Winston-Salem Urban Area MPO TAC

Ethical Requirements* TAC members must avoid a conflict of interest. No member or their alternate may participate in any action as a TAC member if the action may result in a reasonably foreseeable financial benefit to the member, the member’s extended family, or any business with which the member is associated. A TAC member or their alternate may participate in an action of the MPO or RPO if the action is ministerial only and does not require the exercise of discretion. TAC members must disclose a conflict of interest in writing. TAC members and their alternates have a duty to promptly disclose in writing to the TAC any actual or potential conflicts of interest, using the Abstention Form provided by the TAC Secretary. These disclosures are a public record and must be attached to the minutes of the meeting in which any discussion or vote was taken by the TAC related to that conflicts disclosure. TAC members must not use or disclose confidential information. Chairman Williams read the Ethics Awareness and Conflict of Interest Statement. Chairman Williams commented on the passing of Former TAC Member Billy Joe Kepley, Davidson County Commissioner, and sent condolences out to the family.

Connie Curtis introduced Scott Jones the new Transportation Engineer for the City of Winston-Salem Department of Transportation and the summer interns from WSSU.

1. Citizen Comments Robin Dean, 3523 Lawrence Street, Clemmons, NC 27012, stated that at the Strategic Transportation Investment meeting I recently attended I left feeling that the days of our elected officials and Chambers of Commerce deciding how our transportation tax dollars should be invested will change for the better as there will be more NCDOT and public input. In the past, our elected officials on the TAC and the Chambers of Commerce were our decision makers and they supported two of the major waste of our transportation dollars, the poorly managed and financed Northern Beltway and Heart of the Triad, both of which were for the sole purpose of creating growth that would have adversely impacted traffic flow and safety, therefore not giving the taxpayers a return on their transportation investment. After both the Northern Beltway and Heart of the Triad giving the taxpayers little or no return on their investment, hopefully the new Strategic Transportation Investment program will serve the taxpayers better. Mr. Dean provided a copy of his comments which will be included with the minutes. Action Items By consensus, information item 10 was made an action item. 2. • The NCDOT regularly updates the Fiscal Year 2012-2018 STIP to include new projects

and modify existing projects. • Any STIP amendment for new statewide projects or projects within the Winston-Salem

Urban Area MPO triggers the amendment of the Fiscal Year 2012-2018 MTIP. • STIP amendments for regionally significant projects that have significant project

revisions, cross the FHWA 4-year funding period or modeling horizon years require an Air Quality Control Determination Report.

Reverse Commute (JARC) Funds for the Winston-Salem Urban Area MPO Presented by Kaori Fujisawa. • The JARC (Section 5316) program was established to address the unique transportation

challenges faced by welfare recipients and low-income persons seeking to obtain and maintain employment for rural communities under the previous law - Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU).

• The Winston-Salem Urban Area MPO was the direct recipient of the JARC grant in Fiscal Year 2011 - 2012.

• Unencumbered JARC grant funds are available and all approved subrecipients and project information must be entered into FTA’s sstem before the funds lapse on September 30, 2014.

• To utilize and program the available JARC funds, the Winston-Salem Urban Area MPO issued a call for projects that began on April 28, 2014.

• Applications were due on May 19, 2014. All projects were independently reviewed and evaluated by a special committee comprised of members of the Greensboro MPO staff on May 22, 2014.

• The list of lapsing Fiscal Year 2012 JARC (Section 5316) funded projects recommended for approval was provided in the agenda book.

Presented by Kaori Fujisawa. • The City of Winston-Salem has been the designated recipient of FTA Section 5307 funds

since the program was established by the Surface Transportation Act of 1982 and became the primary transit assistance program in 1984.

• The Moving Ahead for Progress in the 21st Century Act (MAP-21) requires that urbanized MPOs officially be a designated recipient of Section 5307 funds in order to receive FTA Section 5339 federal funds for capital expenditures to replace, rehabilitate and purchase buses and related equipment, and to construct bus-related facilities.

• Under MAP-21, FTA has also provided the Job Access Reverse Commute (JARC) human service transportation program under the Urbanized Area Formula (Section 5307) Program Funds.

• With the FTA Section 5307, the City of Winston-Salem must be officially designated once again by the Governor of North Carolina to be the recipient of FTA Section 5307 funds for the Winston-Salem Urbanized Area MPO.

• Once this is completed, the Winston-Salem Urban Area MPO will have access to FTA Section 5339 funds.

• At its May meeting, the TAC authorized the Chairman to sign a letter requesting the designation; however, NCDOT needs a resolution adopted by the TAC.

MOTION: Allen Joines moved approval. SECOND: Ken Rethmeier VOTE: FOR: Unanimous AGAINST: None 6. Consideration of the NCDOT Strategic Transportation Investment (STI) Evaluation

of Candidate Projects from the Winston-Salem Urban Area MPO Presented by Fred Haith. • Fred distributed a handout regarding division and regional needs projects. Fred also

distributed copies of all comments received during the public comment process. • The NCDOT created the Strategic Prioritization Process in response to a State mandate to

create a professional data-driven approval process for transportation project selection. • Significant changes to the process were made by House Bill 817 also known as the

Strategic Transportation Investments (STI) which established funding tiers (Statewide, Regional, and Division) and funding allocations across all transportation modes.

• The STI legislation requires that MPOs develop a ranking process to evaluate all eligible project categories (highway, non-motorized, public transportation, aviation, rail and ferry) and prioritize projects ranked by the MPO that fall in the “Regional” and “Division” levels.

• MPOs were given the opportunity to assign points to projects. • The points assigned by MPOs are part of the equation used by NCDOT’s Strategic

Planning Office to develop priorities for projects across the state. • The Winston-Salem Urban Area MPO has a pool of 1800 Local Input Points at the

Regional Level and a pool of 1800 Local Input Points at the Division Level.

• The maximum number of Local Input Points that can be applied to any given project at each level is 100.

• MPO staff evaluated all Regional and Division Projects according to the TAC approved Qualitative and Quantitative criteria.

• The highest ranked Regional and Division project in each mode (Aviation/Bicycle & Pedestrian/Highway/Public Transit) received the maximum allowance of Local Input Points (100 points).

• The MPO and the NCDOT Division 9 Office coordinated and strategically assigned the remaining Local Input Points.

• MPO staff initiated a public review period beginning on June 12, 2014, ending on July 11, 2014.

• All public comments, local point assignments, projects, and evaluations, are published on the MPO’s STI webpage: http://www.cityofws.org/departments/transportation/planning/sti-spot-prioritization.

Allen Todd requested additional information regarding comments provided for the new NC Highway 109 in Davidson and Forsyth Counties. Dan Besse thanked Fred for all his work on the public input meetings. MOTION: Allen Joines moved approval. SECOND: Allen Todd VOTE: FOR: Unanimous AGAINST: None

a. Resolution Not Supporting the “Toll Alternative” for the Northern Beltway (Eastern Section) Project

Presented by Fred Haith. • An alternative to the Eastern Section of the Winston-Salem Northern Beltway (U-2579

AA, AB, C, D, E, and F, and R-2247EB) was submitted by the NCDOT Division 9 office.

• A “toll alternative” was proposed and submitted for evaluation for informational purposes only.

• The “toll alternative” for the Eastern Section of the Winston-Salem Northern Beltway (SPOT ID H140560) is not supported by the NCDOT Division 9 office or the Winston-Salem Urban Area MPO and should not be considered for funding.

• The “toll alternative” project did not rank significantly higher than the standard beltway project.

• The “toll alternative” project, if funded, would require NCDOT to re-evaluate the EIS, resulting in additional delays.

MOTION: Bill Whiteheart moved approval. SECOND: Allen Joines VOTE: FOR: Unanimous AGAINST: None 10. Review of the NCDOT Bicycle and Pedestrian Count Pilot Project in the Winston-

Salem Urban Area MPO. Presented by Matthew Burczyk. • Matthew distributed a revised action request form and a proposed resolution authorizing

the MPO to enter into an agreement with NCDOT related to the Pedestrian Count Pilot Projects.

• MPO staff has been coordinating with NCDOT on identifying potential bicycle and pedestrian count locations.

• About 20 locations throughout the MPO were identified and submitted to NCDOT. • Since this is a pilot project, NCDOT has specific requirements in terms of the variety of

count locations in order to best learn how to implement the project on a statewide basis and generate all desired data.

• Permanent counters are proposed for the following Winston-Salem locations: 1.) Intersection of the Strollway and Academy Street; 2.) Salem Creek Greenway near Salem Lake; 3.) Both sides of 4th Street between Cherry Street and Marshall Street; and 4.) Intersection of Queen Street and Hawthorne Road.

• NCDOT will provide a loop detector to count bicycles and an infrared detector to count pedestrians for each of these locations.

• In addition to the four locations identified for permanent counters, NCDOT may provide portable counters that can be moved between sites throughout the MPO.

• Other MPO communities have expressed an interest in performing counts and the portable counters will provide the necessary tools to meet those needs.

• In addition, the portable counters can be used in locations without sidewalk to measure the demand for walking facilities by counting pedestrians walking along the side of the road.

• NCDOT plans to invest about $20,000 worth of bicycle and pedestrian counters and expertise in the Winston-Salem Urban Area MPO.

• In exchange, the MPO will be responsible for installation and maintenance of the units. • MPO staff has coordinated with other City of Winston-Salem staff on the details of loop

and infrared detector installation. • While the portable counters will need to be attended to regularly to collect count data, the

permanent installations can be accessed via the internet to increase efficiency. • MPO staff will be responsible for collecting data and reporting back to NCDOT for a

period of up to 10 years.

Information Items (Presentation by Staff by Request of TAC Only) 7. Presentation on Certified Public Manager Program Presented by Brett Abernathy. • In 2009 the Federal Highway Administration conducted an audit on locally administered

projects. • The audit discovered issues with how NCDOT and other municipalities implement

projects. • The audit resulted in a need for increased oversight, a variation in due diligence and a

new agreement process. • The audit discovered issues with project delivery, project delays and supplemental

agreements. • Project delays were caused by right-of-way/utility/environmental issues and by poor

estimating and scheduling. • Of 36 projects, only 39% were completed without a supplemental agreement. • Many projects had multiple supplemental agreements. • A failure to complete projects on schedule was the primary reason for supplement

agreements. • Potential solutions include developing a project screening form and more engineering

involvement prior to project submittal. 8. Update on the 2040 Socio-Economic Data Projections Work for the Winston-Salem

Urban Area MPO Presented by Margaret Bessette.

• One of the components of the Regional Travel Demand model is Socio-Economic (SE) Data—population, households and jobs.

• Winston-Salem MPO staff is working with PART, other MPOs in the Triad and a consultant to collect base year data (2013) and make projections for horizon years—2020, 2030, and 2040.

• For the Winston-Salem Urban Area, MPO and City-County Planning staff worked with planners and staff from member jurisdictions to review and adjust the consultant’s projections based on local knowledge and adopted plans.

• The work should be completed by the end of 2014. The TAC will be asked to adopt the projections—either separately or as part of an updated Air Quality Conformity Determination.

9. Review of the Proposed Business 40 Streetscape Design Project Presented by Greg Errett. • During the past few years, NCDOT initiated a public process seeking to improve the

aesthetic appearance of the future bridges, interchanges and related roadway infrastructure.

• Numerous public meetings, hearings and workshops have been held to help define the look and visual components for the proposed project.

• Parallel to the public process, the Creative Corridors Coalition (C3), a private non-profit citizens group, developed its own master plan and design guidelines for the corridor in 2011 and it was adopted by the City of Winston-Salem.

• While most of the basic decisions of the freeway’s geometric design are featured in the roadway’s two primary alternatives, the appearance of the corridor from end to end has of yet not been decided.

• The need for bringing the elements of both processes into developing a comprehensive streetscape design for the entire corridor is apparent.

• The City’s staff has selected and is working with the consulting team of Stimmel Associates and RS&H to develop a comprehensive and detailed streetscape design with specifications that may be used in the proposed design/build process for the highway project.

• The consultant team will expand that design to provide recommendations for an area adjacent to the highway’s defined right-of-way including cross-streets and parallel streets at least one block in depth from the highway.

• Upon agreement of this design and specifications, the consultant team will develop a detailed cost estimate and possible project phasing.

• An important component of this project’s design is the incorporation of a multi-use bicycle and pedestrian path within or adjacent to the reconstructed highway linking downtown, the Strollway, the BB&T Ballpark pedestrian bridge, Wake Forest University Medical Center and Winston-Salem State University area.

• The multi-use path would be physically separated from the highway’s travel lanes and shoulders, either vertically or horizontally, or both, and be designed not to interfere with the highway’s operation.

• Another design question to be answered is whether the Strollway should be relocated from going underneath the highway and the interchange ramps under either alternative.

11. Update on the Approvals of the Metropolitan Area Boundary (MAB) Map and

Federal Functional Classification Map for the Winston-Salem Urban Area MPO

Presented by Andy Bailey. • In late 2012, the MPO adopted a new Metropolitan Area Boundary Map. • The new map was necessary due to additions and deletions to the MPO. • This MPO requested the most changes/updates to the boundary map. • The State has approved the changes and a new boundary map will be forthcoming. 12. The Job Access and Reverse Commute (JARC) program is now a part of the existing Section 5307 grant and provides transportation for low-income individuals to have access to work opportunities. The Enhanced Mobility for Seniors and Individuals with Disabilities (previously New Freedom) is now part of the existing Section 5310 grant and provides services and facility improvements to address the transportation needs of the elderly and persons with disabilities. Through the collaborative efforts of local transportation providers and human services agencies, the community’s needs were identified in the Public Transportation-Human Services Coordination Plan revised in 2010. For both FTA programs, the Winston-Salem Urban Area Metropolitan Planning Organization (MPO) receives formula-based funding allocations that can be applied to projects and programs. An additional requirement for Section 5310 funds is that 55% of the total amount must be used for capital expenditures. All subrecipients for Section 5310 will be providing services, considered as eligible capital expenses by FTA’s definition. Although no longer required, the MPO has chosen to continue using a competitive selection process to award these funds. The competitive grant selection process uses the community’s identified needs and the plan’s approved criteria for project selection by the MPO. For the FY 2014 grant awards, the Winston-Salem Urban Area call for projects began on April 8, 2014, with the issue of a request for projects and legal advertisements. A community workshop for grant recipients was held on April 22, 2014. Applications were due on May 19, 2014 and nine projects were independently reviewed and evaluated by a special committee comprised of members of the PART staff. Attached is the list of FY 2014 JARC and Enhanced Mobility for Seniors and Individuals with Disabilities (Section 5310) funded projects recommended for approval.

THE 2012-2018 METROPOLITAN TRANSPORTATION IMPROVEMENT PROGRAM FOR THE WINSTON-SALEM URBAN AREA

TO INCLUDE FISCAL YEAR 2013-2014 PROJECTS FUNDED THROUGH JOB ACCESS AND REVERSE COMMUTE (JARC) AND SECTION 5310 FUNDS

A motion was made by TAC Member _____________________ and seconded by TAC Member _____________________ for the adoption of the following resolution, and upon being put to a vote was duly adopted.

WHEREAS, the Moving Ahead for Progress in the 21st Century Act (MAP-21) expanded eligible activities to include job access and reverse commute projects, which provide non-traditional transportation services intended to serve the employment-related transportation needs of welfare recipients and low-income individuals. These projects were previously eligible under the repealed Section 5316 Job Access and Reverse Commute Program; and

WHEREAS, under MAP-21, the New Freedom program (49 U.S.C. 5317) was repealed

and merged into the Section 5310 program. As a result of this merger of programs, activities eligible under the New Freedom program are now eligible under Section 5310, and consistent with Section 5317, funds are apportioned among large urbanized areas, small urbanized areas, and rural areas, instead of only to States, as the law previously provided; and

WHEREAS, the Public Transportation-Human Services Coordination Plan for the Winston-Salem Urban Area was adopted by the MPO on March 20, 2010, and provides the framework and guidelines for the competitive selection process for JARC and Section 5310 funds for the MPO; and

WHEREAS, the Winston-Salem Urban Area will continue to use a competitive selection

process to award funds for these two programs; and WHEREAS, the 2014 call for projects period began on April 8, 2014 and concluded on

May 19, 2014; and WHEREAS, ten (10) project proposals were received by the May 19, 2014 deadline and

were reviewed and evaluated by a special committee comprised of members of the PART staff; and

WHEREAS, to allocate the FTA funds, the Winston-Salem Urban Area 2012-2018

Metropolitan Transportation Improvement Program (MTIP) must be modified to show the JARC and Section 5310 projects selected and the funding amounts as per the attached table.

NOW, THEREFORE, BE IT RESOLVED that the Transportation Advisory Committee

of the Winston-Salem Urban Area Metropolitan Planning Organization modifies the Fiscal Year 2012-2018 Winston-Salem Urban Area MTIP to include Fiscal Year 2013-2014 FTA funding for JARC and Section 5310 projects.

SUMMARY OF INFORMATION: Attachments: Yes X No _______ In November, 2009, the Winston-Salem Urban Area TAC allocated $408,000 in STP-DA funds for improvements at the US 158/NC 801intersection in the Town of Bermuda Run at a total cost of $510,000. During the preliminary engineering for the project, it was determined by the North Carolina Department of Transportation (NCDOT) that the planned improvements for the intersection would provide minimal positive impact of traffic safety and circulation and that a much larger and more expensive project would be needed there to address the traffic issues. On March 15, 2012 the TAC transferred the funds programmed for the US 158/NC 801 intersection to the construction of a proposed roundabout on US 158 Roundabout at Twins Way Drive and Bermuda Run Drive. On February 20, 2014 the TAC approved an additional $393,600 in STP-DA funds, increasing the total allocation to $801,600. On July 14, 2014, the Town received two bids for the construction of the proposed US 158 Roundabout at Twins Way Drive and Bermuda Run Drive. The low bid was submitted was $1,417,511. Adjustments were also made to the Construction Engineering and Inspection (CEI) and NCDOT project administration fees, resulting in a total project cost of $1,706,300. To continue the project and begin construction, Bermuda Run is requesting an additional $563,440 in STP-DA funds.

FOR THE TOWN OF BERMUDA RUN TO ADD $563,440 IN STP-DA FUNDS FOR THE CONSTRUCTION OF

A NEW ROUNDABOUT ON US 158 AT TWINS WAY DRIVE AND BERMUDA RUN DRIVE (U-4742 MA)

A motion was made by TAC Member _________________________ and seconded by TAC Member _____________________________________ for the adoption of the following resolution, and upon being put to a vote was duly adopted.

WHEREAS, in November, 2009, the Winston-Salem Urban Area TAC allocated $408,000 in STP-DA funds for improvements at the US 158/NC 801intersection in the Town of Bermuda Run at a total cost of $510,000; and

WHEREAS, during the preliminary engineering for the project, it was determined by the

North Carolina Department of Transportation (NCDOT) that the planned improvements for the intersection would provide minimal positive impact of traffic safety and circulation and that a much larger and more expensive project would be needed there to address the traffic issues; and

WHEREAS, on March 15, 2012 the TAC transferred the funds programmed for the US

158/NC 801 intersection to the construction of a proposed roundabout on US 158 at Twins Way Drive and Bermuda Run Drive; and

WHEREAS, on February 20, 2014 the TAC approved an additional $393,600 in STP-DA funds, increasing the total allocation to $801,600; and

WHEREAS, on July 14, 2014, the Town received a low bid of $1,417,511 for the construction of the proposed US 158 Roundabout at Twins Way Drive and Bermuda Run Drive; and

WHEREAS, adjustments were also made to the Construction Engineering and Inspection (CEI) and NCDOT project administration fees, resulting in a total project cost of $1,706,300; and

WHEREAS, in order to continue the project and begin construction, the Town of

Bermuda Run is requesting an additional $563,440 in STP-DA funds. NOW, THEREFORE, BE IT RESOLVED that the Transportation Advisory Committee of the Winston-Salem Urban Area MPO approves the additional $563,440 in STP-DA funds for the US 158 Roundabout at Twins Way Drive and Bermuda Run Drive in the Town of Bermuda Run (U-4742 MA). Action Requested: Review of three (3) resolutions finding the U-2827B Amendment Conforming to the State Implementation Program (SIP), and, approving the U-2827B Amendment to the Winston-Salem Urban Area Metropolitan Planning Organization (MPO) Fiscal Year 2012-2018 Metropolitan Transportation Improvement Program (MTIP) and 2035 Transportation Plan (LRTP/MTP) to match the State Transportation Improvement Program (STIP). SUMMARY OF INFORMATION: Attachments: Yes X No . The Winston-Salem Urban Area MPO’s 2035 Transportation Plan (LRTP) Update, the Air Quality Conformity Determination Report (AQCDR), and the Fiscal Year 2012-2018 MTIP as amended through September 2012, were adopted by the MPO on January 17, 2013 and approved by the Federal Highway Administration (FHWA) on March 6, 2013. Additional amendments and modifications to the MTIP were adopted on May 30th, July 18th, November 21st of 2013 and February 20th, March 20th, May 27th and July 17th of 2014. The North Carolina Department of Transportation (NCDOT) regularly updates the Fiscal Year 2012-2018 STIP to include new projects and modify existing projects. STIP amendments for new statewide or Winston-Salem Urban Area MPO projects trigger the amendment of the Fiscal Year 2012-2018 MTIP. STIP amendments for regionally significant projects that cross the FHWA 4-year funding period or modeling horizon years require an AQCDR. The FY 2012-2018 STIP/MTIP is a subset of the Winston-Salem Urban Area 2035 Transportation Plan and must match. The U-2827B – Business 40 Rehabilitation project will be amended to reflect the preferred alternative selection for the final interchange configuration. The Fiscal Year 2012-2018 MTIP and the 2035 Transportation Plan will be amended to match the STIP and the Conformity Determination Report – Short Form finding of Conformity with the SIP. As provided by the MPO’s Public Participation Policy, regionally significant amendments to the FY 2012-2018 MTIP and 2035 Transportation Plan and accompanying Conformity Determination Report – Short Form must receive a 30 day public review. The U-2827B Amendment documents were available for public review from June 12 to July 11, 2014. Three comments were received relating to the U-2827B project during the public review period (see attached). The MTIP and 2035 LRTP/MTP amendment and Air Quality Conformity Analysis and Determination Report must be approved prior to issuance of a federal Finding of No Significant Impact for the Business 40 Rehabilitation project (U-2827B).

WHEREAS, the most recent vehicle emissions model was used to prepare the quantitative emissions analysis dated November 1, 2012; and

WHEREAS, the projects and programs included in the Winston-Salem Urban Area 2035

LRTP and the U-2827B Amendment (see Exhibit A U-2827B Alternatives) contribute to annual emissions reductions as shown by the quantitative emissions analysis dated November 1, 2012. NOW, THEREFORE, BE IT RESOLVED that the Winston-Salem Urban Area Transportation Advisory Committee has made a finding that the Winston-Salem Urban Area 2035 LRTP U-2827B Amendment conforms to the purposes of the SIP in accordance with the Clean Air Act Amendments (CAAA), and the Moving Ahead for Progress in the 21st Century Act (MAP-21). Though DOT has engaged in an extensive public awareness campaign around the Biz 40 rehab project in downtown Winston Salem, I was not aware of this opportunity to get involved until this morning: (An STI public drop in meeting to review and comment on the MPO priority projects will be held on Thursday, June 19, 2014, at the Bryce Stuart Municipal Building, 3rd Floor Conference Room, 100 East First Street, Winston-Salem, from 12:00 - 2:00 p.m. and from 5:00 - 7:00 p.m.) I hope that you can accept this email as written comment. I am concerned about the DOT prioritization process. Winston Salem seems to be the loser in highway appropriations and to have received less than a proportionate share of highway funding for many, many years. I am concerned that the ranking process is being manipulated by adoption of a set of decision rules that continue to favor other communities that have already built -- at our expense as taxpayers -- superior highway systems to our own. We need the bypass and the Biz 40 rehab through downtown Winston Salem to get done -- about 20 years ago. After all this time, all the accidents on Hwy 52 and Biz 40, all the traffic snarls, and all the deterioration of the bridges and related infrastructure, these projects should be urgent number one priorities of the state, in my humble opinion. An appropriate objective ranking system would support that opinion instead of consistently ranking our critical needs below nice-to-have systems elsewhere. Completion of I‐74 will double the economic activity in the region, creating 33, 800 new jobs and adding over $2 billion in economic activity. Completion of I‐74 will have a significant economic impact on all of North Carolina, making the entire state more economically competitive. The project has been delayed because of mistakes made by NCDOT that delayed construction for more than 10 years. I‐74 is North Carolina’s road to economic success. Please see attached Economic Impact Study that outlines in detail the importance of this project.  

  

It is imperative that the Business 40 project stay on schedule for this community to thrive. The community has been prepped and become prepared for the closure for years now. To delay this project would not only be at a detriment to this community, but would also be seen in a very negative light by the how NCDOT handles funding of major projects.

Comments for STI, SPOT prioritization:   The Creative Corridors Coalition (CCC) believes it is important that all projects within its study area should be reviewed by the Mayor's Design Review Committee for conformance to the CCC's Design Guidelines as adopted by the City Council of Winston‐Salem and now a part of the Municipal Code (Part III, Chapter 2, Article III, Division 11).  The ordinance states in part,    “The purpose of the committee is to review plans and proposals which are proposed by the city, NCDOT, or any other agency or organization for roadway improvements on the major thoroughfares in the creative corridors study area and to make recommendations to the city council, transportation advisory committee, or NCDOT on the plan's consistency with the outcome objectives of the community corridors master plan and design guidelines. As a creation of the city council, the committee will respect the final decision of the city council on transportation decisions in the corridor.”    Particularly projects early in their design phase need to be vetted as the design is progressed and funds are budgeted to ensure adequate funding for CCC betterments and design guidelines compliance.    Larger projects should be considered as candidates to have design professionals and/or artists come alongside the engineers solving the roadway/corridor problem to aid in the interpretation and inclusion of the CCC Design Guidelines to ensure early adoption in planning, thoughtful consideration in design, and pursuit of matching fund opportunities where focal expressions of art and other aesthetic considerations would be most impactful.    Of particular interest from a project priority standpoint, certain projects will create opportunities for the vision of CCC's Design Guidelines to permeate the community.  Those include, SPOT ID H090371‐B (the Business 40 project), SPOT ID B142197 (the WSSU pedestrian bridge over the Salem Creek Connector), and SPOT ID H090548 (Martin Luther King Jr. Dr. extension).    The importance of including the Mayor's Design Review Committee at all stages of design cannot be over‐emphasized ‐ as projects are completed with inclusion of CCC design guidelines principals, the fabric of the aesthetic will begin to connect the new and improved corridors and create the vision for our city of Arts and Innovation.    Owen J Cooks  Vice Chair, Creative Corridors Coalition  On behalf of the Creative Corridors Coalition Board and Membership  July 9, 2014

Business 40 Streetscape Design Project in Winston-Salem Summary Information

September 3, 2014 Introduction During the past few years, NCDOT initiated a process seeking public involvement to improve the aesthetic appearance of the future Business 40 bridges, interchanges and related roadway infrastructure. Numerous public meetings and workshops have been held to help define the preferred look and visual components for the Business 40 Streetscape project. Parallel to the public process, the Creative Corridors Coalition (C3), a private non-profit citizens group, developed its own master plan and design guidelines for the Business 40 corridor in 2011 which was subsequently adopted by the City of Winston-Salem. The majority of the freeway’s geometric designs are featured in two alternatives. However, the appearance of the corridor has not been decided. Thus, the need to bring the elements of both processes into a comprehensive streetscape design for the entire corridor is apparent. Project Scope The City’s staff is working with the consulting team of Stimmel Associates and RS&H to develop comprehensive and detailed streetscape design parameters with specifications that may be used in the Design-Build procurement for the Business 40 roadway improvement project. This consultant team will also provide aesthetic recommendations for areas adjacent to the highway’s defined right-of-way, including cross-streets and parallel streets located at least one block in depth from Business 40. Upon agreement of these design parameters and specifications, the consultant team will develop a detailed cost estimate and potential implementation phasing concepts for the various aesthetic features. An important component of the streetscape project’s design is the incorporation of the City’s multi-use bicycle and pedestrian path within or adjacent to the reconstructed Business 40 corridor linking downtown, the Strollway, the BB&T Ballpark pedestrian bridge, Wake Forest University Medical Center and Winston-Salem State University area. This multi-use path would be physically separated from the highway’s travel lanes and shoulders, either vertically, horizontally, or both, and be designed not to interfere with the highway’s operation. Another important design question to be answered is if the Strollway can be/should be relocated from underneath the highway. Other Project Information Study Cost Estimate: $331,000. Winston-Salem Urban Area Bicycle and Pedestrian Program Update Greenway

The Little Creek Greenway (Atwood Road North along Little Creek to the Shoppes at Little Creek and a connection to Little Creek Park) is currently in the construction phase. The Contractor has completed approximately 90% of the contract work to date.

Bicycle

The City of Winston-Salem DOT held its “open streets” festival, Cycling Fun Day, Saturday, August 16th with the help of numerous partners, including the Forsyth County Department of Public Health, the Winston-Salem Journal, Cancer Services, and Novant Health. The event included a loop of the following streets: Fourth and One Half Street, Poplar Street, Holly Avenue, and Spring Street. Cycling Fun Day was combined with the Winston-Salem Journal’s Solar Bear ride, which is a fundraiser for Cancer Services. The free event included food, live music, and kids’ activities, including a bike rodeo. Planning for 2015 Cycling Fun Day events will begin this fall.

The third annual North Carolina Bike Summit will be held in Greensboro on October 10 – 12. The mission of the Summit is to foster collaboration between North Carolina’s various bicycle movements and endeavors; education of local government staff, bicycle advocates, and policy leaders; promote cycling as a valid form of transportation; and highlight North Carolina’s dedication toward becoming a premier bicycle friendly state.

Piedmont Authority for Regional Transportation Updates for the Winston-Salem Urban Area MPO TCC/TAC

Regionalism, Partnerships & Cooperation:

- - PART released a draft Project Management Plan for public comment to develop an Intermodal Transportation Center Complex. The project is related to Congressional Earmark funds PART received in 2005. Public outreach to generate comments is being performed by PART staff to report any comments received to the PART Board of Trustee’s for the preferred development alternative.

- - PART, Hi-Tran and WSTA are continuing to establish a Regional Call Center development plan and process to present for implementation. - PART is working with the Burlington-Graham MPO and Triangle Transit (TT) to establish a connection of service between PART and TT in Mebane. A park and ride location is being identified for the connection point between PART and TT. - The Piedmont Together project will be an award recipient at the annual conference of the NC Chapter of the American Planning Association. - PART has released a Heavy Duty Bus Invitation for Bid (IFB) on behalf of the City of Burlington, High Point, Greensboro, Concord and PART Express for the procurement of rolling stock to support the local bus system capital investment needs over the next five years. - Beginning September 2, 2014 PART Express will be transitioning the GTA operated Career Express shuttle system and implement a 4 quadrant deviated fixed route service for the I40/Hwy.68 Business parks. - Google Transit has been implemented for the PART Express and is now available for trip planning needs of the public via Google. - PART Express implemented Automatic Passenger Counters (APC) in FY2014 that are utilized for route data planning to verify on/off data at stop locations, and is also in place to verify National Transit Database (NTD) reporting of the PART Express System. - PART Express is implementing a vehicle tracking system for FY2015 that will be available to the general public and PART operational staff for live feed vehicle tracking.

A draft of the MPO’s LEP Plan was provided on 12/31/13. The Plan, which also includes LEP demographics for the planning area, was finalized on 3/19/14 and adopted by the WSUAMPO’s TAC on 3/20/14. NCDOT received the MPO’s adoption resolution for the Plan, as verification.

FOLLOW UP FINDINGS, CONCLUSIONS AND RECOMMENDATIONS:

The WSUAMPO’s Title VI Coordinator worked cooperatively with the NCDOT Title VI Officer to correct all deficiencies within 90 days, as specified in the MPO’s Corrective Action Plan (CAP). Drafts for all CAP requirements except for complaint procedures were received by January 2, 2014. Final documents were received on the dates listed above. Additional time was granted for some items to account for local decision-making and public comment schedules. Other review timeframes were adjusted by the NCDOT, as needed or appropriate. Secondary concerns about the WSUAMPO’s Title VI program were documented in the CAP as advisory comments. The MPO shall address the advisory comments internally prior to its next NCDOT Title VI compliance review in FFY2017.

Determination of Compliance Status

Based upon the satisfactory completion of its corrective action plan, this subrecipient is hereby found in compliance with Title VI of the Civil Rights Act of 1964.
