Mr. Robert Lewis (Suffolk) and Mr. Mike Miller (VDOT) were appointed co-chairs of the HRTO Subcommittee in 2016. With their two-year terms expiring, HRTO Subcommittee co-chairs will need to be appointed at the next HRTO Subcommittee meeting. Recommended Action: Per discussion. Attachment 3

4. Regional Broadband Network/Connected Corridor 10:00 a.m. – 10:30 a.m.

The Hampton Roads Regional Broadband Initiative proposes the creation of a fully integrated regional fiber optic network that connects employment areas, higher education facilities, research institutions, and municipal facilities throughout the region. This regional broadband network will allow Hampton Roads to continue to develop as a nationally connected 21st century community and international information gateway, and provide our region the necessary infrastructure to

support job creation centered around a number of emerging industry clusters. More information is available at https://www.hrpdcva.gov/page/hampton-roads-regional-broadband-initiative. To further leverage the broadband network, it is proposed that the region develop a Connected Corridor to incorporate Connected Vehicle (CV) communications infrastructure. This opportunity would seek to improve the efficient movement of people and goods through integrated management of designated Corridors of Regional Significance (CoRS). A regional backbone would broadcast Signal, Phase and Timing (SPaT) information to vehicles directly from traffic signal controllers along the corridor. The overall goals of the regional system would leverage technology to reduce congestion and improve mobility, make better use of existing capacities across all transportation modes, improve availability and quality of data for travel conditions, provide first responders with information for real-time decisions, and create regional test beds for emerging technologies. Mr. Keith Nichols (HRTPO) will provide an update on the Regional Broadband Initiative to the committee and Mr. Brian Solis (Virginia Beach) will discuss the city’s efforts. Recommended Action: Per discussion.

5. Hampton Roads Operations Strategy 10:30 a.m. – 11:00 a.m.

The HRTPO Board allocated $400,000 in Regional Surface Transportation Program (RSTP) funds for a Regional Operations Strategy (UPC #105492) based on a request from the HRTO Subcommittee. The first phase of the Hampton Roads Operations Strategy was completed in May 2016, and the committee voted to develop the next phase of the Regional Operations Strategy in February 2018. A scope of services for Phase II was approved by the HRTO Subcommittee at their April 2018 meeting, and a workshop was held following the June meeting. Kimley-Horn will provide an update on Phase II of the Regional Operations Strategy to the committee.

6. HRTPO Update

DRAFT HRTO Subcommittee Minutes – June 12, 2018

The meeting was chaired by Mike Miller (VDOT)

1. Public Comment Period

Nobody from the public requested to speak.

2. Minutes of the April 10th meeting were reviewed. Motion for approval was made by Steve

Froncillo and seconded by Scott Cowherd. The minutes were approved.

3. Virginia Connected and Automated Vehicle Program Overview

Virginia Lingham, VDOT’s Connected and Automated Vehicle Program Manager, made a

presentation on the Virginia Connected and Automated Vehicle Program. Highlights of

the presentation included:

o Information on VDOT’s Connected and Automated Vehicle (CAV) Program Plan

and other CAV efforts is provided at http://virginiadot.org/automated.

o VDOT envisions a future environment where Connected and Automated Vehicle

applications provide connectivity between vehicles, roadside infrastructure and

wireless devices. This interconnected environment is expected to increase

safety, improve mobility, reduce infrastructure investments, and enhance

traveler information.

o Virginia has a number of unique strengths:

Diverse highway system with a good state of repair

An “Open-for-business” regulatory environment for innovative

transportation solutions

Data driven commitment to innovation

Trusted world-class research and testing capabilities

Capable knowledge based work force, including a strong military

presence

o VDOT Connected and Automated Vehicle Program Development

Ms. Lingham also discussed the Virginia Beach Hackathon with the committee. The

Hackathon was held April 27th and April 28th at 1701 in the ViBe district of Virginia

Beach. The purpose of the Hackathon was to “invite planners, futurists, big data lovers

and problem solvers to help address Virginia's greatest transportation issues through

the use of open data sets, including VDOT's SmarterRoads data portal”. Submittals at

the Hackathon included an app that provides traffic congestion data via Alexa and an

app that gives a real time signal status display of upcoming traffic signals. More

information on the Virginia Beach Hackathon is available at https://smarter-roads-

hackathon-vb.devpost.com . VDOT will also host Hackathons in Northern Virginia,

Danville, and Roanoke later this year.

4. Hampton Roads Operations Strategy

Mike Miller introduced this topic by noting that there will be a workshop for the

Hampton Roads Operations Strategy Phase II report following the HRTO meeting. The

workshop will be led by Kimley-Horn, the consultant for this project.

5. HRTPO Update

Keith Nichols (HRTPO) shared three items with the committee:

o Emergency Vehicle Preemption reallocations were approved by the HRTPO

Board at their May meeting.

o The 2018 CMAQ-RSTP Project Selection Process is open for project submittals.

The deadline for submitting candidates is August 15, 2018. More information is

available at http://www.hrtpo.org/page/cmaq-and-rstp.

o With hurricane season approaching, HRTPO staff will be preparing the annual

update of the Operations Contacts for Emergencies list.

o There were no RCTO meetings held since the April HRTO meeting. The next

RCTO meeting is scheduled for 10/30/18 on the Southside.

6. For Your Information

The committee was notified of upcoming SHRP-2 Traffic Incident Management (TIM)

training workshops in Virginia Beach and Hampton.

7. The next HRTO Subcommittee meeting will be held at Sandy Bottom Nature Park in Hampton at

9:30 AM on August 14th.
