2019 International Gallery Rifle Federation World Championships, Welkom, Free State
This report is intended to provide an overview of the IGRF 2019 World Championship match presented in
RSA under the auspices of the IGRF and with the consent and support of SASSCo as well as the Ministry
of Sport and Recreation in RSA.
I would like to start the report by thanking the President of SASSCO, Mr. Hennie Jacobs and his Exco who
allowed us the opportunity and supported our application for National Colours be awarded to the selected
teams from RSA to participate in this event. Your support is highly appreciated. Also, a very big thank you
to the board of S A Hunters who supported this prestigious event and enabled us to present the IGRF
World Championship event.
The 2019 IGRF World Championship event was awarded to the South African Hunters and Game
Conservation Association in South Africa as the member association representing the IGRF shooting
disciplines in RSA, to be hosted in October 2019. This decision was taken at the IGRF AGM in May 2017 at
Bisley, England. SA Hunters, the local hosts decided that the event should be held at the Excalibur
Shooting range in Welkom, the home range of the Sandrivier-58 branch of S A Hunters. In preparation for
the IGRF World Championship the shooting range was upgraded to a world class shooting complex. Early
in 2019 the facilities of the Excalibur shooting complex was approved for the event by the IGRF Executive
Committee after a visit in loco.
All the arrangements, inclusive of enrolment to participate in specific shooting disciplines, travel and
accommodation went according to plan with one big exception. The real embarrassment to S A Hunters
and RSA came through the SAPS - CFR at a very late stage 15 applications for Temporary Import Permits
for required firearms for 9 international participants. S A Hunters consulted extensively with the CFR, the
Commander of FLASH, and even to the level of the Deputy National Commissioner of Police, with no
success. This left us with no alternative but attempt to resolve the matter by means of an Urgent High Court
Application. An application for an urgent interdict was indeed applied for and the relevant papers served on
the Minister, Commissioner of Police, Commander of Flash, and Commander of the CFR. The case was
placed on the urgent roll for a hearing on Friday 25October 2019 at 10h00. On Thursday afternoon at
16h30 the State Legal Representative called to inform that the 19 outstanding Temporary Import Permits
for firearms for the international visitors would be issued at 09h00 on Friday morning 25 October 2019. The
case was then withdrawn by SA Hunters immediately after the permits were indeed issued. The end result
of this process was that all International participants were enabled to import their required firearms
temporarily to South Africa to compete in the IGRF World Championship.
I would like to extend a very big thank you to Petrus Swart and his ladies who assisted with the
administrative arrangements for the temporary import permits for the international participants. Without their
dedication it would have been much môre difficult. They also met and welcomed every one of our
international visitors at the O R Tambo Airport and assisted them to clear their firearms into the RSA at the
CFR office at the airport.
On Sunday 27 October 2019 the event started with an open range day for all participants to sight their
firearms and test the ammunition. Sunday evening everybody involved in the Championship attended a
welcoming function where Dr Braam Joubert as MC opened the tournament in a very special, humoristic
and appropriate manner. Mr. Fred Camphor the CEO and Mr. Carl Arnold the President of S A Hunters also
welcomed all the participants and wished them well for the tournament, where after each of the team
captains introduced their team members. Taff Wilcox introduced the Great Brittain Team, Karl O’Brien
introduced team Ireland (Republic of Ireland), Daniël Blagojevic introduced team Germany followed by Don
Robinson who introduced team Australia. The South Africa teams were introduced by Flippie van Tonder
(Smallbore), Hercules Louw (Centre fire) and Deon de Villiers (Limited Bolt Action). Team Zimbabwe
unfortunately had to withdraw due to personal safety matters in their country.
The IGRF World Championship formally started early Monday morning with all the individual disciplines and
ran until Wednesday afternoon when all the individual competitions were completed.
Tuesday evening all the guests were spoiled with a lamb on the spit and traditional South African cuisine
around an open fire.

Wednesday evening a prize giving function was held for all the range officers and admin staff where Fred
Camphor the CEO of SA Hunters and the team captains shared their appreciation with the crew and
thanked them for the way they treated the participants. Every range officer and admin staff member
received an IGRF international range officer medal.

Thursday morning kicked off with the top 20 IGRF Limited Bolt Action shots, who had to finally compete for the individual world championship. All three top spots in this competition went to South African team members. IGRF – Limited Bolt Action Individual world champion:

Mr. Dale Forster Chairperson of the IGRF also attended the tournament and assisted with the formal prize giving ceremony. The prize giving evening ended off with a good 3 course meal and everyone present celebrated into the late hours.

Conclusion
I would like to end this report with a very big thank you to everyone who helped to make the 2019 IGRF
World Championship a world class event. Thank you to all the sponsors and major brands who helped to
brand the shooting range. Thank you to the Presidents of both SASSCo and S A Hunters who supported
the event. Last, but not least, thank you to my management team and shooting committee who made this
possible.
Congratulations to all our South African teams who kept a large number of the trophies in South Africa, as
well as all the individual members who received medals in the individual competitions.
The next IGRF World Championships will be held in 2021 in England.
