SUBJECT: Narrative on 2019-20 Class Size Report

Overview

The 2019-20 Class Size Report provides information on the distribution of students within classes at each

school. Planning factors are included each year as part of the adopted APS budget. These planning

factors are used as a guide to determine staffing at each school. It is also important to recognize that there

will be different variances across schools due to distribution of students in classes based on scheduling

needs and student selection of courses.

The information provided in this class size report includes class sizes for elementary, middle, and high

school levels, class sizes for secondary SOL courses, and class sizes for Arlington Community High

School, the Career Center, Langston, and the New Directions Program.

At the elementary level, it should be noted that there are a few situations where classes have exceeded the

recommended maximum after the start of the school year, and provisions have been made according to

school board policy. The staffing committee meets regularly to monitor the numbers and make the

necessary staffing adjustments as needed.

At the middle and high school levels, the report includes a number of course codes with a small number

of students. In many of these cases, courses are combined for certain HILT and HILTEX classes,

Core and World Languages Classes at 27 or more:

In the report there are classes with enrollments of 27 or more at both the middle and high school levels.

Some electives, such as band and P/E classes, operate at these levels. There are core and world language

classes at the middle school level with enrollments of 27 or more and core and world language classes at

the high school level with enrollment of 27 or more. These are provided on separate pages of this report.

In speaking with principals, many of the larger classes are the result of student requests for classes and the

challenge of scheduling students to try and meet these requests. This sometimes results in an uneven

distribution of students in classes for the same course. In other cases, these are singleton classes for some

courses and schools manage to those numbers. When there are larger numbers, the principals report that

they usually assign an additional teacher (Special Education or HILT teacher) to work with some of the

students in those classes. They also report that these numbers change over time as students make changes

or teachers recommend movement to another level for the same course.

Planning Factor Staffing Changes from FY 2016 to FY 2020

FY 2020 (Changes from FY 2019) Elementary, Middle, High

Classroom Teacher

The FY 2020 Adopted budget included

increasing the classroom teacher planning

factor and recommended maximum by 1 at

grade levels 4-5, by 0.75 at grade levels 6-8

and by 0.5 at grades 9-12.

Elementary

Elementary Montessori Teacher Assistants

A note is added to the staffing formula as

follows: For FY 2020, two assistant

positions are added using one-time funds

and will be part of the baseline budget in

FY 2021.

(The FY 2019 note remains in the

document where the school eliminates 1.5

FLES teacher positions and permanently

reduces 2.0 art/music/P.E. teacher positions

to create a fixed allocation of 7.0 assistant

positions.)

Proposed budget included increasing the

The planning factor formula for FLES

(Foreign Language in the Elementary

Schools) teachers is changed. The new

planning factor allocates a 0.5 teacher up to

100 K-5 students, a 1.0 teacher for 101 to

215 K-5 students, a 1.5 teacher for 216 to

340 K-5 students, a 2.0 teacher for 341 to

470 K-5 students, 2.5 teachers for 471 to

610 K-5 students, and 3.0 teachers for 611

to 770 K-5 students, and 3.5 teachers for

771 to K-5 930 students.

Bilingual Resource Assistants

A note is added to the staffing formula to

Technology Coordinators (ITCs), approved

staffing formula is now included.

The staffing for Arlington Tech is phased in

based on projected enrollment and now

included in the document.

Clerical

The planning factor formula for clerical

staff for the high schools is reduced as

follows: 0.5 for each high school and 0.25

each at HB-Woodlawn and the Career

Center.

Social Workers and Psychologists

The planning factor ratio for school

psychologists and social workers changed

in FY 2017 to 1.0 FTE per 775 students and

phased in over a three-year period. The

third-year addition is partially funded in FY

2019 for one year only.

English Language Learners – Level 5

Counselor

A new planning factor was added in FY

2017 for academic support for Level 5

English language learners. The planning

factor provides 1.0 counselor position per

43 Level 5 students and phased in over a

three-year period. The third-year addition

is deferred in FY 2019.

FY 2018 (Changes from FY 2017)

Elementary Interlude

The planning factor formula for the elementary

Interlude Program is changed to 2.0 assistant

positions for 1-10 identified students with IEPs

Pre-K Special Education

Assistants

A 1.0 Pre-K special education assistant position is

added for elementary schools. These positions cover

planning time for Pre-K special education teachers

and lunch breaks for the teachers and assistants.

Drew Model School

It is noted in the planning factor document that Drew

Model School is staffed separately based on

Montessori vs Model students.

Resource Teachers for the Gifted

The planning factor for resource teachers for the

gifted is changed to allocate 1.0 position per

elementary school.

Secondary School Program for

Students with Autism

The planning factor for the secondary school program

for students with autism is changed to allocate a 1.0

teacher assistant for 1-10 identified students with

IEPs. Funds are added to the staff contingency

account to provide additional assistants as needed.

Social Workers and Psychologists

The planning factor ratio for school psychologists

and social workers is changed in FY 2017 to 1.0 FTE

per 775 students and will be phased in over a three-

year period. 6.0 social workers and 6.0 psychologist

positions are added in the FY 2017 budget.

English Language Learners –

Level 5

Counselor

A new planning factor is added in FY 2017 for

academic support for Level 5 English language

learners. The planning factor provides 1.0 counselor

position per 43 Level 5 students and will be phased in

over a three-year period. 3.5 positions are added in

the FY 2017 budget.

Library Assistants

The planning factor for elementary library assistant

positions is changed to allocate a minimum of 1.0

library assistant per elementary school.

Instrumental Music Teachers

The planning factor for elementary instrumental

music teacher positions increased from 11.3 positions

to 11.8 positions to accommodate the new Discovery

elementary school.

A planning factor of 9.5 pre-K special education

assistant positions is added. These positions serve

the elementary schools and cover planning time for

pre-K special education teachers and lunch breaks for
