Modified Full review was performed for this package.
II. CONTRACTUAL ASSESSMENT OF DATA PACKAGE
CCS and hard copy reviews found the data packagecontractually compliant.
III. TECHNICAL/USABILITY ASSESSMENT OF DATA PACKAGE:
The total number of results reviewed for this data packagewas 322. Some results have been qualified because oftechnical problems. The significant problems are addressedbelow.
A. Blank concentrations affected three arsenic results.
B. The antimony and lead pre-digestion matrix spikerecoveries were below the QC limit.

ACTION ITEMS:
AREAS OF CONCERN: Laboratory blank concentrations affected threearsenic results. Pre-digestion matrix spike recoveries wereabove 125% for antimony and below 75% for lead and manganese.The potassium serial dilution difference was over 10%.
NOTABLE PERFORMANCE: The laboratory submitted the data package 9calendar days early for the 21-day turnaround time requirement.

COMMENTS: The SDG, contracted under SOW ILM05.3, consisted of 14plant samples for total metals analyses by ICP/AES and coldvapor. It was requested that the laboratory analyze the plantsamples following modified analysis request No. 1233.0. Thesampler designated sample MF1M15 for QC analyses. The laboratorymet the 21-day data package turnaround time requirement, and thedata package was contractually compliant.
The target analytes of concern with the corresponding desireddetection levels in parenthesis are cadmium (0.01 mg/Kg), lead(0.01 mg/Kg), and zinc (0.2 mg/Kg). The samples met the desireddetection limit criteria. " All samples had results above thedesired detection limits for the analytes of concern.
Modified full review was performed on this package as requestedby the TDF. Some results were qualified because of problems withlaboratory blank concentrations, pre-digestion matrix spikerecoveries, and a serial dilution difference. The technicalusability of all reported results is indicated in the DataSummary Table (DST). An Evidence Audit was conducted for theComplete Sample Delivery Group File (CSF), and the results wererecorded in the Evidence Inventory Checklist.
NOTE: THE FOLLOWING REVIEW NARRATIVE ADDRESSES BOTH CONTRACTUALISSUES (BASED ON THE STATEMENT OF WORK) AND TECHNICAL ISSUES(BASED ON THE NATIONAL FUNCTIONAL GUIDELINES). THE ASSESSMENTMADE FOR EACH QC PARAMETER IS SOLELY BASED ON THE TECHNICAL DATA •USABILITY, WHICH MAY NOT NECESSARILY BE AFFECTED BY CONTRACTUALPROBLEMS. THE ASSESSMENTS ARE DEFINED BELOW.
Acceptable = No results were qualified for any problemsassociated with this QC parameter.
Provisional = Some results were qualified because of problemsassociated with this QC parameter.
Unusable = All results are unusable because of major problemsassociated with this QC parameter.
1. Holding Times: Acceptable. All samples met contractualholding time criteria. Sample preservation was acceptable.
2. Calibrations: Acceptable. All calibrations and CRQL checkstandard recoveries met contractual requirements, indicatingacceptable instrument performance near the CRQL's.
3. Blanks: Provisional. Preparation and calibration blanksmet contractual requirements. In the reviewer's opinion,the analyte readings in the ICB's and CCB's were attributedto instrument baseline drift and not laboratorycontamination." The effects of laboratory blankconcentrations on the sample results are summarized below.

The arsenic results above the CRQL's for samplesMF1M01, MF1M06, and MF1M16 are qualified as estimatedand low biased because of negative laboratory blanksconcentrations.
The antimony, beryllium, chromium, nickel, silver, andvanadium results between the MDL's and CRQL's should beconsidered undetected, and the reported concentrationsshould be used as the quantitation limits.
4. Matrix Spikes: Provisional. The reviewer qualified theantimony, lead, and manganese results as estimated becausethe pre-digestion matrix spike recoveries were above 125%for antimony and below 75% for lead and manganese. Thereviewer did not qualify the antimony results as high biasedbecause the antimony post-digestion spike recovery was below125%. The reviewer did not qualify the lead and manganeseresults as low biased because the post-digestion spikerecoveries for these two analytes were above 75%.
5. Duplicate Analysis: Acceptable. The laboratory duplicatedifferences met technical QC criteria.
6. ICP Quality Control:
Serial Dilution: Provisional. The laboratory reported anoutlying serial dilution difference for potassium, so thereviewer qualified the potassium results as estimated.These results were also qualified as low biased because theserial dilution results indicated that matrix interferencessuppressed the signals for potassium.
Interference Check Sample (ICS): Acceptable. ICS resultswere contractually acceptable and indicated satisfactoryinterelement and background corrections.
Coefficient of Variation: Acceptable. No problem withinconsistent replicate instrument readings was detected.
7. Laboratory Control Sample (LCS): Acceptable. The reportedLCS results indicated satisfactory sample preparation andanalysis.
8. Sample Verification: Acceptable. The laboratoryincorrectly reported all sample results. Through aconference call with the laboratory, it was confirmed thatall sample results for the plant matrix were incorrectlyreported. Therefore, the laboratory made the necessarycorrections and resubmitted all Forms 1, 5A, and 6. Theresubmitted forms were used to replace the correspondingpages in the package. The resubmission Cover Sheet and

laboratory response were placed at the beginning of the datapackage. The DST included in this report is the finalversion.

10. Overall Assessment: Sample result qualifications aresummarized below.
The reviewer qualified three arsenic results because oflaboratory blank effects.
The reviewer qualified the antimony, lead, manganese,and potassium results because of matrix relatedproblems.

The following definitions provide brief explanations of the ESAT-Region 6 qualifiers assigned to results in the inorganic datareview process.
U Not detected at the laboratory reported quantitation limit.
L Reported concentration is between the MDL and the CRQL.
J Result is estimated because of outlying quality controlparameters such as matrix spike, serial dilution, etc., orthe result is below the CRQLl
R Result is unusable.
F A possibility of a false negative exists.
UC Reported concentration should be used as a raisedquantitation limit because of blank effects and/orlaboratory or field contamination.
High bias. Actual concentration may be lower than theconcentration reported.
v Low bias. Actual concentration may be higher than theconcentration reported.
