OUR DIVERSE ROLE
Issued Plot Information & Certified Copies within stipulated time.
Successfully Acquired 1808 acres of land with out any litigation.
Detect Ceiling surplus land & vested 5177 acres of land during 2011 to 2015.
9588 no of pattas settled in favor of poor during 2012 -15.
Prepared, corrected & maintained village and District Map.
90% of Village Map are digitized and integrated with R-O-R. West Bengal is the first state which did it.
E-integrating with Land Records and property registration.
Maintenance and Correction of Record of Rights giving protection to the Pattadars and Bargadars.
As quasi Judicial officer settlement of land related public property dispute.
In case of Long Term settlement(LTS) all preparatory works are conducted.
As Govt. Representative in WBLRTT and WBSAT to defend for the Govt.
Implemented Government’s new policy for resettlement compensation for LA projects and also implemented Land Allotment Policy.
Being Bhagchas Officer, resolves dispute between Raiyat and Bargadar.
Determination of Thika Tenants.
Determination of Urban Land vested under ULC(A & R) Act.
Done the Other Departmental works such as Agri-Census, Crop Survey, etc.

OUR CHALLENGE
All Records should be computerized within Dec’2017. Maintained and updated
the ROR so that Mutation may be done within 60 days and Conversion may be
done within 45 days as per Govt policy.
All village map should be digitized and integrated with Records of Rights.
Preparation of Land Use Map.
Land Revenue and other collection should reach at 1000 crore.
Monitor and supervise the Land Bank for facilatating industrialization.

PEOPLE ORIENTATION SOCIAL ACCOUNTABILITY
Land Reforms form the bedrock and cornerstone
of the Panchayati Raj in West Bengal.
The growth of middle class in our society has
increased the pressure on speedy disposal of
mutation and conversion cases.
The entire process of preparation of the record of
rights involves a direct interaction with the grass
root of the society.
Provides social empowerment particularly to the
SC/ST and women whose names are written in
joint pattas.
Land reforms is a key tool for poverty alleviation
of the society.
It is thought to be the pillar of Urbanization.
The West Bengal Land Reforms Act,1955 is the
embodiment of the aspiration of the agricultural
peasants, landless labourers, share croppers and
marginal farmers.
Homestead Act, West Bengal Thika Tenanancy(A & R)
Act, Restoration of Alienated Land Act has created the
scope to serve the poor people both in rural and urban
areas.
Distribution of ceiling surplus land to the beneficiaries
to fulfil the goal as envisaged under article 39(b),39(c)
of the Constitution of India.
Land is being increasingly viewed as a commodity and
an area for secured investment for finance capital.
This department dedicated to cater the entire
population of rural poor as well as to the urban middle
class and is catalyst to industrialization and
urbanization of the country resulting rapid economic
development and growth.

Cadre deprivation
NEWLY APOINTED OFFICERS EXPERIENCED OFFICERS
Jt. BDO, ACTO get their first promotion to the pre
revised pay scale 16 after 8-9 years service. But RO
get their first promotion to pre revised scale no 15
after 7-8 years and to pre revised scale no 16 after
another 8-9 years i.e. 16-17 years altogether.
Our cadre reach to a maximum pay scale no 17 after
getting MCAS whereas if they opt for promotion to
WBCS(exe) they can easily reach Scale no 18.
Our cadre devoid any upward movement as there are
no sanction post for SRO-I.
About 30% to 50% of them leave the department
opting even in same group and same scale of WBCS
(Gr C). This proves the unattractiveness of this cadre
and service condition.
60% of them opt for WBCS(exe) rather than opting
for their mother department.
Also the expertise of the experienced officer cannot be
availed by the Department due to this exodus.

SRO cadre as given below in

Synopsys of our demand
1. After merging and formation of SRO, we place our views
to constitute state level service of 1231 no of SROs with
WBSLRS Gr-I as the sole feeder and basic cadre of SRO.
2. To maintain the pay scale of WBSLRS Gr I at the highest
level of pay scale awarded in WBCS Gr C as it is existing
today.
3. Date of effect of promotion to be given on and from the
date of vacancy.
