle at 713-526-1536.
TRaSH CaNSThe HOA has received complaints about trashcans being stored in front of the home, left at curbside, and not being stored out of sight. In the past, the deed restriction committee has not been writing letters to homeowners about proper storage of trashcans. Since this has become a problem in the neighborhood, we are now sending letters to homeowners if their trashcans are not properly stored out of sight. Trash cans should be placed at the curb the morning of trash pickup and the cans should be stored away out of sight by the end of the day. If your trashcans are visible from the street on any day other than trash day, you will in violation of the deed restriction.
Thanks to all of you who have started storing your trash receptacles out of public view. It really has made a big difference in the over-all appearance of our neighborhood and we appreciate your cooperation.

STREET GUTTERS AND DRAINSWe ask that you keep the street area in front of your home clean, so that leaves, pine needles, grass clippings and dirt won’t accumulate in the gutters next to the curb and end up being washed into the drains causing them to back up and flood the streets. If you see someone putting grass clippings, oil or other debris down the drains, please contact the MUD District and the County at 281-463-6300. This includes lawn contractors that are blowing the leaves into the street instead of bagging them.
2013 MAINTENANcE FEESStatements for the 2013 maintenance fees were mailed to all homeowners during the first week of October. The yearly assessment fee has been set at $335. If you did not receive your statement, please notify the office of a good mailing address as you are responsible for paying the fees by January 1, 2013.
You may pay by personal check, money order or cashier’s check sent to or dropped off, at the office located at 21600 Cimarron Parkway. We also accept American Express, Discover, MasterCard or Visa. For you convenience, you can use your credit card by going to www.mphoa.org - our web page.
If you cannot pay the fee in full by January 1, 2013, you may get on a payment plan, at no charge, making a down payment and $50 monthly payments.
If you don’t sign up for the plan by January 14th, you can still get on a payment plan, but will be charged a fee of $25. Call the office for details.
If the assessment is not paid by February 1st, a $25 late fee, plus interest, will be added to your account. If it is not paid by March 1st, another $25 late fee, plus interest, will be added to your bill.
Accounts not paid in full by April 1st will either be turned over to our attorney for collection or we will file a lawsuit against the owner in Small Claims Court. In some cases, we may have to do both.
GARAGE SALESMPCA would like to suggest that garage sales be conducted the first Friday and Saturday of each month. This will eliminate the many signs that are out each week and also makes for a stronger turn out. Most area communities only allow sales twice a year. Memorial Parkway could be known for its “Once a Month” garage sales.
Do not attach your garage sale signs to the STOP signs, as it is against the law and the County can issue citations for this. If a sign is on a public right of way, like the esplanades), they may be subject to fines of $500-$1000 per occurrence per day. We also ask that you do not post your signs on the property of another resident. When your sale is over, please go back and pick up all of your signs.
ARcHITEcTURAL cONTROLAll exterior changes to your property must be submitted to our committee for approval before you start any work. This includes, but is not limited to, painting, re-roofing, sheds, patio covers, fences, etc. All requests must be on our request form that can be found in this newsletter, online at our website www.mphoa.org or at the office. Please give as much detail as possible, so there is no delay in getting your request reviewed. Except for painting and re-roofing, it would be best to include a plat of your property that shows property lines and easements in relation to the location of your project.

LEASH LAWAnimals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances:1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question.2. When it is within a fully enclosed vehicle.3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.
Please remember that cats fall under the same laws as dogs and must be licensed and kept restrained when not on the premises of the owner. We’ve been told that spreading moth balls in flower beds might keep cats away. REMINDER FOR DOG WALKERSBe a responsible / considerate pet owner by picking up your dog’s waste from your neighbor’s yard when you’re out for a walk. There’s nothing more frustrating than stepping in fecal matter in your own yard when you don’t even have a pet.
PROCEDURE FOR REPORTING BARKING DOGS:1. Contact your neighbor and work it out as good neighbors should.
2. In the event that #1 is not possible, contact the Constables at 281-463-6666. It is our understanding that the Constables will investigate the barking dogs. In order to file a formal complaint you must be willing to give the officer your name, address and phone number for their records.
PROCEDURE FOR REPORTING LOOSE DOGS, DOG BITES & LOST PETS:
1. Contact Harris County Animal Control at 281-999-3191 or 281-999-3194. A recorded message will guide you through the system. When reporting a loose animal you will be asked to give your name and address, a description of the animal and the address of the animal’s owner (if known).

The subdivision gets a drive through inspection twice a month. Some problems may not be noticed at that time. It is helpful if residents can inform the office in writing of such problems. Having complaints in writing is helpful, if the association has to take legal steps in enforcing deed restriction violations. Our subdivision was formed 35 years ago and we need to take steps to keep it looking nice so the value of homes will continue to increase.

NON-PROFIT CLUBHOUSE RENTALThe Memorial Parkway clubhouse located at 21600 cimarron is available to non-profit adult and youth groups for meetings. The meeting times and days for adult and youth groups are from:
3:00 PM - 5:15 PM, 5:30 PM - 6:45 PM and 7:00 PM - 10:00 PM on Monday, Wednesday, Thursday and Sunday (some exceptions regarding times on Sunday). Reservations must be made at least 2 weeks prior to reservation date.

Clubhouse rentalThe rental fee for using the clubhouse is $50.

If alcohol is being served, a security guard may be required to be present.9. The resident renting the facility will be held responsible for any damage to the facility caused as a result of user neglect or alcohol use. Additional charges over and above the deposit may be assessed to cover damages.
loCal JaM sessIonsWe encourage new musicians to join us at our local jam sessions of old time folk, bluegrass, country and Cajun music and for those who play guitar, dobro, mandolin and bass fiddle. We meet at a local Katy location (no smoking or drinking), every Friday (except first Friday of month) from 6:30 to 9:30 PM. No charge and non-profit. MORE THAN 165 PARTICIPATE IN 15TH ANNUAL PROMISE TO READ PROGRAM
Community members from Katy and the surrounding area recently stopped what they were doing to read to students in more than 345 classes as part of Katy ISD’s 15th annual Promise to Read program. Through Promise to Read, volunteers promised to spend 30 minutes reading to an elementary classroom during one week in November. This year, ten Katy ISD elementary campuses hosted the event with Partners in Education: Morton Ranch, Hutsell, Nottingham, Kilpatrick, King, Pattison, Mayde Creek, Griffin, Bear Creek and McRoberts Elementary. Host campuses rotate each year so that, over a three-year period, every Katy ISD elementary has an opportunity to participate. “Promise to Read has become a volunteer event that many in our community really look forward to. Most of our visiting readers return year after year,” says Sandi Meier, Katy ISD Promise to Read and Classroom Champions Coordinator. “Having a guest reader in the classroom is a fun treat for students, but it also promotes the life-long joy of reading.”

The Taylor High School Computer Science 2/3 class launched a weather balloon on Saturday, Oct. 20th, from just west of LaGrange Texas. The balloon journeyed a distance of 61 miles and reached a maximum altitude of 103,000 feet. Teacher, Don Adams, explained “I started formulating the idea of a team-building project for my class during the summer. Many schools have done this kind of project before so I wanted ours to be a little different. I challenged the students on the first day of school using a Prezi presentation of the recent Mars Rover mission and the resulting reaction of the NASA team at the control center during the actual landing. I asked them to work as a team and send a camera to 100,000 feet to take pictures. Any experiments or electronics they sent up had to be built by them. They had to do all of the research and product selection for the mission as well as examine the legal requirements by the FAA for launching weather balloons. To accomplish this “mission,” one of the students took on the role of project coordinator and the rest of the students were divided into the teams necessary to plan and execute the mission.”
The teams that the students decided on were:
A legal team with the responsibility of researching and making sure they complied with all FAA regulations regarding balloon launches.
The payload team was tasked with the design of the payload package to include the container for the experiments and cameras, as well as what experiments were to be sent aloft. They learned how to do electronic soldering and how to assemble electronic boards to contain the chips and memory cards necessary for each experiment. They also had to take into account the extremely cold temperatures encountered at high altitudes as well as the hurricane force winds the payload would pass through.

The launch and recovery team was responsible for all launch and recovery procedures. They developed a checklist to be followed the day of the actual launch. This team also selected the balloon and parachute recovery system and was also tasked with calculating how much helium would be required for the balloon to reach 100,000 feet. The balloon, when launched, would have a diameter of 6.5 feet and by the time it reached 100,000 feet would expand to over 30 feet in diameter.
The software team developed tracking software to project approximately where the landing would occur. Coupled with software from the University of Wyoming and wind aloft reports from the US Weather Service we were able to narrow the search area to a small triangle several miles wide. The actual recovery site was inside this triangle!
The end result is over 5,000 pictures taken every 2 seconds from pre-launch to the max altitude. The team used an iPhone to get live GPS updates as to the location of the balloon when it landed. However, the software on the iPhone failed shortly after the launch and the balloon disappeared for two weeks until its location was discovered by a farmer/rancher in one of his fields west of East Bernard. The payload was recovered intact and included two cameras, the iPhone (which still recorded the track the balloon followed), temperature sensors and an altimeter/GPS unit that recorded the altitude using up to 66 satellites for triangulation. The coldest temperature recorded by the temperature sensors was a -67 degrees Fahrenheit.
Mr. Adams commented “All in all, I was very pleased with the entire project. It was an empty feeling when the balloon disappeared but seeing the student’s reaction when I revealed the recovered balloon to them in class was something I will never forget. The team building aspect of the project accomplished everything and more that I had hoped. This is something we will definitely repeat.”
